Infrastructure Development Department (IDD), Government of Karnataka (GoK) (the “Authority”) has decided to undertake development of regional airports (the “Project”) through Public Private Partnership (PPP).

Development of Airport and ancillary facilities.

1.4 Justification for the project (Public Need)

Bellary, rich in culture and heritage and endowed with abundant mineral resources, has, from time immemorial, been considered an important region due to its strategic location and positioning amidst the Deccan plains. This region has witnessed rapid industrial growth and is known as the mining, steel and industrial hub of Karnataka. The Bellary-Toranagallu-Hospet belt, currently the largest exporter of galvanized steel, is expected to enhance steel production to 12 MMT



by 2010 with an overall investment of over Rs 30,000 Crores. Further there are plans to produce atleast another 25 MMT of Steel in the area. This expansion, with significant employment and business potential, would propel overall economic growth of the region. The Govt is planning to establish an industrial park over an area of 500 sq Km near about the Bellary City. Government of Karnataka proposes to develop an airport in this vibrant growth centre which would further act as a facilitator for future economic growth.

2.Development of High Speed Rail

The Govt of Karnataka (GoK), is engaged in the development of High Speed Rail Link (HSRL) to the Bangalore International Airport and as part of this endeavor, GoK has decided to undertake development of HSRL Project through Public Private partnership on Design, Build, Finance, Operate and Transfer ("DBFOT") basis, and has decided to engage the Bangalore Airport Rail Link Ltd to carry out the bidding process for selection of a private entity as the Bidder to whom the Project may be awarded.


The project involves design, construction, operation and maintenance of the High Speed Rail Link. Some section of the HSRL will be underground while the rest would be elevated.


Bangalore International Airport is about 34 kms from the center of the city and therefore the HSRL would:

• reduce the journey time to about 25 mins as against more than an hour by road;

• be in air‐conditioned comfort, safe and reliable and there



will not be traffic hold‐ups.

• Have check in facility at the city itself

• Not pollute

• Be much cheaper and safer

Government of Karnataka (GoK) (the “Authority”) has decided to undertake development and operation / maintenance of a sea port at Tadadi in Uttar Kannada district of Karnataka (the “Project”) through Public Private Partnership (PPP) on Design, Build, Finance, Operate and Transfer (the “DBFOT”) basis. The Authority has nominated Karnataka State Industrial Investment & Development Corporation Limited (KSIIDC), as the nodal agency for the Project. GoK has taken action to get Hubli – Ankola Railway line, Talaguppa – Honnavar Railway line sanctioned. The SH‐69 and NH‐63 would be widened to provide better connectivity. KSIIDC is the Nodal Agency for the project.


The project is to generate 114 MMT per annum cargo handling capacity in 3 phases. Phase – I 34 MMTPA) by 2014 Phase – II additional 45 MMTPA by 2022 Phase – III additional 35 MMTPA by 2027 Total capacity of 114 MMTPA


Karnataka has only one major port at Mangalore. The remaining ports are non‐major ports. A port at Tadadi, would help improve the trade infrastructure, especially in the northern part of the state. It will be a Logistics link to Industrial Corridors (Cement, Steel, Auto mobile in Bagalkot, Gulbarga, Koppal, Bellary, Dharwad)

To provide better connectivity to the proposed Greenfield airport and to connect to the state highway network in the state of Andhra Pradesh.

14.Logistics Architecture in Karnataka for fruits and Vegetables

Development of an integrated facility for modern Terminal Market Centre with suitable logistics support establishing the forward and backward linkages, eliminating the number of middlemen and enabling higher profit sharing with the farmers and thereby increasing the economic outlook of the state. Agro Logistics Hub (ALH) to serve Belgaum, Bijapur, Bagalokot, Dharwad & Gadag districts.


• Terminal Market Centre essentially comprises warehousing, food processing, logistics services and other relevant value added services.

• Collection centers at the taluka/village level would enable collection of farm produce from the cluster of villages, farmers, producers.

project (Public Need) The proposed project would help boost the economy of the region by passing a higher share of consumer price to the farmers, providing value added benefits to the farmers including easy access to the credit facilities, availability of enhanced quality input for farm produce, providing



employment opportunities for the local people in the region etc.

1.5 Places of Study Top ten district places ranked on population served, extent of agriculture land availability and yield from such land parcels. A pilot study was undertaken for Belgaum district.

The project is viable. Assessment of the project financials suggest that the project would fetch a return of approximately 17.1% at annual occupancy of 50%.

Developer is required to develop, design, finance, construct and operate the Food Park with a minimum 20 (twenty) number of food processing units at the park. The food parks would have specialized infrastructure like cold storage, ware house, packaging units, quality control laboratory etc.

The status of food processing is very low in Karnataka as well as India. The project is aimed at creation of new food processing units and creating different value chain facilities like cold storage, warehouse, quality control laboratory, packaging unit etc.

Bangalore, the capital of Karnataka and the fifth largest metropolis in India, is one of the fastest growing cities in the Country with a population of over 6.5 million. Apart from being the nerve centre of India’s software industry, Bangalore is also a major manufacturing and commercial centre of the Country. With its domestic and international connectivity, salubrious climate, and a host of other factors, Bangalore attracts people from all over the world for meetings, seminars, conferences and exhibitions. In order to leverage the potential for meetings, incentives, conventions and exhibitions (MICE) by providing State‐of‐the‐Art convention infrastructure at Bangalore, the Government of India (GoI) sanctioned the establishment of an International Convention Centre with PPP at Bangalore, vide their letter number DO.No.5‐P&C (46)/2003‐Pt‐I of 31/08/2004. For this, GoI also proposed the availability of a Viability Gap Fund (VGF). Following this, The Department of Tourism (DoT), Government of Karnataka (GoK) proposed to develop the convention centre with state‐of‐the‐art facilities at par with international standards (“International Convention Centre” or “ICC”) at Bangalore.

The ICC is proposed to be developed with private participation under a long term concession on an area of about 35 acres at Devanahalli, adjacent to the new Bangalore International Airport. Its proximity to the new international airport would allow the projects to draw synergies from each other.

project (Public Need) Karnataka does not have a state–of–the–art convention centre to meet the needs of large‐scale meetings, seminars, conferences, exhibitions and performances, it still is a major attraction for the reasons cited above and its connectivity, climatic conditions and existing companies for a large number of events and conferences. In recent years Bangalore has hosted several major events such as Bangalore IT. Com, Bangalore Bio.com, International Aero Show, Aerodrome India, India Wood, Stona, Excon, MRF Car Rally, SUMInfra, Global Health Summit, Indian Science Congress, Global Investors Meet among others. Many of such events like Banglaore IT.Com, India Wood, Stona etc., have become periodic (yearly, semi‐annually) affairs at Bangalore. The main objective of the ICC would be to equip the city with a state‐of‐the‐art convention centre, which would meet the needs of both domestic and international business‐cum‐tourist clientele for activities including large‐scale meetings, conferences and performances.
