    • The Deputy Minister for Maritime and Natural Resources Affairs, BAPPENAS, will serve as the principal representative of and overall coodinator for the Grantee under this Agreement.

    • Other ministries, agencies, departments and organizations of the Grantee, including but not limited to the Ministry of Marine Affairs and Fisheries, the Ministry of Environment and Forestry, the Ministry of Public Works, Ministry of Energy and Mineral Resources will serve as implementing organizations of the Grantee for discrete activities identified herein in which they are directly and substantially involved.

    • BAPPENAS will coordinate with all implementing organizations of the Grantee under this Agreement and any other ministry, agency, department or organization of the Grantee, at the national or subnational level, including, but not limited to the Ministry of Finance, the Minister of the State Secretary, the Ministry of Manpower, and the Customs Authority required to ensure that the Grantee fulfills its obligations under this Agreement....”

    1 General • IA : K/L (E1)• Focal Point adalah Unit Teknis yang ditugaskan (E2)• Pelaksana RPJMN 2015-2019

    2 Purpose • The Parties will cooperate to facilitate in providing assurance, guidance and facilitation to the implementation of USAID Projects and Activities under the Intermediate Result (IR) 2.1.3, 3.2, and 3.3 of the AA to support the development needs of Indonesia.

    • This Implementation Arrangement is intended to provide coordination among GoI agencies related to the implementation of USAID-funded assistance Projects.

    • USAID and the Implementing Agencies may, at their mutual discretion, exchange further written communication regarding the implementation of particular Projects.

  • PURPOSE: SCOPE OF PROJECTS AND ACTIVITIES UNDER USAID ENVIRONMENT PORTFOLIO (1/2)

    • Improve coastal and marine sector governance

    • Improve sustainable fisheries management with industry and communities

    • Improve demand for sustainable fisheries management and conservation

    • Promote technology transfer and evidence-based decision making for improved coastal and marine management

    MARINE AND COASTAL BIODIVERSITY

    Flagship Project: SEA (2015-2020)

    • Improve effective management of protected areas

    • Improve transparent and accountable District level LEDS-based land use decision making

    • Improve private sector practices and responsibility in current land management and future investment

    • Improve community engagement in natural resource management

    • Establish financial incentives for forest conservation

    TERRESTRIAL BIODIVERSITY

    Flagship Project:LESTARI (2015-2020)

    • Increase capacity for low emissions energy sector planning and implementation (RAN/RAD-GRK)

    •Establish policy and regulatory reform supportive to clean energy development at larger size (1-50MW)

    • Increase technology innovation and human resouces capacity development

    • Increase access to water and sanitation services for the poorest and vulnerable populations through strengthening and engagement with and amongst the financial, public and private sectors

    • Technical and capacity-building to the institutions that service the poorest and more vulnerable populations to ensure their operational viability

    • Support for an enabling environment that ensures sustainable water supply and sanitation services to the pooest populations

    4 Undertaking of USAID

    • Discuss with the Focal Point on the Projects and Activities to implement.• Inform any changes related or modification related to the Project and

    Activities.• In discussion with Focal Point, determine measure of in-kind contribution

    (Grantee Contribution as stipulated in the IL), which may be required for carrying out specific Project or Activities in Indonesia

    • In discussion with Focal Point, determine appropriate Implementing Agencies for USAID Projects and Activities.

    5 Undertaking of Focal Point

    • Provision of GoI coordination, assurance and guidance on achievement of IR 2.1.3, 3.2 and 3.3 of the AA under overall USAID ENV portfolio.

    • Harmonization of USAID Project and Activities with relevant GoIprograms to support achieving RJMN targets.

    • Participation in the Steering Committee meeting other coordination forum for the AA implementation.

    • In discussion with USAID, determine measure of in-kind contribution • Appointment of Chair and Members of Technical Team.• In discussion with USAID, determine appropriate Implementing

    Agencies for USAID Projects and Activities. • Facilitation of Governance Board meeting and coordination among

    Technical Teams under USAID Environment portfolio.• Facilitation of engagement with other national and sub-national

    government agencies in the implementation of USAID Environment portfolio

    • Coordination of BAST reporting from Implementing Agencies and submission the BAST report to the Minister of Finance.

    • Provision to USAID and its Implementing Partners necessary documentation to obtain visa and/or other permits.

    • Provision to USAID and its Implementing Partners necessary documentation for tax exemption.

    • Preparation of BAST report under its portfolio and submission of the draft report to Focal Point.
