What is Lifelong Guidance (LLG)?

What is Lifelong Guidance?

EU-Definition (EU Council Resolution 2004):

“In the context of lifelong learning, guidance refers to a

range of activities that enables citizens of any age and at

any point in their lives

• to identify their capacities, competences and interests

• to make educational, training and occupational decisions

and

• to manage their individual life paths in learning, work and

other settings in which these capacities and

competences are learned and/or used.”


German LLG system

• LLG field is heterogeneous and fragmented

• different responsibilities: federation, federal

states, municipalities

• vocational guidance generally provided by the

Employment Agencies

• educational guidance generally provided by

institutions of the education system

=> no coherent strategy for Lifelong Guidance


International and European Developments

Mission: Aims of the nfb

• stimulate the (further) development of a coherent and

transparent guidance system which meets the needs of

the users

• promote quality and professionalism in guidance

• improve coordination and cooperation

• support the effects and efficiancy of guidance through

research and evaluation

• increase the awareness for the importance of guidance

for the society, economy and for the individual


Mission: Tasks of the nfb

• platform for exchange across all sectors

• national and international cooperation and

• advocate for special target groups

• identify research needs

• promote development of methods and instruments

• advise and support policy making through expert

opinion

• propose reforms

• develop commonly accepted quality standards and

1. clear connection to LLL and employability strategies

2. shared definitions and aims in the Mission Statement

3. selectivity in membership: key stakeholders

4. clearly identified tasks and roles => think in steps

5. strong support and commitment from key players as allies

6. clearly defined relationship to government: independent but recognized by the government

7. independent secretariat

8. awareness of the risks of role conflict


Challenges

• sustain active engagement and leadership

• more active involvement in relevant, up-to-date

matters of policy and practice

• sustain funding (fees, funded projects)

• avoid mission drift

• work from the viewpoint of the individual citizen


Lessons learnt
