L292016 New ONE Programme Support Handbooks for CPCs and Programme Scouters Dear Scouters, County Programme Coordinator Handbook Earlier this year in January a new “County Programme Co ordinator Handbook” was launched by my team. The purpose of this manual is to help Scouters appointed to the role of County Programme Coordinator (CPC) to support the delivery of the Youth Programme in their Scout County. Each of the National Programme Teams provided the content of the manual to assist CPC’s in understanding how best they can support Scouts and Scouters in enjoying their Scouting. This Handbook has been distributed in hardcopy by the Provincial Youth Programme Representatives (PYPR) through Mutual Agreements with the CPCs. If you are ‘the’ CPC for a Scout County and you haven’t received your copy yet please make contact with your PYPR to arrange for your Mutual Agreement to take place. Your Provincial Youth Programme Representatives are: Northern Scout Province Cathereen Wells Doherty North Eastern Scout Province Stephen Halpin Dublin Scout Province Dillon Branagan South Eastern Scout Province Seán Campion Southern Scout Province Deirdre Murphy Western Scout Province Michelle Comer This new handbook is by way of a guide, and is not intended to replace training or the help and support that County Commissioners or other County Officers can offer Scouters in the role of CPC. As part of the Mutual Agreement between the PYPR and the CPC, training and support opportunities for the Scouter in the role of the CPC will be identified and assistance plan will be put in place by the PYPR.

Youth  Programme  How  –  To  Handbooks  

I  am  delighted  to  announce  that  a  series  of  Youth  Programme  –  “How  To”  Handbooks,  have  just  been  sent  to  the  printers.    With  tremendous  thanks  to  the  National  Programme  Teams  and  the  Programme  Unit  at  National  Office,  these  resources  following  a  lot  of  work  will  prove  to  be  an  excellent  support  to  all  Programme  Scouters  in  the  implementation  of  their  Section  specific  programmes.  

• Beaver  Scouts     The  adventure  begins  • Cub  Scouts       The  lands  of  adventure  • Scouts       The  spirit  of  adventure  • Venture  Scouts     Venturing  the  adventure  • Rover  Scouts     Creating  the  dynamic    

 

Each  resource  is  presented  in  two  parts;  Part  1,  presents  an  overview  of  the  ONE  Programme  and  how  it  is  designed  to  work  across  all  Sections  in  a  Scout  Group.    Part  2,  presents  the  programme  as  it  relates  to  the  particular  Programme  Section.        

These  resources  should  be  read  in  conjunction  with  the  Scouters  Manual  that  provides  more  in  depth  detail  on  some  of  the  elements  presented;  along  with  our  website  my.scouts.ie  which  also  contains  a  number  of  additional  programme  resources  and  supports,  which  again,  should  be  reviewed  and  consulted  as  part  of  your  interaction  with  this  resource.    

I  believe  that  these  resources  will  further  assist  Programme  Scouters  in  assuming  the  role  of  ‘mentor  &  facilitator’  allowing  our  Youth  Members  to  become  the  ‘Leaders’  in  their  own  Programme  and  life  choices.    

These  resources  will  be  collated  in  a  complete  set  spanning  the  5  Programme  Sections  and  3  complete  sets  will  be  made  available  to  each  and  every  Scout  Group  following  a  “ONE  Programme  Up  &  Running  Mutual  Agreement”  between  the  Group  Leader  and  the  County  Programme  Coordinator  (CPC).

It  is  expected  that  these  handbook  sets  will  reach  the  Provincial  Youth  Programme  Representatives  (PYPR)  in  the  next  4  weeks  or  so,  and  they  in  turn  will  distribute  the  sets  among  their  respective  CPCs.        I  am  also  happy  to  confirm  that  these  handbooks  will  be  used  in  the  new  Woodbadge  Training  scheme,  which  has  been  closely  developed  with  the  National  Youth  Programme  Committee  to  ensure  a  direct  and  practical  link  to  supporting  the  development  of  our  Youth  Members  through  our  Youth  Programme,  the  ONE  Programme.    Scouting  has  a  unique  place  in  the  hearts  of  many  thousands  of  people  in  Ireland  who,  over  the  years  have  spent  happy  times  making  life  long  memories  and  friendships.  Today,  Scouting  Ireland  is  active  in  nearly  every  community  in  Ireland  and  continues  to  play  a  central  role  in  equipping  young  people  with  the  skills  to  be  good  citizens  and  balanced,  self-­‐reliant  individuals.      

As  Adult  Scouters,  we  should  challenge  ourselves  to  reach  new  heights  and  I  believe  that  resources  such  as  these  will  further  assist  our  ongoing  quest  to  help  our  Young  Members  to  reach  heights  of  their  own.      

As  I  come  to  the  end  of  my  second  term  as  Chief  Commissioner  (Youth  Programme),  I  would  like  to  thank  everyone  for  their  continued  commitment  and  support  in  the  continued  development  and  implementation  of  ONE  Programme.      I  would  also  like  to  thank  and  acknowledge,  at  this  time,  all  those  people  who  have  worked  with  me  and  indeed  challenged  me  over  the  past  six  years  in  effort  to  foster  the  ongoing  development  of  Scouting  Ireland.
