As part of their on-going e� ort to get those who use the Okanagan’s lakes and rivers onboard with behaviours that will stave o� the invasion of zebra and quagga mus-sels, the Okanagan Basin
Water Board has enlist-ed the help of a Formu-la 1 Tunnel Boat Racing Team driver.
Racer Mike McLel-lan, of Kelowna, has joined the Don’t Move A Mussel initiative in an e� ort to extend the reach of the educational pro-
gram. His boat is now plas-
tered with the Don’t Move a Mussel logo and he’ll be speaking with everyone he can about the � ngernail-sized, freshwater mollusks that have become infamous for clogging the pipes
of water treatment and power plants and dis-rupting ecosystems.
“It’s something we all have to be aware of and be concerned about,” McLellan said.
“� is is a really big issue. � ere is so much at stake. Okanagan Lake is
so beautiful, and as far as we know it’s mussel-free, but we have to stay on top of this.”
A recent Okanagan based poll by the water basin board indicat-ed that around 70 per cent of area residents are aware of the campaign.
� e campaign’s success beyond local borders, re-mains to be seen.

My mom's a senior, and recently booked an appointment at a new dentist. When she finished that appointment, the receptionist was very insistent on Mom providing her with her cell phone #, email address etc. Although Mom is 80, she does have a working email address to exchange photos with her grandchildren etc. She is worried about getting a lot of 'junk mail' now. Why insist on it?
A large percentage of the new technology available comes under the heading of 'patient management'. This isn't a new method of repairing a tooth, but instead is an improved communication system of keeping in touch with all our patients on an ongoing basis. A full 20% of the population move annually. Frequently when someone moves, they neglect to inform their dental office. Phone numbers change – some give up land lines and rely on cell coverage solely. Email addresses change, and some people have a half dozen of them!
In dentistry, we must be compliant with the privacy laws in Canada – that's a fact. Unlike Google, PayPal, Drop Box etc – they do not have to comply with any provincial, state or federal privacy laws. Dental practices simply use emails to inform or remind the patient of changes in the practice or appointment reminders. Few patients realize how expensive it is to have a no-show or a cancelled appointment.
When this happens, the doctor and his entire team are just sitting there for the hour (or however long the appointment was) and that time and expense is never recoverable. It also prevents other patients desiring an appointment, benefitting from these services. The single largest expense – and one that is subject for discussion – is how to cut down on missed appointments. Dental overhead is high – probably 300% higher than a physician's office. Many dentists now utilize a multiple contact automated system for patient reminders. When patients leave after a checkup they receive a small business card reminder with the date and time on it. A few weeks before the next appointment they may receive a postcard reminder. The week prior, they receive an email reminder and perhaps a voice mail as well. The day before and morning of – they may receive a text reminder. Even with all of these reminders, some patients still are a 'no show'. Your mom is probably 'old school' enough that she has an appointment book and likely doesn't miss her appointments. I wish everyone was like her! We, in the dental industry, are strictly governed by the B.C. Privacy Act. Her information is safe – they were just setting up their system to remind her in a timely manner. On the same token – we are prohibited by law from even discussing your case with your insurance provider - or anyone because of Privacy Act issues. Please assure your mom her information is safe!

What does it mean to be legally blind?
The term “legally blind” is one that is often misused and misunderstood. Many times we will have patients with very strong glasses prescriptions mention that they are legally
blind - but if they are able to be corrected to the normal standard of vision, this is simply not the case. On the � ip-side, many people interpret legal blindness to mean a complete and profound lack of sight (e.g. no light perception), but this is very rare. Legal blindness refers to a set of visual � ndings that have been de� ned by government to assist with setting guidelines for vocational training, rehabilitation, schooling, disability bene� ts, low vision devices, and tax exemption programs. Typically it refers to an individual whose best corrected visual acuity is 20/200 (2 lines better than the “Big E”) or whose visual � eld is less than 20 degrees across (about the width of a � st at arm’s length). Many legally blind people possess a certain degree of functional vision that allows them to take in visual information and use it in a modi� ed and meaningful way. A term that is perhaps more accurate is “low vision”. An individual with low vision possesses visual limitations that interfere with their ability to perform daily activities. This term is certainly more functional in nature, and helps to guide our treatment and management in a far more meaningful way.

Plans to expand a marina on Kalamalka Lake is generating con-siderable debate.
Oyama’s Tween Lakes Resort has applied to the provincial government to construct two docks with 66 slips. A future second phase would lead to a third dock with another 16 boat slips.
“We want to replace
our existing slip, which is in poor shape,” said Ed � iessen, Tween Lakes dock committee chair-person.
“We want to meet the needs.”
� e resort had 40 slips until one dock was re-moved.
While the provincial government considers the proposal, the District of Lake Country is sug-gesting it be denied be-
cause of proximity to a water intake.
“I have had some con-cerns from residents,” said Lake Country coun-cillor Owen Dickie. “In Oyama, we are feel-ing the e� ect of boats on Wood and Kal lakes,”
“We should look at a load study to see how many boats should be on the lakes.”
� e Tween Lakes plan will be discussed
at Coldstream council’s committee of the whole meeting Tuesday.
“We want to look at it a little more closely,” said Coldstream May-or Jim Garlick. “� ere is the issue of water quality in Kal Lake. � e water � ows to the north in the lake.”
Louise Christie, with the Society for the Pro-tection of Kalamalka Lake, points out that
Kalamalka Lake is a main water source for much of Greater Vernon.
“Another 82 boats on the lake, we don’t need that,” she said.
However, � iessen in-sists Tween Lakes has done its due diligence and the marina will gen-erate little impact on the surroundings.
“It looks like a viable project from an environ-mental standpoint,” he
said.A consultant working
for Tween Lakes look at the project and the po-tential impact on � sh habitat.
“Existing habitat in-formation and date, in-cluding observations made by an experienced aquatic biologist, indicate that the shoreline and lake bottom within the dock replacement loca-tion, provides poor habi-
tat conditions for ko-kanee and does not sup-port habitat for critical life stages such as spawn-ing or rearing,” states the Tetra Tech EBA report.
It’s not known when the government may make a decision on the application but Tween Lakes hopes to proceed with the marina in ear-ly spring.

Kelowna RCMP are searching for a sus-pect following a hit and run on July 24 in Lake Country.
Shortly after 6 p.m. that evening, a Toyota Highlander was trav-eling south on Glenmore Road and was alleged-ly being tailgated by a white cube van.
� e two drivers ex-changed hand gestures, and at the intersection of Glenmore Road and John Hindle Drive, the 43 year-old driver of the Highlander left his vehicle and approached the van.
� e van accelerat-ed, striking the man and running him over with the rear duals of the van.
� e Lake Country
man was taken to hospi-tal with some fractures.
RCMP are looking for information in locat-ing the driver of the van, who is described as male, in his early 20s and with dark hair.

Wineries, breweries, cideries and distiller-ies with licensed lounges can now sell patrons li-quor they didn’t produce.
Until now, a distil-lery couldn’t sell any-thing other than the spirits it produces—a glass of B.C. wine was o� limits—and a win-ery couldn’t oblige if one guest at a table wanted
a beer instead of the lo-cal grape.
� ose lines are erased under the latest change stemming from B.C.’s li-quor policy review.
But there will be a limit—a maximum of 20 per cent of sales by a given producer can con-sist of liquor produced o� -site.
� at’s intended to keep the focus on unique local o� erings.
“We are doing away with B.C.’s archaic liquor rules,” Attorney Gener-al Suzanne Anton said, adding the change will give more choice to con-sumers while supporting B.C. tourism and small businesses.
Craft Distillers Guild of B.C. president Tyler Dyck said the move opens the door for craft brewers, vintners and distillers to cross-pro-
mote each other.� e new rules also
apply to special events, so a wedding or other event at a winery or other li-quor producer will no longer have to get a spe-cial occasion licence to serve alcohol.
Anton indicated more reforms may be coming in areas where “further red tape can be cut.”

Granted, the slums of Detroit and refu-gee camps in Africa may not qualify as beauti-ful. But within their lim-its, the people who live there seem to have an unconquerable desire to make their surroundings more beautiful. � ey tidy the rubble. � ey sweep a � oor. � ey water a plant.
Beauty is not com-monly considered a re-ligious goal. � e Bible rarely mentions beauty, for example. Jerusa-lem did have some-thing called “the Beauti-ful Gate,” and Jesus did imply beauty in the lilies of the � eld. � e fabled Garden of Eden does

include one reference to trees that are “pleasant to the sight.”
But in the legend of creation, God called the seas and the earth, the plants and the ani-mals “good,” not “beauti-ful.” As an abstract no-tion, beauty did not rank highly in biblical prior-ities.
But then, there’s also no reference in the Bible to God seeking e� -ciency. Yet humans have spent 6,000 years fran-tically pursuing that goal. And there’s not a word about democracy. Or about the privilege of voting. But the industrial nations have waged sev-eral very expensive wars trying to induct what they think of as back-ward parts of the world
into the bene� ts of dem-ocracy.
A young mother made a three-minute video for a church conference. In it, Christine Boyle sug-gested three questions to guide the church: “Will it make more love? Will it make more jus-tice? Will it make more beauty?”
Her questions make a whole lot more sense to me than most mission statements.
My church no long-er proclaims a heaven-ly judge who audits our deeds, even our thoughts, and dispenses rewards and punishments. If my church had a three-word motto, it would be “God is love.”
Personally, I would prefer “Love is God.”
But maybe either form is too simplistic. If
love, justice, and beauty are all related, perhaps God is an endless circle, where love leads to jus-tice leads to beauty leads to love leads to….
Love � nds beauty in a mother’s care-worn wrinkles. Justice frees people to create beauty. Beauty touches the heart and lifts spirits.
Put another way, ruth-less justice that doesn’t care about its victims is not loving, and never beautiful.
What matters is not the creeds one memoriz-es, or the beliefs one af-� rms, but how one acts. How one behaves. How one treats others—all others, including the nat-ural environment.
Does what we do, what we think, what we perceive, lead to more love? More justice? More
beauty?If it does, then I’m
con� dent that God is there.

On July 13, our Veterans Af-fairs Minister
Erin O’Toole presented the Minister of Veter-ans A� airs Commenda-tion to Kelowna Second-ary School teacher Don Bingham.
Bingham is a social studies teacher at Ke-lowna Secondary School (KSS) and has dedicat-ed a great deal of time and energy to ensure that his students and fellow teachers understand the important place our vet-erans have in Canada’s history and why we hon-our them through acts of remembrance like our annual Remembrance Day ceremonies.
He is also the second KSS teacher to be hon-oured in this way. Last year, KSS teacher Graeme Stacey, who was instrumental in having the story of Hong Kong Veterans of the Second World War included in a resource guide for British Columbia social stud-ies teachers, also received the commendation.
In addition to organ-izing, maintaining, and acting as master of cere-monies for the school’s Remembrance Day as-sembly, Bingham has created a moving Power-Point presentation on the importance of the school’s ceremony, which
explains the protocol set out by the Royal Can-adian Legion.
He has also tailored another presentation to promote the reasons we mark Remembrance Day and its value to Canada, describing Kelowna’s contributions to Can-ada’s 20th century mil-itary history through the use of local stories, arti-facts, primary source im-ages, pictures, and diaries.
Bingham has also forged a partnership with the Okanagan Mil-itary Museum to have every Grade 11 Social Studies students visit the museum and be taught by local military experts and have museum repre-sentatives visit the school and provide a chronicle of Canadians in Con� ict from the Boer War to Afghanistan.
In 2012, he traveled to Juno Beach with local students and has sought
to raise funds to com-memorate Kelowna’s casualties of WW II, in-cluding a plaque to be inscribed by the students of Kelowna Secondary School and laid at the Juno Beach Centre.
� e Minister of Veter-ans A� airs Commenda-tion was created in 2001. While intended primar-ily for veterans, it may be awarded to non-veterans who have supported the veteran community in some way.

Unless they’re there to hand out pay-cheques, thank-
you gift baskets or ac-tually swing an axe and hold a hose, I could do without ever seeing an-other politician at a � re.
� ere’s something un-settlingly contrived about watching one roll into an ongoing crisis wearing their man/woman-of-the-people wardrobe.
� ey speak to the front line workers, brow appropriately furrowed and ask, loudly and awk-wardly, questions they’ve likely already read the answers to in 15 previ-ously published press re-leases.
� en, as camera � ash-es pop, they invariably say, “You’ve done a great job. You’re brave. Mar-vellous. I could never do what you’re doing.”
Of course, all those things are true. But I can’t help but wonder what these politicians are doing in their real arena of change that would help those brave men and women not be where they are, i.e. not be in harm’s way.
For example, what exactly is being done by Canada and B.C. to combat climate change?
Premier Christy Clark pointed out that’s the heart of the problem herself, when she was at
the � re scene Wednes-day—these � res are the “new normal” and she has concerns that forest � re season won’t give us a break.
“We’re going to see more homes threatened, more people’s livelihoods threatened, more for-est resources lost,” Clark said. “Climate change has altered the terrain and it’s made us much more vulnerable to � re...� e earth is very dry and I think that we have to be planning with the knowledge that this isn’t going to be an unusual year. � ese things are going to happen more often.”
So what does that mean?
Are we just going to get more funding to clear underbrush or will the governments that are watching the Oka-nagan turn into a bon-� re year after year going
to do something to really douse the blaze?
I have no hope for the current federal govern-ment. � ey don’t seem to
value scienti� c evidence. But B.C. was once
praised for going green with its carbon cutting measures.
In 2007, B.C. set greenhouse gas reduc-tion targets based on the � ndings of the Intergov-ernmental Panel on Cli-mate Change.
Since then, they intro-duced North America’s � rst revenue-neutral car-bon tax and achieved carbon neutral govern-ment every year since 2010.
Lest the backslide be forgotten, Clark’s gov-
ernment froze the car-bon tax in 2013, and moved climate leader-ship to the back burner.
And emissions have been rising whether it be in the area of transporta-tion, industry, or natural gas production.
� e good news is that our smoke signals have put the climate on the front burner again, so to speak.
� ere’s now an avenue to weigh in on what we all think should be done to � x things.
� e province has launched the Climate Action Consultation. It’s open now and ends on Aug. 17.

But now, as we watch our val-ley swallowed by � ames yet again, let’s at least feign interest in saving the world. It’s just a click away.

over, there are two ques-tions left about the Petronas-led proposal to make the biggest pri-vate-sector investment in B.C. history.
Will it actually hap-pen? And is it a good deal or a bad one?
Premier Christy Clark ducked the � rst ques-tion on the day the pro-ject agreement for Pacif-ic Northwest LNG was approved by the B.C. legislature.
“After many predic-tions about the Canucks and the Alberta elec-tion, I don’t make predic-tions any more,” Clark said. “But I can say that this project has gone far-ther than any of our crit-ics said that it would.”
For what it’s worth, my prediction is on re-cord: It will go ahead. � e latest evidence is the company’s continued, costly e� ort to gain fed-eral and local approv-al for a suspension bridge
to Lelu Island to mini-mize the marine impact. Lax Kw’alaams Band members could not have had details on that change from an under-water pipeline when they voted to oppose the pro-ject in May.
Is it a good deal? � e mayors of Prince Rupert and Port Edward have made their views clear—they see it as a lifeline for an area that has strug-gled for years with a faded forest and � shing industry.
� e B.C. NDP is also now clear, having voted against the project agree-
ment in the brief sum-mer session of the legis-lature that concluded last week. Whether the pro-ject proceeds or not, this will be a key election issue in 2017.
NDP leader John Horgan and other MLAs made much of the lack of job guaran-tees, pointing to similar projects in Australia.
Natural Gas Develop-ment Minister Rich Coleman issued a state-ment with excerpts from the state of Western Australia’s agreement for the Gorgon LNG pro-ject. � e so-called guar-antees contain quali� -ers like this: “…except in those cases where…it is not reasonable or eco-nomically practical to do so, use labour available within Western Aus-tralia.”
Obviously there were no job guarantees, which could only exist in a command economy, in other words a commun-ist dictatorship.
Everyone agrees that
specialized trades such as welding alloys for low-temperature oper-ation will be brought in. And LNG process-ing trains will be shipped in pre-fabricated from places like South Korea, as they have been in Australia and elsewhere.
Paci� c Northwest LNG is on record with federal regulators that in the latter stages of con-struction, the use of for-eign labour for the pro-ject could reach 70 per cent. Does that make it a bad deal?
Perhaps B.C. could at-tempt to develop this ex-pertise from the ground up. It seems to me that was tried with aluminum ship fabrication, and it didn’t work out too well.
For David Keane, president of the B.C. LNG Alliance, the ques-tion is how many large LNG projects, pipe-lines and all, can be man-aged at the same time as the Site C dam is be-ing built? It was skilled labour shortages, and
particularly a shortage of supervisors, that caused Australia to lose some of its proposed projects.
Keane said all LNG proponents here want to use as much local labour as they can, because it’s less expensive and it builds local support. And he disagrees that B.C. is a sweet deal for the in-dustry. Among other things, pipelines have to be built across two mountain ranges.
Not only that, B.C. producers would pay an LNG income tax, which is a � rst in the history of the industry. Add to that PST, GST, payroll taxes, municipal taxes and fed-eral and provincial cor-porate income taxes. Add aboriginal revenue shar-ing, and we have a deal.

� ies and spiders. But to those who study such things, every insect, every bug, even every microbe and mite, has its own wondrous shapes and colours. � ere is beauty in a � y’s eye, in a bee’s knees, in a mussel’s mus-cles.
Granted, the slums of Detroit and refu-gee camps in Africa may not qualify as beauti-ful. But within their lim-its, the people who live there seem to have an unconquerable desire to make their surroundings more beautiful. � ey tidy the rubble. � ey sweep a � oor. � ey water a plant.

include one reference to trees that are “pleasant to the sight.”
But in the legend of creation, God called the seas and the earth, the plants and the ani-mals “good,” not “beauti-ful.” As an abstract no-tion, beauty did not rank highly in biblical prior-ities.
But then, there’s also no reference in the Bible to God seeking e� -ciency. Yet humans have spent 6,000 years fran-tically pursuing that goal. And there’s not a word about democracy. Or about the privilege of voting. But the industrial nations have waged sev-eral very expensive wars trying to induct what they think of as back-ward parts of the world
into the bene� ts of dem-ocracy.
A young mother made a three-minute video for a church conference. In it, Christine Boyle sug-gested three questions to guide the church: “Will it make more love? Will it make more jus-tice? Will it make more beauty?”
Her questions make a whole lot more sense to me than most mission statements.
My church no long-er proclaims a heaven-ly judge who audits our deeds, even our thoughts, and dispenses rewards and punishments. If my church had a three-word motto, it would be “God is love.”
Personally, I would prefer “Love is God.”
But maybe either form is too simplistic. If
love, justice, and beauty are all related, perhaps God is an endless circle, where love leads to jus-tice leads to beauty leads to love leads to….
Love � nds beauty in a mother’s care-worn wrinkles. Justice frees people to create beauty. Beauty touches the heart and lifts spirits.
Put another way, ruth-less justice that doesn’t care about its victims is not loving, and never beautiful.
What matters is not the creeds one memoriz-es, or the beliefs one af-� rms, but how one acts. How one behaves. How one treats others—all others, including the nat-ural environment.
Does what we do, what we think, what we perceive, lead to more love? More justice? More
beauty?If it does, then I’m
con� dent that God is there.

On July 13, our Veterans Af-fairs Minister
Erin O’Toole presented the Minister of Veter-ans A� airs Commenda-tion to Kelowna Second-ary School teacher Don Bingham.
Bingham is a social studies teacher at Ke-lowna Secondary School (KSS) and has dedicat-ed a great deal of time and energy to ensure that his students and fellow teachers understand the important place our vet-erans have in Canada’s history and why we hon-our them through acts of remembrance like our annual Remembrance Day ceremonies.
He is also the second KSS teacher to be hon-oured in this way. Last year, KSS teacher Graeme Stacey, who was instrumental in having the story of Hong Kong Veterans of the Second World War included in a resource guide for British Columbia social stud-ies teachers, also received the commendation.
In addition to organ-izing, maintaining, and acting as master of cere-monies for the school’s Remembrance Day as-sembly, Bingham has created a moving Power-Point presentation on the importance of the school’s ceremony, which
explains the protocol set out by the Royal Can-adian Legion.
He has also tailored another presentation to promote the reasons we mark Remembrance Day and its value to Canada, describing Kelowna’s contributions to Can-ada’s 20th century mil-itary history through the use of local stories, arti-facts, primary source im-ages, pictures, and diaries.
Bingham has also forged a partnership with the Okanagan Mil-itary Museum to have every Grade 11 Social Studies students visit the museum and be taught by local military experts and have museum repre-sentatives visit the school and provide a chronicle of Canadians in Con� ict from the Boer War to Afghanistan.
In 2012, he traveled to Juno Beach with local students and has sought
to raise funds to com-memorate Kelowna’s casualties of WW II, in-cluding a plaque to be inscribed by the students of Kelowna Secondary School and laid at the Juno Beach Centre.
� e Minister of Veter-ans A� airs Commenda-tion was created in 2001. While intended primar-ily for veterans, it may be awarded to non-veterans who have supported the veteran community in some way.

Unless they’re there to hand out pay-cheques, thank-
you gift baskets or ac-tually swing an axe and hold a hose, I could do without ever seeing an-other politician at a � re.
� ere’s something un-settlingly contrived about watching one roll into an ongoing crisis wearing their man/woman-of-the-people wardrobe.
� ey speak to the front line workers, brow appropriately furrowed and ask, loudly and awk-wardly, questions they’ve likely already read the answers to in 15 previ-ously published press re-leases.
� en, as camera � ash-es pop, they invariably say, “You’ve done a great job. You’re brave. Mar-vellous. I could never do what you’re doing.”
Of course, all those things are true. But I can’t help but wonder what these politicians are doing in their real arena of change that would help those brave men and women not be where they are, i.e. not be in harm’s way.
For example, what exactly is being done by Canada and B.C. to combat climate change?
Premier Christy Clark pointed out that’s the heart of the problem herself, when she was at
the � re scene Wednes-day—these � res are the “new normal” and she has concerns that forest � re season won’t give us a break.
“We’re going to see more homes threatened, more people’s livelihoods threatened, more for-est resources lost,” Clark said. “Climate change has altered the terrain and it’s made us much more vulnerable to � re...� e earth is very dry and I think that we have to be planning with the knowledge that this isn’t going to be an unusual year. � ese things are going to happen more often.”
So what does that mean?
Are we just going to get more funding to clear underbrush or will the governments that are watching the Oka-nagan turn into a bon-� re year after year going
to do something to really douse the blaze?
I have no hope for the current federal govern-ment. � ey don’t seem to
value scienti� c evidence. But B.C. was once
praised for going green with its carbon cutting measures.
In 2007, B.C. set greenhouse gas reduc-tion targets based on the � ndings of the Intergov-ernmental Panel on Cli-mate Change.
Since then, they intro-duced North America’s � rst revenue-neutral car-bon tax and achieved carbon neutral govern-ment every year since 2010.
Lest the backslide be forgotten, Clark’s gov-
ernment froze the car-bon tax in 2013, and moved climate leader-ship to the back burner.
And emissions have been rising whether it be in the area of transporta-tion, industry, or natural gas production.
� e good news is that our smoke signals have put the climate on the front burner again, so to speak.
� ere’s now an avenue to weigh in on what we all think should be done to � x things.
� e province has launched the Climate Action Consultation. It’s open now and ends on Aug. 17.

But now, as we watch our val-ley swallowed by � ames yet again, let’s at least feign interest in saving the world. It’s just a click away.

To the editor:On August 4th last
year, Quesnel Lake residents and commun-ities along the Fras-er River watershed were eagerly anticipating one of the largest sockeye returns in recent hist-ory. What they got in-stead was over 24 billion litres of mine waste burst through Imperial Metals’ Mount Polley dam into their watershed.
Mount Polley is the largest mining waste spill in Canada’s history. � e consequences and over-all costs of this disaster concern us all, including
a steep cost on the indus-try’s reputation and pub-lic trust.
Yet a year later, the mine is running again under a restricted permit. While both the company and the BC government attempt to be reassuring, many questions remain unanswered.
What are the long-term impacts of the tail-ings breach on the local ecosystems? Initial water bans warned people not to drink or bathe. Quesnel Lake rose sev-en centimeters after the spill and its temperature increased by 2.5 degrees.
� e long-term e� ects of contaminants found in samples will need monitoring. � e tox-ins are of concern to hu-man health, animals and aquatic life.
Despite approval to restart, there are still no long-term plans regard-ing site clean-up costs, water treatment, and mining wastes manage-ment. Locally impacted First Nations and com-munities are being forced to live with risks and too few answers.
What kind of � nan-cial assurance do we have from Imperial Metals
to cover clean-up costs, damages, perpetual care of the site, or costs from other potential failures? Imperial Metals has lost over 40% of its share value since the disas-ter last year; investors are clearly concerned about the risks associated with its mining operations.
We should be too. Imperial Metals is still under two investiga-tions that could lead to civil and criminal charges against it, which in turn could lead to costly sanc-tions or litigations. � e public could be left on the hook if the company is unable to pay the bill.
� e independent re-view of the Mount Pol-ley disaster predicted two tailings dam fail-ures every decade in BC. We should not have to ask which two rivers or watersheds are next. We need to prevent fu-
ture failures by strength-ening and updating our outdated mining laws - some of which were written over 150 years ago. � e government’s commitment to review the Mining Code is wel-comed, but it needs to be broad enough to address the full range of neces-sary changes.
Mining shouldn’t mean toxic � sh and water bans. As we com-memorate the one-year anniversary of the Mount Polley disas-ter, let’s commit to mov-ing out of the gold rush mentality and into an era of modern, more respon-sible mining.

But Cannan likes to
say that he began cam-paigning for re-election on May 2, 2011—the day he was last elected by his riding constituents.
“For me personally, election campaigns are not the part of the job I particularly enjoy. I like
to try to get things done but the politics of pol-itics is part of the job. We all have the same goal in the end to improve our country, but just di� er-ent ways sometimes of how to reach that destin-ation.”

It’s less about the pol-itics and more about looking out for his con-stituents. � at’s how in-cumbent Conserva-tive MP Ron Cannan looks upon his past week of handing out federal grants, totalling well over $5 million.
While critics point to the daily photo ops as a Conservative govern-ment string pulling to in� uence votes leading up to the pending federal election, Cannan said it’s more about patience and perseverance.
“A lot of these an-nouncements this past week have taken years to come to fruition,” Cannan said, follow-ing a press conference on the Mission Greenway to reveal $249,000 be-ing given to the Central Okanagan Land Trust for the Mission Creek Restoration Initiative.
“You are like a farmer planting a seed, meeting with cabinet ministers,
meeting with ministry sta� to inform and per-suade of the need to sup-port these funding appli-cations.”
� e Mission Creek grant started last year when Wayne Wilson, of the Central Okanagan Land Trust, and Todd Cashin, suburban and rural planning manager with the City of Kelow-na, met in his o� ce.
� e extended lease for the Kelowna airpoert is another case in point. “� e lease announce-ment was a unique busi-ness case in Canada that required about � ve years of working through gov-ernment ministries right up to the PM’s o� ce of why this was important. At some point, the stars line up.
“It’s like the dog to bone thing, it’s some-thing you just can’t give up on even when frustra-tion sets in. ”
While Cannan has heard the criticism about the wave of grant an-nouncements of late, it’s

What started out as a fun activity to support a local charity has evolved into a lesson in life for sta� members of the Ke-lowna Capital News.
Four people had signed on as a team for a paddleboarding fund-raiser in support of BrainTrust Canada, set to take place Sunday, Aug. 9, at Rotary Beach in Kelowna.
But the purpose be-hind BrainTrust Canada, to educate and fund re-search about brain injury prevention and recovery, hit home when one of the newspaper’s produc-tion sta� , Janice Collier, was hit by a vehicle while on a crosswalk in Vernon on July 11.
Collier su� ered severe injuries to her knee, pel-vis and ankle along with head trauma that caused swelling in her brain. � e vehicle, a Jeep Liberty, was driven by a 92-year-old male who, after col-liding with Collier, then sheared o� a light stan-dard before coming to a stop.
“It was a pretty sombre Monday mor-ning to come looking to get support to paddle to raise money for brain injury prevention only to � nd one of our col-leagues � ghting for her life with a severe brain injury,” said Rob Lindsay, a Capital News advertis-ing rep.
“It brought home to us the importance of what BrainTrust Canada does. � e accident was a random thing for some-one to get hit on a cross-walk, but it sure made what we were doing, to raise money for Brain-Trust, seem a lot more important.
“It’s not just a pad-dle board race for char-ity anymore. It will have a deeper meaning for all of us.”
It was also a reminder of what happened to Steven Kania, who was hit by a car being chased by Kelowna RCMP while delivering his Cap-
ital News paper route in Rutland back in 2013. He su� ered a brain in-jury in the accident, a case which is still before the courts as the driver is facing criminal charges.
As a result, the Capital News team representa-tion has increased as well with two four-person teams now entered in the event: � e Capital News Cruisers—Rob Lindsay, Kevin Parnell, Al Tomi-
ak and Nancy Blow; and SUPDawgz—Christine Mould, Megan Munro, ReMax realtor Tamara Terlesky and Christy Phillips.
� e fundraising goal is for each team to raise $1,000, which will work out to $250 a paddler. � e overall goal of Brain-Trust for the event is to raise $50,000.

Lindsay said he � rst started paddle boarding in 2011 when the sport was relatively new on the scene. He had a lot of questions about the � ner points of the sport and nowhere to � nd answers, so he took a certi� ed in-structor’s course through
Paddle Canada. “I never really want-
ed to be an instructor. I just wanted to be able to give good information to people with the same questions I had,” said Lindsay.
Now one of the fast-est recreational sports ac-tivities in the world, pad-dle boarding’s roots date back thousands of years.
It’s popularity in the modern era tends to come from Ha-waii, where in the 1940s surf instructors in Wai-kiki would take pad-dles and stand on their surf boards to get a bet-ter view of the surfers in the water and incoming swells.
Lindsay said paddle boarding is a very access-ible activity for people of all ages, which is why he encourages anyone inter-ested to take part in the fun race planned for the BrainTrust fundraiser, re-gardless of whether you have ever stood up on a paddle board.
� e event kicks o� at 8:30 a.m. with a Mok-sha Yoga warmup, fol-lowed by individual and team relays from 9 a.m. to noon. � ere will be a barbecue put on for par-ticipants from 11:30 a.m. to 2 p.m. by sponsors
Costco and the Kelow-na Sunrise Rotary Club. � ere will also be other fun family “Twoonie Ac-tivities,” face painting and a bouncy house for the kids.
� e entry fee is $40 per adult and $20 for youth aged 18 and under. � e minimum age for participation is 7.

� e District of Lake Country in conjunction with Interior Health has downgraded the recent Boil Water Notice for everyone using Beaver Lake as a source back to a Water Quality Advis-ory e� ective July 30.
Until water treatment facilities are constructed, the Water Quality Ad-visory is expected to re-main in e� ect.
Recent testing and monitoring has shown water quality has im-proved and disinfection (chlorine) levels have re-covered.
Interior Health rec-ommends that children, the elderly, people with weakened immune sys-tems and anyone seek-ing additional protection drink boiled water or a safe alternative until fur-ther notice. For these at-risk populations, water intended for drinking, washing fruits or vege-tables, making juice or ice, or brushing teeth should be boiled for one minute.”

Beaver Lake source and times may exceed 1 NTU.
Turbidity is a measure of how clear or cloudy the water is and NTU is the unit it is measured in. Particles can inter-fere with the disinfection process and may reduce chlorines e� ectiveness.
Turbidity in the good (less than 1 NTU) and fair range (1-5) are invis-ible to the human eye.
Health risks increase as turbidity rises, particu-larly for at-risk popula-tions such as newborns, the elderly, and people with weakened immune systems. Contaminants such as viruses, bacteria, and parasites can attach themselves to the sus-pended particles in tur-bid water. � ese par-ticles can then interfere with disinfection, limit-ing chlorine’s ability to remove or inactivate the contaminants.

Many British Colum-bians claim to be acting to conserve water dur-ing this period of ex-treme heat and lack of rain in the province, a new Insights West poll has found.
However, two-in-� ve surveyed report seeing someone in their neigh-bourhood watering their lawn after the restric-tions came into place.
In the online survey of a representative provin-cial sample, 88 per cent of British Columbians with a lawn say they stopped watering it over the past two months, and 86 per cent of those who own a car say they have not washed it.
In addition, 63 per cent of residents claim to be taking short-er showers, 53 per cent are relying on their dish-washer less than usual, and 48 per cent are oper-ating their washing ma-chine less than usual.
Practically all residents (95 per cent) are sup-portive of the various levels of water use re-strictions that have been enacted in the province. Still, 41 per cent of Brit-ish Columbians say they have witnessed someone in their neighbourhood watering the lawn, while one-in-four (25 per cent) have seen a person dis-
carding cigarette butts from a car, and one-in-� ve (20 per cent) have observed someone wash-ing the car—including 34 per cent in the Fras-er Valley.
A $250 � ne for ignor-ing water restrictions in place in the City of Van-couver, is considered ap-propriate by a majority of British Columbians (53
per cent) and more than
a third (36 per cent) be-lieve it is actually “too low.”
“While British Col-umbians appear to be taking steps to reduce their water consumption, they are also reporting that some of their peers have not been particu-larly careful,” said Mario Canseco, vice-presi-dent of public a� airs at Insights West. “In fact, there is a strong appe-tite across the province to implement larger � nes for people who decide to ignore the water restric-tions.”

A Kelowna technol-ogy development � rm is applauding $1.1 million in federal funding allo-cated to promote West-ern Canada defence and security based industries.

try MP Ron Cannan made the announce-ment July 24 at Helios Global Technologies in Kelowna. It was the � rst of three grant funding announcements Can-nan made that day under the Western Econom-ic Diversi� cation Can-
ada fund. Helios chief executive
director Martin Cro-nin said their funding will allow opportunities for companies like his to market their products on a global selling scale and collaborate partnerships with other companies.
“Everything we do is resource intensive and highly technical. We need partners…and meeting people face-to-face is vital for what we need to do,” said Cro-nin, citing how the com-pany’s new armourgel impact protection prod-
uct has involved work-ing together with a U.S. major defence contractor for marketing and UBC Okanagan for research.
Cronin said the ar-mourgel product has military capabilities for ballistic and bomb blast protection, and also has
applications now under development for use as sports equipment and in heavy industrial settings.
� e $1.1 million, made available through the Western Economic Diversi� cation fund, will be directed to increase the presence of west-ern Canadian defence and security industries at international defence procurement events.
With this fund-ing, CADS (the Can-adian Association of De-fence and Security In-dustries) will establish a Canada Pavilion at eight key international defence and security product showcase trade shows.
� e pavilion will be branded, and feature booth space, a lounge and private meet-ing rooms. In addi-tion, CADSI will de-velop two trade missions to Asia-Paci� c and/or South American coun-tries, based on industry and market priorities.
Cronin said for com-panies like Helios, it al-lows them to be subsid-ized to attend these trade shows and mix with the people they need to meet to sell their services and products.
“It’s a great oppor-tunity to have everyone in one place, and show-case what we in West-ern Canada in particu-lar have to o� er. It saves the time and expense of having to � y all over the world for one-o� meet-ings,” Cronin said.
Tracy Medvy, presi-dent of KF Aerospace in Kelowna and a mem-ber of the CADSI board, said Canada’s secur-ity and defence industry generated $12.6 billion with half of that coming from product and ser-vice exports. She add-ed the industry employs 109,000 people across the country in “high value jobs.”
She said the pavil-ion funding commit-ment in support of CADSI’s 1,000 corpor-ate members sends a sig-nal that opportunity to expand Canada’s slice of the international defence and security market can be increased.
“When they see that giant maple leaf on our pavilion, it will natur-ally draw people to us at these conventions,” Medvy said.
“We will be able to meet buyers, net-work and generate leads through hard work and perseverance—some-thing we Canadians are really good at,” she

1. Council has been asked to consider an Official Community Plan Bylaw Amendment (DLC) Bylaw 927, 2015 which would incorporate an updated Regional Context Statement in the District of Lake Country’s Official Community Plan Bylaw No. 750, 2010 to reflect the Regional District of Central Okanagan Regional Growth Strategy Bylaw No. 1336, 2013.
All member municipalities are required to adopt a Regional Context Statement (RCS) in their Official Community Plans (OCP) within two years of the adoption of the Regional District of Central Okanagan Regional Growth Strategy Bylaw No. 1336, 2013.
During the last half of July, two paintings done as a memorial tribute went missing from the boardroom at Beasley Community Centre.
