Arrive early, speak to a chairman of a committee at 7:00 or come…socialize with neighbors while enjoying delicious refreshments made and served by the Homemakers.

2017-2018 Dues, Membership/Privilege Cards, Vehicle and Power Boat Registrations, and Saturday Office Hours: When you stop by the office for annual registration in April please help the process go smoothly by submitting the following: • 2017 Dues payment • Copy of vehicle registrations for all

vehicles (if your student is off to college, please obtain a copy of the registration during a break)

• Review the registration forms, update the information as it relates to your eligible privilege cardholders; provide us with contact information so we can reach you if needed. Be sure to return all pages to the office.

• Power boat owners we will need a copy of the registration if it has expired on 3/31/17. Every year we need a copy of your liability insurance of at least $300,000 covering each power boat.

• Saturday office hours are: April 22, 29 and May 6 from 8:00 – 1:00 p.m.

Safe Boaters – There were 22 people taking the safe boating course in January. This speaks well for the attendees that took time to learn the rules of the water when boating.

Help Wanted – Patrol Boat Operators. Application forms can be downloaded from the website: www.lakemeade.org (select “Resources” and “Employment Application”) or pick up an application at the LMPOA office.

Walkers – we ask that you “share the roads.” Vehicles have the right of way. Walkers must walk facing traffic, and step to the side when a vehicle approaches. We can’t emphasize enough the importance of safety in Lake Meade whether it’s walking, jogging or biking. Please focus on your surroundings and have a safe “outdoor” season for 2017.

Republic Services, Inc. Trash Collection ContractThe Board of Directors approved another 3-year contract with Republic Services, Inc. for weekly trash, recycling and one (1) bulk item pick-up. Beginning April 1, 2017, the new quarterly rate is $51.00. There will be no rate increases during the 3-year term of the contract. Tags for bags will remain at $3.00 each (minimum purchase of 10). Please call 1-800-210-9675 to request appliance pick-up. NOTE: Doors on refrigerators must be removed before placed outside for pick-up.

Pennsylvania law prohibits trash collection companies to pick up for recycle any of the following items: TV’s, electronics, window, auto or drinking glass, baking glass, light bulbs, mirrors, ceramic, porcelain, plastic bags, plastic food containers/trays, pots and pans, batteries, scrap metal, aluminum, steel or vinyl siding, cardboard with a wax coating or liner. Please be responsible with your disposal of trash and unwanted items.

Updated Electronics Recycling InformationAffordable Computers, located at 120 Frederick Street, Hanover, PA accepts electronics for recycling, including projection large screen TV’s, CRT (cathode ray tube) monitors, computers and peripherals, cell phones, etc. There is a per pound fee for all items dropped off for recycling (fees vary based on the item). There is no per pound fee charged for desktop and laptop computers that are intact. NO items with Freon are accepted. Phone number: 646-0880. Roads – Reduced Weight A reminder to our members who are planning construction projects between February 15 through April 30: The LMPOA Rules and Regulations stipulate 20 tons as the maximum weight for vehicles using our roads during this

period. The bridge below the dam does not have a weight limitation BUT the bridge at Mud Run has a maximum weight capacity of 10 tons (14 tons for tractor trailers). Please be sure to review this information with your contractors and materials suppliers.

Zebra Mussels – Approved Vendor Pass & Re-Entry PassAll vendors delivering boats in Lake Meade must present their 2014 LMPOA Certified Vendor Pass. If you are having a boat delivered by a vendor, please ensure they are aware of this rule.

Members taking boats out of Lake Meade are required to stop at the gatehouse and complete the applicable portion of the Watercraft Re-Entry Pass. The gate employee will note the date, time, and initial the pass and give to the member who must present the form upon re-entry into Lake Meade. If the form is lost, boat quarantine (7 days) will be required.

Docks & Boat Stickers According to the LMPOA Rules and Regulations, boats can be moored at docks beginning March 1. Docks are available on a first come, first served basis. Please place your 2017 sticker from the LMPOA office on your boat before you dock it, but no later than May 1, 2017.

Remember to register your boat dock slip with the LMPOA office: 259-9625. If a boat is removed from a reserved slip or rack for a period of 7 days or more, the office must be notified. If a reserved position is vacated without notification for a period of 7 days, the slip or rack will be considered empty and again available on a first come, first serve basis.

Yard Waste DumpstersCollection dumpsters for spring yard waste will be returning to the entrance parking lot for the period April 20–May 1. NO grasses can be placed in the dumpsters (grass clogs the machinery at the mulching center).

Back in the Water There are still ice patches on the lake as I write this, but the dam valve is closed, and soon our lake will be ready for another season. In the rush to get the boat in the water, many of us are apt to forget some of the boating basics that help keep our lake safe for everyone. Lake Meade is “state water.” The Commonwealth owns the water, so their rules regarding safety equipment and navigation apply to us and our boats. While new boats must be inspected for proper equipment before entering the lake, we sometimes get a little rusty at the navigation rules over the winter. One of the first things new boaters notice is the presence of dozens of navigational buoys around the lake. These come in two flavors: no-wake buoys—spaced around the lake at about 100’ from shore—that have a red circle, and “rock buoys,” which have a red diamond. State law requires that all boats operating within 100’ of shore be moving at “no wake” speed. The Pennsylvania Boating Manual defines no wake speed as follows: “no-wake speed is the slowest possible speed of a motorboat required to maintain maneuverability so that the wake or wash created by the motorboat on the surface is minimal.” (PA Boating Handbook, p.7) How to do that? Simply put your boat in gear, and give it just enough throttle to begin moving. That’s “no wake” speed. If you look behind your boat and see a telltale V of ripples in the water, you’re going too fast. Rock buoys are placed in locations where underwater rocks

might pose a risk of damage to a boat or its motor. Placement of these buoys is approximate, and since buoys can drift, and lake levels can vary by several feet, operators should simply avoid the areas around these markers. Remember that as a matter of law, it is the boat operator who is responsible for the safe operation of the boat, and that boating, like driving, is something you do at your own risk. Lake Meade is “family friendly,” and many of the boats

you’ll see on the lake on weekends are part of a family outing. That brings up the delicate question of who gets to operate the boat. Here are some quick answers you can use when your kids (or your guests) ask to drive the boat. First – The Commonwealth does not impose any restrictions on the operation of boats with a motor of less than 25 horsepower. Second – For boats exceeding 25 horsepower, two rules apply. Children 11 years of age or younger may not operate these boats. Lake Management, Watershed and Source Water Protection Committee News

SAFETY & TRAFFIC WATCH COMMITTEE NEWSHello Neighbors, Another issue has passed and we are making our way in to spring! If I do not curse us, our snowfall has been less than 2 inches. I understand this may upset a few of you and make the others very happy. During this less than eventful season your Traffic and Safety Watch Committee has been hard at work. We continue to meet and review the needs of our community. The nice weather ahead will bring out the frequent walkers, runners, bikers, scooter riders, and children playing. Please remember that we need to share our narrow roadways. I have previously written about the laws so please refer back on these for a refresher. I hope that we can all enjoy our roads for business and pleasure alike. You may have also seen our vendor working at the gatehouse on the new gates. This project was started with the member’s gate, then the guest gate, and finally a new antenna reader and software for transponders. As with all projects, we expect some hiccups and growing pains.

This project is not exempt. Please remember that you must stop and wait for the gate to cycle. Also, please do not tailgate. Tailgating causes the reader to be confused and we have seen several cars sitting in the lane with the gate not opening. We would also like to thank the Communications and Technology Committee for the assistance they have provided during this time. I have also been asked to mention that when you see the gates “locked open” there is no need to call the gatehouse. We have several procedures in place that trigger an automatic lock open. Most important is the event of an emergency in the Community requiring outside Fire and EMS companies to respond. Our gate staff are provided with a Fire/EMS pager to know when equipment will be responding. Our staff may be busy at this time and added phone calls only overburden the staff or the call goes unanswered. We hope to see you at the Annual Meeting!

Communications & Technology CommitteeIt’s been 3 years!!! We had mixed comments about the need for another Directory.

The survey answered that. Yes. Do it. Look for it on March 17 at the Annual Meeting.

2017 DIRECTORY – As of early February the Directory was in the final stage for printing. Approximately 1,000 residents will be listed. We thank Holly Kruper for her many hours of assisting staff with checking resident information. Every “house” address received a letter advising of the information that would be in the directory. The deadline was December 1, 2016 to make changes or Opt Out. We anticipate the printing to be finalized and ready for sale by March 17, 2017 at the Annual Meeting. Paper copy or Flash drive will be available. A pdf of the Directory will also be on the web site. We know the 2017 Directory will be a quick “go to” as you connect with others in the community.

Lake Meade Rec/Pool NewsEntrance Parkway Revitalization ProjectThe committee has been progressing along with this project. We have been getting many ideas and concepts from potential vendors. We would like to share with the community what we have found and find out what your priorities are. Starting March 1 we will have a survey available for completion. It will be provided in an E-Bulletin, and be available at the entrance mailbox, the front counter at the office, and at the Annual Meeting on March 17. At the annual meeting we will share some pictures. The survey will extend to April 30th.

Yard Waste DumpstersOnce again we will be providing Yard Waste Dumpsters this spring. We will be honoring Earth Day by providing them at the entrance. They will be there starting April 20

through May 1. Due to weight and dimensions, they are unable to be brought further into the lake. Their unsightliness will be kept to a minimum. Remember these are for yard waste only. No household waste, construction waste, or anything you wouldn’t want in your mulch or compost! If they are too full, either come back later or, if you are in Reading Township, take them to the yard waste facility behind the Public Works Building.

PetsPet owners please be considerate of your neighbors. Pick up your pet waste. Make sure your pets are secure. Keep noisy pets indoors. Pet complaints can be addressed through the police department or dog warden. The LMPOA office may not be able to assist you.

The railing around the Marina building’s ramp to the basement was recently replaced. The previous railing had deteriorated as a result of the age and weather conditions. The new railing makes outside seating at the Marina safer. An additional project is under consideration. The wire fencing along the Lake/spillway area has also deteriorated as a result of weather and misuse. Plans for a stronger structure is currently under review.

Welcome to the Lake Meade Homemakers, a fun place to meet your friends, socialize and enjoy an educational and interesting program while supporting a civic organization. We meet at 12:30 at the Lake Meade Firehouse on the second Monday of every month from September to May.

about her trip to Africa.

Winter Visitors Most of us think of winter as quiet time at Lake Meade. The lake is down, and the boats are all under tarps. But winter is prime time for some of the lake’s best fishing—done by our growing crop of bald eagles. It’s not uncommon for Bald Eagles to migrate 40 - 60 miles in a day to forage for food. They fly high, and their eyesight is 500 to 1000% sharper and better than ours, so they can spot open water easily. Eagles are also social feeders, so getting 5-10 this time of year is not a surprise. This winter—with warmer weather and lack of ice—has been particularly good for eagle watching. The lake is a regular haunt for at least two adults and a crop of six to eight juveniles of various ages. The young birds vary from dark brown to mottled brown and white,

and appear larger than the adults because of their longer “training” feathers. We have seen as many as ten birds at once from our living room this winter. Of particular interest, there recently have been a several sightings of an eagle that has a trap caught on his leg. I’m fairly certain I saw him headed over the community center one morning, and he has been reported elsewhere in Adams County. Because this bird will be difficult to catch and care for, the Game Commission has asked that persons spotting him contact them immediately. If you want to do your own eagle-watching, walk out to Custer point and watch the tall trees across the lake toward Lake Meade Drive. Another good view is from the Pickett Cove rec area across the lake to the trees along the Hooker Cove shoreline. If the lake is frozen, you might see eagles sitting on the ice enjoying a freshly caught fish. Watching the eagles, as well as migrating ospreys, tundra swans, and ducks, is another way we benefit from our lake.

Boats that are moored on private or rec. area docks should be checked by the owner frequently to be sure that the boat is not holding water, causing them to sink and contaminate the lake.


The Lake Meade Property Owners Association was incorporated in 1968, which means that it’s almost time to have a big party in honor of LMPOA’s 50th anniversary! Our committee has recommended August 3-5, 2018 for the celebrations. This weekend will hopefully be warm enough to utilize the lake and pool, and also not conflict with current annual Lake Meade events. We have a budget approved and are looking into various fundraisers as well! Fundraising ideas include clothing, a custom knife raffle, a 50/50 raffle, and a car show!

We would love to include the registered organizations of Lake Meade in this milestone. There are plenty of opportunities for each organization to represent themselves and even manage various events if desired! Some ideas that the committee has had so far are a cardboard regatta (make a boat out of cardboard), car show, band(s), food trucks, volleyball, orchestra concert, and pool party. Whenever someone new attends our committee meeting, we are always blessed with new ideas! We meet the 2nd Wednesday of the month at 7:00 p.m. in the Community

December 2016/January 2017 Board Highlights

The Board approved the following:

• Approved the proposed operating budget at a 6.1% increase in dues and assessments for the 2017-2018 fiscal year.

• Approved an increase in the dues from $515.00 to $546.00 effective April 1, 2017.

• Approved an increase in the assessment from $453.00 to $481.00 effective April 1, 2017.

• Approved the Rental Usage Fee of $1,792.00 for the 2017-2018 fiscal year.

• Approved an increase in the Initiation Fee from $4,850.00 to $5,100.00 for the 2017-2018 fiscal year.

• Approved 1% interest fee charge per month on delinquent balances filed with Prothonotary beginning in 2017-2018 fiscal year.

• Approved a contract with Republic Services, Inc. to provide refuse services for the period April 1, 2017 – March 31, 2020.

• Approved the purchase of 12 regulatory slow, no-wake buoys for a cost of $1,699.56 (includes sales tax and freight charge).

• Approved Nominating Committee members Bonnie Olcus, Heather Holt, Tim Downey

• Approved Zach Boyer be designated proxy holder and Steve Spangler, alternate, for members who vote by proxy in the 2017 election for the Board of Directors.

• Lake Meade Fire & Rescue, Inc. extended an invitation to LMPOA Board of Directors to attend two meetings regarding the potential consolidation with Liberty (East Berlin) Fire Company No. 1, and Hampton Fire Company. The meetings are scheduled for January 11, 2016 – 6:30 p.m. and January 29, 2016 – 2:00 p.m. Voting by the three companies will occur at the conclusion of the meeting.

Some of the individual names date back to the early development of our community. Many not only served their country in war time and peace time, but also made major contributions to our great community of Lake Meade. If you are a Veteran, have completed your service and would like to be recognized by your community, please submit your name, branch of service, and period of service to the office, and your name will be placed on the plaque. In addition to the above, when one of the members listed on the plaque is deceased, the entrance flag is lowered in his or her honor for one day, and the notice is placed on the bulletin board, relative to the flag lowering.

UPDATE: ELECTRONICS RECYCLING PROGRAMWashington Township is opening the Electronics Recycling Program to include residents from outside of Washington Township. spreading salt/cinders:

There are 18 miles of roadways in Lake Meade. The roads are plowed in one direction at a time turning 18 into 36 miles. When it snows, sleets, or is icy, please do not park vehicles along the roadway as this slows down road clearing operations.

PLEASE NOTE: LMPOA will not be responsible for damage to mailboxes when our employees are trying to clear roadways. LMPOA’s focus is to clear all the community roads as quickly as possible for the safety of all our members. Inhibiting the process only prolongs the wait for some members. Our plows inadvertantly push snow on the ends of some driveways—this cannot be avoided—please do not shovel snow back out onto the roadway.

Snow Removal Alert!Please clear the full approach and exit to your mailbox. Mail carriers are not permitted to back up or exit their vehicles at the mailbox. Mailboxes are placed within LMPOA’s road right-of-way. LMPOA recognizes that the Post Office has placement requirements for the benefit of mail carriers. LMPOA’s mission throughout winter weather months is to maintain safe and passable roads within the community. Keeping roads passable during snow storms requires plowing snow to the edge of the roads. Snow plow operators are instructed to maintain the lowest speed possible that allows for the truck to push the snow, slush, or ice off the road. Occasionally damage to mailboxes occurs due to the weight of the snow, slush, ice being pushed. The force of a plow pushing a heavy amount will cause a “throwing” action that can damage mailboxes and/or posts. LMPOA does not replace mailboxes or posts damaged during snow plowing operations. Since the mailboxes are placed within LMPOA’s legal right-of-way it is up to the property owner to ensure their mailbox and post can withstand the weight of the snow, slush, or ice being thrown from the plow. Generally if a mailbox is placed as far beyond the edge of the road as is allowed by the Postal Service the force of the plowing will not affect its stability.

Tips to avoid mailbox damage during snow plowing operations:

1. Make sure the mailbox is firmly supported in the ground.

2. Keep the area around your mailbox cleared.3. Do not throw snow back onto the road.

4. Consider installing a cantilever mailbox support that allows a mailbox to “swing.”

5. Place reflective tape on your mailbox. This will assist snow plow operators to see the mailbox.

Tips on proper mailbox placement from the East Berlin Post Office:

1. The height should be approximately 42” from the ground to the bottom of the box.

2. You must maintain the area between the paved surface and the box so the carrier can pull in and out. You don’t want the box too far away from the road.

3. Please consider the snow plows and don’t put your box too close to the road.

4. For safety, the carrier should be able to stop at the box without obstructing the driveway.

Lake Meade Property Owners Association, Inc. is not liable for damages to mailboxes, invisible fencing, shrubbery, trees, or any other objects or landscaping within the road right-of-way, caused by snow removal or any other maintenance operations where the same are located within the limits of the road right-of-way. Your cooperation is important to ensure visibility and stability of mailboxes during snow plowing operations in Lake Meade.

The PA Department of Environmental Protection, Wetlands and Waterways Program (DEP-WWP) requires lake front properties planning shoreline, seawall or dock projects to first obtain a general permit from the DEP-WWP office prior to starting the project. These types of projects also require LMPOA Lake Committee review and approval by the LMPOA Building Committee. When the Building Committee approves the project, a Letter of Compliance is issued to the member. Depending on the scope of the project, the property owner may then be required to submit the plans to the township for a building permit and also obtain an Adams County permit. Property owners considering any type of shoreline, seawall or dock projects should plan well in advance, as the approval process with the various entities will take time to complete.
