Lake Worth Neighborhood Road Program

The purpose of Lake Worth Neightborhood Road Program (LWNRP) Public Involvement Plan (PIP) is to ensure public participation is effective and inclusive of all affected residents of the community. The PIP serves as a guide for on-going public participation throughout the design and construction of the LWNRP. The ultimate goal is to ensure that the community’s ideas and concerns are included in the decision-making process throughout the life of a project and that information is provided to the community in an effective manner.

During the course of the subject quarterly update of 2017, a host of public outreach strategies were employed. The LWNRP website was created to maintain the program’s master plan, the calender of neighborhood meetings, videos of the meetings to add additional public information and access for those unable to attend meetings, construcion plans for specifc LWNRP projects, and the yearly construction schedules. Marketing collateral was prepared in multiple languages and distributed to affected residents to announce meeting times and construction activities.

The subject report summarizes public outreach and input for the subject quarterly update of 2017. The subject report includes details on sign in sheets, attendance, comments, hotline calls, and emails received from the public during this period.

William Taylor Whispering Pines June 14, 2017 (HOTLINE) I'm interested in 12th Avenue South between, Southride Drive/Tropical Drive and west to Lake Aspen drive. I don’t see that on the plan for the neighborhood program but is that on another plan to take care of all of the pot holes and the rough pavement there.

Bill Beaver Rolo August 9, 2017 (EMAIL) Well, woke up yesterday to the crews tearing up the sidewalks and front lawn area. So, I have a few questions. 1. I have several palm trees in that line, a few at 10 ft., and 2 at 35 ft., I sincerely hope these are staying. 2. I have a sprinkler system out there that obviously has been torn all up. What is going to be done about that? 3. Do you know how long that is going to take about to complete? I am in the 900 block of Conchran Dr...and if you can think of anything else to tell me before we freak out anymore will greatly be appreciated.

Dear Mr. Beaver: Thank you for contacting the Lake Worth Neighborhood Road Program. We apologize for the lack of notification. The contrac-tor was prepared to start more quickly than we had anticipated and our construction notification flyers were not ready. In answer to your questions: 1. Swales are being redeveloped between existing landscaping materials. No trees or shrubbery is to be removed. 2. Irrigation systems damaged during the construction will be restored by the contractor. 3. The current construction activity involves demolition and replacement of concrete curb, sidewalks, and driveway aprons, swale reconstruction/restoration and sodding. This work will be completed by the end of Auguston Cochrane Drive at which time crews will move to 12th Avenue South and South G Street to per-form similar work. They will return to Cochrane Drive around the end of September to begin the roadway milling and resurfacing. The work will continue through the end of October leaving only striping and signage installation to be done. The dates for substantial and final completion are November 20th and December 19th respectively. The contractor is required to restore access to private property at the end of each day, as well as maintaining vehicular access along Cochrane during construction. You may experience lane restrictions with flagmen during roadway con-struction however do not anticipate closures. It is going to be dusty while the work proceeds which, unfortunately, is unavoidable. We are working with all project contractors to minimize the inconvenience to residents during construction. If you have any issues arise due to the construc-tion activities, please do not hesitate to contact us via the program web site or the program hot line. the markers in my yard mean? I read they may be utility, storm drain, or sewer line markings. I also read there were going to be road “improvements” such as sidewalks. I live on Crestwood Blvd, west of A St. I would like to know how I can find project details on my street. The markings come up within 8 or so feet of my house nad are on all of my palms. My family and I enjoy our yard very much, and I am slightly concerned I may lose a lot of what I have worked for. I have been in my house for 25 years and don’t want to lose my yard or plants I have grown for over 3/4 of my life. Please let me know where I can find out more detailed information about my street project. Thank you

Dear Mr. Frey: Thank you for contacting the Lake Worth Neighborhood Road Program. Regarding Crestwood Boulevard, this roadway segment is in the year 2 project for District 2 which is currently in engineering design. Work on Crestwood includes upgrading the existing 2” water line to a 6” main, relocating water services from the rear yard to the front for homes on the north side of the street, and abandoning the rear yard water line between Crestwood and 14th Avenue North. Additionally, fire hydrants will be installed to provide fire protection for the street. Roadway and drainage improvements as required will be included as well. All of the work will be performed within the City road right-of-way except for the relocation of water services from the rear to the front yards. This activity will be coordinated with each individual home owner and any damage to private property (landscaping, concrete, etc.) will be restored by the contractor to previous or better condition. Therefore, there should be no need to damage trees on private property. There are numerous large trees along the north side of the road that are within the road right-of-way. The City is doing its best to avoid damage or removal of these trees, however, if they impede construction, the City will work with the resident to relocate them. A neighborhood meeting will be scheduled in August to review the proposed improvements with residents and solicit input from the neighborhood regard-ing any issue or concerns that may need to be addressed in the project design. Notices will be delivered to all residents of the date, time and location of the meeting and we would encourage attendance. Engineering plans for all projects ready for constrcution are posted on the program web site, www.lakeworthroads.com. Go to the meetings page and scroll down to the District buttons. There is one project each in Districts 2 and 4 for which plans are not complete. Once they are completed the plans will be posted on the website for viewing. Plans for segments between 2nd and 6th Avenue North from N. B Street to N. F Street in District 2 will be available next week. ...I was not asking as to whether you were diverting funds from the regular budget, but wanted to address the fact that the roads NOT included in the bond project WILL be maintained WITHIN the regular budget. People need to KNOW that the raods they live on, should they not be included in the bond project, will not be ignored, because the city has increased amount of maintenance dollars to the regular city budget for road upkeep. The bond dollars, which you are dealing with, combined with a more appropriate maintenance schedule within the REGULAR city budget (not bond related), TOGETHER will bring Lake Worth up to a great standard. Lake Worth is thoughtfully planning ahead, finally, and it’s residents should be aware of that...

Dear Ms. Pansa: Thank you for contact-ing us at the Lake Worth Neighborhood Road Program website. Regarding your request and inquiry, the corrections to the names of the neighborhood associa-tions are currently being corrected on the website and all public outraech material. With regard to the specifics of roadway improvements proposed in the Neigh-borhood Road Program, they are funded from the bond issue recently approved for this purpose. Funding in the City’s reg-ular annual operating and maintenance budgets will not be diverted to bond proj-ects and will remain available for regular roadway repair and maintenance activi-ties. All roads identified for inclusion in the Neighborhood Road Program have been analyzed for pavement condition as well as category of roadway pertaining to types of vehicles routinely using each seg-ment. The type of vehicular traffic is one of several factors taken into account in the roadway design which establishes the materials and construction requirements for road reconstruction that provide the appropriate structural capacity...

Parrot Cove June 20, 2017 (HOTLINE) We got your flyers today in plastic bags with door handles and they’re in the mailboxes and the mailman was a little upset and he said he’s been finding them up and down the road in mailboxes and it’s not to be done this way. So instead of getting the city in trouble, I think it’d be a good idea you’d direct your people not to use the mailboxes anymore cause I don’t know if this man is going to tell the postmaster or not.

Good morning Ms. Mahoney, Thank you for contacting the Lake Worth Neigh-borhood Road Program. Regarding your inquiry, the block of North O Street from 3rd Avenue to 4th Avenue North is part of the Neighborhood Road Program Year 2 project that is currently in design. Plans are approximately 60% complete at this time. The current scope of improve-ments for that block include a water main installation as well as sidewalk recon-struction, milling and overlaying of the roadway surface. In addition, the project includes the replacement of street signage with new Historic District sign plates. We hope to have complete plans for bid-ding in October and construction to start sometime in late January/early February. Dear Mr Negley: Thank you for contacting the Lake Worth Neighbor-hood Road Program. After reviewing the projects funding by the Lake Worth Neighborhood Road Program, neither 7th Ave N nor N Palmway in that area of the City are in the program. After contacting the City’s Public Services Department, I was in-formed that this area leads up to the golf course and is very busy at times. Connectivity is a focus city wide where there are gaps and this issue will be reviewed further once the City staff is given direction from the Lake Worth City Commission on improve-ments to be funded by the City’s sales tax money. In the meantime, the are you have identified will be added to the Public Services Department’s list of roadways in need of repair. Mike Negley Parrot Cove July 24, 2017 Missing Sidewalk (EMAIL)

I live at the NW corner of 7th Ave and N. Palmway (701 N Palmway). 7th Ave is a very busy street with lots of traffic and pedestrians. There are no sidewalks along our property on either street, but there are sidewalks next door to us on both streets. There are also no sidewalks across the street on either side so people must walk in the street. I would be willing to deed 30 inches of property to the city along 7th Ave and N Palmway to build sidewalks for greater safety and to hopefully prevent people from letting their dogs use our yard for a toilet.

Mike, I forwarded your concerns to the Public Services Depart-ment and they quickly responded indicating that they will reach out to Code Enforcement and Palm Beach Sheriff ’s Office (PBSO) to review. Mike Negley Parrot Cove July 25, 2017 RE: Missing Sidewalk (EMAIL)

Jennifer: Thanks for responding so quickly. There are two more things I would like to add. First, I see many people coast thru the intersection at 7th and N. Palmway and some don’t even bother to slow down. The other day a car raced thru going south on a one-way north bound street. This seems to be more pronounced at this intersection than most of the others. The second is the many intersections where there is shrubbery blocking the corner making it difficult and dangerous to see oncoming traffic. Thank you for presenting this road improvement information meeting for our Lake Worth residential communities. I have resided at 171 Bryn Mawr Drive for 29 years and am impressed with the general durability of the street over decades of use. At this writing it is showing signs of wear and erosion and requires some repair/resurfacing. I have never seen a drainage problem on this street; there has never been standing water, flooding, or any post storm residual water issues. I have seen other streets develop standing water and drainage problems after street renovations have been completed. My concern is that Bryn Mawr Drive continues to have the same excellent water drainage that I have experienced during my three decades here after any improvements to the roadway surface. I am opposed to traffic calming humps, bumps, bulbouts, etc. They are unsightly and inconvenient for the residents and generally have a domino effect in the community. I have not seen a significant speed problem on this street that is any different from the stressed out, distracted, and frustrated drivers that are prevalent in poor traffic patterned roadways, narrowed thoroughfares, inefficient traffic intersections and in the general congestion of an area such as eastern Palm Beach County which is crammed between railroads and waterways. Many Bryn Mawr Drive residents have trees and green space that are planted along the street and which create a general slowing down of traffic.My main concern is when and how long this road improvement project will take especially the relocation of the water line and meters. Any efforts to beautify my landscaping will subsequently have to be delayed

Dear Aino, Thank you very much for contacting the Lake Worth Neigh-borhood Road Program. In response, pavement repairs on both Vassar and Bryn Mawr Drive will be accomplished using a mill and overlay process which typically does not alter the road grades or slopes. There will be no effect on current roadway drainage patterns. Based on input from residents, two (2) speed humps are planned on Vassar Drive and one (1) on Bryn Mawr Drive. This concern appears to be confirmed by the predominant placement of dots on traffic calming enhancements at last night’s meeting. We anticipate construction to commence on these projects in late January/early February, 2018. Typically, the water mains are installed first with road reconstruc-tion following. Projects of this magnitude can be expected to have a 6 to 8 month duration. However, that does not mean that there will be work occurring on every street for that period of time. There will likely be some time gap between water main construction and roadway reconstruc-tion resulting from the scheduling of construc-tion activities in a cost effective manner. Good afternoon Mr. Gillen and thank you for contacting the Lake Worth Neighborhood Road Pro-gram. The basis for the current roadway bond program is a city wide road condition study that was performed in 2013 and updated in 2016. The study established numer-ical pavement condition indices (PCIs) for all roads in the City with 100 being the best and 0 the worst condition. The bond program is intended to upgrade roadways with PCI values between 0 and 60. The segment of S. N Street between 5th and 6th Avenue S. was assigned a PCI value of 60 with the 2016 update and was included in the program on that basis. Dear Ms. Fitzgerald: Thank you for contacting the Lake Worth Neighborhood Road Program. We apologize for any misunderstanding with regard to construction time frames. The June 30, 2017 date was the established date for completion of engineering plans and not for construction start. Plans for the Dis-trict 4 projects which includes your street were completed the first week of July. A construction contract for the work was awarded at the July 18, 2017 City Commission meeting to J.W. Cheatham, LLC. A pre-con-struction conference was held July 25, 2017 at which time the agreed upon construction start date was established as September 5, 2017 based on the contractor’s sched-ule and prior commitments. Year 1 projects are spread throughout the District. In order to minimize any widespread inconvenience to residents as well as to perform all the work cost effectively, work will proceed incrementally through the series of street segments. Construc-tion work on South M Street is scheduled to commence September 5, 2017 and be complete by April 17, 2018. The entire District 4 project is scheduled to be complete by June 10, 2018. You don’t have to call me back but I wanted to point out we just received a notification of construction activity. It states that the construction activity starts at S. K Street 10-19, which would have been yesterday, for the curb and then it says 7-10 hours, if yo don’t move your car it will be towed. First of all, I went and ran down the construction guy and asked him about it and he said ‘yes, construction started yesterday’ but it doesn’t tell anyone on S. K Street when they’re going to have to have their cars moved. It’s going to really confuse some people. That doesn’t tell me anything and he said this is what the City needs him to hand out. So all four of these guys have a pen in their pocked and I asked them when you hand them out, if you could just scratch off the 19th and put 23 and he looked at me like you couldn’t do it. So you’re going to have a mess on Monday. Cause people aren’t going to know when to move their cars. So you’re going to have to tow everyone’s cars. Because nobody is going to run them down like I did, probably in the middle of the work day like I can cause I’m older. So I think you need to contact the construction crew right now on S. K and ask them to put with those big fat markers in their pockets a 23 on here if you don’t want to have ten tow trucks out here Monday; it needs to be correct because people just aren’t going to know. You don’t have to call me back. I’m just trying to save you all some trouble. Alright.

Dear Ms. Travis, Thank you for your presentation last evening at Lake Worth City Hall. Subsequent to the meeting, I spoke with the chairman of the Tropical Ridge Homeowners Association. He described to me that bulb-outs have presumably been approved for year 1 at each intersection from 2nd Ave thru 6th Ave North along A through F Streets (and presumably east toward the train tracks?). These bulb-outs will each have a shade tree (total 4 per intersection). This will be a wonderful bonus for the Tropical Ridge Neighborhood. In the interest of continuity, it would make sense to add these bulb-outs at 8th and 9th Avenues North as part of the design of Year 2 improvements along F Street. Although paving of 9th Avenue North will be in a separate contract at a later date, adding bulb-outs in Year 2 will anticipate the later contract. Obviously, no bulb-outs can occur at busy 7th Ave North and, at 8th Ave North, any bulb-outs will undoubtedly be integrated with landscaping of the Greenway. I would be interested in viewing the progress prints as construction drawings are prepared. I look forward to hearing from you as those drawings progress. Many thanks! We have researched your questions and offer the following responses: The ponding issues at the intersection of North M Street and 7th Avenue North have been identified and will be addressed with the construction project currently in the bidding process. Contract award for this project is anticipated to occur at the September 19th regular City Commission meeting with constructino commencing in late October or early November. A visual inspection of North L Street from 7th to 8th Avenue North indicates that it is in need of repair/construc-tion. In reviewing the pavement condition report for city streets upon which the current improvement program is based, this segment of North L Street was assigned a pavement condition index (PCI) of 63. The program was designed to repair/reconstruct streets with PCI values of 60 or lower; considered to be the city streets in the worst condition. On that basis, this segment of North L Street was not included in the program. The city is in-creasing annual funding moving forward for the continuation of street reparis and will be addressing those streets that were left out of the program in ascending order of condition. There may also be other funding sources available, i.e., penny sales tax, for supple-menting available funding for repairs to those street segments that were not included in the program. Future road improvements not identified in the Bond Program will be prioritized in the capital improvement plan-ning that occurs annually. In September of each year, projects are budgeted and adopted within the City’s Capital Improvement Plan.
