SUMMARY HAIR PREPARATIONS should generally not present a risk to the health and safety of hairdressers or their clients if used sensibly and manufacturers' instructions are followed. Manufacturers are required by law to supply health and safety information on any products used in hairdressing salons (a place of work) that contain potentially hazardous substances. Details must also be provided on the precautions that should be taken to reduce any risks. The information that manufacturers must give their customers (hairdressing salon owners or wholesalers) is given in this booklet. The MSDS tells you how to safely handle a product. It provides information for workers and professionals to help them make decisions and to prevent or deal with emergencies. Use the product lists issued by manufacturers to determine which MSDS applies to a particular haircare product.

A GUIDE TO THE SAFE USE OF SALON HAIR PRODUCTS The aim of this guide is to provide relevant information on hair products used in Salons for you, the hairdresser to make an assessment of possible health and safety risks associated with storing and handling of these products in the environment in which you work. The guide complies with the requirements of the Health and Safety in Employment Act and related regulation. The guide is not intended to be a complete encyclopaedia of safety information, rather, it is designed to highlight some of the most important points you should be aware of. Your regular training, product's label information, other safety information that is available to you and use of good judgement on the job will help you avoid injury to yourself, your clients and your fellow employees. Are professional cosmetic products safe? A great deal of effort and resources are directed towards product safety on the part of manufacturers and regulators. The Food and Drug Administration (FDA) in the USA, COLIPA (The European federation of the national associations of the perfumery, cosmetics and toiletries industry) in Europe, and other bodies combine to ensure that products offered for sale in the market place are safe. However, poor practice resulting in extended skin contact or respiratory exposure to particular products may cause ill health to some hair and beauty practitioners. Cosmetic products are safe when used according to manufacturer’s instructions and recommendations. Ingredients Listing While responsible manufacturers and suppliers will have ingredients listed there is no legal obligation other than those set out in the Toxic Substances Act Regulations for Scheduled Poisons. If unable to locate this information on the packs you currently use or offer for sale, contact your supplier or distributor and ask that the information be provided to you. Ingredient lists inform about the substances present in the products. If you or some of your clients are allergic to certain ingredients, a look at the list will tell you whether those ingredients are present in the product. This information will help you and your clients avoid unwanted allergic reactions and/or to find products that do not present the potential for that problem. Ingredient names are listed according to a standardised international format

and therefore should make no difference as to where the products are sourced from. To help you avoid ingredients to which you may be allergic, make sure to find out from your doctor the chemical name or other commonly used names for that ingredient; then compare those names with those on the ingredients list. If you are unsure consult your doctor or the supplier to confirm one way or another. Material safety Data Sheets (MSDS) There is no requirement under the Health and Safety in Employment Act that a material safety data sheet be prepared by the manufacturer or the supplier if the product being supplied is assessed as being a hazardous substance. What can you learn from a Material Safety Data Sheet (MSDS)? The MSDS enables the user to answer some basic questions. a). What is the product I am about to use? b). What do I need to know before and while I use it? c). What do I do if a hazardous situation occurs? d). How can I prevent a hazardous situation from occurring? The MSDS will tell you how to safely handle the product so that you do not place yourself or others at risk. The MSDS provides information to both workers and professionals to help them make decisions and to prevent or deal with emergencies. Such people may include managers, supervisors, transport drivers, the police, fire fighters, occupational hygienists, doctors, poison information centres personnel, government authorities and so on. These people will often need to know additional technical information associated with the product; information which is not often understood by personnel who have not had specialist training in that area. For this reason some of the information on a MSDS may appear too technical and unnecessary, but you are required by Law to make sure all employees know about information pertaining to a hazard and the information is contained on the MSDS is an excellent means of conveying this information and what it means for them.

Physical description and properties APPEARANCE - In addition to explaining what the products look like (ie. liquid, powder etc) it will also include the likely product colour and product odour. This subsection also contains additional information useful in determining the likely hazards which further characterise the product. BOILING POINT - The temperature at which a liquid boils. VAPOUR PRESSURE - Is a measure of how much of a substance can accumulate as a vapour in the air above a liquid or solid. Useful in determining potential fire hazards and for determining potential respiratory hazard FLAMMABILITY LIMITS - The range of concentrations of flammable vapours in the air which will burn if ignited. SOLUBILITY IN WATER - This information is useful in determining effective fire extinguishing methods and spill clean up procedures. FLASH POINT - Is the lowest temperature at which a liquid will produce enough vapours to ignite if an ignition source is present. SPECIFIC GRAVITY - Less than 1.0 indicates that the product is lighter than water and if not miscible with water then the product could separate. pH - Is a measure of acidity and alkalinity. Low pH means the product is acidic; high pH means the product is alkaline. For example 1 = highly acidic and 14 = highly alkaline Ingredients This subsection provides the chemical name, CAS No (Chemical Abstract No) and proportion within a mixture for each hazardous component. Non hazardous ingredients may also be described. Health Hazards Information This section describes the potential health hazards of short term (acute) and long term (chronic) exposure to the products within the group. The effects are divided into major routes of exposure -- ingestion (swallowing), inhalation (breathing), skin and eye contact.

Similarly, the first aid instructions for initial treatment of over exposure are divided into routes of exposure. There is also additional advice to doctors in this section. Precautions For Use This is the most important section for users as it details how users can protect themselves and how the manufacturer can advise users of potential harm. One of these standards is the Time Weighted Average (TWA), airborne concentration of a substance over an eight hour working day, for a five day working and over an entire working life. According to current knowledge, this concentration should neither impair the health of, nor cause undue discomfort to users. Exposure standards are guides to be used in the control of occupational health hazards and to evaluate how well equipment is working (i.e. ventilation). Engineering controls detail the mechanical ventilation required during use of the product. “Use in well ventilated areas” explains the need to ensure that the product is not used in areas without ventilation or air flow. Personal protection details the specific equipment (gloves - safety glasses) required to work safely with the product. Disposable gloves use refers to compounds such as nitrile or vinyl and not latex which is a poor chemical barrier. Flammability section details what is needed to prevent a fire or explosion hazard. The advice may include the need to avoid ignition sources and information on whether the substance should be used in well ventilated areas and away from confined spaces. Note: It is not the individual products that are hazardous but excessive exposure of professionals to a cocktail of different chemicals without adequate protection that may cause irritant reactions such as dermatitis. Safe Handling Information - Storage and transport requirements for the product may be found in this section. Some products have special requirements set in regulations (Flammable products and aerosol products) and the MSDS will state the codes and restrictions which may apply. - Spill and disposal will contain advice on how to minimise a spill or leak, a suitable method for cleaning up and how to dispose of collected material.
