DETACHMENT INITIATIVES

TARGETED MEDIA RELEASES:

Traffic / Marine Sergeant

• Canada Day Weekend message – Move over Law. Community Safety Officer / Media Relations A total of 22 media releases were distributed for the month of July. A total of 24 media releases were distributed for the month of August.

• The CSO’s continue to distribute media releases in relation to the operation of motor vehicles, vessels, motor cycles and offences related to Move Over Law, Motor Cycle Safety, Water Safety and Impaired Operation by alcohol and/or drugs.

• The CSO’s continue to seek community involvement by utilizing media releases with regard to property crimes such as break and enters, thefts and mischiefs that are currently being investigated or are unsolved.

• CSO’s continue to engage and educate the public through the distribution of media releases related to “lock It or Lose It” and Frauds and Scams.

• The CSO’s, in collaboration with the OPP West Region Media Relations, distributed media releases with regard to the Civic Long Weekend and the Canada Day Long Weekend Traffic Enforcement Campaigns.

• CSO’s also prepared and distributed media release regarding the DTE structure fire in Marysville, Michigan due to perceived public safety concerns.

CRIME & TRAFFIC / MARINE CAMPAIGNS / INITIATIVES:

Traffic / Marine Sergeant

• Canada Day Weekend - During the 2016 Canada Day long weekend, the Lambton County OPP reportedly arrested and charged 1 impaired driver and issued 38 speeding tickets, 6 seatbelt tickets, 10 Liquor Licence Act tickets and 5 Compulsory Automobile Insurance Act tickets in a proactive measure to keep Lambton County Roads and waterways safe for all members of the public during the long weekend.

• August Civic Holiday Weekend - Education and enforcement with focus on the Move Over Law. 207 charges including 12 Fail to Move Over for Emergency Vehicle, 83 speeding, 21 seatbelt, 37 Liquor Licence Act and 23 Compulsory Automobile Insurance Act.

• National Drowning Prevention week – Education with Waterwise, Lambton Health Unit.

• Four Cycling events in Lambton County - All safe and successful events. Education on sharing the road with cyclists

RIDE Program

• 256 RIDE checks have been conducted to date from the 1st of January 2016. • Funded RIDE is being used to enhance awareness of impaired driving for long

weekend and event areas where alcohol is being served.

Street Crime

• During the months of July and August, the Lambton SCU investigated or assisted with 9 drug related occurrences. In total, 7 people were charged with 20 Criminal Code and CDSA related offences. These investigations also included 4 search warrants being authored.

• In one of the investigations, the Lambton SCU provided information and assistance to the Sarnia Police Service’s Vice Unit in order to conclude a lengthy investigation.

• In one investigation, the Lambton SCU provided information to the Chatham Kent Police Service Drug Unit, which resulted in the eradication of 700 marihuana plants

from an area that borders our two jurisdictions. This information was gleaned from a cell phone that the SCU had authored a search warrant for while investigating another incident.

• Once again the above noted incidents are examples of the relationships the Lambton SCU has developed and maintained over the years.

• The Lambton SCU assisted with an arson investigation by conducting interviews and writing a warrant to search the contents of a seized cell phone from a suspect in the incident.

• The Lambton SCU would like to remind people living in our rural areas to call police and report suspicious vehicles travelling our “gravel roads” late at night. This is the time of year when people will be looking to maintain marihuana plants they have planted in fields, ditch banks and bush lots in preparation for upcoming harvest season. The anticipated harvest time will be early October.

PUBLIC EDUCATION CAMPAIGNS:

Traffic / Marine Sergeant

Education is a continuous effort utilizing all aspects of local and social media as well as seminars and programs. Partnership with Lambton Safe Roads

• Working on education program for at risk drivers such as seniors or persons with medical issues that would make it unsafe to operate a motor vehicle.

Animal Collisions • 22 animal collisions were reported in July and August with no

injury. • There have been 127 collisions involving animals YTD resulting in 4 injuries.

Operation Dry Water – July 27th – August 1st, 2016

• Drinking and boating accounts for approximately 40 per cent of boating-related fatalities on Canadian waterways.

• The Ontario Provincial Police (OPP) are once again joining the Canadian Safe Boating Council (CSBC) to launch “Operation Dry Water”, an education and enforcement initiative aimed at discouraging boaters from boating under the influence of alcohol and reduce alcohol-related boating deaths.

• Education dates with the RCMP o Port Franks, Community Centre - Wednesday July 13th, 2016. o Port Lambton, CCG SAR base - Friday July 22nd, 2016. o Grand Bend, parking lot at the end of the strip - Thursday August 4th,

2016.

Community Safety/Media Relations

• The CSO’s prepared and distributed several media releases aimed at public education and Crime Prevention. Two of significant concern, was the Canada Revenue Agency Scam and the Air Quality Scam. Media releases were prepared and distrusted focusing on public education and awareness.

• The CSO’s continues to support the OPP and Mac’s Milk Positive Ticketing Campaign (Operation Freeze - free Froster for kids conducting good deeds).

• CSO, in conjunction with other serves, attended the Ipperwash and Area Community Policing meeting and provided a presentation on Frauds and Scams.

• The CSO’s have been engaged in providing a detachment tour for a local Grand Bend daycare.

• CSO’s have been engaged in attending a Petrolia day care as well as a Forest day care, providing educational lectures regarding bicycle safety and policing in general.

• CSO attended and assisted with a Canine presentation for the Sarnia Lambton Boys and Girls Club.

In the near future, the CSO’s have committed to…

• CSO’s are actively reaching out to area school boards offering the OPP KIDS Program to our Lambton County Elementary Schools for the upcoming 2016/2017 school year.

• Media releases are being prepared and disseminated in relation to “Back to School

• Media releases are being prepared and will be disseminated in relation to “Halloween Safety”.

• CSO’s are engaged in the planning and preparations of the 2016 September Wyoming Fall Fair.

• CSO’s are engaged in two Bridge Dedication Ceremonies which will occur on September 30th, 2016 in memory of three fallen OPP officers.

• CSO’s are in the planning phase of offering an Internet Safety Presentation hosted by the Petrolia Community Center.

• CSO’s will be disseminating media releases in relation to a September Distracted Driving Campaign.

Ipperwash and Area Community Policing Meeting

SCHOOL RESOURCE OFFICER:

• During the busy summer months Lambton County OPP officers deal with youth in greater numbers, as can be expected.

• 25 youth were issued offence notices for liquor offences and another 15 youth for various other Provincial Offence notices including traffic tickets.

• 8 warnings were issued for minor offences including trespassing and liquor use. • 8 youths were diverted by various means including Rebound and Formal Cautions for

offences including: Shoplifting, Drugs, Mischief, Break and Enter and Probation Violations.

• 13 young persons were charged criminally for a total of 38 charges for crimes including Drug Possession, Failing to Comply with Release Conditions, numerous Thefts, Assaults and Threats.

• School Resource Officers were assigned other duties during this 2 month period. One was a full time Marine Officer and the other conducted Compliance Checks and backfilled the platoons during holidays and shortages.

VIOLENT CRIME / BENCHMARK CRIME

AREA CRIME SERGEANT:

JULY 2016

• Members of the Lambton County Crime Unit continued with the BRAR homicide investigation from Highway 402. The accused (and husband of the victim) remains in custody charged with 1st degree murder. Members continue to travel outside of Lambton County for investigative follow-up.

• Assistance was provided by a Lambton County Crime Unit member to Wellington County O.P.P. Detachment in the HATCH murder investigation.

• Three sexual assault occurrences were investigated by members of the Unit. • Members continued in their investigation of a number of suspicious fires in the

south end of Lambton County. • Lambton County Crime Unit members were diverted Essex County O.P.P. to

investigate a sudden death which was suspected to be a drug related overdose.

• Under the auspices of the Ontario Coroner’s Office, members assisted in the investigation into the drowning of a 22 year old student who fell off a vessel into the St. Clair River.

AUGUST 2016

• Members of Lambton County Crime Unit assisted with a weapons and threats investigation at the former Ipperwash army camp. A male person was charged with uttering threats.

• Assistance was provided to Anishinabek Police Service by taking the initial call and providing investigative assistance for a sexual assault causing bodily harm that occurred on the Kettle and Stony Point First Nation. A male part was arrested and held for a bail hearing.

• Members investigated six sexual assault occurrences and one internet child luring investigation.

• Jeremy GUBBELS pled guilty to two counts of 1st degree murder in relation to the deaths of his parents in Warwick Township and sentenced to life imprisonment.

• Members assisted in the investigation of criminal harassment (stalking). A male party was located and charged.

RADAR / LIDAR

• Intercept enforcement on Hwy 402 (26 Provincial Offences issued.) • Focus patrol for identified areas were conducted. • RADAR and LIDAR are the primary enforcement tools being utilized but EZ

stat and electronic signage was utilized in all zones. • Analytics is being used to identify problem areas. • School zone project being developed for the 2016 – 17 school year.

HSD & HET

• Highway Enforcement Team (HET) was working in Lambton County 3 times in July and Aug with focus on HTA and Criminal Code investigations.

Construction - Increase in complaints such as Petrolia Line in the Town or Petrolia. The second phase of Petrolia line construction has required detours onto streets unfamiliar with this volume of traffic.

TRAFFIC IN THE MEDIA

• July 13th - Collison Hwy 402, 7:00 a.m., two vehicle motor vehicle collision in the area of Highway 402 westbound and Christina Street, City of Sarnia involving a tractor trailer and a pick-up truck. Driver suffered severe injury. Charged with Careless Driving.

• July 16th - Fatal Collision on London Line at Forest Rd. Warwick Twp. 64 Year old was west bound on London Line when a pickup failed to stop for the stop sign on Forest Rd.

Investigation is ongoing and charges are pending. • July 25th - Head on Collision 5:10 p.m. Mandaumin Road, north of London

Line, Plympton- Wyoming. As a result of an extensive investigation, the Lambton Ontario Provincial Police (OPP) has charged the driver with careless driving and use a hand- held device while driving. Careless driving has a set fine of $490.00 and 6 demerit points and using a hand- held device has a set fine of $490.00 and 3 demerit points.

• August 3rd – Missing female on Lake Huron - A female party attempted to swim approximately 6 kilometers along the Lake Huron shoreline. When she did not arrive at her destination, JRCC dispatched a vessel to search for her. She was located walking along the beach. Resources advised to stand down after a several hour search.

• August 6th – ORV Collison – Male passenger fell off a moving off road vehicle on LaSalle Line, Brooke – Alvinston Township in the early hours of the morning resulting in life threatening injuries. Investigation resulted in the driver being charged with Dangerous Driving causing Bodily Harm under the Criminal Code of Canada.

• August 6th – Fatal Collision – Single motor vehicle left Lambton Line, Dawn Euphemia Township resulting the death of a 47 year old male. Alcohol was a factor in this collision.

• August 18th – Drowning Grand Bend, 8:00 p.m., the Lambton County Ontario Provincial Police (OPP) was dispatched to Grand Bend Beach regarding a male party who was just pulled from the waters of Lake Huron. Lambton OPP along with Lambton County Emergency Medical Service (EMS) and Grand Bend Fire Department responded to the location. Upon arrival, emergency responders located an elderly male who was unconscious and unresponsive on the beach where good Samaritans were performing CPR. The male party was immediately transported to hospital by EMS. Efforts were made to revive the male however the 64 yr. old male was pronounced dead at the hospital.

TRAFFIC & MARINE SUMMER EVENTS

Sombra Bridge Bash, July 9th, 2016

• Five Transported to Hospital due to Drug Overdose

• Saturday July 9th, 2016 the Lambton County Ontario Provincial Police (OPP) were kept busy with calls for service in relation to an event advertised as the “Sombra Bridge Bash” which was held on Saturday July 9th, 2016 in the St. Clair River, St. Clair Township. This event was advertised via social media and attracted an estimated 100 vessels and a further estimated 500 people.

Mackinac Race, July 16th, 2016

• This annual sailboat race begins a few miles north of the Blue Water Bridges in Lake Huron. Sailboats prior to the race dock in the Black River, Port Huron, MI., viewing of the vessels as they transvers up the St. Clair.

Float down on the St. Clair River, August 21st, 2016 • About 1500 American

participants ended up landing in Sarnia and area due to the high winds. This resulted in a major operation to protect and return these people the U.S. Alcohol was a major concern for the safety of the swimmers involved. International efforts are being discussed on how to deal with future events.

NON-EMERGENCY 911 CALLS

Ontario Provincial Police – Lambton County Detachment, respond to numerous non-emergent 911 calls. Recent analysis of the calls for service in 2015 indicated there is still a need for a reduction. This reduction will result in cost savings for the residents of Lambton County.

EMERGENCY 911 CALLS

1. Lock the keypad/home screen on your device.

2. Disable the 911 auto dial feature 3. Carry your device in a holster or protective

case. 4. Do not let children play with your device. 5. Make sure of the number you are dialing. 6. Remove batteries from phones not being

used. 7. If you dial 911 in error, remain on the line and

explain to the call taker that you dialed in error and that you are safe. Police will still respond to verify.

AMBER ALERTS

Ontario AMBER Alert

March 7, 2016 - In an initiative to help ensure the safety of Canadians, the Canadian Radio-television and Telecommunications Commission (CRTC) has taken measures to ensure that Canadians receive timely warnings over their televisions and radios of imminent risks to life and property, including AMBER Alerts. The CRTC mandated the broadcasting industry to distribute emergency alert messages by March 31, 2015. Cable and satellite companies, radio stations, over-the-air television stations, CBC and video-on-demand services all must relay emergency alerts. These alerts are distributed through the National Alert Aggregation & Dissemination (NAAD) system.

The Ontario AMBER Alert is a warning system that quickly alerts the public of abducted children who are in imminent danger.

• The Ontario AMBER Alert Program was established in 2003 as a voluntary, cooperative plan between radio/television stations, the Ministry of Community and Correctional Services, Ministry of Transportation and Ontario Law Enforcement Agencies.

• The Ontario AMBER Alert is a warning system that quickly alerts the public of abducted children who are in danger.

• The main objective of the AMBER Alert is always the safe return of the child.

• The early stage of the investigation is critical. Information obtained quickly through an AMBER Alert may assist in the safe and swift return of abducted children.

• Guidelines for requesting the OPP to initiate an AMBER Alert have been distributed to all Ontario Police Services. The guidelines are used for ensuring all alerts are appropriate.

Q: What exactly is an AMBER Alert?

A: If a child is reported as being abducted, and the case meets certain guidelines, the investigating police service can ask the OPP to issue an AMBER Alert. The description of the child (and if available, the alleged abductor or involved vehicle) are then immediately broadcasted on many different mediums including: highway signs, radio stations, over-the-air television stations and social media.

Q: What are the guidelines for issuing an AMBER Alert?

A: The guidelines for issuing an AMBER Alert are:

1) Law enforcement agency believes a child under the age of 18 has been abducted.

2) Law enforcement agency believes the child is in danger.

3) Law enforcement agency believes an immediate broadcast alert will help in locating the child.

4) There is descriptive information about one or more of the following: child, abductor and/or vehicle involved.

Q: Who facilitates the AMBER Alert program?

A: The OPP facilitate the program within the province, but the program is available to all police agencies in Ontario.

Q: How do I receive an AMBER Alert?

A: AMBER Alerts are distributed through cable and satellite companies, radio stations, over-the-air television stations, CBC, video-on-demand services, social media as well as though SMS text messages.

Q: How do I sign up for AMBER Alerts through SMS text messages?

A: Visit http://www.wirelessamber.ca or text 26237(AMBER).

Q: How can the community assist?

A: If you see or hear an AMBER Alert, watch for the child, suspect, and/or vehicle described in the alert. If you have any information regarding an AMBER Alert immediately report any sightings to the police by calling 9-1-1, Crime Stoppers 1-800-222-8477 or your local police.

Q: Why isn’t the AMBER Alert Program used for missing children?

A: It is important that the AMBER Alert Program be used only when the guidelines are met. Overuse could desensitize the public to the alert and weaken the response when the program is really needed. Thankfully, child abductions that meet the program’s guidelines are relatively rare in Ontario. The challenge for the OPP and its AMBER Alert partners is to make sure all Ontario police services know the program is available and how to access it, even if they do not use it regularly.

Q: Can I opt out of receiving AMBER Alerts on my television or radio?

A: No, the CRTC mandated the broadcasting industry to distribute emergency alert messages by March 31, 2015. Cable and satellite companies, radio stations, over-the-air television stations, CBC and video-on-demand services must relay emergency alerts. These alerts are distributed through the NAAD system. The OPP apologize for any inconvenience or disruption in viewing / listening pleasure. We will not express regret for taking any steps necessary to locate an abducted child.

Q: What is the NAAD system?

A: The National Alert Aggregation & Dissemination (NAAD) System provides authorized Government Agencies across Canada with a simple, easily accessible means by which they can issue public safety messages. The NAAD System validates and authenticates the messages it receives to ensure they are from the participating government authority and are compliant with certain agreed to standards and policies. After this, the NAAD System then aggregates all the alert messages it receives from government authorities into a data stream which it distributes over the internet and by satellite ensuring coverage across Canada.
