There are plenty of cases relating to service matters which are being dealt at
different forums i.e. Federal Service Tribunal, Provincial Service Tribunal, Establishment
Division, Government of Pakistan, Hon’ble Supreme Court of Pakistan and High Court of
Balochistan. However, these cases are not being handled in an appropriate manner which
makes it imperative to devise a mechanism to process this service matters in the CPO.
Therefore, a special cell is hereby created to deal with these matters with the following
mandate:
i. Process issues related to seniority/ Promotion of Gazetted Officers / Non-
Gazetted Officers.
iii. Process appeals against the impugned orders at different forums.
Incharge: Mr. Gul Baran DSP/ Legal assisted by one IP/ Legal
Procedure and Responsibility in case of Non-Gazetted Officers:
All the service matter in courts, up-to the rank of Inspectors shall be processed
after getting the replies from the concerned branches/ units with Para-wise comments and
shall be put-up before Additional IG Administration within seven (07) days of the receipt of
the case to get his approval/ decision regarding submission of the reply/ file appeals in the
honorable Courts through AIG Establishment.
Procedure and Responsibility in case of Gazetted Officers:
All the case relating with DSP and above shall be processed after getting the
replies from the concerned branches/ units with Para-wise comments and shall be put-up
before Inspector General of Police within seven (07) days of the receipt of the case to get his
approval/ decision regarding submission of the reply/file appeals in the honorable Courts
through DIG Headquarters.
Fortnightly Diary:
A fortnightly diary on all such issues shall be prepared and submitted before
the IGP for perusal by AIG Legal after getting all the required information from AIG
Establishment and Incharge Tribunal Cell.
Policy Statement/ Decision:
The department, as a matter of policy shall appeal in the Hon’ble Supreme
Court of Pakistan against all such decisions of Balochistan Service Tribunal and Balochistan
High Court which are inconsistent with rules, or against the jurisprudence of the superior
courts, or are likely to hurt the legitimate and legal interests of the Police Department or
create a precedent in contravention of rules/policies.

RESPONSE GROUP (RRG) BALOCHISTAN.
In view of the multi-faceted, multidimensional challenges being confronted by Police
,prevailing security situation of the province and up-surge in sabotage/terrorism, target
killings, kidnapping for ransom, sensational crime and life threat to Important Personalities
has created a sense of insecurity among the general public in Balochistan, therefore it is
considered imperative to effectively train, raise the operational capability and increase the
number of especially trained forces i.e. ATF and RRG by fully equipping them to deal with
all types of challenges effectively.
B. Aim:
To revamp and strengthen the Anti-Terrorist Force (ATF) and Rapid Response Group (RRG)
to counter the modern day challenges like terrorism, law and order and security situations, by
focusing on their training and capacity related issues in order to make the ATF & RRG highly
specialized units to combat terrorism, conduct search operations/ raids against high-profile
criminals/ terrorists.
C. Scope:
It is hoped that this SOP shall streamline and improve the overall performance of the ATF and
RRG by effective and efficient deployment by providing;
1. Rapid response and handling the situation with the ability to fight back effectively.
2. Timely action to ensure damage control and save further deterioration in any given
circumstances
3. Assist District Police/ Administration in conducting special operations against
desperadoes, wanted terrorists / criminals for up-holding the writ of the State.
4. Protection to VIPs/ VVIPs.
D. Selection Process
The selection to serve in ATF and RRG shall be carried out by the following boards as per
laid down criteria/ procedures;

3. Selection Criteria:
Any member of the Balochistan Police and Balochistan Constabulary can become part of the
ATF and RRG respectively subject to that he/ she shall be;
a. A matriculate
c. Physically and mentally fit
d. Should not be over-weight, e.g. the ideal weight is 2 pounds/ inch of height
e. Having a minimum of three years of service in the Balochistan Police/ BC with no
major punishment having bearing on his character
f. Security cleared by Special Branch
4. Schedule of Selection:
a. There shall be two basic courses conducted every year, taking place in first week
of March and 2 nd
week of July ,therefore selection for both the courses shall be
completed in the month of January every year
b. Any Individual selected will not avoid training willfully without any cogent
reason. If someone is found malingering or dodging by making fake medical
grounds shall be dismissed from service
5. Psychological Profiling:
a. No official will be inducted in ATF/RRG who is security wise not cleared by
Special Branch
b. Proper psychological profiles shall be maintained of complete strength (all ranks)
of ATF/RRG at all times as per the Performa already circulated
c. Every year in the month of January this process shall be repeated and DIG ATF/
Deputy Commandant BC will ensure that profiles of 100 % strength serving in
ATF/RRG has been got updated from SB
d. Apart from the mechanism mentioned above, SSP ATF and Zonal Commander
RRG shall establish their own integral intelligence setups that would keep a
constant watch on each and every individual and shall report immediately to both
the commanders on following;
i. Any individual found having links with the proscribed organizations.
ii. Any individual found having inclinations, tendency or sympathetic views
for any militant/ proscribed organization.
E. Total Strength
1. ATF:
a. Shall not exceed 10% of the total strength of each district at any given time.
Proposed strength is given below in the table;

b. Over-all strength shall be increased to 2000 from present strength of 850 in next
four years, i.e. by the end of 2017
2. RRG:
a. Shall not exceed 20% of the total strength of BC
b. Present strength of 1200 shall be doubled in next four years, i.e. by the end of
2017.
1. ATF Training School:
a. For the training of ATF/ RRG, a proper ATF Training School has been created
with a capacity of 300 trainees. Following Annual Training Plan shall be
followed;

b. There will be 10-days break for the training staff between two courses, however,
there will be no break between two refresher courses.
c. There will be a winter break from 15 th
January to 28 th
weather no course/ training shall take place.
2. Courses:
a. Basic:
All the selected personnel/ officers of ATF/ RRG shall undergo Basic Course of 04
months
b. Refresher:
It shall be mandatory for every man/ officer of ATF/ RRG to undergoRefresher
Course of 01 month every year .If due to any reason time available is insufficient
to complete this cycle than Basic courses will be put on hold and only refresher
courses will be conducted to complete this cycle
3. Modules/Special Contents:
a. All officers and men of the ATF and RRG are to be maintained in a high state of
efficiency and physical fitness
b. Shall be trained in hostage taking situations, special raids, Close Quarter Battles,
strong hold operations
c. Special stress shall be paid in use of fire arms, field crafts, raids, ambush andin;
i. Weapon Handling of all weapons under use in Balochistan
ii. Anti- dacoits/ anti-terrorist operations
iii. Use of tear gas
iv. Distance Judging
viii. Unarmed combat
x. House clearing
xi. Assault Course
xii. VVIP/VIP Protection
d. All the drivers in ATF/ RRG shall also be trained in weapon handling.

3. Security Equipment:
a. Bullet Proof Jackets (for every person)
b. Bullet Proof Helmets (for every person)
c. One portable jammer in working condition shall be carried in each vehicle as
standing instruction.
The Zonal Commander RRG and DSP Headquarters ATF will be responsible to ensure that
security equipment/ arms and ammunitions are kept clean and stored as per laid down
procedures. They are also required to check them on every Monday and make a report to this
effect in the Daily Diary and ensure that Arms/ Ammunition are in accordance with the record
issued by CPO/ Project Directors (RBC & CBA).

a. Both ATF and RRG shall be provided with Toyota Pick Ups for each team which
shall beequipped with;

iii. Ammunition Very Light Pistol - 10 per pistol Red, Green and
White
v. Walkie Talkie Set - 01 for each Team In-charge
vi. Torch - 01
b. They are also to be provided with a base set for controlling their operations
connected with Quetta Police Control.
(Incharge for Anti-Riot Equipment)
H. Clothing:
All Police officers/ personnel posted to ATF and RRG are to be issued with the following
articles of clothing and equipment;
1. Beret - 01
3. Joggers - 01 pair

All the personnel repatriating back to their parent unit/ district should not wear the ATF/ RRG
uniform, however, they may use the ATF/ RRG badge.
I. Roles and Responsibilities:
1. Combat terrorism/ terrorists
2. Conduct special operations/raids against high-profile criminals/ dacoits/ terrorists
3. Ensure protection to the President, Prime Minister, Governor, Chief Minister and
Foreign Heads of State on visit to Balochistan Province
4. Act as Rapid Response Force in case of emergencies, like
a. Attack by terrorists on any key point/ important installation/ building
b. Mass murder/ killings
e. Any other law and order crisis
5. Assist district Police, CID and Crime Branch as and when required.
J. Operations:
1. ATF on receiving call shall reach the scene of crime in the shortest possible time.
2. On receiving information shall contact the senior officers, take instructions/ directions
and respond in close collaboration with officers/ Magistrate.
3. Shall not act independently unless no options are left.
4. It shall be the duty of SSP ATF Operations/Zonal Commander RRG/concerned
District Police Officers/Deputy commissioners to thoroughly brief the A.T.F/RRG
before putting them into action.Zonal Commander RRG must be informed about
the nature of the raid.
5. ATF/RRG shall be placed at the disposal Of DPO/DC for a specific period and
extension shall only be granted with the prior approval of the IGP
6. ATF/ RRG shall not be deployed on duties like;
a. Escorts/ Gunmen
b. Patrolling duties
c. Arrest of Political activists, leaders of labour union or member of student
unions
e. Strike/ Friday duties
f. Prisoners’ duties, except when high-profile terrorists/ hardened criminals are
to be shifted/ transported but only with the prior permission of the IGP.
g. Treasury duties, except when the treasury amount is huge and special request
made by the State Bank of Pakistan but again only when prior permission is
granted by the IGP.
K. Boarding/Lodging
1. It shall be the personal responsibility of concerned DPO/DC to make proper boarding
and lodging arrangements before requisitioning ATF/RRG

1. ATF Training School:
The Commandant/ SSP ATF Training School shall be responsiblefor the training and
discipline of trainees (ATF & RRG)
2. ATF:
SSP ATF Operations for administration and discipline of the ATF under the overall
supervision, control and direction of the DIG ATF Balochistan.
3. RRG:
The administration and discipline of RRG shall be the responsibility of Zonal
Commander RRG under the overall supervision, control and direction of the
Commandant Balochistan Constabulary.
M. Leave:
At no time, more than 10 percent of the personnel of the ATF and RRG are to be allowed
to become ineffective due to leave etc.
N. Pay and allowances:
1. Feeding Charges:
All trainees of ATF and RRG during the training period shall be admissible for free
messing at the rate of 3000 rupees per trainee per month.
The DIG ATF shall be responsible for thespecial pay and allowances etc. of the ATF while
Commandant BC in case of RRG personnel. Necessary funds shall be provided in the budget.
O. Incentive:
All the personnel selected to serve in ATF &RRG including Training staff of ATF Training
School shall be given a special allowance of 40% on minimum basic pay of 2011 up-to a
maximum @ Rs. 6000/- per month.
P. Repatriation:
1. The personnel attaining the age of 42 shall be repatriated to their parent districts/units
and same number of personnel shall be provided as their replacement by every district/
unit maintaining the laid down strength at all times. However, the upper age limit may
be relaxed to 45 yearsin very few exceptional cases with the approval of the IGP.
2. Any member of ATF/RRG declared ‘GREY’ by Special Branch shallimmediately be
repatriated to his parent district and shall be kept under close scrutiny. He shall not be
deployed on any sensitive duty.
3. Any member found by own intelligence setups of ATF/ RRG having links with any
proscribed organization or having inclination, tendency or sympathies for any militant/
proscribed organization with a note to his district/ unit head for not deploying that
individual on any sensitive duties apart from keeping him under close scrutiny.
4. Any member of ATF/ RRG who becomes over-weight shall be repatriated back to his
parent unit/ district.
5. All those repatriated from ATF/RRG shall cease to get special allowance from the date
of repatriation.

Q. Inspection:
The inspection of the Force will be carried out in accordance with the laid down procedures
and according to the following schedule;
1. DSP Headquarters ATF/ Company Commander RRG shall inspect the Force at least
twice a month.
2. SSP ATF Operations and Zonal Commander RRG shall inspect the Force once in a
month.
3. DIG ATF/ Dy. Commandant BC shall carry out inspection once in three months.
During the inspection the following aspects would receive special attention.
a. Attendance
c. Welfare
R. Overall Command:
The ATF shall work under the direct command of DIG ATF, Balochistan who shall be
supervised by Additional IGP CTC, while the RRG shall work under the command of
Commandant Balochistan Constabulary with an overall command and control of both ATF/
RRG of IGP.
4. All DPOs in Balochistan.
5. PS to IGP Balochistan.

Subject: RE-ORGANIZATION AND CHARTER OF DUTIES OF CRIMES BRANCH, BASLOCHISTAN
Whereas the post of Director, Crimes Branch, Balochistan and DIG Police, Investigation,
Balochistan have been merged and renamed as DIG Police, Crimes Branch, and Balochistan.
Thereof the re-organization of Crimes Branch is necessitated and it is imperative to issue
orders/ guidelines and parameters for organization, job description and functions of Crimes
Branch.
a) Deputy Inspector General of Police, Crimes Branch, Balochistan
To act as Principal Staff Officer to Inspector General of Police, Balochistan pertaining
to crimes.
To act as overall In-charge and head of Crimes Branch Balochistan.
To analyze the crimes, its trends & patterns and reporting the same to IGP on monthly
and Quarterly Basis.
To carry out investigation of important high profile cases on the direction of IGP,
Balochistan.
To monitor the standard and pace of investigation throughout the province.
To Monitor the Heinous Crimes under the following heads:-
Terrorism
Robbery/ Dacoity
Any other crime which attracts the focus of Media and to be monitored as per
direction of IG Police, Balochistan.
To call the case files in the heinous crimes to examine and propose change of
investigation to Crimes Branch or other investigating units or change of investigating
officer as provided under Article 40/2011.
To recommend action against the delinquent officers/ officials who conduct faulty or
defective investigation or having malafidy or any of their action are against rule and
law.
To follow up the investigation of heinous cases and maintain the statistics of crimes
reported.
To suggest action plan to control the major crimes.
To extend general assistance to the Inspector General of Police on the matters relating
to Crimes Branch Balochistan.
To interact with other units/ agencies of Balochistan Police/ CPO/ Balochistan
Government in the matters pertaining or ancillary to Crimes Branch Balochistan.
To exercise financial powers as admissible under the rules.
To monitor appropriate utilization of funds.
To allow Station/ Casual leave/ SSPs/ DSPs under the Rules.
To accord NOC for posting/transfer to and from Crimes Branch to Ministerial/
Executive Staff.
To hear complaints of the people relating to Crimes Branch.

To ensure the implementation of Circular Orders and Standing Instructions of the IGP,
Balochistan relating to management of Crimes Branch, Balochistan.
To maintain statistics of crimes and issuance of crime diary as required by different
provinces & federal offices communicated through online & other means on
prescribed proformas on daily, weekly, fortnightly, monthly and quarterly basis.
To monitor the functioning of FSL through SSP Crimes.
To supervise the Federal Project of Police Record and Office Management
Information System (PROMIS) and Automated Fingerprints Identification System
(AFIS).
To get final approval of investigation in the cases entrusted to him by the IGP.
To take independent action with the approval of IGP against intra district and intra
provincial Criminal Gangs, gambling / Narcotic dens, POs etc.
To perform any other duties assigned by the Inspector General of police.
b) SSP Crimes
To act as Staff officer to DIGP, Crimes Branch, Balochistan.
To deal with the correspondence & queries of Balochistan and Federal Government
regarding Crime Analysis and Crime Management.
To manage and maintain various administrative wings within the Crimes Branch.
To supervise the work of Forensic Science Laboratory (FSL), Chemical Laboratory,
AFIS, PROMIS & I.T Section.
To allow the applications of Station/ Casual leaves of officials of Crimes Branch.
To supervise the working of DSP/Reader, Accounts, Establishment, lines, MT and
Stores.
To act as DDO of Crimes Branch Balochistan.
To deal with official correspondence on behalf of DIGP, Crimes Branch Balochistan
pertaining to the Establishment matters
Statistical Section
Monitoring Section
I.T Section
To scrutinize cases for fixation of Head Money through CRO Branch & coordinate
with Home Department for fixation & payment of Head Money.
To monitor arrest of POs/ CAs u/s 87/88 Cr.P.C & Most wanted Criminals listed in
Black Book.
To monitor the preparation of periodical Crime Analysis Reports (Fortnightly,
Monthly, quarterly & yearly) basis.
To supervise the functioning of Monitoring and Crime Analysis branches.
c) SSP, INVESTIGATION
To act as incharge of Investigation Wing who is primarily responsible for supervision
of the Investigation entrusted through Change of Investigation or any case especially
assigned by IGP Balochistan.
Terrorism
All kinds of Robbery/ Dacoity.
To supervise investigation and working of the teams located in regional headquarters.
To go through the Final Reports of cases investigated by the I.Os of Crimes Branch
and approve final report in cases finalize by I.Os of Crimes Branch, Balochistan.
To point out the I.Os of Crime Branch who conduct faulty investigation and forward
their report to DIGP, Crimes Branch, Balochistan for action against them.

To supervise the working of Police Station, Crimes Branch.
To assist the DSP Legal by timely providing the case documents for drafting the
replies/ comments to the Courts.
To perform any other duties and functions assigned by the DIGP, Crimes Branch,
Balochistan.
To monitor all the under trial cases, relating to Crimes Branch.
To Co-ordinate with the other units/ agencies/ departments concerning with
investigation.
To take independent action with the approval of DIGP, Crimes, against intra district
and intra provincial Criminal Gangs, gambling/ Narcotic dens, POs etc.
B. RE-ORGANIZATION OF CRIME BRANCH
DIGP, Crimes Branch will be the head and overall incharge of Crime Branch. He will
primarily be assisted by:-
I. SSP Crime, Branch
II. SSP Investigation
III. DSP Legal
SSP, Crimes will act as the Staff Officer to the DIGP, Crimes Branch. He will
supervise the working of Forensic Science Laboratory, Chemical Laboratory,
AFIS, and PROMIS & I.T Section etc. He will primarily maintain supervision of
all the administrative wings within the Crimes Branch.
SSP Investigation will be primarily responsible for the supervision of
investigation entrusted through DIGP, Crimes Branch. He will supervise the
regional investigation teams each headed by DSP. He will supervise the working
of Crimes Branch, Police Station.
DSP Legal will assist the DIGP, Crimes Branch, SSP Crime and SSP
Investigation in legal matters relating to Courts. He will provide legal opinions &
suggestions in all matters pertaining to the investigation of the cases.
C. FUNCTIONS OF CRIME BRANCH
The functions of Crimes Branch will be conducted by the following branches/ section:-
a) LEGAL BRANCH /PDSP.
This branch will be headed by PDSP.
To assist the DIG, SSP, Crimes & SSP Investigation, in matters relating to
Courts.
To prepare the reports, para-wise comments etc for submission to Courts.
To extend legal advice / opinion in administrative matters.
Any other assignment which is given by DIGP/ Crimes Branch, Balochistan.
b) CRIME INVESTIGATING TEAMS/ DSP.
Each team shall be supervised by Incharge team/ DSP.
All the teams will work under the command of SSP Investigation. The DSPs
and their Teams will be stationed at their respective Regional Head Quarters
and the concerned RPOs will provide operational and logistical support to the
teams.
To investigate various cases assigned by the orders of DIGP, Crimes Branch,
Balochistan.
To conduct enquiries entrusted by the DIGP, Crimes and SSP, Investigation.
To perform any other duties & functions assigned by the higher leadership
under the chain of command IGP, DIGP and SSPs.
c) ADMINISTRATION BRANCH/ DSP

To supervise the working of MTO.
To be responsible for all purchase matters pertaining to Crimes Branch
Balochistan.
To maintain the equipment’s & record of Crimes Branch Balochistan.
To ensure timely attendance of all the Executive Stall & Ministerial Staff of
Crimes Branch Balochistan.
This branch shall be supervised by DSP, CRO/CDS.
To supervise the working of all under Investigation and under trial cases under
the directions of DIGP, Crimes Branch.
To maintain/ monitor the Record of registered Crime.
To prepare the periodical reports regarding crime statistics and police
performance in crime detection.
To deals in Head Money cases of all Balochistan
Recommendation of Head Money.
Distribution of head Money.
To publish the Black Book.
To keep the record of POs & CAs (campaigns against Pos; CAs and their
reports).
To maintain miscellaneous diaries regarding crime figures to various
Government Departments.
To maintain the Daily Diary follow ups of the important cases received from
the IGP.
To collect the weekly progress reports of the heinous cases till submission of
Challan.
e) AFIS & PROMIS/ DSP.
To supervise the working of Finger Print Section.
To collect and maintain the record of Finger Prints.
To supervise the working of PROMIS.
To activate and make functionalize the project of PROMIS.
Any other task assigned by the DIGP & SSP, Crimes.
f) FSL BRANCH/ DSP.
The FSL shall be headed by the DSP who will serve as incharge of branch.
The in-charge will be responsible for working of following units/sections:

Vehicle Identification Section

In the light of the Summary No.12471/1(80)/A-III dated 13.03.2013 duly
approved by Government of Balochistan on 4.10.2013, it is imperative to issue instructions to
streamline the function and working of Balochistan Constabulary. Hence, the present
Standing Order covering the administrative and operational affairs of the force is issued to be
in force with immediate effect: -
1. NOMENCLATURE AND APPLICATION
a. The Force shall be known as Balochistan Constabulary as notified by the order of
the Government of Balochistan vide Notification No.11923-40 /12(91)/A, dated
05-05-2006.
b. The Provisions of Police Act 2011 shall be extended fully to the Force.
c. The Force shall be an integral part of Balochistan Police.
d. The Provisions of Police Rules 1934 will formally extend to BC so that their
professional training, discipline, conduct, reward and punishments, promotion and
career development are based on the same principles as those of district Police.
e. The Procedure laid in this Standing Order shall apply to all members of
Balochistan Constabulary forth with.
f. All other rules in force related to BC shall stand repealed.
2. EXISTING ESTABLISHMENT, HQ & ZONES OF BC
a. The Sanctioned Strength of Balochistan Constabulary is 10205 distributed in HQ
and 07(Seven) Zones notified by the Finance Department, Government of
Balochistan vide No. FD(SO1)1(2) /2009-10/2698-2701 dated 11-11-2009.

b. The above said Zones are further divided into a number of Wings, Companies and
Platoons for purposes of deployment.
c. Force will be deployed in above Zones according to sanctioned strength for that
Zone, as far as possible.
d. Permanent redistribution of strength among BC Zones may be proposed keeping in
view the requirements and will be submitted by Inspector General of Police to the
Government of Balochistan for approval.
e. Temporary change in the deployment may be made by the Commandant according
to the local needs or on the direction of IGP/Provincial Government, if required.
3. OBJECTIVES OF THE FORCE
The Objectives of constituting Balochistan Constabulary are: -
a. To maintain a Provincial Reserve Police in order to reinforce and assist Police and
district administration in the maintenance of law and order and to perform other
Police functions both in ‘A’ and ‘B’ area.
b. To maintain and build sizeable component of BC as a well trained anti terrorist
force for special operations and anti terrorism duties in the shape of Rapid
Response Group (RRG).
c. To protect vital installations whenever deployed on the request of Police,
district administration or the Government.
d. To be deployed on Picket/Patrolling or other Police duties in order to enhance the
sense of security among the citizens at large on the specific request of Police,
district administration and the Government anywhere in the Province.
4. TRANSFER POLICY
BC is a specialized combat/security force, which is deployed in well-defined
formations, such as platoons, companies and wings. In order to keep these
formations intact, no transfer/posting shall be allowed outside BC to the District
Police or elsewhere from the rank of Constable to Sub-Inspector. Transfers outside
BC shall be allowed only at the rank of Inspector subject to the condition that
those officers will be transferred to District Police or elsewhere, who have
successfully qualified all mandatory police promotional courses. However, under
no circumstances transfer of Constables to Sub-Inspectors shall be allowed to
District Police or elsewhere.
5. DEFINITIONS
In this Standing Order unless the context otherwise requires, the following words and
expressions shall have the meaning hereby assigned to them: -
i. ‘Government’ means Government of Balochistan.
ii. ‘Inspector General of Police’ means Inspector General of Police Balochistan.
iii. ‘CPO’ means Central Police Office located at Quetta.
iv. ‘Force’ means the Balochistan Constabulary.
v. ‘Commandant’ means head of Balochistan Constabulary who will be an
officer of the rank of Additional Inspector General of Police. He shall be the
Commanding Officer of the Force.
vi. ‘Head Office’ means office of the Commandant BC at Quetta

vii. ‘Deputy Commandant’ means an officer of the rank of a Deputy Inspector
General of Police. He shall be the Principal Staff Officer to the Commandant
and will be responsible for all administrative, financial and disciplinary matters
of BC throughout the Province subject to the control and guidance of the
Commandant.
viii. ‘SSP Headquarters’ means an officer of the rank of SSP/SP who will assist
the Commandant and Deputy Commandant at the Head Office and will work
as Zonal Commander of HQ strength, lines, stores and other branches.
ix. ‘Principal’ means head of Training Institution i.e. Recruit Training Center or
the School established for in-service training/courses for BC personnel.
x. ‘Zonal Commander’ shall be an officer of the rank of Superintendent of
Police, who will be in charge of all the force posted in that Zone. He shall
exercise all the Administrative and Financial powers as vested in District
Police Officer/Superintendent of Police in the district.
xi. ‘Wing Commander’ shall be an officer of the rank of Assistant/Deputy
Superintendent of Police who will assist the Zonal Commander. He will
supervise and manage all the force posted in that Wing. Wing Commanders
shall be posted/transferred by the Commandant.
xii. ‘Company Commander’ shall be an officer of the rank of Inspector who will
be in-charge of all the strength posted in that Company. The Company
Commander 'shall be posted/transferred by the Commandant.
xiii. ‘Platoon Commander’ shall be an officer of the rank of Sub-Inspector who
will be in-charge of all the strength posted in platoon.
xiv. ‘Section’ means part of a Platoon headed by Assistant Sub-Inspector. Section
will consist of 11 personnel.
xv. ‘Platoon’ means a contingent of three sections headed by a Sub-Inspector.
The strength of a Platoon will be35 personnel
xvi. ‘Company’ means a Contingent of three Platoons supervised by a Company
Commander.
xvii. ‘Wing’ means a contingent of three Companies headed by a Wing
Commander.
xviii. ‘Zone’ means a contingent of a number of Wings and HQ strength as notified
by Provincial Government, headed by an officer of the rank of Superintendent
of Police.
xix. ‘Member of the Force’ means a person who at the commencement of this
Standing Order is serving in Balochistan Constabulary or who after the
commencement of this Standing Order is enrolled or appointed/transferred to
the Balochistan Constabulary.
a. The Balochistan Constabulary is constituted by amalgamating the 4000
strength of Balochistan Reserve Police with the later sanctioned force of 6000
under the Raising of Balochistan Constabulary (RBC) Project in the year 2006.
b. For Deployment and Operational purposes, the force is divided into HQ and
Seven Zones all over the province. At present, Headquarters and Zones I, II &
III are in Quetta whereas one Zone each at Loralai, Sibi, Khuzdar and Gwadar
as notified by Provincial Government.
c. The Provincial Government may add, change, modify or create new Zones at
its discretion at anytime, anywhere, in any part of Balochistan.

d. RAPID RESPONSE GROUP (RRG)
i. RRG is a specialized group of BC (Zone-III) which is trained for special
tasks in addition to normal duties such as anti-terrorism, conducting
raids/operations, protection of VIPs, vital installations/buildings etc.
ii. A Special Risk Allowance will be given to sanctioned strength of RRG
trained from Anti Terrorism Force (ATF) Training Centre. RRG
component will be expanded to 25% of the total BC strength over a period
of five years through capacity building and ATF training. It would double
the RRG strength from about 1200 to 2400.
iii. All instructions mentioned in the Standing Order No. 03/2013 issued by
CPO regarding RRG and ATF will also be applicable to RRG.
7. RECRUITMENT
a. The recruitment of constable will be made against the vacancies in each Zone
on laid down criteria for district Police on the basis of local certificate/
domicile falling in that BC Zone. However if sufficient number of candidates
are not available from those districts or Zones, recruitment may be made on an
all Balochistan basis with the approval of IGP. Recruitment authority shall be
the Commandant Balochistan Constabulary.

c. IGP may constitute one or more recruitment committees for recruitment in BC
at different Zones and Headquarter on the request of the Commandant.
d. Recruit training of the newly inducted recruits shall be conducted in RTC of
BC or PTC, Quetta on the same pattern as imparted to the district Police
recruits.
8. TRAINING
a. Previously, except initial training no other training courses i.e. Lower School,
Intermediate, Upper and Advance Course were a pre-requisite in BC for
promotion from Constable to Head Constable, ASI, SI, IP and DSP. Hence, all
Courses mandatory for promotion in next rank shall be waived off for all ranks
of BC who are already promoted.
b. In future above said training courses will be mandatory for non- Gazetted
ranks of BC for promotions to the next rank as per Police Rules 1934, with the
proviso that the existing BC employees will be classified into following
categories for the purposes of promotion courses for the time being due to the
fact that majority of existing upper subordinates are illiterate/semi-literate
officials.
i. All lower subordinates (Constables/ Head Constables) will have to qualify
the mandatory courses/examinations for promotion as per Police Rules
except those who were recruited in special staff like Band, Mounted and
M.T branches.
ii. The upper subordinates who are educated and opt for regular promotion
courses prescribed by Police Rules will be sent to P.T.C Quetta. Those
qualifying regular courses will be eligible for promotion as well as for all
field assignments open to the officers of district Police at the rank of
Inspectors.

iii. The illiterate or semi-literate upper subordinates who do not undergo or fail
to qualify regular courses will have to qualify specially designed
substitution promotion courses run in BC School, in order to be considered
for promotion to the next rank. However they will not be promoted beyond
the rank of Inspector and they shall not be posted in District Police at any
rank.
iv. The above classification shall be revised after five years of commencement
of this Standing Order when majority of upper subordinates will reach that
rank after qualifying mandatory regular promotion courses.
c. All other training and capacity building courses will also be open to all
members of BC.
d. Central Police Office shall allocate seats in Police Training College, Quetta on
the availability of seats for Lower, Intermediate, Upper and Advanced Courses
proportionate to the sanctioned strength of Balochistan Constabulary.
e. CPO may also allocate seats for BC/RRG personnel for anti-terrorism training
in any other institute established for this purpose.
f. Substitution Promotion Courses, Capacity Building and Terrorism related
courses for the force to improve its combat capabilities and courses for RRG,
Platoon and Company Commanders will be designed by the Commandant, and
all these courses will be conducted at BC School.
g. It will also be mandatory for all officials of BC to serve in districts at least for
one year after every regular promotion course (Lower, Intermediate, Upper and
Advance).
9. PROMOTION
a. Constables:
i. Constables with 3-years of service will be eligible to appear for list A
examination and on qualifying this examination they will be eligible for list
B examination which shall be conducted every year. Examinations for the
lists A and B will be held after the fixation of seats in list A for each Zone
by the Commandant.
ii. The Commandant shall fix quota of list A for each Zone proportionate to
the strength of that particular Zone. In case of transfer of a Constable
borne on list A & B to another Zone, his seniority shall be regulated
according to provisions of Police Rules. Constables borne on list B will be
sent to lower school course in order of seniority and fitness according to
availability of seats allocated to BC by CPO in PTC. The constables who
qualify lower school course successfully will be eligible for promotion as
Head Constable subject to availability of vacancies. Their names will be
entered in list C.
b. Head Constables:
Present Head Constables of BC shall be considered as Lower School qualified.
However, they will have to undergo Intermediate Course for next promotion.
On qualifying intermediate course their names will be entered in list D and
they will be eligible for promotion as ASI on availability of seats subject to
seniority-cum-fitness.
c. Assistant Sub-Inspectors:
Already promoted ASIs of BC who are at least matriculate will be sent for
intermediate course and on qualifying the course, will go for A, B, C and D
course/attachment with district Police to be eligible for next promotion. The

illiterate or semi literate ASIs will have to pass substitute promotion course of
same duration in BC School for next promotion but they will not be sent for
district attachment. Directly recruited ASIs of BC will have to pass the
intermediate course from Police Training College before proceeding on A, B,
C, and D Courses/attachment with the district police. However promotion in all
above cases will be subject to seniority-cum- fitness.
d. Sub-Inspectors:
Already promoted SIs of Balochistan Constabulary shall also be considered to
have qualified all courses for promotion as SI. However in future Upper
School Course required for promotion as IP shall be mandatory for educated
SIs and on successful completion of course they will be sent for one year
district attachment. The substitute course of same duration will be mandatory
for illiterate or semi literate SIs for promotion but they will not be sent for
district attachment. Promotion in all cases will be on seniority cum fitness
basis subject to the provisions of Police Rules.
e. Inspectors:
Already promoted Inspectors of Balochistan Constabulary shall be considered
to have qualified Upper School Course. Their seniority shall be determined
from the date of promotion as Inspector, as per existing rules. They will be
required to go for Advance Training Course like other Inspectors of district
Police to be eligible for next promotion on seniority cum fitness basis except
completely illiterate or semi literate Inspectors of BC who will neither be
nominated for course nor will be considered for next promotion. The seniority
list of all Inspectors of BC will be maintained in CPO along with other IPs.
f. DSP:
The joint seniority list of DSPs of BC and Police shall also be maintained in
CPO. DSPs of BC, like other DSPs shall have to undergo any training
mandatory for promotion to the next rank.
g. All lists as required by Police Rules i.e. A, B, C, D and E shall be maintained
in Zones and at Head Office of BC.
h. The seniority of upper subordinates of BC viz-a-viz upper subordinates of
Districts and other branches of Police will be determined from the date of
recruitment/promotion as the case maybe. Moreover, the provisions of the
Police Rules will be followed while fixing their seniority. The seniority of
PASIs (Probationer) of BC recruited through Balochistan Public Service
Commission shall be determined with the other ASIs of BC from the date of
recruitment/promotion.
A Joint seniority list of BC officers and executive Police officers of BS-16 & above
shall be maintained in Central Police Office.
10. SPECIAL STAFF
a. In addition to other establishments, there will be following Special Staff of
Balochistan Constabulary: -
i. MT Staff
ii. Mounted Police
iii. Band Staff.
b. Recruitment of Special Staff shall be made by the Commandant against the
allocated vacancies of these branches with the approval of IGP.
c. Number of vacancies, duties, responsibilities, promotion and career planning
of the special staff shall be formulated by the Commandant in consultation
with IGP.

d. The officials of special staff shall be promoted on seniority-cum-fitness basis
against vacancies in that branch on the recommendations of the Departmental
Promotional Committee. They may not be required to undergo
Lower/Intermediate /Upper School Course. They shall, however, be required to
qualify specialized courses in their respective fields to be run in BC School.
11. COMMAND, CONTROL AND ADMINISTRATION OF FORCE
a. The General Command and Control of the force shall vest in IGP. The control
and direction of the IG Police shall extend to all matters relating to
administration of the Force and shall include the exercise of all functions and
powers exercisable by him. Whereas, Commandant will have administrative
control of the force. The IG Police may set aside, review and modify, either on
revision/appeal or otherwise, any order passed by the Commandant.
b. The internal administration of Balochistan Constabulary shall be vested in and
exercised by the Commandant, Deputy Commandant, SSP HQ and Zonal
Commanders. They will exercise such powers in respect of personnel, finance
and establishment matters of the force as are conferred upon them by this
Standing Order or any other instructions issued by the Inspector General of
Police and Government of Balochistan from time to time. They will exercise
all administrative powers under Police Act 2011, Police Rules 1934 and other
Disciplinary Rules for the time being in force in the Province.
c. BC shall be treated a region of Balochistan Police for regulating seniority and
promotion of its members.
d. Commandant, Deputy Commandant, SSP HQ and Zonal Commanders BC
shall exercise all financial powers as delegated in Government of Balochistan
vide Delegation of Powers under the Financial Rules and the Powers of Re-
appropriation Rules-2008, Demand for Grant & Appropriations Volume III-C
issued by Finance Department Government of Balochistan and all other
instructions under this Standing Order or any other orders issued by IGP and
Government of Balochistan in future.
e. Deputy Commandant in addition to the powers delegated to him from time to
time, will be responsible for all issues relating to Head Office, official
correspondence, recruitment, training, administrative and financial
management of the force all over the province, subject to control of
Commandant.
f. The administration of force at HQ and Zonal level will be with SSP/HQ and
Zonal Commanders respectively. Wing, Company and Platoon Commanders
posted in that Zone will assist them. They will post Reserve Inspectors, Line
Officers, CDI, Officers-in-charge of different stores, branches and maintain
official record/ registers as required for Police Lines and other branches under
Police Rules. They will be responsible in their Zones for:
i. Proper administration, welfare, discipline and availability of Force.
ii. Security and safety of all stores, official property, arms & ammunition,
equipment’s and transport placed at their disposal.
iii. Proper utilization of funds and all other responsibilities as Drawing and
Disbursing Officer.
iv. Coordination with local authorities for efficient performance of duties
by BC contingent.
g. Wing, Company and Platoon Commanders in their supervisory capacity will
also be responsible for discipline, availability, efficiency, welfare and security
of the force under their command. They will also be responsible for local
coordination and prompt intimation of any important incident, lapse or threat
etc regarding the force.

h. There will be a Deployment Officer of the rank of DSP in the head office who
will be responsible to process directions and references regarding deployment
or change in existing deployment received from IGP and Provincial
Government, under directions of Commandant or Deputy Commandant. He
will maintain updated chart of deployment of the force all over the Province.
i. One Assistant Director will be posted in BC Head Office by CPO who will be
head of ministerial staff. He will be responsible for maintaining record, timely
disposal of official correspondence of all branches of BC Head Office. He will
be assisted by Office Superintendents for Establishment, General and Accounts
branches. He will also coordinate with Office Superintendents of Zones for
efficient functioning of official business. Office Superintendents of Zones will
also perform similar duties in their Zones.
j. One DSP/Inspector will be posted as Welfare Officer in the Head Office to
monitor welfare of injured personnel and families of martyred officers/officials
of the force and to coordinate with the concerned branches in Head Office and
CPO. He will maintain complete record of all such cases.
12. EQUIPMENT
a. The Force shall be provided with necessary communication system and all
other equipments including arms and ammunition, required from time to time.
b. The Central Police Office shall determine the quantity and type of arms &
ammunition, anti-riot, security and specialized equipment required by BC in
consultation with Commandant.
13. MOTOR TRANSPORT
Adequate and suitable Transport shall be provided to BC HQ and all Zones etc.
as required by the force from time to time. Transport will include transport for
officers, troop buses, water tankers, APCs etc.
14. POWERS & PRIVILEGES OF THE MEMBER OF CONSTABULARY
a. Since Force is deployed both in ‘A’ and ‘B’ areas, all over the Province, the
members of the force shall exercise and enjoy all the legal powers, privileges
and legal protection as Police Officers in ‘A’ and ‘B’ areas of Balochistan
Province.
b. Force shall be liable to perform all duties which members of district Police are
liable to perform.
c. Every member of the force shall be liable to serve in any part of Balochistan
Province.
15. ROLE AND DUTIES OF THE FORCE
a. The static duty assigned to the Force shall be under special circumstances for a
specified and shortest possible period.
b. In case of deployment to any district in A or B area on law & order duty or
special task, the operational command of force for the purpose shall lie with
the requisitioning/local authority. However, the administrative command of the
force shall remain with the concerned Zonal Commander.
c. Requisition request for force must indicate specifically the time period and the
purpose, the nature and place of duty to be assigned to the force and must
strictly follow the schedule provided.

d. Force will be deployed as a Platoon or more as far as possible but not less than
a section except in case of standing guard in urban area.
e. For all operational, patrolling, checking and raid duties, an officer of
requisitioning agency, i.e. Police or district administration will command the
BC/ RRG strength.
f. The constitution of every Platoon shall be on administrative grounds without
any ethnic or domicile considerations.
g. Ordinarily transfers from one Platoon to another will not be done. However, in
case of any pressing requirement on administrative or compassionate grounds;
such requests will be forwarded to Head Office for disposal by
Commandant/Deputy Commandant.
h. All the Platoons will be rotated to soft and hard places periodically. The tenure
of soft and hard locations will be fixed in view of nature of duties, availability
of facilities for the force and other operational risks at the place of deployment.
However ordinarily stay at soft place will not be more than two years and at
harder places not more than one year.
16. WELFARE
a. When any authority or agency requisitions this force, the borrowing agency
must make adequate arrangements for boarding, lodging, clean water and other
basic necessities for the force.
b. District Superintendent of Police and Deputy Commissioner in whose
jurisdiction a detachment of the force is deployed or stationed to strengthen the
security duties for a longer period shall be responsible to look after the welfare
of the force in coordination with concerned Zonal Commander.
c. Every Zonal Commander will also ensure necessary measures for welfare of
the force posted and deployed in his Zone.
17. DISCIPLINE, PUNISHMENT AND REWARDS
a. The members of the Force shall be governed by Police Act 2011, Police Rules
1934, Balochistan Employees Efficiency and Discipline Act 2011, Balochistan
Police Disciplinary Rules 1975, Balochistan Civil Servant (Efficiency &
Disciplinary) Rules 1992 or any other rules framed from time to time.
b. The members of the Force except class-IV & ministerial staff shall wear
uniform as notified by the Inspector General of Police from time to time.
c. Service conditions of the force shall be governed by the provisions of the
Police Act 2011, Police Rules 1934, and any other orders/rules issued by the
competent authority.
d. The grant of leave shall be governed by the Leave Rules 1981 and any other
rules framed from time to time applicable to Police department.
18. INTELLIGENCE UNIT
In view of different security threats to the force, an Intelligence Unit will be
established in BC in order to collect advance information/ intelligence to evaluate
internal and external threats for taking appropriate security measures and to improve
its working.
19. BENEFITS FOR MARTYRS (SHUHADA)
The martyrs (Shuhada) and injured officers/officials of BC will be entitled to same
benefits as prescribed for the martyrs (Shuhada) of Police department notified by the
Government of Balochistan.
20. MEDALS
All members of Balochistan Constabulary may be awarded gallantry awards as
admissible to Police Department.
If any anomaly arises regarding implementation and amendment in these instructions,
the following committee is constituted for its rectification/revision accordingly: -
i. IGP Chairman
CPO, Quetta.
Commandant, Balochistan Constabulary will report anomalies to the Committee,
convene its meeting and will suggest changes, which shall be finalized by the IG
Police.

Subject: Distribution of Work at the Central Police Office (CPO),
Balochistan, Quetta
In order to streamline the workflow of Central Police Office, the following
instructions are issued regarding job functions and responsibilities of officers serving
in CPO as well as the workflow of each branch. The instructions will take effect
immediately, and shall be followed in letter and spirit:
1. ADDITIONAL IGP ADMINISTRATION
1.1 The Additional IGP Administration will assist the IGP on establishment
matters pertaining to ministerial staff as well as men in uniform in BS-16 and
below. These matters will include:
a) Training b) Discipline c) Confirmation d) Seniority e) Promotion f) Appeals
1.2 He will ensure that these subjects are given adequate attention at the Regional
and district level. For this purpose he may get periodic inspections conducted,
receive and monitor returns. He will also be responsible for all matters relating
to the spheres of duties of all AIGs working under him.
1.3 He shall deal with and dispose of all matters at his level except matters
involving issues of policy or where IGP’s approval is specifically indicated.
1.4 He will be responsible for the training of the force, the quality of the training
courses, and timely completion thereof.
1.5 He will supervise and inspect the training institutions to ensure that they are
performing their functions well.
1.6 He will supervise the work of the following AIGs.
a) AIG Establishment b) AIG General c) AIG Development d) AIG Legal e) AIG Training
1.7 He shall also represent IGP in meetings as and when required.
1.8 He shall act as:
a) Chairman of Departmental Promotional Committee (DPC) for promotions up to BS-16, with DIG HQ as member and AIG Establishment as Secretary.

b) Member of Departmental Promotion Committee (DPC) for promotions from BS-16 to BS-17, with DIG HQ as Secretary and IGP as Chairman.
c) Member of Departmental Promotion Board (DPB) of CPO for promotions from BS-17 to BS-18, with DIG HQ as Secretary and IGP as Chairman.
d) Chairman of Purchase Committee of CPO.
1.9 For writing of his Performance Evaluation Report (PER), IGP will be his

1.10 He will be the reporting officer of all AIGs working in CPO.
2. DIG HEADQUARTERS
2.1 He will act as the Principal Staff Officer of the IGP, and report and be
responsible directly to him for his duties and responsibilities.
2.2 He will assist the IGP in matters of establishment, training, discipline,
promotion, career-planning, transfer, posting, and deputation of the officers in
BS-17 and above, belonging both to the executive and ministerial cadre.
2.3 He will prepare and process citations for Civil Awards (QPM, PPM, etc. for the
deserving Police Officers of all ranks).
2.4 Establishment-I Branch, dealing with establishment matters of officers in BS-17
and above, will work under his direct supervision.
2.5 He will identify vacant positions, initiate and process proposals for posting of
officers in BS-17 and above.
2.6 He will prepare for the IGP portfolios for all the important meetings with other
departments and organizations, including presentations about the police
department to outside agencies, and delegations etc., visiting the CPO.
2.7 He will arrange and moderate in-house meetings chaired by the IGP, prepare
and disseminate their minutes, keep their record and follow up on the
decisions taken/endorsed by these meetings.
2.8 He will exercise same powers in disciplinary matters vis-à-vis all staff posted in
CPO as exercised by an RPO in a region.
2.9 He will be the custodian of all orders/notifications issued by the IGP that
contain principles of policy on all matters. He will also be the custodian of this
internal distribution of work, and will revise and get approved from the IGP an
amended version as and when a change in CPO structure occurs.
2.10 He will exercise such financial powers as granted to him under Financial Rules.
2.11 He will directly supervise the work of the following AIGs on issues/matters
that require approval and decision-making by the IGP, and will grant approval
only to those matters that are expressly delegated to him by the IGP.
a) AIG Training
c) AIG Legal
d) AIG Vigilance
2.12 He will supervise the Secret Branch on the following matters:

a) Supervision and maintenance of confidential record of Performance Evaluation Reports (PERs) of officers in BS-17 and above.
b) Communication of adverse remarks in the ACRs of G.Os (Executive and Ministerial) and Assistants.
c) “Top Secret”, Secret and Confidential matters.
d) Receipt and dispatch of all secret and confidential correspondence. Assistant Director Headquarters shall scrutinize the correspondence and make sure that all those letters, which need to be seen by senior officers, should reach their table without any delay.
2.13 In addition DIG HQ will be responsible for following miscellanea:
a) To supervise arrangements of meetings/ conferences held at CPO.
b) To initiate ACRs of officers in BS-17 & above working directly under his supervision.
c) To act as Member of Departmental Promotion Committee of CPO for promotions from BS-16 to BS-17 and, as Secretary of Departmental Promotion Board for promotions from BS-17 to BS-18.
d) Career planning of police officers from BS-17 and above.
e) Processing cases of casual & earned leave of SPs and above, and ex- Pakistan leave of Gazetted Officers.
f) Issuance of NOC for all purposes (i.e. for the issuance of Passport, applying to other departments, deputations etc.) to all the staff of BS-17 and above.
g) Supervision of the Care Taker Branch of CPO, Police Officers Mess and Police Rest House Ziarat.
h) Matters relating to CPO Security.
i) Matters relating to Police Grammar School.
2.14 He will act as Senior Officer Technical (SOT), and as Member of the CPO
Inspection Committee for procurement.
2.15 He can assign any task to any of the AIGs on behalf of the IGP, pertaining to
their domain of work.
3. DIG TELECOMMUNICATIONS
3.1 Like DIG Headquarters, he will report directly and be responsible to the IGP
for his duties and responsibilities.
3.2 He will supervise the work of the following four branches:
a) Traffic and MVEs
c) Telecommunication
d) IT
3.3 He will exercise same powers in administrative, disciplinary and financial
matters for these branches as exercised by an RPO in a Region.
3.4 He will receive and maintain monthly returns of welfare and discipline of the
staff of Tele, MT and IT branches.
3.5 He will supervise the maintenance of monthly statement of vehicles and
performance, in terms of vehicles distribution, maintenance, repair, and
condition through SSP MT.

3.6 He will monitor on a monthly basis the consumption of POL by all police
units/districts, ensuring that no misuse of POL takes place for private
purposes, no excess of allowed POL limit takes place, and no POL is issued
against vehicles that are not in service or use.
3.7 He will carry out allotment of Police Vehicles (four wheeler) with prior
approval of IGP
3.8 He will supervise the maintenance of monthly return of the distribution and
condition of telecommunication equipment.
3.9 He will ensure half yearly inspection of all MT vehicles, Tele equipment, and IT
installations.
3.10 Traffic and MVEs: Traffic Branch is a separate cadre, and is present in each
district. In Quetta, an SSP Traffic who is under command of CCPO, Quetta,
heads it. However, MVEs are under the disciplinary control of DIG Tele.
3.11 DIG Tele will process the correspondence addressed to IGP on matters related
to Traffic, and will maintain monthly record of computerized driving licenses
issued in the Province
3.12 He will deal with all correspondence related to MVEs, and will maintain record
of monthly performance of MVEs including monthly statement of Fitness
Certificates issued and their renewal. He will also order inter-district and inter-
regional transfer of MVEs with the approval of IGP as and when required.
3.13 Motor Transport (MT) Branch: This branch will be headed by SSP MT. He will
be responsible for the following matters related to MT Balochistan:
a) He will conduct half yearly inspection of all vehicles for their maintenance, repair, and condition, with particular focus on fuel consumption, oil filters, tires, batteries, etc.
b) He will maintain monthly statement of Police vehicles and will receive monthly returns from all DPOs/RPOs regarding allotment, maintenance, repair, oil and fuel consumption of vehicles in their fleet.
c) He will maintain the record of drivers under his administrative control
d) Processing the issues related to administrative approval for repair of vehicles of Balochistan Police
e) Conducting the auction of all police vehicles with prior approval of the IGP
f) Leave/ Pension/Encashment/ Promotion cases of MT section
g) He will handle disciplinary matters and departmental appeals of officers of executive and ministerial cadre below BS-16 posted in transport wings as per existing Rules and Regulations.
h) Issuance of NOC for registration of department vehicles
3.14 Telecommunication Branch: This branch will be headed by SSP
telecommunication. He will be responsible for the following matters related to
Telecommunication Branch, Balochistan.
a) Receipt of monthly returns on allotment, maintenance and working condition of telecommunication equipment, with a particular focus on batteries and accessories.

b) Allotment of wireless equipment to various formations of Provincial Police.
c) Allotment of wireless equipment to other organizations, subject to approval by the IGP.
d) Leave/ Pension/ GP Fund/Encashment/ Promotion cases and Training matters of Tele staff as per Policy.
e) He will handle disciplinary matters and departmental appeals of officers of executive and ministerial cadre below BS-16 posted in transport wing as per existing Rules and Regulations.
f) Posting and Transfer of the staff as per Policy.
3.15 Information Technology Branch: A System Analyst will head this branch. He
will supervise the work of and be responsible for the efficient functioning of
the IT Branch.
a) Preparation and delivery of all kinds of briefings/ presentations
b) Maintenance and updating of Balochistan Police web-site
c) Maintaining a typing pool
d) Maintenance of Biometric Systems
e) Issuance of blank driving license cards to all districts including traffic branch, Quetta
f) I.T training to police personnel
g) Troubleshooting of computers, printers, and other IT equipment installed at various locations
h) Maintenance of effective networking at CPO
i) Maintenance and successful function, and trouble-shooting of PROMIS, PAFIS, etc.
j) Any other duties assigned by DIG/Tele
3.17 He will design and notify job descriptions of the staff working under his
direct supervision.
4. AIG ESTABLISHMENT
4.1 He will supervise the work of Establishment branches II and III.
4.2 He will report to and work under supervision of Additional IGP
Administration.
4.3 Ordinarily, he will send all the matters to Additional IGP (Admin) for approval
except matters involving policy decisions likely to affect the department as a
whole, and matters for which approval by IGP has been indicated as necessary
in this document.
4.4 He will deal with the following matters with regard to the executive police
officers in BS-16 (Inspector) and below.
a) Appointment
b) Verification of antecedents of newly appointed staff through Special Branch and district police
c) Leave
f) Career Planning
g) Appeals
h) Issuance of NOCs for all purposes (i.e. passport, applying to other departments for a job, deputations, inter-provincial transfers etc.)
i) Miscellaneous service matters
4.5 He will process cases of creation of new Police Stations and Police Posts for the
approval of the IGP.
4.6 He will process cases/summaries for extending jurisdiction of “A” area in the
Province.
4.7 He will maintain and update List ‘F’ as per Police Rules.
4.8 He will receive and maintain monthly returns from all districts on Show Cause
Notices (SCNs) issued, decided and pending; he will also maintain record of
punishments awarded by DPOs/RPOs/Unit Heads.
4.9 He will receive and maintain monthly returns of sanctioned strength, vacancy
position, deployment of force, sanctioned guards, unsanctioned guards,
deputations and attachments.
4.10 He will advertise vacancies for the posts of ASIs, Constables with the approval
of the IGP.
4.11 He will process cases of recruitment of ASIs and Constables, to be approved by
the IGP.
4.12 He will process cases of inland and foreign deputation of officers in BS-16 and
below, to be approved by the IGP.
4.13 He will schedule and have Orderly Room of IGP, and Addl: IG (Admin)
conducted for executive staff in BS-16 and below.
4.14 He will maintain punishment record of executive staff in BS-16 and below.
4.15 An Assistant Director (AD), Establishment will assist him in his job.
4.16 He will be the Reporting Officer for the Office Superintendents of
Establishment II & III, and the staff working directly under him (PA/Steno etc.)
4.17 He will design and notify job descriptions of the staff working under his
supervision.
5. DEPUTY DIRECTOR ADMINISTRATION
5.1 He will supervise the work of Admin Branch, Receipt & Dispatch Branch, and
the Record Branch.
5.2 He will report to and work under supervision of Additional IGP
Administration.
5.3 Ordinarily, he will send all the matters to Additional IGP (Admin) for his
decision and direction except matters of Ministerial staff in BS-17 and above for
which approval of the IGP is required. These will be sent to the IGP through
DIG HQ.

b) Marking of un-classified correspondence received in CPO and then delivering it to concerned officers/ sections/ branches
c) Dispatching of all un-classified correspondence of CPO, to concerned officers/ offices
5.6 He will also be responsible for maintenance, security and custody of all record
in proper form in the CPO Record Room.
5.7 He will be Reporting Officer for the Office Superintendents working directly
under him.
5.8 He will design and notify job descriptions of the staff working under his
supervision.
6. AIG GENERAL 6.1 He will supervise the work of General Branch.
6.2 He will report to and work under supervision of Additional IGP
Administration, through DIG HQ. He will send all correspondence to DIG HQ,
who will send correspondence pertaining to purchase to Addl: IG Admin for
decision, while the rest of the correspondence will be sent to the IGP.
6.3 He will receive monthly returns from districts on distribution, inventory and
condition of stores including, clothing items, anti-riot equipment, security and
IT equipment, arms and ammunition, machinery and other equipment.
6.4 He will ensure half yearly inspection of all stores by a team from CPO.
6.5 He will deal with the following matters:

a) Policy regarding clothing and equipment to be approved by the IGP.
b) Formulation and amendments of uniform rules to be approved by the IGP.
c) Purchase and documentation of all articles of uniform and equipment, arms and ammunition, teargas and teargas equipment and anti-riot equipment.
d) Purchase/ repair of office machinery and equipment.
e) Other logistic and miscellaneous purchases.
f) Sanction & installation of office and residential telephones, approved by the IGP.
g) Maintenance of complete record of telephones of the police department.
h) Secretary to the Departmental Purchase Committee.
i) Inspection of stores of police department.
j) Distribution of all stores of police department with the approval of the Addl: IGP except arms & ammunition, security and IT equipment with the approval of the IGP.
k) Any other duties and functions assigned by the IGP.
6.6 He will design and notify job descriptions of the staff working under his
supervision.
7. AIG LEGAL 7.1 He will supervise and be responsible for the work of Legal Section, Service
Tribunal Cell, and Human Rights Cell.
7.2 He will report to and work under supervision of Additional IGP
Administration.
7.3 Ordinarily, he will send all the matters to the IGP through DIG HQ for
approval except legal issues pertaining to the service of officers in BS-16 and
below, which he will send directly to the Addl: IG Admin.
7.4 He will send all issues pertaining to service matters of officers in BS-17 and
above, High Court & Supreme Court matters, high profile litigation, and policy
matters to the IGP through DIG Headquarters.
7.5 He will be responsible for the work of Legal Section, especially for:
a) Handling all matters related to monthly DO letter on the state of crime in districts.
b) Representing the department/IGP in cases before different Courts.
c) Issuance of Standing/ Circular Orders.
d) Issuance of all amendments to Police Rules, Standing Orders, Circulars, and Regulations under the Police Act.
e) All legal matters.
f) Appearance before, and submission of comments and replies, to all Superior Courts.
g) Liaison with Law Department, Prosecution Service, Advocate General, Attorney General and Superior Courts.
h) Passing on judgments of Courts and Tribunals to relevant Branches/Regions/ Districts with his comments.

i) Dealing with civil suits for damages or other issues against police officers or the police department.
j) Liaison with the Provincial Ombudsman and pass on cases received from Provincial Ombudsman to relevant offices.
k) Service of Summons/ Warrants against police officers received from NAB and other Courts.
l) Legal opinion and advice to all staff officers and subordinate offices.
m) Inter provincial transfer of accused/arrested persons.
n) Dealing with review of investigation under the orders of the Superior Courts.
o) Transfer of cases to Crime Branch for investigation.
p) Transfer of investigation for any other reasons.
q) Matters relating to withdrawal of cases.
r) Any other legal matters/opinion.
s) Any other duties and functions assigned by the IGP.
7.6 He will also supervise and be responsible for the work of Service Tribunal
Cell in the following terms:
a) Representations of all staff regarding promotion, seniority and court matters.
b) All cases relating to service matters that are being dealt at different forums i.e. Federal Service Tribunal, Provincial Service Tribunal, Establishment Division, Government of Pakistan, Hon’ble Supreme Court of Pakistan and High Court of Balochistan.
c) All appeals relating to service matters and filing of appeals in Superior Courts.
d) Passing on judgments of Tribunals to relevant Branches/Regions/ Districts with his comments.
Note: The department, as a matter of policy shall appeal in the Hon’ble Supreme Court of Pakistan against all such decisions of Balochistan Service Tribunal and Balochistan High Court which are inconsistent with rules, or against the jurisprudence for the superior courts, or are likely to hurt the legitimate and legal interests of the Police Department or create a precedent in contravention of rules/ policies.
7.7 He will supervise and be responsible for the work of Human Rights Cell in the
following terms:
a) All cases/ matters relating to Human Rights issues including Human Rights cases agitated before High Court and Supreme Court of Pakistan.
b) Issues relating to Human Rights received from various forums, i.e. Courts, Human Right Commissions, President/ Prime Minister Secretariat or from any other forum
7.8 He will design and notify job descriptions of the staff working under his
supervision.
8. AIG DEVELOPMENT
8.1 He will supervise and be responsible for the work of Development Branch.
8.2 He will report to and work under supervision of Additional IGP
Administration.

8.3 Ordinarily, he will prepare all proposals, developmental schemes, PC-Is under
close supervision of the Addl: IG Admin, and send them onwards to IGP for
approval.
8.4 He will assist Addl: IG Admin in pursuing those proposals with the relevant
departments, monitoring progress of development work, inspecting the quality
and pace of the projects, and ensuring timely completion thereof, and will keep
the IGP informed of all ongoing developmental activities/projects.
8.5 He will be responsible for the following:
a) Development schemes, ongoing and new projects under ADP, PSDP, and Federal Grants.
b) Selection of consultants for supervision of development schemes, having cost of Rs. 100 million or above.
c) Gathering, vetting, and processing of development schemes, SNEs, and PC-Is from all over Balochistan police department for their inclusion in the ADP.
d) Preparation of the Annual Development Plan.
e) Monitoring of utilization of funds and physical progress of ADP schemes.
f) Initiating proposals for allocation of new offices in CPO complex.
g) Maintenance and repair of police buildings including CPO complex.
h) Acquisition and transfer of land, and keeping complete record thereof.
i) Allocation of funds placed at the disposal of CPO for the repair of police buildings to the Districts/ Units, with the approval of the IGP.
j) Allotment of official residences/ quarters/ flats on CPO pool with the approval of the IGP.
k) Maintenance of complete and updated record of all such allotments.
l) Preparation/ maintenance of standardized plan/ map of police buildings.
m) Ensuring no encroachment is made on police lands.
n) Any other duties and functions assigned by the IGP/ Addl: IGP/ DIG HQ.
8.6 He will be the Reporting Officer of the Office Superintendents working under
his supervision, and the staff working directly under him (PA/Steno etc.)
8.7 He will design and notify job descriptions of the staff working under his
supervision.
9. AIG OPERATIONS
9.1 He will supervise the work of Operations Branch, Operations Room, Secret
Section, and Security Branch.
9.2 Ordinarily, he will send all the matters to IGP.
9.3 For matters pertaining to Operations Branch, he shall be responsible for the
following:

a) To disseminate the operational orders of the IGP to the concerned RPOs, DPOs etc. and obtain the detailed progress as a follow-up action.
b) To keep close liaison with the Additional IG CTC, Special Branch, Crimes Branch, CID, Investigation Branch, RPOs and DPOs for exchange of information on any given situation.
c) To process for the approval of the IGP all requests for provision of personal security / gunman / guards /escorts.
d) To deal with the correspondence between Police Headquarters and Special Branch on the following subjects:
i. Security of all important / mega events, like Moharram, Eids, Ramzan, Sibi Mela, Elections, Day of Independence, Pakistan Day, Labour Day, Christmas, Zikri Hajj, Urs etc.
ii. Intelligence reports / threat alerts.
iii. Security of VVIP, VIP, foreigners and vital installations.
9.4 In addition, Operation Branch CPO, Quetta, will deal with all establishment
financial and other matters pertaining to Provincial Control Room.
9.5 For matters pertaining to Operations Room, he shall be responsible for:
a) Monitoring Control Room of CPO.
b) Preparation of Daily Crime Report for worthy of IGP, for NCMC Islamabad, and for NPB Islamabad.
c) Maintaining data regarding terrorism.
d) Maintaining data on sabotage against Government property/ installations.
e) Maintaining data regarding abduction/killing, kidnapping for ransom, and targeted killing.
f) Maintaining data of dead bodies recovered.
g) Special tasks data regarding Eid-Millad-ul-Nabi, Muhrram, and Elections.
h) Sharing promptly information with NCMC Islamabad after serious terrorism/ sabotage incidents.
i) Monitoring heinous crime and conveying it to high ups through SMS or in black & white.
j) Monitoring news channels on T.V regarding any incident in Balochistan.
k) Collecting information regarding sabotage, terrorism, targeted killing, abduction, and law & order situation etc.
l) Conveying information about all incidents i.e. terrorism and critical situation to higher authorities by telephone and SMS.
9.6 For matters pertaining to Secret Section, he shall be responsible for:
a) Disseminating the operational orders of the IGP to the concerned RPOs, DPOs etc and obtain the detailed progress as a follow-up.
b) Upon the direction/approval of IGP, temporary/permanent deployment of BC/ RRG/ ATF.
c) Preparing briefs and presentations on law and order situation and maintaining updated statistics for the purpose
d) Dealing with the correspondence between Police Headquarters and other Government departments/ agencies on the following subjects:
i. Security of all important/ mega events like Moharram, Eids, Ramzan, Sibi Mela, Elections, Zikri Hajj, Urs etc

9.7 For matters pertaining to Security Branch, he shall be responsible for:

b) Monitoring CCTV cameras installed in CPO.
c) Monitoring of nakas/ chorepehras, roof top sentry post
d) Welfare of above deployed security personnel from BC/ RRG/ ATF etc
9.8 He will be the Reporting Officer of the Office Superintendents working under
his supervision, and the staff working directly under him (PA/Steno etc.)
9.9 He will design and notify job descriptions of the staff working under his
supervision.
10. AIG FINANCE & WELFARE 10.1 He will supervise the work of Finance (Budget & Accounts), and Welfare
branches.
10.2 He will submit all matters directly to IGP except matters in which there are
express instructions to put up matters to Addl: IGP (Admin) or DIG HQ.
10.3 He will put up all welfare related matters through DIG HQ.
10.4 He will be responsible for the following in matters pertaining to Budget
Section:
a) Compilation and consolidation of budget estimates under relevant minor heads
b) Distribution of grants under the above heads and the flow of expenditure
c) Preparation of S.N.Es in respect of all continuous schemes pertaining to above minor heads.
d) Maintenance of monthly expenditure register under all minor heads and dealing with correspondence regarding Reconciliation Accounts.
e) Correspondence relating to QESCO/Electricity, and Gas connection.
10.5 He will be responsible for the following matters pertaining to Accounts Branch:
a) Preparation of pay, TA, contingence bills.
b) Pension, GP fund and group insurance cases.
c) Preparation of budge estimates and SNEs under minor head A- Direction in respect of establishment of CPO Quetta.
d) Service Books of Ministerial and Menial Staff of CPO, Quetta.
e) Maintaining of Cash Book and other account registers.
f) Preparation of pay, TA and contingence bill at the pre audit of AG Balochistan.

10.6 He will be responsible for the following matters pertaining to Welfare Branch:
a) Processing of all cases of declaration as Shaheed of officers who are killed in the line of duty.
b) Financial assistance to the families of Shaheed/injured police officers/ officials during the performance of duties.
c) Grant of marriage expenses- aid to police officers, officials on the eve of their own marriage.
d) Grant of marriage expenses-aid for daughters of police officers/ officials (first two daughters).
e) Scholarship to the children of police officers/ officials who are studying in professional Colleges/ Universities
f) Loan to police officers/ officials
g) Retirement Grant to police officers/ officials, who retire from service after- 25 years of qualifying service/ superannuation
h) Matters relating to police hospitals/ dispensaries
i) Maintenance of record of contributions/maintenance of Cash Book
j) All financial matters related to care taking of CPO, Officers’ Mess I and II, and Police Rest House Ziarat.
k) Balochistan Police Welfare Trust
l) Police plaza
m) Police Welfare patrol pump
n) Police Welfare printing press
o) Any other matters relating to the Welfare of police force
10.7 DSP SHUHADA will also work under close supervision of AIG Welfare &
Finance, and will be responsible for the following:
a) Collection of particulars of police Shuhada from various districts and units
b) Process the cases for declaration of Shaheed and ensuring notifications accordingly by assisting AIG Welfare & Finance
c) Maintaining record of police Shuhada
d) Pursuing the cases of police Shuhada in other departments/ units

e) Ensuring that all dues of Shuhada have been delivered to their families as per rules and laid down procedure in coordination with AIG Finance and Welfare
f) Following-up the welfare matters of police Shuhada
g) Remaining in contact with the families of Shuhada, ensuring full support on behalf of the police department
h) Submitting a monthly report on welfare aspects of Shuhada for perusal of the IGP, through AIG Welfare & Finance
10.8 AIG (W & F) will also be responsible for the following miscellanea:

a) Stipend allowance to the widows and orphans of officers/ officials
b) Stipend allowance to the members of police force who have permanently become disabled, while performing the officials duties
c) Funeral/ transportation charges of deceased police officers/ officials and their dependent family members
d) Maintenance of the record of contribution/cash books.

a) All cases relating to National Police Foundation regarding stipend allowance to widows/financial assistance to martyred families, provision of sewing machines to widows and vocational training centers etc.
b) Maintenance of the record of contribution/cash books.
10.9 He will be the Reporting Officer of the Office Superintendents working under
his supervision, DSP Shuhada, and the staff working directly under him
(PA/Steno etc.)
