•Began operation in 1992 when property owners within the DID District granted their approval for its formation

•Municipal authority structured under the Municipal Authorities Act and is governed by an eleven member Board of Directors

•Mission: To ensure economic vitality and the highest quality of life in the DID

•The DID is governed by a plan approved by the Lancaster City Council

•The DID’s current approved plan expires on December 31, 2012

•The DID is required to submit a new plan that outlines improvements and services to be provided together with estimated costs and the proposed method of assessment

•11 Downtown property owners and stakeholders•Conducted significant community outreach and surveying to gauge the DID’s performance and to assess current and future needs•Over 350 individuals provided feedback•Including 85 property owners – 25% of the DID’s Base•Reported to the DID Board in January 2012

Renewal Timeline to Date•The Task Force report was posted online and highlighted in the JSID/DID newsletter, e-mails and other communications•With the Task Force’s guidance and considerable discussion by the DID executive committee and Board, the draft report was written and reviewed at the DID’s March 28th board meeting•Property owners were mailed a notification that the draft report was available online and informed of a public meeting held on May 1st

Renewal Timeline•In mid June, the DID scheduled the required public hearing for July 31st at 6:00 in City Council chambers, entering the DID into the legal renewal/approval process which requires:

Notice of the public hearing must be mailed out at least 30 days in advance of the hearing date (mailed June 21st) Advertising of the public hearing at least 10 days in advance of the hearing date A 45 day waiting period during which property owners may object to the plan (which has to be done in writing to the City AND DID) At the end of the waiting period, independent auditors will tabulate/verify objections

•Providing directions in the DID 1,045 times in 2011•Assisting emergency personnel 150 times from FY07-08 through FY10-11•Recovering 23 items of lost property in FY10-11•Contacting PPL 37 times in FY09-10 and FY10-11 to report street light replacement needs•Conducting more than 300 ‘business checks,’ (stopping in briefly to a business) on average per week in 2011

DID Clean Team In 2011, the crew logged the following statistics:

• Swept up on average 2,500 pounds of trash per month•Collected 16,000 pounds of leaves during the months of Sept.– Dec.•Removed 350 cases of graffiti or stickers, primarily on utility, light and traffic signal poles•Cleared snow from curb cuts at intersections on 14 days
