Recently, the Leicestershire Police Department is portrayed as entangled in a sexist culture where female employees and sex crimes are not fairly or equally treated. Furthermore, the documentary shows an ineffective “target” system that is inaccurate and time consuming.

A Public Relations campaign is needed for the department to eliminate discrimination, establish order, and combat the negative depiction in the Channel 4 Documentary. The department’s reputation must be restored and the department must ensure that the public’s safety is of utmost concern.

Increase the Department’s awareness of the rules and regulations especially among newly hired employees.

Eliminate discrimination within the department.

Increase the number of rape crimes that are solved.

Motivate employees and make them feel valued.

Strengthen the department’s interaction with the community.

Generate public awareness of the department’s involvement with the community.

• Develop three news stories regarding the improvements of the department. • Fire the supervisors, senior officers, and officers that violated discrimination policies.• Develop a discrimination awareness program for all new employees of the department. • Involve the department and the community in learning about gender issues. • Eliminate the target program and replace it with more accurate measurements of officer’s work. • Train officers on how to properly respond to rape calls. • Hire a departmental psychologist.

• Setup a press conference apologizing to the community and outlining the drastic changes that the department is making to eliminate gender inequalities.

• Send out newsletters to all employees outlining the rules and regulations of the department. The letter will address workplace ethics and misusing authority. Specifically, the newsletter will state that officers are not above the law and should under no circumstances accept or demand discounts from local retailers.

• Require all officers to meet with the Departmental Psychologist once every two weeks for a half hour.

• Hold a five week program called Examining Gender Inequalities.

• The program will be led by Prof. Liz Kelly. Who is a gender studies specialist. The program will discuss what gender discrimination is and how to prevent it. The last session of the program will discuss rape and how to respond properly to a rape case.

• Host “Empowerment” an awareness program for the community. The program will be a week long event and have informational sessions for citizens to learn how to protect themselves from being rape victims.The program will offer free self-defense lessons, educational sessions, and souvenirs.

• Souvenirs will include: t-shirts, rape whistles, packets, and hats. All of these items will bare the “Empowerment” logo.

• Broadcast the event on local cable.

•Photographs of wanted rapists and emergency police pods will be placed throughout the city.

• Assign more officers on foot patrol. Officers should encourage friendly conversation with citizens and develop a first name basis.

• Release three articles in the local newspaper with photographs of the officers handing out flyers on rape prevention and talking with citizens on the street.

• Conduct an anonymous computer survey within the department at the end of the campaign. The survey will ask officers to rate how effective the campaign has been on the department.

• Compare the number of rape cases that were solved during the campaign to the previous year.

• Examine media coverage on the internet and in the news to determine the public’s opinion of the campaign.

• Many people in the community already think cops are dishonest and violent.

• The PR champaign addresses this issue by encouraging officers to interact with the community. The department will rebuild its trust with citizens by building friendly relationships and an educational atmosphere.

• There is a large immigrant population that does not watch television or read English newspapers.

• Translate all documents and newsletters into other languages and distribute them to the community.

• Have bilingual representatives communicate the campaigns’ objectives to the immigrants.

• People don’t trust anyone affiliated with the police.

• As a result, the department will have a respected expert in the field of gender studies as a representative to convey the messages of the campaign.

• At the press conference the speaker can explain that sexism is a community problem that exists in many organizations and that everyone must take action to prevent it.

• Many people ignore Pr Campaigns because they feel like they can do little to change anything.

• By including the community in the “Empowerment” program, citizens will feel like they are contributing to something greater. They will become aware on how to protect themselves and others from being victims of rape and gender discrimination.

• Additionally, they will be on alert to aide the police department in the captures of wanted rapists.
