This workshop is open to all residents within our parish and we hope that many of you will attend. There will be refreshments provided. What is Neighbourhood Planning? Neighbourhood planning is a right for communities introduced through the Localism Act 2011. Communities can shape development in their areas through the production of Neighbourhood Plans. Neighbourhood Development Plans become part of the Local Plan and the policies contained within them are then used in the determination of planning applications. It must be stressed that the policies produced cannot block development that is already part of the Local Plan. What it can do is shape where that development will go and what it will look like. Neighbourhood planning is one of the community rights. HOW DOES IT WORK? The local parish council will lead the neighbourhood plan. A community group known as a neighbourhood forum needs to be established to lead and this is where we are inviting residents to participate. The Local Planning Authority is involved and will make decisions at key stages of the process, such as approving the neighbourhood area within which the Neighbourhood Development Plan will have effect. It will also organise the independent examination of the plan and the community referendum that is held at the end of the progress. The referendum is an important part of the process allowing those who live in the neighbourhood to decide whether or not the Neighbourhood Development comes into effect or not. This is direct democracy and outlines the importance of working with the wider community and securing the support of the community at an early stage of the process. Grant Funding - renewable energy developers, once the development is approved offer community gain in the form of grant distribution for the benefit of the local parish.
