Meigs Local Schools – Pomeroy, OH

Project OverviewMeigs Local Schools had recently built a new elementary and middle school and renovated their high school, all to current standards. After construction, the new buildings used significantly more energy than expected, resulting in major unbudgeted expenses for the district. Through Limbach’s Utility Auditing Service, the school administration became aware of energy saving measures to reduce this expense.

Limbach partnered with the district to develop a program to reduce energy use. The two cornerstones of the program were to harvest heat energy from the chillers and to replace the existing control system. The recovered heat is used for the summer dehumidification process in place of heat from the gas boilers. As a result, the schools no longer run their boilers during cooling season. A complete control system upgrade helped optimize energy usage..

Case Study for

Phelps Architecture, Construction

and Engineering High School

Phelps Architecture, Construction and Engineering

High School, formally Phelps Career High School, was

initially founded in 1912, but closed in 2002 because of

declining enrollment and a lack of funding. The shortage

of comprehensive training programs for construction trades

prompted the resurrection of Phelps, only now as a publicly

funded high school with a curriculum focused on architecture,

construction and engineering technologies.

In May 2007, The District of Columbia Public School System

selected Fanning Howey Architects, Turner Construction and

Limbach Company to engage in a project of renovating the existing

facilities and constructing a new 140,000 sq. ft. administrative

building. Limbach was the Mechanical and Plumbing Engineer of Record responsible for

installing the systems and achieving LEED certification. The construction process began

in July of 2007 and was completed in August of 2008.

Solution

The design team considered various sustainable technologies and evaluated the associated

budget and constructability challenges to develop cost effective, energy efficient

solutions.

The mechanical systems for the school are a combination of 185 tons of gas-fired RTU,s

80 tons of ventilation air heat recovery and 115 tons of water source heat pump cooling.

The plumbing systems utilized water conserving fixtures and a gas-fired domestic hot

water system. A 20 ton horizontal ground loop geothermal system was incorporated into

the primary heat pump condenser loop. Limbach also installed electric generating wind

spires and a solar hot water system containing photovoltaic panels. The solar system acts

as a supplemental support to the gas-fired domestic water heater, supplying the hot water

demand when sufficiently available, instead of calling for the boiler to fire.

Benefits

The systems Limbach designed and installed are very energy efficient, maximizing

the number of controllable zones while providing a system easy to maintain and cost

efficient to install. The greatest energy savings advantage this system offers is its

ability to handle partial loads in the transitional period between summer and winter

seasons. At these times, the geothermal system will be able to conduct the heating and

cooling demands without the need for the primary system’s boilers or cooling towers.

Along with the Solar hot water system, these design points also allowed

for the achievement of various LEED certification points.

Case Study for School Without WallsSchool Without Walls is a small District of Columbia public high school for grades 9-12

located at the heart of the George Washington University in downtown Washington D.C. This

innovative school is based on the self-proclaimed philosophy, “that life-long learning occurs

both inside and outside the classroom.”

Business Situation / Challenge

The school was housed in a 120 year old building, vastly under-spaced and over capacity,

requiring an additional building to meet the demands of steadily increasing enrollment.

However, the construction of this addition was contingent upon the premise that it remain

architecturally consistent with the existing 19th century structure; which also necessitated

minor interior modernizations. The challenge for Limbach Company was to develop an

energy efficient system while achieving a LEED Silver rating for the facility. Because

this is a school, special attention must be placed on ensuring that all thermal and acoustic

concerns are properly addressed in order to create a comfortable learning environment. The

entire 55,000 sq. ft. building site encompasses the original structure and the new “L” shaped

addition. Along with Limbach Company, the building team for this undertaking consists

of Turner Construction and the architectural firm EEK. Furthermore, this design/build

mechanical and plumbing project would need to be completed in time for the 2009 school year.

SolutionIn devising a solution that best satisfied the various obstacles presented in this project,

Limbach utilized the relatively new technology of variable refrigerant volume

(VRV) in their mechanical system. Extremely versatile and energy efficient,

the VRV system employs cutting-edge heat recovery technology, diverting

exhaust heat from indoor units in cooling mode to areas requiring heating,

enabling a single system to either cool or heat. An intelligent inverter can control

each zone individually by manipulating the amount of refrigerant flowing

through the system in accordance to fluctuating needs allowing unoccupied areas

to be shut down completely. This feature keeps costs at an absolute minimum.

The VRV system provides 55 tons of cooling / heating for the building, while an

additional 70 tons is supplied by 2 gas-fired, 100% outdoor air, roof top units, which

also deliver the ventilation air required by code. In the interest of reducing water

consumption, water conserving plumbing fixtures such as dual flush water closets and

urinals, time metered faucets, and low-flow faucets and showerheads were installed.

Benefits Attention to maximized thermal comfort and acoustic design considerations will provide

low noise levels and create a comfortable, optimized learning environment. No major

modifications are necessary for the installation of VRV systems and the need of large

space consuming ductwork is reduced. Also, VRV systems are very cost and energy

efficient. MERV 13 filters will be installed on all permanent equipment

to decrease contaminants. These design features contributed to

achieving LEED certification points.

Bill 16-250, the School

Modernization Financing Act of

2006, established a Public School

Capital Improvement Fund in order

to provide a revenue source for the

District of Columbia Public Schools

(DCPS) to finance the reconstruction

and modernization of public school

facilities. In 2007, a Maintenance

Stabilization Plan was then developed

to properly allocate this funding. The

goal of the Stabilization Project was to

correct existing facility conditions which

violated codes or jeopardized the

health, safety or learning environment of

the students and staff. DCPS conducted

a review of all facilities to identify the

existing deficiencies in need of immediate

attention. Limbach Company was chosen

as the mechanical contractor for two of

these modernization efforts, Phelps Career

High School and School Without Walls.

These two projects presented a series

of complex and time sensitive challenges.

Limbach was able to overcome these

difficulties, delivering systems that are both

energy efficient and cost effective.
