Notice of Motion Michael Haddin, Lismore Business Panel Chairperson has given notice of intention to move:

That the LBP further support Council’s committed $45,000 in funds to purchase new Christmas decorations for the CBD block by contributing an additional $15,000 on top of the current commitment of $5,000. Michael is seeking support from the panel members to ensure maximum impact during this key retail time. In addition it is proposed that the LBP provide future funding to build on the Christmas decorations by contributing a further $5,000 each year for the next three years matched with dollar for dollar funds from Council.

Tina Irish, Council’s Executive and Administration Co-Ordinator will attend the meeting to inform the Panel regarding new decorations that have been ordered. City Centre Manager Comment Would recommend any extra funds be spent at ground level. Manager Corporate Services Comment Simon Adcock, Manager Corporate Services has advised that previous liaison with Council staff had discussed with LightnUp Inc the provision of 40 hearts and 20 stars, which would need to be provided in Magellan Street where power is available. It is suggested that LightnUp be approached to provide a quotation. It is noted that these lanterns would have to be long term outdoor sustainable decorations.

Executive Summary

The City Centre Manager has received an application for funding from Tropical Fruits Incorporated for $10,000 to assist with increased marketing and promotion of the 2015 Superfreaks NYE Festival. The festival is a week-long GLBTI cultural festival featuring 3 major dance parties, camping, volunteering, art exhibition and several satellite events, a Pool Party at the Memorial Baths and an opening parade through the streets of Lismore. 2015 will be the 14th Annual NYE Festival held at the Lismore Showgrounds and is the largest GLBTI event outside of all Australian major metropolitan areas. The applicants advise that this year they have been working to increase the profile of the CBD parade, as they feel this part of the Festival poses the greatest opportunity for bringing the event alive in the heart of Lismore. They will be working with NORPA to produce a show of international-standard at Lismore City Hall: “Alan Cumming SINGS SASSY SONGS” (see attached promo). The Parade is also set to feature the work of international artist Evelyn Roth, who’s pizzazz is expected to take the Parade to the next level. Renowned for her wearabe art at the Womadelaide festival, it is anticipated that her wearable Rainbow Capes (and animal costumes) perfectly fit the Superfreaks theme for this year’s NYE Festival. The parade will take the rainbow flag through the CBD to Lismore City Hall, where the Mayor will open the Festival and kick off an opening soiree of entertainment before the NORPA Alan Cumming show. The request for an additional $5,000 is to support a broader advertising campaign and to bring these international artists to Lismore. The LBP will need to consider the impact this increase will have on the Events budget should the LBP wish to support the increase. The additional money would need to taken out of the budget of other supported events.

The event attracts 700 campers on site from 27 December 2015 to 4 January 2016, combined with 1000’s overnight users of the Region’s accommodation. Approximately 5,000 people attend the weeklong festival. See Part 7 of the Funding Application Form attached for details of the Outcomes and Benefits (attached). 2. Please tell us a little about your organisation and its ability to deliver on this project. What experience have you had with this type of project in the past?

The Tropical Fruits Inc. (TF) is a non-profit Gay Lesbian Bisexual Transgender Intersex (GLBTI) Community Group. We formed in 1988, aiming to reduce social isolation for the regional GLBTI community. Our governing body is the TF Management Committee, made up of nine volunteers who commit their time, hearts, minds and (where necessary) bodies to manage the affairs of the organisation. There are four office-bearing positions (Chairperson, Secretary, Treasurer and Event Co-ordinator) and five ordinary (special) members. Members are elected annually at our AGM. In addition to the management committee, and management includes a Public Officer and The Fresh Fruits Youth Group Coordinator. Our weeklong New Year’s Eve (NYE) Festival is run by over 300 volunteers, and other volunteers work with us extensively throughout the year. We also use contractors for a wide range of functions, both throughout the year and at events. Their tasks include: Administration (year-round), Bookkeeper (year-round), Production Assistant, Lighting installation and operation, Audio installation and operation, NYE Technical Production Manager, NYE Lighting Designer, NYE Technical Site Manager, Entertainment provider, Poster Designer, and Bar staff. 2015 is our 27th anniversary of running highly successful, safe and sustainable community events, both at our NYE Festival and other events throughout the year.

• Superfreaks NYE is a week-long GLBTI cultural festival featuring 3 major dance parties, camping, volunteering, art exhibition, and several satellite events. 2015 will be our 14th Annual

Our Festival Statistics

Why we are asking for a bit more support this year: The generous LBPP funding in the past few years has given our advertising package a much-needed boost, and this baseline support is a key part of our NYE promotions budget line. We have been working to increase the profile of the CBD parade, as we feel this part of the Festival poses the greatest opportunity for bringing the event alive in the heart of our lovely town. This year, it is our great delight to be working with NORPA Lismore to produce a show of international-standard at Lismore City Hall: “Alan Cumming SINGS SASSY SONGS” (see attached promo). *We note that there is a tight media embargo re. the show until October 213t, so ask that the LBP respect this information as commercial in confidence. • 95% of our pre-sale tickets are purchased by people living outside of the 2480 postcode.

• Visitors inject up to $5,000,000 (based on Southern Cross University research) into the local economy:

o Each year, approximately 2,000+ people stay in local accommodation, with:

o An average duration of stay is 4 nights, with 33% visitors staying 5-7 nights

o Accommodation is anticipated to be fully booked out throughout Lismore for the duration of the Festival

Tropical Fruits is a not-for-profit, volunteer-run organization, so all income created by our events is channelled back into the local community. Our event is self-funded through ticket sales, donations, sponsorships and membership fees. Since its inception 28 years ago, Tropical Fruits has received very little government funding (except for LBPP and LCC Community disbursements) and relies largely on volunteer labour to keep event costs to a minimum.

The TF model is not a commercial business model, therefore we are not geared for growth in line with commercial expectations.

The NYE event is funded solely by ticket sales from the previous year’s event. The surplus from each NYE allows us to run our club for the year ahead, and pay the set up costs of the following NYE Festival. Our NYE profit is not increasing due to ongoing and increased costs, despite an increase in ticket sales.

Attendance at the Parade is free, so there is no potential to grow financially to increase promotional spending and expand the profile of the Parade. Our volunteer capacity to seek direct support form local business and other areas is limited, so we seek this from external sources.

The 2016 New Years Eve (NYE) Festival is Tropical Fruits Inc.’s (TF) premier Gay, Lesbian, Bisexual, Transgender and Intersex social community event, into which we expect to invest $400,000. We are heavily committed to the ongoing sustainability of this event. The weeklong Festival is run by over 300 volunteers and is based at the Lismore Showgrounds, with satellite events throughout the CBD. Main events include: the CBD street parade, NYE party, Pool Party, Recovery Party and BBQ on January 1. We attract 700 campers staying on-site from December 27 – January 4. The Festival entertains over 5000 people across our range of events, including 2500 interstate and international visitors. Annually we spend $15,000 on promotion and marketing including our Festival guide and website, featuring information about Lismore and our beautiful Rainbow Region to encourage visitors to explore during their stay. This captive audience is dependent on the city’s amenities and businesses. Visitors inject up to $5,000,000 (based on Southern Cross University research) into the local economy, proving the high economic value to the business community and promotion of Lismore outside the 2480 postcode. 95% of our pre-sale tickets are purchased by people living outside the 2480 postcode. Our New Year Festival ‘Early Bird’ tickets have already sold over than 30% more than this time last year, and we anticipate that this year’s Festival will be our biggest seller ever. December and January are traditionally off-peak periods in Lismore, with many residents flocking to the coast to escape the heat. We believe that our NYE Festival is in the process of transforming the NYE period to a peak time for many Lismore businesses.

This year, the p-themed Street Parade has several unique and spectacular fruity twists, with internationally acclaimed artists Evelyn Roth’s rainbow capes bringing the theme alive, and as NORPA in partnership with TF presents “Alan Cumming SINGS SAPPY SONGS” in post-parade bonanza. Alan Cumming is an internationally renowned out gay performer and Hollywood mover and shaker, and his shows at the Sydney Opera House earlier this year were a sellout success. His new show will tour Australia, with two performances here in Lismore, the first strategically scheduled to be held on the night of the TF Street Parade! His second show will be targeted to the general public, proving his appeal to a broader audience. Our collaboration with NORPA will capitalise on this extraordinary opportunity to maximise our ability to draw in a large audience with a high expendable income. This year’s parade route will commence at the Winsome Hotel and then proceed through the Lismore CBD and culminate at Lismore City Hall (LCH). The length of the parade throughout the CBD will be extended to maximize exposure of our local facilities and businesses. Pre-show activities at LCH will include bar and food sales and entertainment. The parade has been scheduled to end at LCH in a timely manner directly ahead of the show, with an evening soiree of speeches and entertainment planned to connect the parade and Alan Cumming events into one seamless cultural event for our audience and the extra economic opportunities this audience offers our local businesses. We believe that this year’s festival will show both locals and visitors to Lismore that our city is a highly desirable location for both business and pleasure and aligns with the vision of the City Centre revitalisation project.

MINUTES OF THE LISMORE BUSINESS PANEL HELD IN GORDON PAVILION, OAKES OVAL, MAGELLAN STREET, LISMORE ON FRIDAY, 14 AUGUST 2015 AT 12 NOON

5. Presentations 5.1 Andrew Gordon from the Show Society will make a presentation regarding the Funding

Application for the 2015 North Coast National. Andrew advised of changes to the Showground including a DA to be submitted for camping and a dumpsite being installed. They are looking to partnering with the Business Community for the future to keep the Show alive, including bringing the Show to the CBD on the Thursday night rather than at the showground. This will include the All Abilities Show Girl Competition judging and procession around the town, monster truck, petting zoo, truck pull and more attractions in conjunction with the Thursday night markets and the CCM. Andrew answered questions from the Panel.

5.2 Matt Torr, Council’s new Manager Civic Pride will give an overview of his position and what

projects he will be working on. Matt advised that his new position is in charge of parks, open spaces and CBD areas, improving

the image of the CBD. There is no extra funding for the position however savings will be looked at in other areas. Matt asked the Panel to contact him with any ideas or concerns. Panel members mentioned some areas of concerns:

• Weeds along the riverbank walk and in the Aboriginal garden;

• Rotary Park;

• Dawson Street toilet block – which many tourists/visitors going through town use;

• Timing of the new Keen Street toilet;

• Better use of time for staff (ie weeding one day if the street cleaning does not need to be done). 5.3 Mitch Lowe, Council’s Tourism Coordinator reported on Masters Games preparations Mitch advised that registrations close at 4.30 today with approx. 1349 so far with another 400-500

social registrations expected, a jump of 250 from last year. Estimated 60% attendees from outside the region. There are 5 new sports, fitness challenge, and Fun Run on the Sunday. To engage with the CBD, a dinner will not be held at the Workers Club, instead participants will be given a $20 food voucher to be spent at participating food venues. Entertainment will be held on Friday, Saturday and

7. Reports/Recommendations 7.1 Events Funding Application - North Coast National Show

The Panel agreed that the engagement with the CBD was an exciting idea and commended the new approach and ideas. RESOLUTION: That the Lismore Business Panel approve the funding application submitted by the A & I Society for the 2015 North Coast National in the amount of $10,000 from the 2015/16 Events Budget, subject to the following conditions:

1. 20% of the funding is payable upon receipt of an acceptable Post-Event Acquittal being submitted.

2. Work closely with City Centre Manager on the implementation of the Marketing Plan to achieve best possible outcome.

3. 2480 stall holders are given prominent positions over non-2480 participants.

4. CBD activities are carried out in association with the City Centre Manager as outlined in the application.

5. Successful projects may be funded for up to three years with each year funding being reduced, eg Year 1 - $10,000, Year 2 - $5,000, Year 3 (and final year) $2,000 (note this will be subject to the content of the new Business Plan which will come into effect in July 2016).

7.2 Lismore Business Panel Business Plan Review

Jason explained that the current Business Plan requires a mid-term review to be undertaken in the first half of 2015/16 in order to obtain business and community feedback on the progress and effectiveness of the program. RESOLUTION: That the LBP;

1. Agree with option 1 as outlined in this report namely that the CCM develop a draft two year Lismore Business Promotion Program business plan for 16/17 and 17/18 once (2) below is complete and report the draft back to the LBP and Council for consideration/approval in time to be in place by 1 July 2016.

2. Endorse the attached proposed research brief for seeking quotations to help in developing the business plan in 1 above. Note that the CCM in consultation with the EDSD will determine the successful consultant.

3. The Lismore Business Panel members be interviews as part of the review process.

7.3 Proposed change of meeting time and/or date

The Panel commented that they would prefer to maintain monthly meetings with set dates along with brainstorming sessions and CBD walk-arounds.

ACTION: At the next meeting conduct a site visit at the Transit Centre area to discuss pop up ideas. RESOLUTION: That the Lismore Business Panel resolve to maintain meeting at 12 noon on Fridays and incorporate CBD site visits/walk-arounds and brainstorming sessions bi monthly.

8. Items for Discussion 8.1 City Centre Manager's Update

• Joint LBP/Chamber of Commerce and Industry Business Improvement Program for Retailers – information has been sent out to email contacts, put on Chamber and Council websites and dropped into businesses in CBD.

• Back Alley Gallery documentary screening – postponed.

• ICTC Mainstreet Conference 2015 – Jason gave an overview of the conference and ideas for future pop up areas.

• Municipality WiFi Overview – deferred while feasibility study is assessed.

• Replacing the vacancy on the Lismore Business Panel – closes on 4 September 2015. Advertised by email, mailout and in Council’s Local Matters newsletter

9. Other Business 9.1 Chamber of Commerce Update

• Chris gave an overview of the LCoCI Business Awards night with positive feedback about the proceedings, food and venue (being the Showground).

• Northern Rivers Business Awards will be held at the Workers Club on 26 September 2015.

• A survey has been sent to all LCoCI members requesting feedback about services and direction of the Chamber. Survey can be anonymous.

9.2 Pedestrian Counters in CBD – is the data still being collected?

Jason advised that they are currently not working and need to be fixed again. Data will be reported once they are up and running.

9.3 Lights in trees in CBD not working?

Jason to look into whether all lights are working.

10. Next Meeting

The next meeting will be held on 18 September 2015 being a Brainstorming/Site visit session.
