Yellowstone National Park Advisory - Access to Stephens Creek Facility MAMMOTH HOT SPRINGS, WY - The National Park Service (NPS) will provide access for representatives of media organizations, public interest groups, and public officials to visit the Stephens Creek facility this winter. There will be two different options: 1) a scheduled tour on December 13 and 2) at least one subsequent viewing opportunity to observe processing and shipping operations. These opportunities are not open to the general public. [Please note: You must click on different links below to RSVP for each opportunity.] Because there is limited tolerance for natural bison migrations into Montana from the park onto state lands, the Interagency Bison Management Plan (IBMP) partners sign a winter operations plan every year calling for a population reduction. This was discussed at the IBMP meeting on November 28, 2017. Currently, 4,816 animals make up the healthy Yellowstone bison population. This population has high reproductive and survival rates. Reducing the population in the past has been achieved using two meth-ods: 1) public and tribal hunting outside the park, and 2) capturing bison near the park boundary and then transferring them to Native American tribes for processing and distribution of meat and hides to their mem-bers and tribal organizations. Capture operations occur at the Stephens Creek facility near Gardiner, MT. This facility is operated on behalf of all IBMP partners and it is used to capture, sort, test, and temporarily hold bi-son. For safety reasons, the facility is closed to the public year-round. Tour The tour of the facility will take place on Wednesday, December 13. On this tour, participants will see the fa-cility and hear from subject matter experts from various agencies and groups. The tour will be approximately one hour in duration. Space will be limited, so a maximum of two representatives per organization are al-lowed. Half of the slots on the tour will be held for the media. Meet in the parking lot of the Heritage Resource Center near the Roosevelt Arch in Gardiner, MT. Those par-ticipating in the tour will be transported by bus to and from the Stephens Creek facility. The bus will depart at 9:45 a.m. At the conclusion of the tour, participants will be returned to the parking area by approximate-ly 11:30 a.m. Participants should be prepared for cold, icy, and/or muddy conditions. The tour may be delayed or cancelled due to weather or emergency situations. RSVP for the December tour by noon MST December 11, 2017. Participants should consult the bison management overview and Q&A videos in advance of the tour.

Viewing Opportunities At least one opportunity to observe processing and shipping will take place at Stephens Creek after opera-tions begin. This is different from a tour because partic-ipants will view from a designated area. Specific dates cannot be scheduled in advance due to the highly un-predictable nature of bison movements, but the viewing opportunity will occur after January 1, 2018. Meeting times will be 6:30 a.m. in order to be in place for the start of operations. Space will be limited, so a maxi-mum of two representatives per organization are al-lowed. If more than one viewing opportunity is offered, the second one will be open only to groups who did not attend the first viewing (excluding the media). Half of the slots will be held for the media. RSVP to receive information about the viewing opportunities. When the viewing opportunity is scheduled, those on the list will be provided with logistical information and asked to confirm attendance. 72-hour notice will be our goal, but it may be less than 48 hours in advance.

About the IBMP In 1995, Montana sued the National Park Service be-cause bison were migrating out of the park onto state lands. A court-mediated settlement was reached in 2000 creating the Interagency Bison Management Plan (IBMP). Today, the park and seven other partners (listed below) implement this plan, which was ap-proved by the secretaries of the Interior and Agriculture and the Montana governor.

The cooperating agencies operating under the IBMP are the National Park Service, the U.S. Forest Service, the Animal and Plant Health Inspection Service, the Montana Department of Livestock, the Montana De-partment of Fish, Wildlife and Parks, the InterTribal Buffalo Council, the Confederated Salish and Kootenai Tribes, and the Nez Perce Tribe.
