Understanding Your Award LetterFinancial aid consists of grants, work-study and loans to help meetyour educational expenses. You may accept or reject all or part ofyour financial aid award offer. However, if you reject an award, asubstitute may not be available.

Financial assistance is considered supplemental to the family’sresources, student earnings, and aid received from other sources.Applicants are reminded that they should not depend on financial aidto meet basic living costs.

The Financial Aid Office reserves the right to modify aidcommitments at any time because of changes in the student’sfinancial status, changes in the availability of funds, or changes inFederal and State Laws, Los Angeles Community College District(LACCD) or Institutional regulation.

The amounts that appear on your Award Letter are based on full-timeenrollment (12 units or more) per semester. Should you decide toenroll in fewer units, your disbursement will be adjusted accordingly.The following programs have limited funding and priority is given tostudents who are enrolled in a minimum of six (6) units, (half-timestatus) at their home campus: Child Development Grant, FederalWork-Study, Federal Supplemental Educational Opportunity Grant,and the Perkins Loan. If you are awarded any of these funds anddrop below half-time, you will be ineligible to receive these awards.Please read specific sections of this guide for Federal Pell Grant,Academic Competitiveness Grant, Cal Grant, and Federal StaffordLoan Program disbursement information.

Federal School Code: A number assigned to the college by theU.S. Department of Education.

Budget: Standardized Cost of Attendance for all students.

Expected Family Contribution: The amount the student and/orhis/her family is expected to contribute towards the student'seducational expenses.

Unmet Need: The unmet need is calculated by subtracting theExpected Family Contribution (EFC) from the budget.

Awarded Funds: Funds awarded from one or more of the financialaid programs and outside resources not to exceed the unmet need.

Remaining Need: The awarded funds may not cover the entireunmet need. Students may wish to consider other optionalprograms to fill their remaining need.

Type of Aid: Identifies the program and the type of aid offered suchas grants, scholarships, work-study or loans.

Enrollment Status/Semester: Student enrollment status isindicated as full-time for both the Fall and Spring semesters.

Amount: Full-time awards are listed; however, disbursements willbe adjusted based on enrollment status.

Totals: The total federal, state and other financial aid awardedbased on full-time enrollment.

Determining YourFinancial NeedHow are Need and Cost of Attendance(Budget) Determined?Most financial aid awards are based ondemonstrated financial need, which is thedifference between the Cost of Attendance(COA) and the Expected Family Contribution(EFC). Cost of Attendance minus ExpectedFamily Contribution equals Need. The EFC isdetermined from the information you reportedon the FAFSA. All awards are subject toavailability of funds.

How Is Cost of Attendance Established?Standardized budgets have been established byeach college. This means that all students withsimilar circumstances will receive the sameallowance for tuition and fees, room and board,books, supplies, transportation, andmiscellaneous expenses. Adjustments may bemade on an exception basis to the budget fordocumented unusual expenses.

How is Financial Aid Awarded?Your financial aid eligibility is determined usingFederal Methodology. Awards can consist of acombination of grants, work-study and loans.

Aid State Programs

Board of Governors Fee Waiver Program(BOGFW)This program waives enrollment fees charged byour college. Since this is a waiver there is noactual disbursement of funds. If you havealready paid your enrollment fees and wish toreceive a refund, you may apply for one at theCollege Business Office. Contact your CollegeBusiness Office for the deadline to request arefund. Health Fees are not waived.

Cal Grant B and CCal Grants are state funded grant programs forCalifornia residents pursuing an eligible program.There is a six (6) unit minimum enrollmentrequirement to be eligible for payment; units fromother colleges may be combined if a consortiumagreement has been approved. Not all collegesparticipate in consortium agreements. Preliminaryselection for Cal Grants is determined by theCalifornia Student Aid Commission (CSAC); finalselection is determined by the school based uponCSAC regulations. Federal ProgramsFederal Pell GrantFederal Pell Grants are awarded to qualifiedundergraduate students. Grants do not need to berepaid. Eligible students may receive Pell Grants forthe Summer, Fall & Spring terms. Awards will beadjusted based on enrollment. Due to the HigherEducation Opportunity Act (HEOA), students whoreceive their first Pell Grant on or after July 1, 2008may receive Pell Grants for as many as 18 full-timesemesters.

Academic Competitiveness Grant (ACG)The ACG is a federal grant awarded to qualified1st and 2nd year undergraduate students whoare Federal Pell Grant recipients and whocompleted a rigorous secondary school programof study. To receive a second year ACG,students must maintain a 3.0 cumulative gradepoint average.

Federal Supplemental EducationalOpportunity Grant (FSEOG)The Federal Supplemental Educational OpportunityGrant is for undergraduates with exceptionalfinancial need. Awards are subject to fundingavailability and are determined by the Financial AidOffice. There is a six (6) unit minimum

enrollment requirement to be eligible forpayment. Priority is given to students who areenrolled in six (6) units at the home campus.

Federal Work-Study (FWS)Federal Work-Study is awarded to students whoindicate an interest on their FAFSA, who demonstrateneed, and is subject to funding availability. FWS fundsmust be earned through part-time employmentauthorized by the Financial Aid Office. If your AwardLetter includes FWS, the Financial Aid Office willprovide specific instructions on how to find a job, therequired paperwork, and rules and regulations youmust adhere to. The FWS amount listed on yourAward Letter is the maximum dollar amount you canearn through your assignment. You will be paid bi-weekly depending on hours worked and will notreceive payment for any unearned funds remaining atthe end of the academic year. There is a six (6) unitminimum enrollment requirement to be eligible forpayment. Priority is given to students who areenrolled in six (6) units at the home campus.

Federal Loan ProgramsYou are in no way obligated to borrow a loan. Allloan programs require a minimum unit enrollmentof six (6) units to be eligible for payment.

Federal Perkins LoanFederal Perkins Loan is a low interest rate (5%)loan to help students with exceptional need tomeet their educational expenses. Priority isgiven to students who are enrolled in six (6)units at the home campus.

Federal Stafford LoansSubsidized Federal Stafford Loans are need basedand the Financial Aid Office determines youreligibility. Interest is paid by the government whileyou are enrolled at least half-time and during yourgrace period after leaving school. Interest rates areset each academic year. An Unsubsidized FederalStafford Loan is not need based and has no interestsubsidy, which means interest is accruing while youare still in school. We recommend that you makeinterest payments for unsubsidized loans. Interestpayments may be postponed during qualifyingperiods, however, any interest deferred will beadded to the original loan amount. Contact yourcollege Financial Aid Office for the loan process,programs offered, and other related information.

Federal PLUS Loan*Federal Parent Loans are for parents or stepparentswho need to borrow for their dependent child’sundergraduate education who is enrolled at least half-time in an approved college or university. Parents areresponsible for paying all the interest that accumulateson the loan. A Federal PLUS Loan allows parents toborrow the total cost of undergraduate educationincluding tuition, room and board, supplies, labexpenses, travel less any other aid.

*Not all colleges participate in the Federal PLUS Loan.

Satisfactory Academic Progress (SAP)SAP standards apply to ALL federal and state aidapplicants, whether or not they have previouslyreceived aid. ALL students must meet the SAPPolicy detailed below to be eligible to receivefinancial aid. Students receiving financial aid enterinto an agreement to make Satisfactory AcademicProgress toward their educational goal. Failure tomaintain these standards will result in the loss offinancial assistance. The Financial Aid Office reviewsacademic progress at the end of each academicyear. All students receiving federal and state financialaid (except the BOGFW) must comply with thefollowing academic progress standards:

General RequirementsStudents receiving financial aid must be enrolledin an eligible program. An eligible program isdefined as:

1. A Certificate, or 2. An Associate Degree (AA/AS), or3. A two-year academic Transfer Program that

is acceptable for full credit toward aBaccalaureate Degree.

StandardsA. Maintenance of a 2.0 cumulative GPA.B. Fewer than ninety (90) attempted units for

students who indicated AA/AS Degreesand/or Transfer as their educational goal.1. ESL and Basic Skills/Remedial classes

are excluded from the ninety (90) unitlimit when determining units attempted.

2. Students who have already earned anAssociate or higher degree outside theLACCD will need to follow the appealprocedure.

3. In Progress (IP) grades count as attemptedunits in the maximum time frame only. Itdoes not affect the cumulative grade pointaverage in the qualitative measure nor is itincluded as completed units in thequantitative measure.

C. Completion of 67% cumulative unitsattempted.1. Entries recorded in the student’s academic

record as Incomplete (INC), No Pass (NP),and/or Withdrawal (W) are considered non-grades and must be 33% or less than thecumulative units attempted.

Application of StandardsA. Satisfactory Academic Progress for financial

aid students will be determined at theconclusion of the Spring semester.

B. Students who are disqualified from financialaid will be notified by email or mail andreceive the procedure for appeal.

C. A student who has been disqualified at ANYcollege in the LACCD, is disqualified at ALLcolleges within the LACCD.

D. A change of one (1) educational goal ormajor course of study will be allowed duringthe course of enrollment at the institution.

E. Disqualification1. Students will be disqualified if they have

one or more of the following academicdeficiencies at the end of the Springsemester:a. Total units attempted (excluding ESL

and Basic Skill/Remedial classes) areequal to or greater than ninety (90);

b. Associate or higher degree earnedoutside the LACCD;

c. Cumulative GPA is less than 2.0;d. Cumulative Non-Grades are more

than 33%.

Maximum Time LengthA. Students attending for the purpose of

obtaining an Associate of Arts Degree (AA),an Associate of Science Degree (AS), and/orcompletion of requirements for Transfer to afour-year college, are allowed 90 attemptedunits in which to complete their objective.1. Exceptions may be made only when the

requirements of a student’s objectivecause the student to exceed themaximum time limit.

B. Short Length Certificate Programs.1. Some Certificate objectives at the Los

Angeles Community Colleges may becompleted in less time than that requiredfor the Associate of Arts, Associate ofScience and Transfer objectives.

2. The table above shows the normalcompletion time and maximum time forCertificate Programs of varying lengths.

C. To be eligible for financial aid, a programmust be at least six (6) months in lengthwith a minimum of sixteen (16) units.Students enrolled in a Certificate Programmay continue to qualify for financial aid up toninety (90) attempted units, six (6) full-timesemesters, or the equivalent, if they areplanning to obtain an Associate Degree (AAor AS), or to Transfer to a four-year college inaddition to obtaining the Certificate.

Summer and Winter Financial AidA. Summer and Winter terms are included in

the evaluation of Satisfactory AcademicProgress standards.

Change of Enrollment StatusAny changes in your enrollment may result in areduction or cancellation of your financial aidaward. If you withdraw or drop classes, full orpartial repayment of your financial aid may berequired. It is your responsibility to drop your

classes if you do not attend.

Return of Title IVThe student’s eligibility for Financial Aid is basedupon enrollment. The Higher EducationAmendment of 1998 govern the Return of TitleIV Funds Policy for a student who completelywithdraws from a period of enrollment (i.e.semester). These rules assume that a student“Earns” aid based on his/her semesterenrollment. “Unearned” aid, other than FederalWork-Study, must be returned. Unearned aid isthe amount of Federal financial aid received thatexceeds the amount the student has earned.Unearned aid may be subject to repayment.

During the first 60% of the semesterenrollment, a student “earns” aid in directproportion to the length of time of his/her

enrollment. The percentage of time the studentremained enrolled is the percentage of aid forthat period for which the student earned his/heraid. A student who remains enrolled beyond the60% point of the semester enrollment earned allhis/her aid for the period. In some instances astudent may owe an overpayment.

Instructional Television (ITV) andConsortium Agreements*If you are taking ITV courses or have aconsortium agreement, you must be enrolled inat least one (1) unit at your home campus (thecampus that is processing your financial aid) toreceive Federal Pell Grant, ACG and Cal Grantpayments, provided eligibility exists. For mostother financial aid programs, students must beenrolled in a minimum of six (6) units at thehome campus.

If you are enrolled in ITV courses only (you do nothave units at one of our LACCD colleges), yourfinancial aid must be filed and processed at LosAngeles Mission College.

Disbursements

Please Note• Any outstanding institutional debt will be deducted from your financial aid disbursement.

• If you do not activate your debit card or direct your financial aid disbursement to an account ofyour choice, it will be delayed.

• You may only receive financial aid at one institution at a time per payment period (summer, fall or spring.)

• Students may not receive federal aid for remedial coursework beyond 30 units.

• In accordance with Federal Refunds & Repayment Regulations, if you completely withdraw fromall of your classes after receiving your financial aid, you may be required to repay all or a portionof the financial aid you received. Failure to repay these funds will result in the loss of futurefinancial aid at any institution.

• If you decide for whatever reason to audit a class, you are not eligible to receive a Board ofGovernors Fee Waiver or any other financial aid for this course. You are solely responsible forthe payment of the audited class. No exceptions to this policy can be made.

• Until recently, the U.S. Department of Education (USDE) would only allow a student to receive theequivalent of two full-time semesters worth of Pell Grant during an academic year. Students whoattended full-time in the Fall and Spring semesters could receive their full Pell Grant eligibility, but ifthey attended summer classes they would not have Pell Grant eligibility. To encourage students toaccelerate their education, students are now able to receive additional Pell Grant funding during theacademic year. New rules were put in place to make sure only eligible students receive theadditional Pell Grant funding including: a) students must successfully complete (grade D or betterfor each course) a majority of the units they enroll for in Summer and Fall, and b) students must beenrolled at least half-time in the Spring semester to receive the additional Spring assistance.Additional rules and regulations apply, so check with the Financial Aid Office at your college if youhave questions about your Pell Grant eligibility.

Disbursement dates and deadlines are mandatedby Federal, State, District and/or Institutionalregulations and policies, and must be met orapplications cannot be accepted or processed.

Effective Fall 2010, all financial aid students willbe issued a debit card called, MyLACCD card.The MyLACCD card is the key for unlockingstudent’s disbursement preference. Studentscan choose to activate the card to receive theirfinancial aid disbursements or directdisbursements to an account of their choice. Itis critical that students update their address onfile with the Admissions and Records Office orFinancial Aid Office to ensure receipt of theirdebit card.

Disbursements will be adjusted if enrollment isless than full-time. Supplemental

disbursements occur throughout the academicyear. If your enrollment status has increasedand if you are due an additional disbursement, itwill be deposited to your account.Disbursements will be adjusted if enrollmentincreases or decreases. Payment for late-starting classes will not be issued until the classbegins. After the second disbursement run dateof each semester, no further award adjustmentscan be made. Students are encouraged to log-on the Student Information System (SIS) atwww.laccd.edu/student_information to viewtheir disbursement information. Please notethat the disbursement schedules are based onfull-time enrollment. The actual disbursementamount will depend on the enrollment status atthe time of the disbursement run.
