Purpose of Activity: Serve the several city EOCs in our District participating in the Great California Shakeout,provide a link to the County for the cities and practice net control and message handling skills.

Overview of the Event / How Was DCS Used: Station 17 checked in with EOB and responded to theirrequests on position 1. District net took check-ins on our primary frequency on position 2. Traffic from cityEOCs handled on EOC simplex link and traffic from members handled on 2m Alternate #1 simplex, both onposition 3. Some messages were referred to the appropriate city for response. We effectively supplied the linkbetween the cities and the County EOC. Three radio operators and one white board operator worked at thestation as shown in the attachment.
Suggestions / Issues: The net control station on the County net sometimes identified as Station A andsometimes as EOB. District stations variously identified by station number (or district number), or DCS tacticalnumber. FCC Call signs were not consistently used. Passing formal messages was slow, but would have beena lot worse without message-handling classes. We recorded no check-ins of members from other districts.
We used headphones on positions 1 and 3 to keep the ambient noise down. Position 3 was demanding and wecould have used a headphone splitter and another person with headphones to keep the paperwork straight.Alternatively, if we had another 2m antenna we could have used another 2m position to relieve congestion.
We had a number of tactical messages from the cities and the schools. There is confusion where to put tacticalmessages. We tended to write them into the Radio Log or on a blank piece of paper, but after the exercise wedecided that the DCS 213 form would work and just fill in whatever boxes are relevant.
Some messages from the EOB were relayed to the appropriate city for the answer and then the reply wentback (and vice versa). Because the message was handled at multiple levels and times (and then again on thereply), the message numbering for all of these instances of what was effectively the same message becameconfusing. When we forward a message to another level suggest we put LMT outgoing number on it. Whenreferring to the message with the original requester we use his number. All replies would have “R” appendedto the appropriate message number to identify it as the reply.

Whiteboard at Station 17 is on wrong side of room vis-a-vis radio operators.We need a working computer and printer with internet connection in the radio room.Would like a supply of DCS message and logging forms printed by Sheriff's Department (or County); we've hadto use our own paper and ink to print all forms at home for the station since June 2010 when the current formswere adopted.Would have liked the Sheriff's Department to have actually been participating in the Shakeout drill for passingtraffic to/from the station's EOC room.
Equipment / Modes of Communications Used: Station 17 still needs the replacement radios promisedMarch 2009. Most of the radio equipment used in this year's Shakeout drill was personal equipment becausethe appropriate County-owned radios at Station 17 are inoperable. Most members could not bring enoughpersonal equipment to support such an exercise. County-owned radio was used for 145.300 EOB repeater.Personal equipment used for the primary District frequency (145.320 repeater linked to 445.300 repeater), 2mDistrict simplex (145.585, PL 156.7) and the simplex city EOC link (223.440, PL 156.7). County-owned 1.2GHz radio used to establish the repeater linkage (1282.175, PL 127.2). We experienced interference on145.585 so we used tone squelch. We had the County-owned 6m (50.62) and 10m (29.63) radios on for relayfrom other districts, but heard no traffic. The 6m radio had a 60dB noise level and was unusable. We noted abroken antenna wire on the tower which may or may not have contributed to the problem but clearly needs tobe fixed. DCS forms 133, 213, and 309 are also attached.
