DEPUTY DIRECTOR, EMPLOYEE RELATIONS

DEFINITION

Plans and implements the operations of the Employee Relations Unit Section concerning pre-employment standards, employee arrests and convictions, disciplinary actions and related assignment actions, appeals and complaints, and other employee relations matters involving both certificated and classified personnel.

TYPICAL DUTIES

Directs, plans, and coordinates the operations of the Employee Relations Unit Section. Directs the review of certificated employees who have been removed from specific District sites

due to allegations of misconduct or criminal actions until thorough investigations have been conducted by the Employee Relations Investigative Team and other administrators.

Directs and coordinates the operations of the Employee Record Control Unit which maintains all certificated

Reviews and maintains employment conviction standards to determine eligibility for certificated and classified applicants and candidates.

Serves as the Custodian of Records for District personnel records. Monitors the documentation of all information related to criminal allegations made against any

certificated, classified, or unclassified District employee including the monitoring of law enforcement investigations and court proceedings.

Oversees the processing of disciplinary actions and related assignment actions, appeals, and complaints involving certificated, classified, and unclassified personnel.

Oversees the preparation of information in response to subpoenas and employee authorized release of employee records received by the District. Oversees the operation and maintenance of fingerprinting stations at various District sites. Supervises the Substitute Teacher Review Committee to determine the discipline or dismissal of

certificated substitute teachers and temporary employees. Consults with the California Commission of Teacher Credentialing, California Department of Justice (DOJ), federal and State courts, bargaining unit representatives, law enforcement agencies, and the Office of the General Counsel regarding discipline and dismissal issues related to certificated and classified personnel and investigative inquiries during or before employment. Establishes and maintains the contract with a vendor who acts as an intermediary with the DOJ in

processing fingerprints of approximately 17,000 applicants and rehires for District employment each year.

Responds to charges made by employees or citizens against the District, reviewing personnel records for certificated personnel as necessary. Acts as a liaison with the contracted agency responsible for providing employment verification for

District employees and coordinates with the Information Technology Division as necessary. Acts for the certificated Director, Employee Relations Services as required. Performs related duties as assigned.

The Deputy Director, Employee Relations plans, organizes, and directs employee relations activities such as pre-employment clearance, employment records, and employee arrests and convictions and acts for the certificated Director, Employee Relations Services as required.

The Director, Employee Relations directs specialized employee services for classified and certificated employees in the areas of employee relations, employment clearance, records, and employee health services. The Chief Human Resources Officer directs the activities related to the management and services rendered to certificated personnel in the District. The Deputy Chief Human Resources Officer assists in directing the management and services activities in certificated personnel, and acts as Chief as required.

SUPERVISION

General direction is received from the certificated Director, Employee Relations Services. Supervision is exercised over technical and clerical staff.

CLASS QUALIFICATIONS

Knowledge of:

District personnel practices and principles of employee relations for certificated and classified personnel

Merit system and related provisions of the California Education Code, Title 5 of the Administrative Code, the Government Code, and Board Rules

District policies and procedures, goals and objectives, organizational structure and functions, and negotiated contracts

Unit S

FOOD SERVICES COST ANALYST

DEFINITION

Develops procedures for obtaining cost and operations data from cafeteria, production kitchens and other Food Services Division locations. Analyzes financial data related to food and other program costs for budget, cash flow analysis, projections of financial status, subsidy claims and related systems design.

TYPICAL DUTIES

Analyzes Cafeteria Fund revenue, expenditures and reserves; and updates the District computer system tables impacted.

Analyzes cost data and financial operations of cafeterias and food manufacturing and central kitchens.

Analyzes federal, State, and District meal program regulations and guidelines to, determine cost of implementation, and monitors compliance in collection of financial data, establishing student eligibility, and preparation of claims.

Analyzes pending legislation to determine impact on meal programs and may make related recommendations.

Analyzes meal costs for individual locations, and alerts supervisors to atypical situations and the need for program changes, prepares and reviews adjustments to inventory, food and supply accounts; and works with school and Division staff on the allocation of support services.

Reviews and analyzes summary cost reports for appropriate processing, format, content, comparison, distribution, and projection.

Develops analytical methods, procedures, and forms for obtaining operational data and recommends accounting controls.

Develops procedures for obtaining data for federal and State reimbursement of meal and other costs, assists in preparing subsidy claims, and analyzes claims for accuracy and completeness.

Supervises the collection of income, cost, and expenditure data for budget preparation and budget control; prepares estimates and cost projections; provides appropriate coding for requisitions; monitors and reports on grant fund usage; and assists in annual budget preparation and budget revisions.

Directs the collection, documentation, transmittal, and retrieval of meal program cost and operational data pertaining to meal eligibility, participation, cash and meal ticket transactions, assignment of labor, and food inventories of individual food service units.

Assists in the development and revision of manpower formulas for allocation of labor to Food Service Units.

Prepares materials to respond to audit inquiries and requests for information from other parties. Prepares, reviews, and adjusts journal entries to record transactions in the ledger and year-end

expenditure transactions and cost distribution to school sites. Coordinates procedures under program regulations to maximize subsidy income and ensure valid

student eligibility and reimbursement claims. Conducts financial and statistical studies and special projects and prepares financial reports and

Board reports.

DISTINGUISHING CHARACTERISTICS AMONG RELATED CLASSES

A Food Services Cost Analyst analyzes Food Services Division data and summary reports concerning food and labor costs, operations, participation, and program subsidies and provides methods and procedures for the collection and analysis of Food Services Division statistical data. Analyzes Cafeteria Fund and expenditures and assists in budget preparation.

Cost analysis is a responsibility of positions in several accounting and financial analysis classes. Usually such duties form a part of the responsibilities of such positions rather than being the predominant classification factor.

A Transportation Cost Analyst analyzes and interprets financial data pertaining to the cost of operating the Transportation Services Division.

SUPERVISION

General direction is received from a Principal Financial Analyst, Fiscal Services Manager, or higher level administrator. Supervision is exercised over lower-level personnel.

CLASS QUALIFICATIONS

Knowledge of:

Accounting theory, practices, and procedures, statistical analysis, budgetary practices and procedures, and techniques of cost analysis as applied in governmental financial programs, management and food services cost accounting

Management - Unit J SAP BASIS ADMINISTRATOR DEFINITION

Responsible for the design, implementation, and technical support activities required to maintain a SAP environment; provides SAP technical leadership; and acts as a liaison between functional, ABAP, and infrastructure staff.

TYPICAL DUTIES

Applies SAP Basis skills and best practices to install, upgrade, and maintain all aspects of a SAP enterprise software system.

Maintains the integrity of the SAP environments (ABAP and Java) by managing the SAP Transport Management System and CTS+ to ensure all configuration and development objects are promoted properly.

Performs SAP system and client maintenance including client copy, export, and import; system profile maintenance, system performance tuning and administration of the SAP Online Support System (OSS) and notes implementation.

Analyzes system performance and adjusts various tuning parameters to maintain optimum utilization including application server load balancing, operation modes, background jobs, and spool management.

Performs load testing and stress test scenarios with technical staff for SAP stack (ABAP and Java). Assesses impact of new SAP releases to current system. Provides expertise and supports all development and production environments for the SAP system

including SAP ECC, Business Warehouse, SRM, SuS, PI, Portal, ESS, e-Recruit, GRC, LVM, Fiori system including Gateway and Solution Manager 7.2. and Solution Manager.

Develops, installs, tests, and maintains software tools used by the application developers and programmers.

Develops and executes implementation plans for SAP software enhancements and upgrades. Resolves problems related to SAP software and application procedures by identifying strategies for

problem resolution and by implementing processes to prevent service disruption. Interacts with SAP implementation staff, other Information Technology Division (ITD) staff, and

other stakeholders to analyze proposed changes to SAP technical configuration settings to optimize overall performance and daily system administration.

Defines and documents technical system requirements and systems management procedures. Evaluates new SAP technologies to plan for future technology requirements. Performs SAP system and client maintenance including client copy, export, and import; system profile

maintenance; and administration of the SAP Online Support System (OSS) and notes implementation, SAP System Refresh using LVM.

Obtains developer and object repair keys using OSS and authorizes usage by others. Supports SAP GUI front-end installation. Provides technical consulting to application development, functionality, enterprise rollout, integration

and changes to release staff. Support newer technologies within Solution Manager 7.2 such as BPCA and CBTA. Use Actifio and or BRTools with TSM for SAP Database backups and restore. Update and upgrade OpenText Vendor Invoice Management system and its add-ons. Use Ticket Management tools like Remedy and HP ALM for support and projects. The SAP Basis Administrator provides technical expertise in the design, implementation, and technical support activities required to maintain a SAP environment; provides SAP technical leadership, and acts as a liaison between functional, ABAP, and infrastructure staff. The Senior ERP Director, Business Systems directs and oversees all activities of assigned staff and consultants during the implementation of a major new software applications system. An SAP/ERP Manager plans, defines, and develops SAP systems strategies and standards. They will also coordinate, manage, and review the work of assigned SAP production support and project teams engaged in analyzing and defining assigned SAP system functions and business processes and user needs.

SUPERVISION

General supervision is received from the SAP/ERP Manager. Technical supervision may be exercised over the work of lower-level information technology personnel.

Experience:

Five years of experience setting up and maintaining complex SAP information technology systems with Oracle databases. This experience must include installing and configuring SAP software, application support packages, and add-on software components; conducting parameter and system error analysis; and formulating operational system design and tactical plans for SAP components such as SAP NetWeaver 7.3,7.4 and 7.4. DISTINGUISHING CHARACTERISTICS AMONG RELATED CLASSES

The A Senior Contract Administration Manager manages contract administration activities associated with the prequalification, development and negotiation of procurement, construction, architectural and engineering, and professional services, and goods and general services contracts.

The Director of Facilities Contracts organizes, directs, and coordinates the activities of the Facilities Procurement, Contract, and Labor Compliance units within Facilities Support Services. The Director of Contracts Administration (Facilities) assists in the daily administration of the branch, participates in planning, organizing, and directing branch functions, carries out particularly complex or sensitive projects, and acts for the Deputy Chief Procurement Officer (Facilities) as required.

The Director of Contracts Administration and Procurement Services plans, organizes, and directs the activities of a multi-section department service branch including the administration of Professional and General Services, all aspects of competitive bid, and Contract Processing, and Facilities Support Activities. Establishes requirements for strategic master contracts to support grant applications and purchase requirements. Oversees Division support services, District Credit Card Program, Small Business Enterprise, and Vendor Services.

A Contract Administration Manager manages contract administration activities associated with the prequalification, development and negotiation of procurement, construction, goods, general services, and/or professional services contracts. An Assistant Contract Administration Manager assists the Contract Administration Manager in the performance of these duties.

SUPERVISION

General supervision is received from a higher-level administrator such as the Director of Contracts Administration (Facilities) or Director of Contracts Administration and Procurement Services Branch director or deputy branch director. General supervision is exercised over Contract Administration Managers, Assistant Contract Administration Managers, Purchasing Services Managers, and/or other lower-level personnel.

Education:

Six years of professional contract administration experience comprised of one or more of the following facets of contracting:

• Formal Competitive Bidding (IFB) in construction contracting, including pre-award contract requirements such as contractor due diligence, performance and safety evaluations, and administrative prequalification reviews; contract formation including contract development, advertising, evaluating bids, and recommending award; and post-award contract administration and compliance requirements including processing change order/amendments, stop notices, escrow agreements, and contract closeout.

• Formal Competitive Bidding Invitation for Bid (IFB) in Goods and General Services contracting.

• Procurement Development which includes analyzing requirements for complex acquisitions/projects to identify various procurement strategies and recommending the most appropriate method while complying with regulation and laws.

• Professional Services and/or Architectural and Engineering and contract administration, establishing evaluation criteria, evaluating proposals, chairing a selection panel, preparing a selection panel’s recommendation to award, de-briefing unsuccessful firms, preparation of contract terms and conditions, analyzing fee and overhead proposals, and negotiating contracts and administrative amendments.

The above experience must have included three years of supervisory experience that involved the development and administration of contracts supervising contract administration staff, of which one year must have included experience managing through subordinate supervisors.
