AIn the last quarter of 2015, we saw a dramatic increase in activity and sales agreed in Chelsea compared to the

rest of the year. In fact, October saw the highest level of viewings since the same time last year.

This may be due to a number of things including the fact that many vendors have begun to set asking prices reflecting the more subdued level of demand, as well as buyers adjusting their search to include the previous stamp duty changes introduced in December 2014.

The Chancellor’s latest announcement in the Autumn Statement of an extra three per cent payable on properties purchased as second homes or as a buy-to-let means many buyers will be looking to purchase a property before April. For this reason we are already starting to receive enquiries for people wishing to purchase a property in the New Year.

We expect a heightened level of sensitivity to pricing among buyers to continue, but properties priced correctly are the ones seeing the most activity and offers. According to data from the last six months, properties sold at an incrementally slower pace as the achieved price fell below the asking price.

Those properties that sold at a price close to the asking price received the most activity and interest which is something we predict to continue into the new year. This means that as long as properties are priced at sensible levels, we expect the first quarter of 2016 to be a busy one.

I understand what George Osborne was trying to do when he put an additional 3 per cent stamp duty rate on buy-to-let investment properties. No matter how you try to sugar coat it, buy-to-let is one of the main reasons we have a housing crisis.

Prior to 1996, when buy-to-let mortgages were introduced, few private individuals were landlords. If you were a landlord, you were typically subject to commercial lending rates meaning that only a fair few entered into the practice of letting property. By and large, you had either Peter Rachman at one end of the spectrum or large landowners like the Duke of Westminster at the other.

By the mid-Noughties, buy-to-let was touted as an alternative to pensions. As final salary pensions were phased out and people became responsible for saving for their own futures, property became a viable alternative. Property prices really began to take off after the introduction of buy-to-let mortgages and people could clearly see that they’d get a much better return on investment than they would in an increasingly volatile stock market.

Interest rates made cash savings equally unattractive but property not only provided capital appreciation but also delivered a tidy monthly income for most investors. You only have to read the Fame & Fortune column in one national newspaper to see that, in recent times, almost anyone with any nous has favoured property over any other investment vehicle as a path to riches.

Mortgage lenders could never have imagined what would be the eventual consequence of offering landlord mortgages to the masses. Almost one in five – a whopping 20 per cent – of private homes are now owned by landlords. Whereas once upon a time a couple would get married, sell their respective properties and move into a new home together, nowadays it is far more common for them to hold onto one or both properties and let them. Fewer properties are now coming up for sale and in May this year, the total number reached a 40-year low.

While it’s understandable that George Osborne wants to reverse this trend and make more private housing available to owner occupiers, he has failed to address the root cause of the issue. People are investing in property because pensions do not offer retirees sufficient sums for retirement. Make pensions more attractive and people will readily abandon property.

As it now stands, Osborne has only tackled the symptoms and not the disease.

London vs NYCThe value of luxury homes in prime central London’s top addresses is twice as high as their equivalents in Manhattan, on a square footage basis. But since Manhattan houses tend to be larger than those in London, the average cost of family homes is higher in New York City.

There’s a significant British expat population in New York and a vibrant American expat population in London, and the last year has seen a 7 per cent rise in London-based, high-net-worth investors seeking to buy prime residential property in New York.

These are findings of new research by London’s Beauchamp Estates and New York’s Leslie J Garfield. Marking a new transatlantic alliance between the two, the joint report analyses parallels and differences between the luxury property markets in both locations, using data from both firms with statistical analysis by Dataloft.

In square footage terms, the luxury market in London is typically twice as expensive as the Manhattan equivalent. The cost of a large family home in Knightsbridge averages £2194 per sq ft compared to £1196 on Upper East Side (South) in Manhattan. Average in Belgravia is £2031 compared to £826 on Upper West Side.

City of London averages £1263 per sq ft while the equivalent in Midtown,

Manhattan’s financial district, is £735. In St John’s Wood, the figure is £1535 compared to just £659 in Gramercy, its equivalent in Manhattan. In South Kensington, the average is £2027 compared to £875 in Central Village, Manhattan.

However, due to house and apartment sizes, a large family home on Manhattan’s Upper East Side (South) averages £8.1m compared to £6.94m in Knightsbridge. Midtown averages £3.78m compared to £1.27m in the City of London. Family homes in New York’s Central Village and Greenwich average £8.1m and £7.1m respectively, compared to £4.85m in South Kensington and £5.3m in Notting Hill.

There are notable exceptions. In London, the average price of a family home in both Belgravia (£5.9m) and Mayfair (£12.3m) is higher than Upper West Side (£4.9m) and Upper East Side North (£5.7m), the equivalent addresses in Manhattan. This reversal reflects the significant prices in Mayfair and Belgravia over the last two years, driven by new super-prime development and house projects.

In the last 12 months, typical London-based buyers have been looking to spend £3.29m to £3.95m on an apartment in Manhattan, preferably in new a luxury development. New York-based buyers looking for a home in London spend £4m to £4.1m.

The property market in 2015 operated

through the general election and its related property politics, a continuing adjustment to the increased stamp duty levels after the 2014 Autumn Statement and, at the end of the year, we had the announcement of another increase in SDLT for those buying additional homes.

Marylebone is a particularly popular area for people buying second homes, with these purchases making up 37 per cent of our transactions last year, so we expect many people will think seriously about the difference the extra three per cent of stamp duty will mean for them.

I doubt it will stop most from buying a second home altogether, but it may cause them to revise what they spend and the market may have to factor in any additional transactional costs.

Yet despite the tricky economic climate, some areas of prime central London still achieved some excellent individual results. Marylebone alone had its pounds per-square-foot records broken for both modernised and un-modernised mews houses, and new-build properties continued to achieve a premium over their period counterparts.

New-build developments in and around Marylebone are fabulous, such as The Mansion on Marylebone Lane, a boutique scheme of 22 stunning apartments, and the two larger developments of Chiltern Place and Centre Point. The standards of these buildings have become incredibly high, with fantastic facilities provided and impressive specifications, and these apartments are consistently popular as investments and homes alike.

We had a fairly busy December with some really committed buyers, which made for a positive end to 2015. Whilst the beginning of the year can often take a couple of weeks to really pick up, in Marylebone we were open between Christmas and New Year and so enabled those who wanted to continue their property search, or to start early, to do so.

Moving forward, we expect the market to remain fairly price sensitive over the short to medium term as it adjusts to the new SDLT rates, but I believe we will see continued interest in what prime central London has to offer, and transaction volumes will recover over the long term once the additional stamp duty is fully priced into the market.

The New Year is upon us – what changes are we likely to see, asks Jenny Knight

Knight Frank has revised its expectations for growth from 2016 from 4.5 to two per cent, saying that in prime London higher transaction costs will continue to weigh on activity and price growth as the market absorbs stamp duty.

Even so, Liam Bailey, Knight Frank’s global head of research, maintains an optimistic outlook: “The strength of the UK’s economic recovery, employment growth in London and the likelihood of continued low interest rates mean price growth will remain positive in 2016.”

Jackson-Stops & Staff says that the higher value markets continue to prove difficult as a result of the 2014 stamp duty rises. “There remains a stand-off between buyers and sellers as each remains reluctant to absorb the additional costs of the transaction,” says a spokesman.

However, they reckon that London may continue to hold its value thanks to the international high-net-worth buyers, looking to invest money in a safe haven.

Sandfords also notes that the property market in central London has cooled since the reforms to stamp duty in the autumn of December 2014.

Director Andrew Ellinas says: “The stamp duty changes towards the end of 2014 have depressed the market across the board in prime central London and forecasts for this year have altered in light of this. I predict that price increases in the prime central London market in 2016 will be modest with some areas experiencing growth and others seeing prices remaining fairly static.

“We have seen many potential vendors choosing to stay put and spend the money that would have been expended as stamp duty on a purchase in refurbishing or extending their present home. This is currently particularly evident with family properties, and something we should expect to see moving into the New Year. The biggest price band that has been affected is from £1.5m to £5m. For properties below the £1.5m mark the changes are not too onerous. For anything above £5m, purchasers have sufficient funds and are therefore not too bothered about a heavy stamp duty bill.

“Unless something significant happens that we cannot foresee, there will not be a crash, but the global economic outlook combined with tax changes in the UK and the perceived high current values will subdue demand. I do not anticipate sustainable growth returning until the third quarter of 2016.”

First boostLondon Help to Buy scheme will keep the wheels turning, reports Duncan FarmerNews in the chancellor’s Autumn Statement that he was going to slap a

three per cent stamp duty levy on buy-to-let property came on the same day that The Times ran a front-page headline suggesting interest rates were going to rise through the back door in an attempt to avert a boom and bust, particularly in the buy-to-let sector.

Mark Carney, governor of the Bank of England, had told MPs that a plan to make it more expensive for banks to offer certain types of loans was being considered. “Mr Carney admitted that the move would lead to higher interest rates because the costs would be passed on to borrowers,” said The Times.

Perhaps the opposite might now happen. If buy-to-let lenders are facing an additional tax of as much as £7,500, lenders anxious to attract new customers may, in fact, offer them better rates than they have been.

Whether the chancellor’s move, which is likely to start a stampede of investors looking to buy before the new duty is imposed, will eventually dampen the market is also unlikely. Landlords with a long-term view may well calculate that three per cent now on top of their other costs will be immaterial over the long lifetime of their investment.

Of far better news for buyers in London was the chancellor’s announcement of a specific Help to Buy scheme in the capital, which will offer first-time buyers who can scrape together a five per cent deposit, an interest-free loan for 40 per cent of the price of their new home.

This will not only make it far easier – and give them greater incentive – to save the £16,500, for example, needed as a deposit on the average first home in the borough of Lambeth, according to figures from Savills.

The interest-free chunk of the purchase price will reduce their monthly outgoings compared with borrowing the entire amount, thus making home ownership more affordable and a mortgage easier – in these difficult times – to obtain.

With first-time buyers now able to compete on a more level playing field with investors, the mortgage market may become more competitive and costs of borrowing therefore lower.

In any event, it is good news. Although London’s property market has relied heavily at the upper end on wealthy overseas buyers, like all markets it needs people at the bottom to keep its wheels turning.

Speeding up applicationsNationwide building society is planning to cut the amount of time it takes ‘intelligent’ applicants to go through the mortgage application, which was made far more tortuous under the Mortgage Market Review.

Graham Beale, the society’s chief executive, said: “We are trying to find a way to make sure we go through all of the affordability assessments we need to do, but in a way that is respectful of the understanding of the borrower. It is a combination of the way we have deployed the regulation, and maybe a refinement in the regulator’s thinking as well.”

He also believes that building societies should not have to pay the eight per cent corporation tax surcharge imposed on banks by the chancellor in the summer. Nationwide and other building societies have objected that they are not banks and did not cause the financial crisis, and so should not have to pay for a tax regime initially designed to show banks were repaying their debt to society and the government.

Mr Beale says building societies kept on lending when many banks were unable to in the wake of the financial crisis.

Loans growHomeowners continue to take advantage of historically low mortgage rates to remortgage. According to figures from the Council of Mortgage Lenders, 70,000 loans were granted in October, of which 41,000 were for remortgaging.

Net lending rose by £3.6 billion in the same month – the highest level since 2008 – and was about a fifth higher than a year before, suggesting that the pace of the market has picked up.

According to the Land Registry, house sales also rose in September, and the number of people paying exclusively in cash fell in favour of mortgages.

Rising starDavid Humphrey, a mortgage adviser at TSB, has won the Council of Mortgage Lenders’ Rising Stars award with a plan for a building bond, which would allow developers to use savers’ cash to build homes and pay far more than the low rates currently offered by building society deposit accounts, because they would be linked to house prices and underwritten by local and central government.

Dan Whittaker, a risk manager at Nationwide, proposed a rent to buy development scheme, under which tenants on new housing developments would be given a 100 per cent mortgage to buy their home after a period of renting it, and proving that they could afford the rent.

Last year’s winning plan has since become a reality, so there is a chance that Mr Humphrey’s proposal could soon do the same.

India invests in LondonThe strategic partnership established between the UK and India will provide significant growth opportunities for the London property market, reports Rescorp Residential.

Following the recent UK visit of India’s Prime Minister Narendra Modi, more than £9 billion in commercial deals has been agreed between India and the UK, with 1900 jobs created, which will further encourage property investment from Indian buyers looking to set up their businesses in UK.

Vic Chhabria, director of Rescorp Residential, said: “I strongly believe that the property market will benefit hugely from this historic partnership between the two countries, which is set to act as a catalyst for multi-million-pound investments into prime central London. Indians are set to become one the most important buyers from the emerging countries in the near future and this positive collaboration will mark the beginning of an exciting new chapter for both countries.”

London features at the top of the list of Indians hoping to buy property abroad, says Rescorp. The capital has retained its position as the most attractive economic powerhouse in Europe and is a global financial hub for investors worldwide. Indian buyers typically hold strong emotional, cultural and personal ties with the UK, whether they were educated here, have family in the country or fall into the ‘staycation resident’ category and visit London two or three times a year.

In the last five years, India-based and Indian diaspora buyers have become a leading force in the London residential property market, reports Rescorp. Over 70 per cent of the firm’s sales are to international buyers, with Indian purchasers consisting of the largest (50 per cent) overseas client group.

Industry figures calculate that in 2014 Indian buyers spent an estimated £1bn on London residential property, up from £450m in 2013 and £290m in 2010. For homes priced above £5m Indian purchasers are now the second largest overseas buyer group.

Change in buying strategiesTransaction volumes will rise in the first half of 2016 as buyer and vendor expectations continue to align, according to the latest forecasts from The Buying Solution.

Investors are also trying different strategies, says the buying agency. “The change in the buying habits of investors has been notable as they seek a number of smaller investments rather than one large one,” says partner Rachel Thompson.

“The family house market has also been hit hard by the SDLT changes. People who would have traded up or down around the £5m to £10m level simply find the cost of moving prohibitively

expensive, so instead decide to improve what they have and, where possible, extend.”

London remains a global city and many nationalities are waiting to invest, although the Russians are likely to remain absentees in 2016. “There is a lot of money coming from the Middle East, China remains wedded to the new build market, we have seen a return of the domestic buyer although these tend to me be more in prime outer London than prime central London,” says Rachel.

Price growth will remain positive in the New Year, reports Harvey Cyzer, head of Knight Frank Mayfair and St James’s

Prime central London property faced a number of headwinds in 2015. Despite the fact a year has passed since the Chancellor raised stamp duty for properties worth more than £1.1m, the consequences have only come into sharper focus in recent months.

The 2015 spring selling season was overshadowed by the general election and, after a seasonal lull in the summer, the autumn market was the first reliable test of sentiment since the stamp duty increase. Autumn is typically a more active time of year but the final months of 2015 were marked by a standoff between buyers and sellers.

Despite the apprehension around global economic events such as the China slowdown, and the fact some markets have experienced strong price growth in recent years, the standoff primarily comes down to the arithmetic of higher stamp duty rates. Buyers calculate it will take them longer to recover the extra stamp duty expense in house price inflation and expect a lower asking price, something vendors are not always willing to concede.

The number of exchanges in the three months to September 2015 was 18 per cent lower than the same period last year. Meanwhile, the number of new prospective buyers was 30 per cent down on the same period in 2014. As a result of this markedly higher price-sensitivity, Knight Frank has revised down its 2016 forecast for prime central London price growth from 4.5 to 2 per cent.

Despite the stand-off, there are signs some vendors have realised demand has cooked the stamp duty increase and where asking prices have come down the market is operating in a normal manner and tapping into underlying demand that remains resilient.

These market factors, combined with the mayoral election in May, will continue to weigh on demand during 2016. However, the strength of the UK’s economic recovery, continued supply constraints and the diminishing likelihood of a near-term rate rise mean price growth will remain positive this year.

Two citiesInner London boroughs are granting planning permission for more new homes than the all the surrounding Outer London boroughs put together, according to the latest London New Homes Monitor from Stirling Ackroyd.

In absolute terms, London’s 13 Inner London boroughs approved a total of 11,970 new homes throughout the first six months of 2015. By contrast, all 20 Outer London boroughs allowed just 7,960 new homes in the same period.

This means Inner London is granting permission for 50 per cent more homes in absolute terms than the whole of Outer London.

Andrew Bridges, managing director of Stirling Ackroyd, said: “London is becoming a tale of two cities. This is the best of times for those with a foot on the ladder and a share in prosperity. But we’re facing the worst of times for London’s aspiring first-time buyers.”

Spanning the top two floors of the Grade II listed Curzon art-house cinema building in Mayfair, this magnificent duplex penthouse is the former home of megastar drummer, record producer and entrepreneur Dave Clark – originally of The Dave Clark Five fame.

Islington Square aims to deliverIslington Square will see the former North London Royal Mail sorting and delivery centre transformed into a new neighbourhood combining restored Edwardian buildings with new-build elements.

Developed by Sager Group in association with Cain Hoy, the scheme will provide 263 homes, serviced apartments, new retail outlets, restaurants and leisure facilities – all centred on a new public boulevard.

The Royal Mail has now moved into a new state-of-the-art home on Eagle Wharf Road, near Regent’s Canal. With vacant possession last September, a new chapter for the Islington Square site has begun. Planning permission was granted in 2007 and 2012.

Islington Square promises to offer design-led living spaces, from high ceilings and loft-style living in the former sorting office to striking floor plans in the new-build apartments. One, two and three-bedroom homes will be available along with penthouses and maisonettes.

Giris Rabinovitch, CEO of Sager Group, said: “From Upper Street there will be two arcades leading to the public square, one of which will run through the central arches in the former general post office counter building on Upper Street, and the other next to The Mitre (the former pub).”

The development was unveiled to the public in December at a special preview evening before a free three-day Festival of Culture.

We often see a flurry of activity at the end of each year as people both rush to move in time for Christmas, or prepare their plans to move in the New Year. Over December we had quite a few families registering in advance of their planned move date in February, to scout out the area, decide upon the best roads, and view the types of houses that they’d hope to rent.

This is almost like the orientations that many relocation agents will do with their clients, spending a day getting a feel for the area and showing them the types of properties they could expect to rent. Instead of using these agents, however, a lot of families now seem to be doing this independently rather than through a third party.

Whilst the one and two-bed-flat tenants still seem to be looking for properties with more immediacy, especially in December with those who tried to move before Christmas, there is definitely a stronger sense of organisation among family tenants, who seem to be registering and starting their search earlier than usual.

Most are doing so with a view to moving into their homes a good 18 months before their children start at school to ensure they’re really settled, rather than the average of 12 months that it used to be. This was very much the case at the beginning of 2015, having let a flurry of family houses in the first two months of the year, and we expect it to follow the same pattern this year.

It’s an exciting time in this area at the moment with the high-profile redevelopment of the BBC Television Centre, on which our sales department are instructed. Although the official launch of the development is not until May (with completion starting at the end of 2017), by December over 175 apartments had already been sold.

There is strong demand from buy-to-let investors, and we expect to see a good deal of activity here once they are nearing completion. With this and other exciting developments, this area is definitely one to keep an eye on.

Catastrophic newsRents will rise following the Chancellor’s buy-to-let stamp duty surcharge, reports David Cox, managing director of the Association of Residential Letting Agents (ARLA)

The news in the Autumn Statement that the Chancellor will increase stamp duty tax on buy-to-let properties by three per cent in April is catastrophic for the private rental sector, especially following the recent changes to mortgage interest tax relief

and the annual wear and tear allowance. Increasing tax for landlords will increase rents and reduce property standards for tenants.

To make owning a buy-to-let property financially viable, landlords will need to pass on the increased stamp-duty costs to tenants, who will in turn see less spent on maintaining their property and, of course, see increased rents.

The changes will also deter new landlords from entering the market, pushing the gap between dwindling supply of available property and growing demand even further apart, which will also – in turn – push up rental costs.

The capital, where demand is so strong and the 2014 stamp duty changes hurt rather than helped, will see tenants having the greatest burden to bear.

Try before you buyDating back to 1792, a Hans Place townhouse once owned by the Earl of Suffolk was designed by illustrious architect Henry Holland, also known for his work on the Marine Pavilion in Brighton.

Holland designed the entire master plan for Hans Place, on the Chelsea-Knightsbridge border. An octagonal shape of residential houses and apartments is set around a garden square, just around the corner from Harrods.

Henry Howard, 19th Earl of Suffolk, bought the townhouse in 1904 and added an Edwardian Wing complete with a wood panelled library – originally used as a billiards room – and a large guest bedroom. Still intact, the wing now features a spectacular double drawing room and library.
