1. Call to order: Robert Ray, Chairman, 6:00 PM !2. Examine Packet

3. Scott Morgan on the bikeways project- Rep for the Bikeways project Bikes and

pedestrians and he is in the advisory committee B PAC Corner? Lots of things are going on with both in Central Oregon. 97 Corridor, raising community awareness, will be at frontier days to give out info- organized rides and the 10K steps a day on the path that goes up past Bi Mart and back, health and safety. Fixed bike stations are popping up in CO and people can get their minor repairs. The La Pine Sunriver Trip Jim Stone in Sunriver is in the 20 year plan. Take pictures of the route and post. !

4. 150 acre goals and bike trails discussion, cement Skate Park to be on agenda for Board retreat and the parks in general board policy??? 5 acres and 150 acres on the agenda. !

1. Call to order: Robert Ray time: 6:15 PM 2. Quorum was reached. Robert Ray, Joel Brader, Sharon Walling, John Wurst, Arlo

Fertig. Staff present: Karen Miller General Manager, Mary Thorson, Bookkeeper, Teri Myers, Recorder, Tricia Tompkins, LPRD receptionist. Guests: Karen Ward, City Councilor, Tom Bradler, Don Greiner, Scott Morgan, Ron Lewis, Rick Allen

3. Pledge of allegiance 4. Acknowledgement of agenda? John wants to add the possibility of recording the

minutes. See new business. John wants the minutes right away. John wants to review the procedure for putting things on the agenda. (send out in advance to Robert and Teri) Public comments

5. Minutes from January 13th: John moved and Arlo seconded that the minutes be accepted as submitted with one change about Tom Bradler and the motion passed.

6. Financials: Mary reported that we have a balance of $141474.06 left. On Community $14741.71 and Rosland, $7953.62 LEFT and the Checking balance: $106,360.36 John asked about the 3 pages of the report saying we are over budget. Are we going to the end of the year and find ourselves with a deficit? No.

The goal is to have Carry over because of changes in salary. Karen explained that we are right in line, not over budget. At this time we are a part of one percentage point over, but we will catch up and show that there is a carry-over balance before the end of the fiscal year.

7. ED Report a. Karen went to La Grand- Stu the director of parks- She saw the parks and

found out about the grants they have, Trailblazer program there. Staff, hours and other similar problems. Levy ideas and trail systems.

b. Cinda Evans is the new person from Experience Works: and she is working with COIC to get help with staff.

c. Grants: Adult Ed priority, bikes, State Parks planning grant, Bruce focusing on adult Ed.

d. Sat for Pickleball and Sun for archery is revving up. e. Summer camp will be Adventure Days- Eagle Scout programmer 9 days f. Board Retreat- June 6th Crescent Creek Clubhouse. g. Rec’d one resume for the LPRD Student Board Position- is already a

volunteer he will come to the next meeting. March 10 h. Move the board date in April 21st? Done i. Reviewing paper work: Teri is helping Karen and Tricia to restore the files

about the property. j. Karen is finishing 100 credits and has 81 left to go has 3.87 GPA Eastern

Oregon University. (Q John) 8. Committee Reports:

a. 5 for 5 meetings next Economic Development on Feb 26th

b. John- can he still contact Sarah Kelly from Corps of engineers for a change in land designation. Yes. John can also check on funding for the well for the land- not water rights?

c. Finley Butte will be included in the well permit for more wells at the park for the baseball fields.

d. Skate Park: Caleb O’Neill and Lane Lee were here to rep the skaters. Sharon would like to make them Skateboard ambassadors to handle the park and referrals and please sign in for volunteers and they get new go cam videos for the LPRD. Indigo-go site to raise funds. We are getting the plans done for the Cement Park and are asking $35 per square foot as a donation and get a Tee-shirt, too. April 18th for breakfast? Email from Laurie for Liquid Stone Designs: are we going to use the 5 acres. She needs a plot map. Sand volley ball, Pickleball courts, we have talked about moving it. She said Principal Montgomery will keep an eye on it. Deluca wants it closer to the LPRD where the John C Johnson building is another location. Brian wants a cross country track around the perimeter. Designer wants to have the design done by the breakfast. There will be a Class at the LPHS for doing a park from start to finish. Todd Allen wants to put another 5 feet for the rail, benches and other additions there at the present

site. Tickets at the Crab Feed? Ken will get the dunk tank again for Frontier Days. Calendar for 2016? Karen said we have a good relationship with the sheriff who wants it in visible sight lines for deputies. Karen also mentioned that the park at La Grande is not in an open space and they have a lot of vandalism. His recommend was to have it out in the open so??? We need a master plan with all of the others. Running track, other projects and the cement park can we dovetail the ideas together? Graffiti does not hurt. It is not the skaters. John says he supports Sharon- need a master plan and she should be encouraged to get the design. Sharon does not want to lose the momentum. Arlo said we need to make some progress. John says cut the trees down on the school property and open up the view to the 5 acres. If the boys see anything they need to report it. Sheriff went by. Nancy said get the kids involved art student who design the way the painting looks. Sharon needs coffee cans from Karen. (For Skatepark donation cans). Boys also want to give skateboard lessons this summer. Karen will check on it with SDAO. Sat the 21st of March she would like to have a meeting at LPCC. Karen will check with BO. We need a footprint design and discuss in the retreat. Development of the park in the city will cost a bunch. (100K per foot?) Sewer, water and road costs it is a city hard cost. City will require Site plan with an engineer to address the issues. Student representatives, Laine Lee [email protected] and Caleb O’Neill [email protected] are the new ambassadors per a consensus of the board. d. Carole: March 18th Bob Shaw is coming and spotted frog class in the

fall. 9. Old Business:

a. Levy update: Robert has been talking about postponing the levy until spring of 2016.

10. New Business: a. Audit CPA- Mary and Karen answered the questions and the auditor will b. Board retreat on June 6th

c. Robert and Arlo will review Karen d. Recording of the minutes e. John moved and Joel seconded to direct the director to require the

equipment to record the minutes for the board meetings. John in favor and the others, Sharon, Joel, Arlo and Robert voted against.

f. Karen said that the restroom locks and security cannot be used for the restroom. They are designated funds. The roof doors and roughed in plumbing is complete.

g. Sharon- if and when the skaters give lessons and they will solicit for knee pads and helmets to use at the LPRD.

h. Karen thanked the board for booking actual appointments and she explained that on Fridays they will be open from 9-1. It will cut costs and energy $ to further cut. 2 staff will be here from 9-1. She will rotate the staffs into the Friday slot.

11. Adjournment: 727 PM. March 10, 2015 at 6PM. The date for April will be on the 21st. Teri will publish the change of date. !
