GENEVA, 29 Oct — The Swiss government has laidout the details of proposals to ban or severely restrictassisted suicide as part of plans to tackle “suicide tour-ism”. More than 100 Britons with terminal or incur-able illnesses have used the Swiss centre Dignitas tokill themselves.

Justice Minister Eveline Widmer-Schlumpf hascalled for organisations like it to face stricter controls.

The proposals will now be subject to consultation, with a draft law due to be sent to parliament inMarch.Ms Widmer-Schlumpf said groups like Dignitaswould face prosecution if the proposals are passed intolaw and they do not comply.

As part of the proposals, patients would have toprovide two separate medical opinions proving thatthey have a terminal illness and are expected only tohave months to live. Those who are chronically or men-tally ill would find it more difficult to get help in end-ing their lives. Ms Widmer-Schlumpf said: “We haveno interest, as a country, in being attractive for suicidetourism.” —Internet

“What’s needed to

LA homelessnessdeclines despiteeconomic crisis

LOS ANGELES, 29 Oct— The homeless populationof Los Angeles fell sharply during the past two years,a study released on Wednesday found confoundingexpectations that the recession would drive more peo-ple into the city’s streets and shelters.

Some credit went to better programmes to keeppeople off the steets, but experts say the worst eco-nomic slump sine the Great Depression may also haveplayed a role as rents declined and created more af-fordable housing.

Others disputed that notion asserting that recentwaves of foreclosures invariably drive more peopleinto homelessness.—MNA/Reuters

Russia warned aboutHIV epidemic

MOSCOW , 29 Oct — A top international HIV/Aidsexpert has told the BBC that the epidemic in Russia isnow out of control.

Robin Gorna, head of the International Aids Soci-ety, urged Russia to do much more to prevent the spreadof HIV among an estimated two million drug users.

Ms Gorna was speaking ahead of a major interna-tional conference on Aids which is taking place inMoscow.

It is believed there are now at least a million peo-ple infected with HIV in Russia.

This represents a dramatic increase over the pastdecade.

The vast majority are people under the age of 30.Most were infected because they share needles for in-jecting heroin.

According to some estimates, there are almost twomillion intravenous drug users in the country - the re-sult of the large quantities of heroin flowing from Af-ghanistan into Russia.

SINGAPORE, 29 Oct—The Singapore economy isexpected to grow gradually, with gross domesticproduct (GDP) growth in 2010 expected to be lowerthan previous post-recession periods, local mediareported on Thursday.

The Monetary Authority of Singapore (MAS) saidin the Macroeconomics Review that compared to sixmonths ago, the outlook for the second half of 2009and for 2010 is “markedly more optimistic,” addingthat the GDP growth in 2010 will likely shift to a moresustainable trajectory, underpinned by a modestturnaround in final demand in Singapore’s key externalmarkets, local broadcaster Channel News Asiareported.

There remain concerns about the resilience ofglobal demand, given the lingering weakness in thefinancial sectors and labor markets of developedeconomies.

The MAS added that Singapore’s job creationcould be modest in 2010 as the relatively small joblosses resulting from this downturn means that firmsmay be carrying surplus labour. It also expectsinflation here to come in at around 0 percent in 2009,before rising to 1 to 2 percent in 2010. Dieting ‘keeps diabetesat bay’

WASHINGTON, 29 Oct —A period of careful eatingand regular exercise can stave off diabetes for a dec-ade, a study suggests.

US researchers followed up nearly 3,000 overweightpeople who had taken part in a three year diabetes pre-vention programme.

The group had initially been divided into three —assigned either to a diet and exercise programme, thediabetes drug metformin or a placebo.

The Lancet report notes it was the dieters whoreaped the most benefit.

All three groups were given access to ongoing life-style coaching once the initial three year trial hadended.

That trial, carried out by the US-based DiabetesPrevention Program Research Group, had shown a dietaimed at achieving 7% weight loss, combined withhalf an hour of exercise five days a week, reduced therisk of developing Type 2 diabetes by 58% comparedwith the placebo group.

The group on metformin, a drug which has beenused to treat the condition since the 1950s, saw theirrisk decline by nearly a third.

Globalization: Diseasesspreading from humans to

animals, study findsSCIENCE DAILY, 28 Oct—Globalization and

industrialization are causing diseases to spreadfrom humans to animals, a study has shown.

Researchers from The Roslin Institute of theUniversity of Edinburgh have shown that a strain ofbacteria has jumped from humans to chickens.

It is believed to be the first clear evidence ofbacterial pathogens crossing over from humans toanimals and then spreading since animals were firstdomesticated some 10,000 years ago. The studyidentified a form of the bacteria Staphylococcusaureus — of which MRSA is a subtype — inchickens, and found that the bacteria originallycame from humans. Genetic testing showed thatthe bacteria crossed over from one species toanother around 40 years ago, coinciding with amove towards intensive poultry farming practices.

In comparison to the corresponding form ofStaphylococcus aureus in humans, which wasisolated to one geographical area, the strain inchickens was spread across different continents.

Infectious diseases in chicken flocks are amajor economic burden on the industry and thespread of bacteria from humans to chickens couldhave a huge impact on poultry farming. If bacteriaare also shown to be crossing over from humans toother livestock then there could be an impact onfood security.—Internet
