LYLE STEWART TO STEP DOWN AS AGRICULTURE MINISTER
Lyle Stewart announced August 9th he will be stepping down as Saskatchewan’s Minister of
Agriculture to focus on his battle with cancer. Stewart will remain as MLA for Lumsden-Morse.
“I was recently diagnosed with colorectal cancer and will be undergoing several months of pretty
aggressive treatment,” Stewart said. “Agriculture is a very important portfolio in this province
and it has been a tremendous honour to serve as Saskatchewan’s Agriculture Minister under two
great Premiers over the past six years. However, given my current circumstances, I didn’t feel I
would be able to give that position the attention it deserved, so I have asked Premier Moe to
appoint a new Minister.”
Premier Scott Moe said he is sad to lose Stewart from cabinet, but his first concern is for
Stewart’s health.
“First and foremost, Lyle Stewart is my friend, so the most important thing is for him to deal with
his cancer,” Moe said. “Everything else is secondary. Lyle has been a great Agriculture Minister
and I want to thank him for everything he has done for the ag industry in our province.”
Moe said he expects to name a new Agriculture Minister next week. Stewart will remain as
Agriculture Minister until a new Minister is appointed.

BUILDING STRONGER COMMUNITIES ACROSS SASKATCHEWAN WITH FEDERAL GAS TAX FUND
Investing in modern, efficient public infrastructure is key to promoting economic growth,
strengthening the middle class and developing healthy sustainable communities.
The Government of Canada has delivered the first of two, more than $30.9 million, instalments of
the federal Gas Tax Fund (GTF) to Saskatchewan for the 2018-19 fiscal year. In total, the province
will be provided with more than $61.9 million within that period.
The GTF is a long-term, indexed source of funding that supports local infrastructure projects
across the province each year. Some planned projects funded this year include installation of
culverts in the Rural Municipality of Pleasantdale No. 398, construction of a new skating arena in
the Town of Assiniboia, and expansion of a water treatment plant reservoir in the Town of
Strasbourg. Local roads and bridges, sport infrastructure and drinking water are only three of the
18 project categories eligible for funding under the program. This wide range demonstrates the
flexibility of the GTF in allowing communities to direct their allocations to their most pressing
local needs.
"Local governments know best what their communities need and the Government of Canada is
proud to deliver stable, long-term funding that they count on to develop and maintain their public
infrastructure," Minister of Infrastructure and Communities François-Philippe Champagne
said. "By investing in our communities, the Government of Canada is promoting economic
growth and environmental sustainability, strengthening the middle class and helping ensure all
Canadians have access to the opportunities they need to succeed." "The Government of
Saskatchewan is proud to play a role in administering the federal Gas Tax Fund program, which
invests in municipalities across our great province," Government Relations Minister Warren
Kaeding said. "This federal funding allows local governments to put infrastructure funding
toward projects to best serve their communities and citizens."

INVESTMENT OF $3.6 MILLION FOR NORTH WEST PROVINCIAL PARKS
The Government of Saskatchewan is investing over $11 million in facility and infrastructure
improvements throughout provincial parks in 2018-19, including nearly $3.6 million for parks in
the province’s North West.
“Our facilities and infrastructure are an important part of our visitor’s overall park experience,”
Parks, Culture and Sport Minister Gene Makowsky said. “In the North West region, the
improvements being made will help ensure park safety, increase accessibility and convenience,
while continuing to make our parks enjoyable places for families.”

OVARIAN CANCER WALK OF HOPE SEPTEMBER 9TH
The local Ovarian Cancer Canada Walk of Hope organizing committee invites you to attend the
country’s largest event to direct all awareness and fundraising to the most fatal women’s cancer.
One out of every two Canadian women diagnosed with ovarian cancer does not live to see
another five years. Shockingly, survival rates haven’t improved in decades. This group does so
much great work and they count on your support.
The Walk is a special occasion that brings people together to empower one another, support one
another and demand better for women living with ovarian cancer. To date, participants have
raised more than $25.2 million, and we aim to reach $26.7 million in 2018. These funds support
live-changing programs and urgently needed research.

along the route! The walk will take place September 9 at 9:00 AM at Windy Acres (John Arcand
Fiddle Fest Grounds) in Saskatoon.
DAIRY QUEEN MIRACLE TREAT DAY IN SUPPORT OF THE JIM PATTISON CHILDREN'S HOSPITAL
Dairy Queen locations across our city and province once again brought communities together to
support the Jim Pattison Children's Hospital. On Miracle Treat Day, every blizzard treat sold
across Saskatchewan was donated to help kids have better access to health care.
I was pleased to stop at the Dairy Queen where my daughter Paige works. I was joined by
colleagues Laura Ross and Warren Steinley. August 9th marked the 16th annual Miracle Treat
Day at all 44 Dairy Queen locations throughout the province.
The Children's Hospital is 87 per cent complete and with the continued support of Dairy Queen
and all of you that supported this worthwhile cause (while enjoying a great treat), we look forward
to the hospital opening soon!
CONSTRUCTION UNDERWAY ON HIGHWAY 4 PASSING LANES
$10 million of construction is underway on two sets of passing lanes on Highway 4 between North
Battleford and Cochin.“With a number of lakes and the growing economy in the area, these
passing lanes will improve safety for travellers along Highway 4,” Highways and Infrastructure
Minister David Marit said. “As construction work progresses, please respect the work zone,
follow the posted signage and slow down.”
Traffic volumes for the stretch of Highway 4 between North Battleford and Cochin range from
3,700 to 6,900 vehicles per day.
“We know the construction period will be an inconvenience when travelling between Cochin and
the Battlefords, but it will be short-term and will ultimately prove to be a benefit to all especially
those of us who frequently make the trip,” Cochin Mayor Harvey Walker said. “With Cochin Days
this weekend, there will be more traffic on the road than usual and we urge everyone to drive
carefully so as to arrive safely.”

REPORT FROM THE LEGISLATURE
After two years of telling us that a carbon tax would not affect Canada’s competitiveness and hurt
our economy, the federal government has finally admitted that it will.
The Trudeau government recently announced that they will now reduce the amount of tax
companies are required to pay on their greenhouse gas emissions.
This new, watered-down carbon tax scheme is still a carbon tax that does nothing for the
environment, reduces jobs, and takes money from families.
In March of 2016, the Prime Minister said he would be willing to work on climate change with
Canada’s premiers “in the spirit of co-operation and collaboration”. A few months later, his
government announced that they would be imposing a carbon tax on every province in Canada.
Today, two or perhaps three provinces are actually in compliance with the federal carbon-pricing
plan; Ontario has now joined Saskatchewan in challenging Trudeau’s carbon tax in court; and a
number of the remaining provinces and territories will not be in compliance.
We accept that climate change is happening, and humans are contributing to the warming of our
planet. We’re fighting the carbon tax because a carbon tax doesn’t work. No jurisdiction in the
world has imposed a carbon tax and seen a reduction in greenhouse gases because of that tax.
A made-in-Ottawa carbon tax will impact Saskatchewan’s economy to the tune of $1.8 billion
annually while only marginally reducing carbon emissions. It is our intent to fight this tax with
every means at our disposal.
Our court challenge has moved forward with the filing of our constitutional argument. It is our
position that under the Canadian constitution, provinces are sovereign in their assigned areas of
jurisdiction. Therefore, the federal carbon tax is constitutionally illegitimate because it applies
only in provinces that have not exercised their own jurisdiction in a way that the federal
government thinks they should.
It is our position that the federal government has no constitutional authority to second guess
provincial decisions with respect to matters within provincial jurisdiction, yet that is exactly what
the federal government is attempting to do by imposing a carbon tax only in certain provinces,
like Saskatchewan, based on their evaluation of provincial climate change and carbon pricing
policies.
A new poll by The Angus Reid Institute shows overwhelming support for Saskatchewan’s court
challenge of the Trudeau carbon tax. 88% of Saskatchewan people – and 72% of all Canadians –
support our government taking the federal carbon tax issue to court. Unsurprisingly, the move to
challenge federal jurisdiction receives near unanimous support here in Saskatchewan.
We have always said that the provinces should decide for themselves what works best when it
comes to addressing climate change. The federal government would be well advised to take a
step back, reassess, and reconsider its one-size-fits-all carbon tax. It’s time to give the provinces
the freedom to develop climate change policies that actually work, without a federal carbon tax.

symptoms such as increased coughing, throat irritation, headaches or shortness of breath.
Children, seniors, and those with cardiovascular or lung disease, such as asthma, are especially
at risk.
NOMINATE SOMEONE TODAY FOR THE PROVINCE'S HIGHEST HONOUR
Lieutenant Governor W. Thomas Molloy announced nominations will be accepted until November
1, 2018 for the 2019 recipients of the Saskatchewan Order of Merit.“The Saskatchewan Order of
Merit enables us to recognize our most outstanding citizens,” Molloy said. “Our province is full
of committed individuals who have made our home a better place. I encourage everyone to
consider nominating a deserving person for our highest honour.”
The Saskatchewan Order of Merit was established in 1985 to recognize excellence, achievement,
and contributions to the cultural, social and economic well-being of the province.
Previous recipients have come from diverse backgrounds and have made contributions to the
arts, business and industry, agriculture and volunteer service.
Nominees must be current or former long-term residents of Saskatchewan. Any individual or
group can submit a nomination, but the nomination must be for an individual, not an
organization. Posthumous nominations are accepted within one year of an individual’s date of
death.
The recipients of the Saskatchewan Order of Merit will be invested by the Lieutenant Governor at
a ceremony in the spring of 2019.

SWIMMING AND WADING IN THE SOUTH SASKATCHEWAN RIVER
The Saskatoon Fire Department acknowledges that residents and visitors are looking for a place
to cool down in the summer’s heat and might choose the river. If that is the case, we would like to
stress the importance of doing so safely. The Saskatoon Fire Department cautions the community
of the dangers associated with using the South Saskatchewan River.
As per City of Saskatoon Bylaw No. 4433, swimming in the South Saskatchewan River is
prohibited within City limits. Wading, which is the act of walking through a body of water, is
permitted unless otherwise posted.
Any large body of water offers an inviting environment to cool down in the summer; however, the
underlying functions of the South Saskatchewan River, including strong currents and barriers to
alter the flow of water, can result in a potentially dangerous situation. It’s important to remember
that the South Saskatchewan River is unpredictable, and that the shore’s edge and riverbed are
considered extremely unstable. Obstacles and discarded debris pose an additional threat to those
choosing to use the river for recreational purposes.
Engaging in the consumption of drugs and/or alcohol when in or around the river presents an
increased risk to one’s safety. These substances are capable of influencing your ability to
function, and can therefore increase the likelihood of a water-related emergency.
The South Saskatchewan River can pose a significant danger when a lack of care and
consideration is given to following safe practices around the river. Remember to always be
cautious near larger bodies of water.
In an emergency, call 911 immediately.
DOUBLE DINO BIRTHDAYS!
The Royal Saskatchewan Museum (RSM) is celebrating Double Dino Birthdays this August as
Regina’s beloved T.rex, Megamunch, will be sharing birthday celebrations with Scotty at the T.rex
Discovery Centre in Eastend.The Friends of the Royal Saskatchewan Museum invites everyone to
join in the celebrations. Megamunch will be turning 65,000,032 years old, while his big little sister
is turning 65,000,027. That puts them both in the Cretaceous Period, a time when dinosaurs
roamed freely over southern Saskatchewan.
“Thanks to the Friends, Megamunch’s birthday party has become an eagerly anticipated summer
event in Regina, while in Eastend, the T.rex Discovery Centre will be celebrating Scotty’s
discovery 27 years ago and her unveiling in the museum gallery in 2013,” Minister of Parks,
Culture and Sport Gene Makowsky said. “This double birthday brings T.rex fans and museum
lovers together to celebrate these magnificent creatures and our official provincial fossil.”

LEGAL SERVICES TASK TEAM RELEASES FINAL REPORT Released on August 14, 2018The Legal Services Task Team, appointed in 2017 to examine the
possibility of allowing non-lawyers to provide some legal services, has released its final report.
The Task Team was a joint project headed by the Ministry of Justice and the Law Society of
Saskatchewan. It brought together 11 members, each with a different background relating to
legal services. The report includes a number of recommendations on how the regulation of legal
services can be changed to improve the provision of legal services and access to justice in the
province.
“I would like to thank the members of the Legal Services Task Team for their hard work on this
report,” Justice Minister and Attorney General Don Morgan said. “I look forward to reviewing
their recommendations and working with the Law Society on any potential changes they would
like to see for their profession.”
