The Planning and Development Committee presents its eleventh report of 2015 from its meeting held on September 21, 2015, and recommends:

PDC-0055-2015 That the Report dated August 28, 2015, from the Commissioner of Planning and Building recommending approval of the applications under File OZ 13/009 W9, Meadowvale Islamic Centre, 6496 and 6508 Winston Churchill Boulevard, west side of Winston Churchill Boulevard, north of Battleford Road, be adopted in accordance with the following:

1. That notwithstanding that subsequent to the public meeting, changes to the application have been proposed, Council considers that the changes do not require further notice and, therefore, pursuant to the provisions of subsection 34(17) of the Planning Act, R.S.O. 1990, c.P.13, as amended, any further notice regarding the proposed amendment is hereby waived.

2. That the City initiated Official Plan Amendment to amend Mississauga Official Plan from "Office" to "Residential - Low Density II" for 6496 Winston Churchill Boulevard, be approved.

3. That the application to change the Zoning from "Rl" (Detached Dwellings - Typical Lots) and "D" (Development) to "RM2-Exception;, (Place of Religious Assembly) to permit site specific zone standards to allow a two (2) storey place of religious assembly and associated required parking in accordance with the recommended zoning standards described in Appendix 6 of this report or to permit detached and semi-detached homes in accordance with the "RM2" base zone standards, be approved subject to the following condition:

(a) That the applicant agree to satisfy all the requirements of the City and any other commenting agency concerned with the development.

4. That the decision of Council for approval of the rezoning application be considered null and void, and a new development application be required unless a zoning by-law is passed within 18 months of the Council decision.

The Planning and Development Committee presents its twelfth report of 2015 from its meeting held on October 5, 2015, and recommends:

PDC-0056-2015 That the Report dated September 15, 2015, from the Commissioner of Planning and Building recommending approval of the applications under File OZ 13/001 W6, Southlawn Developments Inc., 630 - 670 Courtney Valley Road, be adopted in accordance with the following:

1. That City Council direct the City Solicitor, representatives from the appropriate City Departments and any necessary consultants to attend the Ontario Municipal Board hearing on the subject applications in support of the recommendations outlined in the report dated September 15, 2015, that concludes that the proposed official plan amendment and rezoning are acceptable from a planning standpoint and should be approved subject to the provisions outlined in Appendices 9 and 10.

2. That City Council provide the Planning and Building Department with the authority to instruct the City Solicitor on modifications to the position deemed necessary during or before the Ontario Municipal Board hearing process, and if necessary, enter into minutes of settlement related to the appeals on the subject lands in accordance with the recommendations of this report.

PDC-0057-2015 That the report dated September 15, 2015 from the Commissioner of Planning and Building regarding the applications by Orlando Corporation and Stevron Holdings to permit retail commercial uses and the existing warehouse/distribution centres and gas recovery building under File OZ 13/003 W6, at 5855 Terry Fox Way, and 950 Plymouth Drive and 850 Matheson Boulevard West, be received for information, and notwithstanding planning protocol, that the Recommendation Report be brought directly to a future Council meeting. PDC-0058-2015 That the Report dated September 15, 2015, from the Commissioner of Planning and Building recommending approval of the applications under File OZ 12/007 W7, Baif Developments Limited, 180 and 190 Webb Drive, be adopted in accordance with the following:

1. That the application to amend Mississauga Official Plan from Residential High Density to Residential High Density - Special Site to permit horizontal multiple townhouse dwellings in addition to apartments, be approved.

2. That the application to change the Zoning from D (Development) to H-RA5-Exception (Apartment Dwellings - Exception) to permit a 25 storey apartment building and 3 storey horizontal multiple townhouse dwellings be approved subject to the following conditions:

(a) That the applicant agree to satisfy all the requirements of the City and any other external agency concerned with the development.

(b) Prior to the passing of an implementing zoning by-law for residential development, the City of Mississauga shall be advised by the School Boards that satisfactory arrangements regarding the adequate provision and distribution of educational facilities have been made between the developer/applicant and the School Boards for the subject development.

3. That the "H" Holding symbol is to be removed from the H-RA5-Exception (Apartment DwellingsException) zoning applicable to the subject lands, by further amendment, upon confirmation that the applicant has:

(a) Made satisfactory arrangements with Enersource for connection to a new proposed hydro substation on nearby lands;

(b) Delivered an executed development agreement and servicing agreement in a form satisfactory to the City of Mississauga including, but not limited to, the following:

(i) The design of Webb Drive abutting the property; and (ii) Detailed landscape plans for the unopened Palgrave Road right-of-way.

4. In the event these applications are approved by Council, that staff be directed to hold discussions with the applicant to secure community benefits, in accordance with Section 37 of the Planning Act and the Corporate Policy and Procedure on Bonus Zoning, and to return to Council with a Section 37 report outlining the recommended community benefits upon conclusion of the discussions.

5. That the decision of Council for approval of the rezoning application be considered null and void, and a new development application be required unless a zoning by-law is passed within 36 months of the Council decision.

Whereas Toronto, Mississauga and other major Ontario Centres continue to strive for fair and

equitable regulations that will both protect a legitimate industry and benefit consumers;


Therefore be it resolved the Mayor of Mississauga request the Premier of Ontario to undertake a

study within the appropriate ministry, resulting in a basic set of principles which individual

municipalities can then use to formulate regulations for Transportation Network Companies within

their jurisdictions.

We found the Mayor's remark to be inflammatory, leading to accusations that the residents of Meadowvale had a racist purpose or similar hidden agenda. Mayor Crombie's actions ignited an issue that was not present. Mayor Crombie has a history of making such egregious claims as evidenced in a mayoral election debate published on YouTube on October 14th 2014, Bonnie Crombie is quoted as stating, "and anybody who says it doesn't fit with the character of the neighbourhood is a racist and I stand with you and we're gonna fix the parking problem".

We, the undersigned, hereby submit this petition for Council's consideration for the purpose of: Our objection to the offensive comments made by Mayor Bonnie Crombie in the City Council meeting of September 21st, 2015. We found the Mayor's remark to be inflammatory, leading to accusations that the residents of Meadowvale had a racist purpose or similar hidden agenda. Mayor Crombie 's actions ignited an issue that was not present. Mayor Crombie has a history of making such egregious claims as evidenced in a mayoral election debate published on YouTube on October 14th 2014, Bonnie Crombie is quoted as stating, "and anybody who says it doesn't fit with the character of the neighbourhood is a racist and I stand with you and we're gonna fix the parking problem".

Once this has been completed, a report summarizing the development and the comments received will be prepared by Planning staff and presented at a Public Meeting.

Notice of the Public Meeting will be given in accordance with the Planning Act requirements.

A recommendation on the application will not be presented until after the Public Meeting and all technical comments have been received.
