2 Summary

2.1 Kick-off meeting

The kick off meeting was organised by the applicant and took place in Thessaloniki, Greece. It lasted 2 days and entailed the following issues:

- Exchange experiences about partners’ institutions capacity and structure, fields of education, teaching methods, research areas and students’ involvement in research and laboratory activities.

- Discussion on the aims and objectives of the project in order to set the basis for the work to be done and an effective collaboration.

- Agreement on the methodology to be followed in the first steps of the networking activities.

- Other decisions related to all activities dates

The 2 days training mission is aiming to present to the participants the current Hellenic SWM

ACP-EU Cooperation Programme in Higher Education (EDULINK)

situation. During training mission several presentations and site visiting took place.

The Hellenic SWM country-status will be presented to the participants by AUT partners while training missions will be organised to SWM facilities i.e. packaging waste recycling facilities, sanitary landfill, etc. operated near Thessaloniki. In the frame of these visits, workshops will be organised with each facility’s operator so that foreign partners will have the chance to discuss on various technological, operational and economical aspects.

In parallel, the APR partners will have the chance to present the SWM status in their country, to discuss their main problems and concerns, as well as all the most critical issues that need to be solved and/or upgraded in their country.

- Mauritius is a small island with 1,000,000 population and 800,000 tourists/year.

- We import almost everything, except for sugar cane.

- Mainly US companies make investments in the country while the textiles companies are relocating back.

- About 1200 t/d mixed waste are collected from private companies all over the country, compacted at the transfer stations and transferred to sanitary landfills.

- Yet, wastes from the southern areas are not transferred to landfills via the transfer stations.

- The above procedure started in 1994. Before 1994 there were open dumps in the country.

- In-situ incineration takes place in every hospital of the country. However, the staff is not well educated-no technical knowledge.

- The recycling of materials (e.g. paper, aluminium, etc.) is not cost efficient due to the economy of scale as the Material Recovery Facility (MRF) has small capacity.

- The University of Mauritius (UoM) collaborates with several universities all over the world.

- The UoM runs an MSc course in Sustainable Energy, organised by Sweden.

1.5 Sankoh: Presentation of the institution/country

- 6,000,000 population in Sierra Leone (SL), 1.250.000 in Freetown (the capital).

- The civil war was ended in 2002.

- Most of the mining companies already run in the country originated from the UK and Sweden.

- Only 74 t/d of wastes are collected from the whole country.

- We face problems with acidity of water that is transferred from ponds to other ponds. Sankoh has proposed a solid wall to be built around the ponds.

- We also face the problem of scavenging in hospital wastes among other wastes.

- Deforestation. Still a problem in S.L.

- Courses related to waste management (WM) run in the University of Sierra Leone (USL). Sankoh is the one and only academic staff in these courses. Therefore, there is a need for international experts on WM to teach the modules.

- The international partners in research projects in the USL come usually from the UK, such as Portsmouth, the British Council and other.

Karagiannidis: Are most of the partners from the UK?

Sankoh: Yes. We have a big number of scholarships from the UK (University of Durham, etc.) while most of the professors of USL are trained in the UK. This moment we have just one partner from Germany.

- In Freetown the management of solid waste (SW) is developed by a private company supported by World Bank.

- World Bank preferred to support economically this private company and not a public company because of the difficult and dangerous situation in SL.

- The USL is an umbrella for the Department which is managed by Vice

Chancellors. The funds should go direct to FBC department account.

1.6 Rajapakse: Presentation of the institution

- There is a serious issue about the funding. It is not decided yet where the funds should be sent.

- The most active investors in Papua New Guinea (PNG) are the Australians and the Japanese, but most of the profits return back to these countries.

Sankoh: 70% of the money from the projects funded by foreigner returns to their countries.

Mohee: The UoM runs many MSc programmes but only one in Environmental Management.

- 25-30% of the students choose to study abroad.

- Waste companies mainly from France and UK invest in Mauritius.

Karagiannidis: I suggest the Conference take place in Mauritius and retain it sustainable after the end of this project.

Mohee: The expected number of students finally decided to attend this MSc programme is anticipated to decrease after a 2-3 years period of time as the job demand in the waste management market, which is mainly foreign, is limited.

- The MSc of the project should be a platform for students from Africa.

Sankoh: There is a need for the teachers in SL to be educated on SWM in order an MSc (research) programme to be developed in the USL.

Karagiannidis: The MSc programme in Mauritius (1 year) should be divided in 2 semesters. The first semester should be dedicated to lectures while the second one to the Thesis project.

Rughoonundhun: The MSc course would attract working people from the public waste sector. There exist incentives for part-time students and specifically salary incentives for part-time workers.

Karagiannidis: There could be a 1 year MSc and a more flexible curriculum for part-time students.

Rughoonundhun: In terms of the part-time students the MSc period could be 3 years.

Rajapakse: In PNG exists a Department of Environment but it does not include a SWM sector.

1.7 Karagiannidis: Short presentation of the overall project

- This is not a research project.

- We have to develop a platform for the project.

- The purpose of the project is to harmonise on a same basis taking into account the constraints and incentives in each of the participating countries.

- The Laboratory of Heat Transfer and Environmental Engineering (LHTEE) have experience in SWM in south-eastern Asia.

- After the closure of the project it is necessary to retain it operational.

- We could take into consideration a project for gypsies, in terms of the target groups.

- An example could be a programme in Philippines where the local church organise the scavengers. Similar situation exists in Athens (Liosia).

Mohee: The sanitary landfill in Mauritius is completely closed and secured by the army.

- In previous EU projects we faced problems with cost statements.

1.8 Project Management issues

Karagiannidis: The main priority for LHTEE is all the partners to take all the funds. As it can be seen, the partner from PNG faces payment problem since the country is in crisis and they do not know where the money, received from the project, are used (e.g. paying the water utilities).

Sankoh: In the vocational training all the participants, men/women, need to be graduates (have diploma).

Karagiannidis: The participants in the vocational training can come from many sectors of the society (scavenging businesses, public sector, etc.).

- In terms of the organisation of the workshops we must know all the details about the costs. For example, in Philippines, after the workshop they wanted to receive a fee although the EU did not want to.

- A business plan should be developed for the MSc programme. Additional funds should be available in order the course to be sustainable.

Mohee: There exist several platforms for funding (e.g. SADE). Recently, Mauritius faced problems because of the fact that the country is not considered any more as very poor.

Karagiannidis: It is planned in the project that Mauritius will be funded to go to

Sardinia as they have already sent 2 abstracts.

- The attendance fees for Sardinia conference are 250 Euros for the very poor countries while the normal fee is 1000 Euros.

Mohee: There seems to be a problem derived from the scientific system. 25-30% of the funds will go to the Scientific Head while the 70-75% will go to the project.

1.9 Koukounaris: Financial obligations

Koukounaris: The professors contribute by their own salaries.

Mohee: I am not working as a professor but as a dean. Do I have to contribute by my salary as well?

Koukounaris: It has to do with your salary and not with your position. All the professors’ salaries were taken into account in the budget.

Mohee: We have to do a lot of administrative work.

Koukounaris: The actual work is going to be done by research assistants and these are going to be funded by the project.

- At the end of the project you are all expected to present your salaries.

Mohee: Assume that I have 3 scientific assistants. Is that possible to replace them during the project?

Koukounaris: Yes, it is possible.

Sankoh: Does the budget support the administrative staff?

Koukounaris: Yes. There is a 7% administrative cost of all the expenses (e.g. salaries, travel expenses).

Sankoh: In SL 15% of the expenses will go to the USL as administrative cost.

Mohee: The same situation exists in Mauritius.

Koukounaris: You have to state to your universities that this project has 7% administrative cost (overheads) otherwise the project will not have enough funds.

Sankoh: We face problems in getting our visas such as the cost of the phone calls to our embassy. Furthermore, we have to buy our tickets before applying for the visa while UK authorities can deny providing us the visa. We pay a lot of money in order to get our visas as well as for the travel assurance.

Koukounaris: It is suggested you write down all your expenses. I cannot help in covering the travel expenses as the EU does not approve it.

Mohee: In the case we rent a vehicle during the meetings who is going to cover these

expenses?

Koukounaris: You can rent a car, take the receipt and submit it to the financial office which is going to cover these expenses.

Mohee: What if there is no money available and the EU funds are not arrived?

Koukounaris: You have to inform the suppliers that they will be paid as soon as the university take receive the funds.

Mohee: The UoM does not give money in advance.

Koukounaris: You can take the money from research partners and provide receipts afterwards. Yet, it is very important to stamp all the receipts.

- The original receipts will remain to the universities.

- I need to receive all the receipts scanned.

- I will prepare a template for the expenses of the budget.

Mohee: Do we have to pay income tax?

Koukounaris: That depends on the taxation system of each country.

1.10 Kontogianni: Technical obligations

Kontogianni: All the partners have to send a narrative report every six months, according to the template format provided by EDULINK and the Project Management Unit (PMG).

Mohee: We have to be sure about the specific guidelines which must be included in the handbook.

Karagiannidis: Ultimate obligation: We all must not exceed the deadlines. All the partners have to submit their reports 10 days before the final deadline.

Mohee: Are these guidelines referred to the researchers and assistants as well?

Kontogianni: Yes.

Karagiannidis: We have the excel files of the rates of each of the countries. Because of the bureaucracy we have to be aware and have our mind. We also should know the cost categories (example of Russia).

1.11 Kontogianni: Programme overview

Karagiannidis: The MSc programme will last 1 year.

Mohee: It is necessary the programme to last 1 year in order to be approved by the

EU. The MSc has to be started before September/November 2009 and end in August 2010. What is needed is an analysis of the curriculum before send it for approve, before this summer (2009).

Karagiannidis: We have to be aware of precise deadlines before this summer.

Mohee: It is better to have precise deadlines before October. Furthermore, we need to know who will be the trainers of the course.

Kontogianni: The trainers will be the host of the meetings and the EU partners.

Karagiannidis: Each of the missions includes calls and communication between the stakeholders (like in Vietnam).

- Invitations should be sent to whoever is interested as we want to achieve as much as bigger publicity.

- A mission must be introduced including lectures, with the participation of locals.

- The determination of SWM for each of the participating countries is needed. It must include the pressures, the trends, the problems, the needs, the threats, the weaknesses of the system and the gaps (lack of information) in each country taking into consideration the touristic period.

- A SWOT analysis may be needed.

Mohee: Are we expected to carry characterisation analysis?

Kontogianni: No.

Sankoh: Should we take into account the analogy between the countries in the analysis? For example, a small country produces less waste than a bigger one.

Karagiannidis: We do not need accurate data.

Rajapakse: It is possible data from all the cities of a country not to be available.

Kontogianni: We all have to be specific about the country needs.

Rughoonundhun: We have to specify the modules that will be included in the curriculum.

Karagiannidis: We also have to make a description of the content, the lectures and the steps of the programme.

Sankoh: In terms of the local characteristics we have to provide the number of the people that depend on scavenging as well as their activities of these people.

- We have to specify how many of these people are working in the waste treatment system.

- We must find the way to attract and involve people in the waste treatment.

Mohee: I suggest we accept in the MSc programme only the people already involved in the waste treatment. Furthermore, it is preferable to develop an MSc course generally in waste management and not specifically in SWM. Otherwise it is possible to attract a very limited number of students even none of them.

Karagiannidis: I agree with the above. It is better to run an MSc course on waste management in a flexible way and change its structure when needed. We should include protocols and give a SWM priority which is fundamental. We should develop something adaptable by the locals.

Mohee: It is possible to run the course for part-time students.

Karagiannidis: The modules should include special topics such as mining wastes.

Mohee: We should structure the programme in a way that will attract students from Africa.

- In terms of the part-time course we can divide it into 1 year on Mechanical Engineering and 1 year on Science.

- It is yet better to run a full-time MSc course.

Karagiannidis: We should start it as pilot and by the end of the course we can advertise it by disseminating the results of this process to the locals and to people from other countries.

Wolff: The website will be available to distribute all the materials from the MSc course.

Karagiannidis: The main subjects of the project include:

- Development of the modules.

- Flexibility of the MSc course (independent, fittable modules)

- Target groups (students, civil servants).

Mohee: We will send the bullets and all the information of the course in the near future.

Rajapakse: I suggest the course be full-time and not part-time.

Mohee: It is difficult for us to handle both the MSc programme and the International Conference. We need up to 6 months to organise it. The UoM has no structures to manage this process.

Karagiannidis: You could hold the conference in May 2011.

Rajapakse: Would the title of the conference be SWM in ACP?

Karagiannidis: Yes. Furthermore, apart from the local arrangements papers and CVs are very important.

Mohee: We should avoid holding the conference during the summer and in December because of the weather.

Karagiannidis: Could it be held in September or October?

Mohee: Yes. It is not also preferable to hold the conference in May because exams take place in that time.

Karagiannidis: We may use the conference in order to show the results of the MSc course. Suggest as final date September 2011. Is there a budget for the conference?

Kontogianni: No there is not.

Rughoonundhun: What is the minimum number of students accepted in the MSc course?

Kontogianni: Maybe 10-15 students.

Mohee: We could accept more if interested. 15-20 students. We also need professors for the lectures. I suggest all partners come to Mauritius for a small period of time (2-3 weeks) to teach in the MSc course.

Sankoh: How it is expected the cost of the course to be covered?

Mohee: By the student fees.

Sankoh: In SL we face a lack of local staff. There is no educated staff on waste management.

Mohee: The students will be externally examed by professors from the EU and the USA. The external examiners will stay for 2-4 days in the country.

- On the other hand, we may face problems in terms of the profits thus we need EU funds. The usual fees are about 4000 Euros/student for a 2 years course.

2.2 Definition of internal monitoring and evaluation procedures

Karagiannidis: The main themes of the discussion are:

- Specification of the dates.

- Development of the structure of the MSc course (material, modularity).

- Build of the website.

Karagiannidis: Do we all agree that the UoM should run the MSc programme?

All: Yes.

Mohee: We already have free of fees MSc courses for sustainable energy engineering, sustainable energy technology and environmental science.

- The free of fees MSc courses in collaboration with Sweden attract a big number of students.

- Limited number of students because of the small population.

- 30-40 scholarships from the State and the UoM for other universities abroad.

- We should attract students from Africa.

- Rajapakse and his university are very interested in running the MSc course.

Karagiannidis: We should search for a history of attracting students from Africa.

Mohee: It is very impressive that the UoM has attracted students from Africa and Brazil during the last years.

Rajapakse: We are very interested in running the MSc course.

- Unfortunately, we do not have the appropriate staff.

- We can start the course in a certificate level and according to the EU guidelines.

- We can find a lecturer but we need at least 3.

- We already run an MSc course on land treatment.

Sankoh: Similar situation in SL.

- We do not have the manpower to run this course.

- Bureaucracy exists in SL. We need to spend a lot of time to introduce and

develop the modules.

- We also have to train the teachers.

- It is difficult to train teachers because the main priority in SL is to train doctors and people working on agriculture.

- On the other hand, people from Africa will find it attractive to have scholarships to go to Mauritius to study.

Karagiannidis: Are in SL any funding agents?

Sankoh: I will send back information about this issue in the near future.

Mohee: There exists an open competition between the universities in Mauritius related to the provided courses.

Karagiannidis: In parallel, we will have a picture from the other partners related to the following projects and opportunities.

Sankoh: We could introduce some of the modules of the MSc course of the project in the bachelors of the universities of the participating countries.

Karagiannidis: We could also have additional lectures in the programme.

Sankoh: In terms of the bachelor courses in SL, the basic course is 3 years while the honours one is 4 years. Yet, engineers have to study 4 years. We don have a credit system. Just pass/fail.

Karagiannidis: Can we develop the MSc course divided in 8 months on lectures and 4 months on the Thesis?

Mohee: Yes, that is possible.

Mohee: We could pick up modules from other related departments from all over the world in order to have an integrated programme. We will need 36 credits in total. 24 credits for the lectures and 12 credits for the Thesis. Each of the modules will be developed in 45 hours (3h/lecture).

Karagiannidis: Why the MSc in Engineering is not running?

Mohee: Lack of students.

Karagiannidis: We need to attract students from Africa.

Mohee: We need to advertise the course in the right period. How many students could we attract from SL if there were no scholarships?

Sankoh: Probably none.

Karagiannidis: You could propose the city council of Freetown to provide scholarships to students in order to attend the MSc course in Mauritius.

Mohee: We can use the resources of the MSc course on Sustainable Environmental Management run by the public university in Mauritius. The main directions of this course are waste water management and solid waste management.

Karagiannidis: Has this course attracted students from Africa?

Mohee: No.

Karagiannidis: We have to build capacities in all the partners’ countries. Ask Rajapakse whether they could employ part-time teachers.

Rajapakse: Maybe. On the other hand, it is extremely difficult to attract students if they have to pay fees to attend the course.

Mohee: Propose an international umbrella between Greece and Germany. They should provide lecturers in the MSc course.

Karagiannidis: We can also host students from the course for their Thesis.

Mohee: Maybe, but French in not very common in Mauritius. Only in Guadeloupe speak French.

SL: Cooperate with Mauritius by sending students with scholarships as well as including a number of modules of the MSc programme in the honours course in SL.

All: Find funding agents, scholarships, related departments and market representatives.

Kontogianni: Propose to develop a list of ‘what to do’ (common template) until 27 April 2009.

Karagiannidis: We should retain the umbrella but in the case we find more opportunities not lose them.

Kontogianni: During the train sessions in PNG there must be lectures and staff training.

Karagiannidis: Propose a short course into 1 week to train the staff.

Kontogianni: The similar process should take place in SL.

Karagiannidis: The first thing to do is to determine the modules list. We should also develop a group of modules for each of the partners (electives).

Mohee: We should clarify the procedure of the training missions.

Karagiannidis: Compact lectures-courses. Some days developed by EU partners and the others by the ACP partners.

Wolff: We should develop specific contents for each participant. There should be included types of waste, collection systems, treatment, recycling, disposal of waste, economic factors and new technology. It should also be presented a number of case studies.

Kontogianni: The contents should include the best practices.

Sankoh: After receiving the copy of the content we sign it and send it back to AUT.

Mohee: It is needed the decision making be prepared earlier that August in order the staff to be ready. In addition, it is preferable the Thesis to have 2 supervisors. For example 1 Greek and 1 Mauritius. The students can choose the title on their selves. All partners should make a list of Thesis’s titles.

2.4 Discussion on the conference

Karagiannidis: Propose Bilitewski make what is needed to secure a hotel room in order the partners to have a meeting in Sardinia (5-9/10/2009). Suggestions for 1-2 days prior or after the end of the conference.

Mohee: We should consider the list of the modules and discuss it in Sardinia.

Karagiannidis: Each of the partners should choose from the list of the modules the ones related to the socioeconomic conditions in its country.

Mohee: By the time we meet in Germany the structure should be completed as well as the ¾ of the modules.

Karagiannidis: Are we all confident with meeting in Europe meetings?

All: Yes.

Wolff: We can arrange the meeting in Germany to last 5 days.

Mohee: We should consider a plan B if no students will be attracted and discuss it in

We do not run Erasmus programmes in Mauritius neither have programmes coordinated by 2 countries.

The local Ministries could help in running the MSc course.

We do have an International Conference Centre in Mauritius where several conferences have been held-on Sustainable Development.

Karagiannidis: Propose Mohee to find local sponsors for the second year of the MSc programme in the case it is successful in the first year.

Main points:

! Partners will have an informal meeting for discussing progress of the project and future actions during Sardinia Symposium.

! Partnership agreement will be signed by partners and associates and send via email. The scanned documents will be then sent by applicant to all.

! AUT will prepare a letter for the Vice Rector of Mauritius in order to get authorisation for the International conference conduction.

! AUT will prepare a draft version of the International Conference leaflet which will be attached to a letter addressing Mauritius government which will aim at informing them on the conduction of the International Conference.

! The summit meeting will take place in Mauritius instead of Sierra Leone, and will be combined with International Conference conduction.

PART A1: Presentations

3.1 Karagiannidis: WM in Greece – Landfilling

Karagiannidis: We must learn from mistakes made in WM systems in developed countries in order to develop a successful WM system in Developing Countries (DC).

- It is recommended to skip having a project meeting in Mykonos. You have to save money for other destinations.

- On the other hand, if any of the partners want to attend the meeting during the conference it can be easily organised as I am the coordinator.

- In terms of the landfilling we have to take into account the consumers’ behaviour and adjust the policy on it.

- We should also take into consideration examples of landfilling and waste treatment from other DC.

- 3.000 plants left in Greece.

- Snow is a big problem for WM during the winter (example of Canada).

3.2 Wunsch: Waste incineration in Europe and Germany

- Greece and Poland are two countries from the EU that have no incineration plants.

- In Germany 58 incineration plants operated.

- The Netherlands has the highest capacity among al the countries in the EU.

- Switzerland is 97% incinerated.

- Munich has achieved great waste reduction.

- It has been estimated that the energy efficiency in the incinerator is about 20%.

Mohee: During the incineration process do we achieve both electricity production and energy recovery?

Wunsch: Yes.

Karagiannidis: A lot of incineration facilities in Denmark have achieved high energy efficiency.

Wunsch: Energy prices have been raised in Germany thus the companies that run incineration facilities gain money having in the same time low gate fees.

Karagiannidis: Is there a profit from the electricity selling?

Wunsch: Yes.

A successful example from incineration plant comes from Sao Paolo in Brazil. It is calculated that the plant’s capacity is about 600000 tones/year.

Karagiannidis: Is it possible for a plant in Rhodes or Mauritius to run 1 line during the winter and 2 lines during the summer?

Wunsch: Yes it is possible but also costly. The systems of incinerators and turbines used during the winter are different than the ones used during the summer.

Karagiannidis: We also have to take into account not only the initial cost of buying the turbines but also the operational cost.

Mohee: Which is the payback period for the incineration plants?

Wunsch: It is about 5-10 years.

Mohee: In Mauritius the plant’s capacity is about 900 t/d and produces energy of 16-20 MW. The company that runs the plant uses the final product (ash) to build the landfill.

Wunsch: In Germany they cannot calculate the energy created from renewable systems. The energy price has risen from 35 Euros during the last years to 65 Euros today.

- There exist several sizes of incineration systems.

- The bed firing system is the most economic among the others.

- The circulating system achieves the highest efficiency.

Karagiannidis: Which is the most appropriate system for Mauritius?

Wunsch: The bed firing system which is stable.

Sankoh: Do the metals waste melt in the incinerator?

Wunsch: We exclude them from the incineration process.

Karagiannidis: Do we have to use different boilers for different lines?

Wunsch: Not always. We can use the same incinerators and turbines in different lines.

- In Germany they transfer waste from plant to other plants.

Mohee: In Mauritius they cannot storage the wastes that are not treated so they transfer them to the landfill.

Sankoh: Is it possible to pump heated water in order to make the incineration system more efficient?

Wunsch: Yes. We use extra boilers in periods it is needed.

Mohee: In modern plants we use gas turbines and achieve high efficiency.

Sankoh: Is it possible to use liquids instead of water during the incineration process in order to achieve higher efficiency?

Karagiannidis: We can use liquids (organic) only in some plants but in no incineration plants.

Wunsch: In most of the cases the acceptance of incineration plants is not so easy.

- Yet, in Denmark the citizens accept very easily the operation of such plants in their area. It is part of their education and the students are taught that incineration is a clean technology.

Karagiannidis: I suggest we include a module of waste-to-energy in the MSc course.

3.3 Financial issues

Rajapakse: The money from the budget corresponded to PNG are going to be sent in China prior to PNG. In this case the partner from PNG will lose money due the low exchange rate. I propose the money be sent in Australia instead of transferred to China.

3.4 Sankoh: WM in Sierra Leone

Sankoh: The pump sides in SL are usually located in areas where mosquitoes exist.

- Mosquitoes are breading from the waste and transmit malaria disease in public areas.

- No social security exists in SL.

- He showed us a video (from the YouTube website titled ‘shocking footage from SL’) related to scavenging activities in SL.

- According to that video a number of children in SL earn money from scavenging in order to go to school.

- There not exists any industry for melting and recover/reuse metals such as old

Mohee: The projects presented are extensions from our work.

- Chicken waste: the treatment of these wastes is very effective and can be easily implemented in Mauritius.

- 12 PhD students on composting in the UoM.

Karagiannidis: A very effective composting programme is still running in Zimbabwe. They plant in the area the programme runs and sell the vegetables in the market.

Sankoh: Is there a market for compost in Mauritius?

Mohee: A very big one.

- We develop composting programmes and inform citizens about the results of our work.

- Several facilities in Mauritius are dedicated to composting programmes.

- The prices of compost have been raised during the last years.

- In Mauritius we see composting as an agriculture science.

! Sanitary landfill (Mavroraxi)

The new landfill started operating in early September 2009, in the Northern West of Thessaloniki, 38 km from the city centre. The landfill area is 757.440,38 m2 while the landfill cell is 377.000 m2. The infrastructure of the plant includes wheel cleaning facility, fuel storage tank, water network, irrigation network, fire fighting service, waste water system, weight bridge both in the facility entrance and exit, sampling area, sewage collection and discharge treatment facility, landfill gas collection system and landfill gas burning to produce energy as well as online control services of the environmental conditions.

! Restored dump area (Derveni)

The restoration of the dump area in Derveni was completed in 24 September 2006 and since then the area has been used as environmental park. The park is located 8.5 km from Thessaloniki. The old dump had been operated for 10 years till 1984 and covers 120.000 m2. The works took place during the restoration include: waste covering, sewage and landfill gas collection systems, implementation of irrigation network, planting around and inside the area as well as implementation of 3 drills to monitor the quality of the underground water. The environmental park includes sports fields, pleasure areas and playgrounds while it provides information about recycling and waste treatment to the visitors.

! Old Landfill (Tagarades)

The old landfill in Tagarades has been operated from 1982 to 2008. The works took place during the restoration were similar to the one of the restoration in Derveni. In addition, 30.000 trees have been already plant in order to create an environmental park that will cover an area of 1.000 km2, in the near future.

A material recovery facility is, in parallel, operated in Tagarades. The recycled materials include paper, plastic, glass and aluminium.

! Landfill gas electricity producing plant (Tagarades)

The plant started operating in November 2006, produces such amount of energy that can provide electricity to a city with 80.000 population. The biogas that produced from the waste decomposition is collected through pipes and burned in order to produce energy of about 5 !W. In addition, the biogas burning provides heating to public buildings in a distance of 2.5 km.

! MEL S.A.: Paper mill (Sindos)

The annual production of this plant is well exceeded the 90.000 tons with the 37% of which in exports mostly in the E.U. The contemporary station consists of 4 coating heads along with the 3 high tech cutting machines. The final products of the mill include: a) cartonboard BR (40% of the mill’s production) which is suitable for the packaging of dry foodstuff, b) cartonboard R (the type “R”, like “BR” is a triple coated board, with a light grey colour on the backside) which is used in general packaging, and c) cartonboard R KRAFT which is used almost exclusively in the food packaging.

! CDW recovery facility (Sindos)

The plant is located in the western area of Thessaloniki. The facility recycles waste from demolitions, excavations, constructions and renovations derived from public or private works. Furthermore, the company sells the recycled products to other companies. The whole implementation takes place 24 m under the ground and the area covers 110.000m2. The process is divided in 3 faces: 1) pre-treatment face where materials that cannot be recycled are separated from the others in the pick-station, 2) separation face where the materials are collected in different containers

(rocks, metals, etc.), and 3) selection face where the separated materials pass through grates to be categorised depending on their size.

! ELV’s recovery facility (Sindos)

The materialization of the project began in September 2004. The project was completed and the unit was ready to produce biofuel by September 2005. EL.VI. SA is the first biodiesel production unit of industrial scale, in the Greek Domain and its operational capacity is 45.000 tn/yr, while its critical equipment has been dimentionalised for 80.000 tn/yr. The feedstock consists of cotton oil, sunflower oil, soybean oil, rapeseed oil, and palmolein. Moreover, 15% of the feedstock might come from used fried oils through, utilizing the Acid Esterification Unit that is also erected at the plant. It is estimated that the removal of methanol meets the 98% or even 99%. The glycerine produced, with concentration 85% - 90%, can be used for pharmaceutical purposes.

! TRIAS- ECO: Private recycling company

The TRIAS ECO was founded in 2001. The activities of the company include: a) collection, transfer and treatment of industrial and construction solid waste, b) sell or purchase of recycled materials, c) retraction of vehicles, d) sell of brand new or used recycles systems, and e) design and implementation of recycling units.
