The Tata Institute of Social Sciences (TISS) was established in 1936 as the Sir Dorabji Tata Graduate School of Social Work. In 1944, it was renamed as the Tata Institute of Social Sciences. The year 1964 was an important landmark in the history of the Institute, as it was declared as a deemed university under Section 3 of the University Grants Commission Act (UGC), 1956.

Since its inception, the Vision of the TISS has been to be an institution of excellence in higher education that continually responds to changing social realities through the development and application of knowledge, towards creating a people-centred, ecologically sustainable and just society that promotes and protects dignity, equality, social justice and human rights for all.

TISS is a unique institution that brings together high quality scholars and practitioners from Social, Economic, Political, Physical, Habitat, Engineering, Health, Environmental Sciences to create teaching and research programmes to address the most critical current and emerging issues of the nation. It is one of the key universities supported by the UGC/ Ministry of Human Resource Development in the disciplinary and inter-disciplinary areas of Social Sciences that provides teaching and research to build human service professionals for the social sector. The country requires a few million trained quality professionals to work in Education, Health, Water and Sanitation, Livelihoods, Entrepreneurship, Rural and Urban Development, Disasters Management, Mental Health, Climate Change, and other critical issues.

Over the years, the Institute has made consistent contributions to civil society and the development sector through its education, research, field action and extension. Today, TISS has earned recognition as an institution of repute from different Ministries of GoI; various State Governments; international agencies such as the United Nations; and the non-government sector, both national and international. A high degree of freedom and autonomy shape the positive work ethos and creativity in the Institute facilitating strong linkages between education, research, field action and dissemination.

At TISS, the multidisciplinary Development Studies program engages with a multitude of approaches and contemporary theories in the

social sciences that deal with development perspectives, policies and practice.

The sphere of development professionals has been a vastly expanding and diversifying sphere. These professionals are being increasingly

called upon to undertake policy related analyses and work on a wide range of issues that affect the livelihoods of people. They have to continuously engage with policy makers, economic planners and various actors in national/international negotiations, such as those

related to trade. The coursework at TISS is capable of equipping students to participate in these new opportunities.

In the Development Studies program, TISS admits students with excellent academic and extra-curricular credentials from varying disciplinary backgrounds. These students graduate with social

awareness, strong theoretical and analytical skills to make meaningful contributions as employees of local, national and international

organisations and business involved in development, as researchers, and analysts and pursue academic careers.

Greetings from the School of Development Studies at the Tata Institute of Social Sciences (TISS), Mumbai.

I am very happy to introduce you to the Master's programme in Development Studies at TISS, Mumbai. Today's social scientists, across the world, are increasingly looking at convergences across disciplines. Inter-disciplinary and trans-disciplinary approaches are the new frontiers in development

research. Development Studies stands apart as an extremely important field of study in this contemporary cross-disciplinary canvas. The Master's programme in Development Studies in TISS,

which was initiated in 2006-07, was arguably the first of its kind in India. It is a theoretically sophisticated, empirically grounded and cross-disciplinary programme that aims to address the ever

growing needs of applied research. During the two years of their study, the students of Development Studies engage with theories and concepts in their classrooms, relate them to

concrete situations in the field through internships and undertake rigorous research through their dissertations. An important feature of our programme is that it attempts to equip the students with

training in skills that they can put to use in any challenging situation either in the field or in the policy sphere. Our students, thus, make smooth transitions from the world of studentship to the world of

professional work.Our alumni have been acclaimed in their work with policy bodies, advocacy groups, field-level

organisations, governments and the private sector. Many have also moved further up in the field of higher education, pursuing their advanced degrees in some of the best universities of the world. Elders among them have started exciting academic careers as faculty members in social science

departments. I keep receiving copies of meticulously prepared national reports on multiple socioeconomic issues in India; I am no longer surprised at often finding a former student of

Development Studies among its distinguished contributors.If you are in search of talent that is broad, diverse and inclusive with respect to world view,

advanced with respect to skills, analytically rigorous with respect to research and consistently evidence-based with respect to advocacy and policy analysis, I am sure that the Development

Welcome to the School of Development Studies at the Tata Institute of Social Sciences, Mumbai-Campus. It gives me great pleasure in inviting you to our school’s Placement process for the Masters in Development Studies

programme. Initiated in 2006-07, this programme was the first of its kind in India. It has expanded the frontiers of social sciences with an interdisciplinary orientation, where influences of economics, political sciences, sociology, law and humanities converge to explain developmental issues. Over the past 12 years, over 450 students have graduated from the school and have attained acclaimed positions in research, academia and policy making.

The M.A Development Studies progamme is a unique mix of theory and practice. Over four semesters, students are taught various philosophies and theories of development and are oriented extensively on rural development

and agrarian economy, industrial and labour economy, social exclusion, poverty, inequality and human development, social sectors (including nutrition and education), public finance, urban development, climate change and sustainability. Several intermediate and advanced-level methodological courses train students in quantitative and qualitative techniques. A unique feature of the course is the dissertation, mandatory for all

students to complete in the two-year period. Through this, students identify a key issue of development, problematise it, define a research design, collect/analyse data and use various tools to analyse and develop their thesis on them. Our students are trained to be highly proficient in research and analytical thinking. Though not

compulsory, we encourage our students to pursue internship. Thus, they gain work experience in the development sector.

This year’s M.A Development Studies Batch (2016-18) is a young and promising batch of 38 students, extremely diverse and committed to the development sector. They have thematic expertise in a range of areas.

Over the years, our students have been preferred over students from other institutions and establishments for research positions at various organisations, as they demonstrate clarity of concept and rigorous analytical skills. I

welcome you to visit us, meet and interact with our students and explore ways in which we can collectively make the world a better place to live in.

From The Course Coordinator’s Desk

The MA in Development Studies program offered at TISS is unique. The course was designed using an interdisciplinary approach

though attempts are also being made to have multidisciplinary approaches to address some the pressing problems of the world like economic development, social development, poverty, inequality etc.

We receive a diverse group of students, both national and international, representing all social and regional diversity, through a comprehensive selection procedure. Our rigorous course structure offers a blend of theoretical foundation and analytical skills in the

study of development. It provides critical perspectives on the impact of development processes on various sections of the society. The

program has a rigorous component of development research with hands-on experience of collecting primary and secondary data and its analysis by the students on the problems they are researching.

Students are also encouraged to undertake internship to receive field exposure in their areas of interest like in NGOs, government and private organisations, research institutes, short-term research engagements of academic institutions and planning commission.

Our students are placed in various leading organisations across the country like Pratham, CAPART, NIRD, NABARD, Vishaka Steel, CRY, TATA Group of Companies, CSR HUB-TISS, UNICEF, OXFAM, TERI,

Cipla, Cehat, IFMR, Action Aid etc.

Visiting Faculty, School of Development Studies, TISS MumbaiThe TISS MA in Development Studies aims to meet a growing and critical need to combine the varied disciplines of the social sciences in tackling the multitude of problems encompassed by economic,

political, and social development. It succeeds in this quest by imparting a holistic and consistent understanding of development, and by cultivating diversity of disciplinary approaches and applied

themes, to achieve multi-disciplinary depth that is lacking in the conventional social science world of disciplinary over-specialization and reductionism. The program is thoughtfully designed to bridge

the widespread divides between theory and application, policy and practice, orthodoxies and heterodoxies, and academic

instruction and field-based learning. Apart from their classroom and field experiences, students also have a wonderful opportunity to hear and learn from the numerous resident and visiting scholars

who present their work in seminars and symposia in the many departments and schools of TISS. The upshot is that the DS

graduate not only has cutting-edge knowledge and skills but is also alive to the concrete challenges and demands of a range of

development careers and job placements that are necessarily engaged at the practical frontiers. Having pioneered development studies in India, the TISS program has set an enviable track record of placing its graduates in the academic, corporate, government and NGO sectors for more than a decade. The TISS MA is one of the best development studies programs on offer anywhere in the

world.

SCHOOL OF DEVELOPMENT STUDIESFaculty from the School of Development Studies (SDS) have been involved in curriculum development and teaching the Prime Minister’s Rural Development Fellowship (PMRDF) Programme, and are actively engaged in collaborative projects with various international bodies like United Nations Population Fund (UNFPA), RCI International, Berlin; Lund University; University of Zurich; Atlanta University; Onati International Institute for the Sociology of Law, Spain; Netherlands Organization for Scientic Research (NWO); and University of Amsterdam.

The SDS has utilised the valuable contributions of visiting scholars like Prof. Amiya Kumar Bagchi, Prof. J. Mohan Rao, Prof. Sanjay Reddy, Prof. Seeta Prabhu, Prof. R. Nagaraj, Ms. Surabhi Sharma, Dr. Sripad Motiram and Mr. Quaiser Khalid with their involvement in its teaching programmes.

The prestigious NABARD Chair Professor Unit was awarded to Prof. R. Ramakumar in June 2016 for a period of five years in recognition of his research on agricultural credit. Prof. Ashwani Kumar was awarded the position of Senior Fellow, ICSSR, New Delhi for a period of three years. Over 45 publications, including papers, articles and reviews were made by the faculty of the school during 2016-2017.

Six specialised centres operate within the purview of the SDS:

The Advanced Centre for Women’s Studies anchors a UNDP supported partnership of the Institute with Kabul University for supporting a Women’s Studies Centre in Afghanistan. The Centre faculty are engaged in generating bi-lingual teaching materials for Women’s Studies, in addition to undertaking research. Prof. Nishi Mitra has been working on “Femicide in India”, and “Vulnerability Approach to Understanding Women’s Issues in India, US and Sweden” among others. She has also been anchoring an international partnerships with Lund University, Sweden on a Linnaeus– Palme Programme Award to work on a Gender and Human Rights Diploma Programme. Prof. Wandana Sonalkar and Dr. Zeba Imam worked on a project on “Mapping Gender Equity at Workplace: A Study of Some Departments of GoI”. Prof. Ilina Sen has been working on a number of projects including “An Analysis of Linkages, Dynamics and Perspectives of Mass Struggles and Women’s Movements”, and a multicountry research partnership on Modernity and Women in South Asia. Prof. Meena Gopal has been working on a project related to “Monitoring and Evaluation of Early/Child Marriage”. Dr. Asha Achuthan’s research has been on “An Exploratory Study of Discriminations based on Non-normative Genders and Sexualities”. Dr. Bindhulakshmi worked on research related to “Ageing Body, Gender Care-giving Patterns and Policies”. Dr. Sangita Thosar was involved in a project titled “Creating a Text from Oral Tradition: A Search of Dalit Consciousness” and Dr. Sujata Chavan on a project titled “Deprivation of Resources for OBC Women”.

The Centre for Population, Health and Development is coordinating the UGC’s e-Paathshala project for the preparation of e-books in the subject of Population Studies. Prof. Siva Raju, Prof. P.M. Sandhya Rani and Dr. Nidhi Gupta have been working on projects such as “Socioeconomic Status of Tribal Women in the Context of Skill Development: A Study in Andhra Pradesh”, “Baseline Study of Impact India Foundation's Community Health Initiatives”, “Maternal Health Status of Tribal Women: A Study of Regional Diversity in Three States of India”, “Enhancing the Quality of Corporate Social Responsibility Initiatives through Research and Training” and “Increased Access, Availability and Quality of Elderly Services in India”. The projects were sponsored by Impact India Foundation, Mumbai, the ICMR, JSW Foundation, and the UNFPA, New Delhi.

The Centre for Public Policy, Habitat and Human Development has been striving to engage with critical perspectives on the role of State and Democracy, poverty, inequality and human development issues both nationally and globally. Prof. Ashwani Kumar, Senior Fellow of ICSSR, has done extensive research on the issues of State, Election Analysis and Politics. Dr. Sandhya Iyer was appointed as a member of the task force on “Globalisation and Social Cohesion” commissioned by the T20 in the German Presidency. The M.S. Gore Policy Research Group, a unique initiative of the Centre, which has helped to nurture students and young minds in the School, was bolstered by a series of lectures and field visits and two colloquiums: (i) “Migration and Integration: A Look at the Situation in Germany and the EU Today” by Prof. Aladin El-Mafaalani, Münster University of Applied Sciences, September 7, 2016 and (ii) “Politics of Poetry: The Missing Rib” by K. Sachidanandan, and book release of Light the Temptation by Zingonia Zingone on November 22, 2016.

The Centre for Social Theory’s Mr. Parthasarathi Mondal organised an International Conference (jointly with the DSIC) on “Aesthetics and the Political in Contemporary India: Deleuzian Explorations”. An anthology from a top international publisher is emerging out of the international conference. Dr. Suresh Madhavan has been continuing his work on questions related to Adivasis and State in Kerala. The centre has also organised a talk on “Tagore’s Films” by Dr. Ritu Sen Chaudhuri (State University of West Bengal); a review panel discussion on the book India and the Unthinkable: Backwaters Collective on Metaphysics and Politics (Eds. V. Lal and R. Rajana); and a two-day Advanced Social Theory Workshop on “The Philosophy of Deleuze: Key Concepts, Political Number and Genealogy” by Prof. Mary Beth Mader (University of Memphis).

The Centre for Study of Developing Economies has conducted extensive multi-disciplinary research on developing countries, with focus on India. Dr. P. Gopinath researched on commodity exchanges in India and the aspirations of Muslim youth in the Shivajinagar slums of Mumbai. His paper on “Financial Inclusion of Muslims in Telangana” was part of the Sudhir Committee Report on the “Socio-economic Status of Muslims in Telangana”. Prof. Anita Rath who specialises on public finance and financial inclusion published an article on finance commissions and their devolution formula. She also wrote two papers on the economically vulnerable households and charity networks within the Parsi community. Dr. Vineet Kohli is an expert with the National Disaster Management Authority for the construction of an Earthquake Disaster Risk Index. He contributed to the debate on demonetisation through an article in the Economic and Political Weekly (along with Prof. R. Ramakumar) and published another article titled “Financial Reforms in an Endogenous Money Economy” in the same journal. Dr. Aparajita Bakshi’s focus of research was on household incomes in rural areas, with special emphasis on income poverty and livelihood strategies of small farmers. She authored a chapter on farm household incomes using data from a series of village studies for an upcoming book on small-scale farming in India. Dr. Rahul Sirohi and Dr. Samyukta Bhupathiraju contributed to the understanding of comparative development experiences by researching on the comparative political economies of Brazil and India, and through an article “Is the ‘Pink Tide’ Ebbing? Achievements and Limitations of the Latin American Left” in the Economic and Political Weekly.

Centre for Study of Developing Societies focuses on dissemination of research through national and international conferences, curriculum development, in-house workshops for capacity building in research methods, research, writing and publication. Professors Ritambhara Hebbar and Gaurang R. Sahay presented their critical ideas on shared visions of Bihar and Jharkhand in an international conference organised by ADRI, Patna. Prof. Hebbar also contributed to a policy level discussion on legislations pertaining to tribal governance organised by NIRD & PR, Hyderabad. Dr. Aardra Surendran and Dr. Mahuya Bandyopadhyay presented papers at the National Conference of the Indian Association of Women’s Studies held at Madras University. Dr. Jasmine Damle’s research on the Patel agitations in Gujarat is a reflection of the Centre’s commitment to engage with dynamics within contemporary Indian society. A qualitative methodology workshop was conducted in collaboration with a visiting faculty, Dr. Julia Koch from the Institute of Ethnology, Universitat Munster, Germany.

IBTEDA, meaning 'the beginning' in Urdu, is the annual Conclave of School of Development Studies (SDS), Tata Institute of Social Sciences (TISS), Mumbai. The School of Development Studies comprises of MA and MPhil/PhD. students and scholars in two subjects: Women Studies & Development Studies.

IBTEDA brings together leading social theorists, development researchers, market leaders, practitioners of art and aesthetics and students from various colleges across Mumbai to engage in various issues of contemporary relevance.

With a diverse array of events lined up, the annual academic conclave contributes constructively to the intellectual and cultural environment of Tata Institute of Social Sciences and reflects the critical engagement with the ever changing social, political, and economic complexities.In the 2017 edition of IBTEDA, an array of the brightest minds engaged with our students, including the distinguished Dr. Savyasaachi, Professor at the Department of Sociology, Jamia Millia Islamia speaking on 'The Disclipline of the Word -Some Thoughts on Satyagraha and Intractable Conflicts'. We were proud to host political satirist Mr. Malik Sajad and the brilliant feminist writer-activist and founder of SPARROW - Ambai (C S Lakshmi) on our panel on Allegory/Fantasy/Satire as Subversion. Ms. Flavia Agnes, Founder of the NGO Majlis and Ms. Usha Ramanathan, internationally renowned expert on law and poverty debate various issues of Feminist Jurisprudence. One of our most successful panels on Election Reforms hosted political analyst Prof. Jagdeep Chhokar (Founder and Trustee, Association for Democratic Reforms), Dr. Rajeev Gowda (MP, Rajya Sabha and member of the Indian National Congress), Ms. Subhashini Ali (Member, Politburo CPI-M) and Ms. Preeti Sharma Menon (Member, AAP National Executive). An electrifying session of election reforms ensued, with each panel member enlightening the audience with key inputs from across the political arena. IBTEDA 2017 also played host to Dr. Gilles Verniers of the Ashoka University, our very own Dr. Rahul Sirohi and Dr. Ramaiah talking about Welfare Parties and their impact on Development. Dr. Kancha Ilaiah Shepherd is a Political Scientist and currently is Director, Centre for Study of Social Exclusion and Inclusive Policy (CSSEIP) at Maulana Azad National Urdu University, Hyderabad.

MS Gore Policy Research Group:

The M.S. Gore Policy Research Group is a student forum at the Centre for Public Policy, Habitat and Human Development, School of Development Studies. The Group recently concluded a high-profile Prof. Rajni Kothari Lecture Series, in memoriam of one of India’s foremost social scientists and political theorists. Madhav Sadashiv Gore (1921–2010) was an Indian social scientist, writer, academic and the vice-chancellor of Jawaharlal Nehru University, Delhi. He was the Director of Tata Institute of Social Sciences (TISS), the vice-chancellor of the University of Mumbai and a recipient of the Life Time Achievement Award of Indian Sociological Society. The Government of India awarded him the third highest civilian honour of the Padma Bhushan, in 1975, for his contributions to social sciences.The MS Gore Policy Research Group is mentored by the incomparable Prof. Ashwani Kumar, noted author, poet and political scientist. In a career spanning over two and half decades teaching political science, governance, development and public policy, Dr. Ashwani Kumar has the privilege of engaging with students, academicians, diplomats, parliamentarians, development professionals, multilateral agencies and governments, across countries (UK, Germany, Korea, China, South Africa, USA). Prof. Kumar is proactively involved in monitoring & evaluation of Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) and National Rural Livelihood Mission (NRLM) in various states & districts of India. He has authored Community Warriors: State, Peasants & Private Caste Armies in Bihar’, co-edited the prestigious LSE Year Book ‘Global Civil Society; Poverty and Activism’ and ‘Power Shifts and Global Governance’.

As part of the Prof. Rajni Kothari Memorial Lecture Series, we were honoured to host prominent academics, scholars and practioners. Some of our guests included Ambassador Neelam Deo, Dr. Lorraine Kennedy, Prof. Ashutosh Varshney, Mr. Shailesh Gandhi (RTI Activist and former Central Information Commissioner), Prof. Pradeep Chibber, Prof. Suhas Palshikar, Prof. Shiv Visvanathan among others.

Student members, under the able guidance of our Mentor Prof. Ashwani Kumar also conducted a survey on financial inclusion in Dhasai village (declared first cashless village in Maharashtra) in January 2017. We were also honoured to host the book launch of Mr. Lanczkor Gábor's new book of poetry - Sound Odessey. Guest Lecture by Ambassador Neelam Deo, Director of Gateway House. Ms. Deo has served as the Indian Ambassador to Denmark and Ivory Coast with concurrent accreditation to Niger, Guinea, and Sierra Leone. She has also served in the Indian embassies in Rome, Bangkok and Washington D.C., where she liaised with the U.S. Congress, the State Department, and the National Security Council on strategic issues.

Guest Lecture by Dr. Lorraine Kennedy (The Prof. M S Gore Policy Research Group was delighted to host Dr. Loraine Kennedy today. Loraine Kennedy has been teaching 'Political Economy of Contemporary India' at Sciences Po, Paris School of International Affairs. She is a CNRS research director at the Centre for South Asian Studies (Centre d’Etudes de l’Inde et de l’Asie du Sud, CNRS-EHESS, Paris). Her lecture today focused on Econom-ic Reforms and India's States: Divergent Approaches.)

Guest Lecture by Prof. Chibber, Professor and Indo-American Community Chair in India Studies and Director of the Institute of International Studies, University of California, Berkeley. Pradeep Chhibber studies the politics of India, political parties and party systems. His recent research is on religion and politics in India. His other research looks at the relationship between social divisions and party competition and conditions that lead to the emer-gence of national or regional parties in a nation-state.

Prof. Varshney is the Sol Goldman Professor of International Studies and the Social Sciences and Professor of Political Science at Brown University. Prof. Varshney has authored the path-breaking work 'Ethnic Conflict and Civic Life: Hindus and Muslims in India', Development and the Countryside: Urban-Rural Struggles in India; India in the Era of Economic Reforms; among other notable works. Prof. Varshney has served on the UN Secretary General Kofi Annan's Task Force on Millennium Development Goals and as an adviser to the World Bank and United Nations Development Program (UNDP).

Prof. Visvanathan delivered an extremely entertaining and insightful talk on the evolution of the middle class, its roots in the Emergency and the impact of its global aspirations

The Prof. MS Gore Policy Research Group was honoured to host Prof. Suhas Palshikar as part of the Prof. Rajni Kothari Memorial Lecture Series. Director of Lokniti, the Programme for Comparative Democracy, Prof. Suhas Palshikar was Professor in the Department of Politics and Public Administration at the Savitribai Phule Pune University for over two decades. He is also the Chief Editor of the journal Studies in Indian Politics, an international peer reviewed journal published by Sage.

The Prof. M.S. Gore Policy Research Group recently conducted its first ever field survey in Dhasai village, Maharashtra. The objective of the survey to gauge the extent of financial inclusion in the village. What sets Dhasai village apart is its status of as the first "cashless'' village in the state. Set about 70 km away from Mumbai, Dhasai consists of three settlements and about 500 households in all.

If today an undergraduate (or a parent) asks me to recommend a social science masters course, my first suggestion is - unless the student has deep disciplinary passion - to look at the Development Studies (DS) programme at Tata Institute of Social Sciences (TISS) in Mumbai. The reason for this recommendation is straightforward: there is no other programme like the MA in Development Studies (DS) at TISS. It combines theoretical knowledge with application, provides methodological tools (both qualitative and quantitative techniques along with basic statistical analysis training) as well as skill sets (such as courses in project planning and evaluation) essential for an academic, a think tank researcher or a development sector professional. I did this programme almost a decade ago (2007-09 batch) and looking back I can say with confidence that the two years spent at TISS was very helpful when I decided to work at Lokniti-CSDS in Delhi and then moving to USA for my PhD in political science at University of California, Berkeley. Two things that stood out for me apart from the course work, amazing faculty members (some of whom have become life-long mentors) and great environment were: summer internship and MA dissertation. While these two components have been in practice at most engineering and law colleges, somehow social science programmes have shied away from this. The MA dissertation trained us in using various method tools to conduct research and write a report of substantive length. The project planning classes and summer internship prepared us to approach work place in far better ways than most social science post-graduates from other premier institutions would find. So now whenever my friends in academia, research centers and NGOs ask me where they should look for recruiting social science graduates, my first suggestion to them is to visit TISS. I urge you to explore the possibility of working with talented graduates of Development Studies.

Organisations interested in recruitment shall register for placements by sending an email to [email protected] or by contacting any of the Placement Committee members (Contact Nos. are provided below).

The placement process shall consist of the following stages:

1. Pre-Placement Talk:

The organisations are invited for a Pre-Placement Talk prior to the Final Placement Process. This would enable the students as well as the organisation to understand each other better and to clarify the doubts.

2. Recruitment Process:

The companies shall intimate the Placement Committee about the following details in advance: Process of selection (Preliminary Test, GD, Interview, etc.); Number of rounds of the GD and group size, Number of rounds of Interview, Approximate duration of the GDs and interviews.

3. Logistics:

The recruiters are requested to intimate their visit to the campus in advance, so that the necessary arrange-ments can be made. Facilities for telephonic interview or video conferencing can be arranged, in cases where a face-to face interview is not possible.
