TNHB complex at Seethakathi Salai nearing completion

Completion of a multi-storied Tamil Nadu Hous-ing Board complex on Seethakathi Salai, adjacent to the JJ Nagar Fire and Rescue Station and near the V3 Pol ice Stat ion in Mogappair East, that is to house Government offices and commercial establish-
ments has been delayed.This will be the first such
complex that would have both Government and pri-vate establishment co-exist-ing in the locality. Earlier the officials of the Tamil Nadu Housing Board had said that the work would be completed as scheduled. The date of commence-ment of work was last year
but due to some extraneous factors, Mainly due to the pandemic, completion has been delayed. However, a visit to the spot recently showed that construction work was still in progress and that it might take a little longer before the building is completed in all aspects and thrown open for public.
A local resident, who did not wish to be named, pointed out to a board that has to be mandatorily placed at sites where public works are being undertaken and said, “See it does not have the date of com-mencement of work and scheduled date of comple-tion of work.” The resident said that obviously the
contractor has overshot the deadline and hence these crucial dates were partially erased from the board.
Local residents are ex-cited over the development. “We are happy that finally authorities concerned have razed the building and are constructing a new shop-ping-cum-office complex. This will give us a new landmark in the Mogappair East neighbourhood. We will also have easy access to shopping, though there is no dearth of commercial establishments in the local-ity, apart from availing of Government Departments’ services close by,” said Ni-ranjan a resident living in a by lane off the Seethakathi Salai.

The Chennai Corporation has been in-stalling ‘smart poles’ in various parts of the city, to facilitate better integration of key aspects of the command and control sys-tem. Of late, one such pole was installed near the corporation park on Pari Salai in Mogappair East.
The smart poles will have a rain gauge, public address system, camera and equip-ment to monitor pollution. The corporation authorities will assess all aspects of the data collected from the smart poles. More such equipments are to be installed on the basis of requirement all over the city.
The role of the ‘smart poles’ is to collect data on traffic at busy and important roads.
20,000 cameras across the city is to be installed. It will be a third eye for the city, monitoring everything including encroach-ments along the roads using the cameras and remove such encroachments. All the garbage bins will be monitored.
The ‘smart pole’ installed at certain points will have a public address system, camera, rain gauge and equipment to monitor pollution and illumination of the roads during the night. The Corporation will share information on civic welfare schemes, civic projects, and disaster events through the public address system.
The poles, that come with a facial rec-ognition system, will help identify crimi-nals in commercial hubs. The system will also identify persons who collapse on the roads. Message will be sent to the control system for an ambulance to be rushed for assistance.

NEP 2020: Laying an early foundation for learningBy N Rathi Chithra
The National Edu-cation Policy 2020, unveiled recently
by the Government of India, has for the first time put the focus on early childhood care and educa-tion starting from the age of three years. This is considered to be a para-digm shift from the earlier policy that sought to pro-vide universal education from the age of six to 14.
“Over 85% of a child’s cumulative brain develop-ment occurs prior to the age of 6, indicating the critical importance of ap-propriate care and stimula-tion of the brain in a child’s early years for healthy brain development and growth. It is, therefore of the utmost importance that every child has access to quality early childhood c a r e a n d e d u c a t i o n (ECCE),” the NEP docu-ment says.
It notes that presently, quality ECCE is not avail-able to most young chil-dren, particularly children from economically disad-vantaged families. “Invest-ment in ECCE has the potential to give all young children such access, en-abling all children to par-ticipate and flourish in the e d u c a t i o n a l s y s t e m throughout their lives. ECCE would be the greatest and m o s t p owe r f u l equalizer,” it adds.
The idea behind this is to ensure uni-versal provisioning of quality early childhood develop-ment, care and edu-cation by the year 2030, i.e. in a decade’s time. This the policy mak-ers believe would ensure that all children entering Grade 1 are school ready.
The policy provision has evoked a mixed bag of reactions among sections
of residents living in the n e i g h b o u r h o o d s o f Mogappair East and West, Anna Nagar and its sur-roundings.
Welcoming the initia-tive, Rajagopalan, a resi-dent of Anna Nagar West, said, “Now almost every
parent wants to enroll their child in a playschool at the age of three. In fact many play schools charge exorbitantly as fee for the play group children. How-ever, this is not affordable for those belonging to the
lower middle class and economically weaker sec-tions. If inclusive educa-tion is provided from the age of three in anganwadis and government schools, this category of children will benefit from it.”
However, Sreemathy, a resident of Mogap-pair East, felt that the policy will force children into early school ing. “The ideal age for a child to go to school is five years. But the policy is for inclu-sion of children from age three on-wards in the early
schooling concept,” she said. But considering that the play school concept is here to stay universalisa-tion of education for chil-dren from an early stage would be beneficial, it is felt.

I am excited to share about my 3-tier garden, Viz., front yard, backyard orchard, balcony and Patio garden
(1st floor), Terrace Garden (2nd floor) created and nurtured during this phase of COVID 19 lockdown.
Moving into an independent house in Mugalivakkam, Porur, from Nolambur hardly a year ago in May 2019 was a hectic challenge, as I had to cart along all my precious colourful assortment of more than hundred potted-plants trea-sured by me over the past few years.
BALCONY GARDENCOVID 19 lockdown came as a boon
to pursue my passion for plants once again. Promptly, from March 25, 2020 I lugged sixty-five potted plants from my front yard to the well-ventilated 16 feet x 10 feet balcony in the first floor. Taking ten days to shift them may not seem quite
a feat, but, for a 57-year-old guy, it re-quired mustering enormous physical strength and will power.
The pots in a closely intermingled manner created a dense wild jungle-like look. I had fenced the parapet wall of the balcony with mesh securing the metal frames to a height of 8 feet. A fresh lease of freedom I witnessed. Fushia, Combretum Indicum (Ran-goon creeper), Jasmine, Ipomoea (Morning Glory) and Climbing Rose intertwined and overlapped each other.
FRONT, BACKYARD ORCHARD The Alphonso variety grafted Mango
tree and Indian Small Gooseberry Tree (Malacca Emblic / phylanthus emblica) survived the transportation while shift-ing to this house last May 2019. A healthy start in my great outdoors and the Mango tree is almost eight feet tall with many branches and the small In-dian gooseberry is over eight feet tall and yielding berries as well.
Few plastic drums I purchased to grow hybrid grafted dwarf fruit trees came handy. Transferring the soil from pots with no plants to the larger plastic drums didn’t seem tiring with plenty of time to spare.
TERRACE GARDEN
My one-week old terrace Garden has foliage as the theme with a good variety of Crotons, Palms, Christmas Tree, Dracaenas and Aloes. Yes, well begun is half done.
PATIO GARDEN Bamboo Culms drying in the back-
yard were improvised to hold succulents and small cacti. Fixed to the patio wall embellished with wooden decor col-lected over the years, these plants add vibrancy and structure to my patio.

Members of the public can contact Deputy Com-missioners of Police (DCPs) in the city through WhatsApp video call for grievance redress.
Commissioner of Po-lice Mahesh Kumar Ag-garwal launched the new facility from Tuesday in the Greater Chennai Po-lice jurisdiction.
All DCPs will hear grievances of the public every Tuesday and Friday between noon and 1 p.m.
Launching the facility there were about 700 to 800 calls from every cen-tre. They can be easily re-solved by Deputy Com-missioners concerned.
A few changes have
been made in the video call grievance redress sys-tem of the Commissioner of Police to make it more effective.
The public have been requested to give a brief account of their grievance through a WhatsApp mes-sage (Ph: 6369100100). After scrutiny, a video call will be arranged with the Commissioner of Police where necessary.
All other matters would be referred to the DCP concerned.

TNRDC resumes toll collectionThe toll plazas operated
by Tamil Nadu Road Development Compa-ny (TNRDC) resumed collection of user fee from the vehicles ply-ing on the Rajiv Gan-dhi Salai (Old Mahab-alipuram Road) and East Coast Road on
Wednesday. The toll col-lection on both the roads was suspended f rom March 24 when the lock-down came into force.
Even as the National Highways Authority of India, which had also suspended toll collection during the first lockdown,
resumed it from April 20, TNRDC had let the vehicles to pass on freely for over four months. With the vol-ume of traffic increas-ing day-by-day they had decided to resume toll collection.

Actor Nitin Sathyaa’s second film as producer, Lock Up, which has been gar-nering a lot of attention ever since its intensely thrilling teaser released, is now all set to release on ZEE5 on August 14.

That is what has happened to M Selvakumar, a share auto rickshaw driver in
Mogappair, who is among the scores hit by the CO-VID-19 lockdown. Unable to carry on his occupation due to the lockdown, he has now switched to vend-ing vegetables on the streets of the neighbour-
hood.The middle-aged share
auto driver never thought the lockdown would be ex t e n d e d t h i s l o n g . Amidst several odds, he managed to spend more than Rs 20,000 to get FC
done for his vehicle hop-ing to start his pickups soon. But days passed by, and the continuous lock down had cost him heav-ily so much so that he did not have money to get insurance renewed for his vehicle.
“Life has become so miserable for me during this lockdown period. Every time I thought the lockdown will come to an end but nothing happened as per my expectations. At one point we did not even have rice to cook. I have to pay school fees for my children. Then I decided not to curse the situation and do something proac-tively. My father runs a provision store in Padi
Pudhu Nagar, so I ap-proached him and he only gave me an idea of selling vegetables in a mobile vehicle. I got a vehicle for rent which costs Rs 300 per day,” he told Mogap-pair Mail.
For Selvakumar this new work demands much of his time. He has to work for 18 hours a day. “At four in the morning I go to Thirumazhisai mar-ket which is around 24 kms from here. When I return after getting vegeta-bles it would be 9 am. Then I have to organise all the vegetables in the trays, clean the vehicle. Then by noon I start taking vegeta-bles to all the streets of Mogappair. I have a loud
speaker in my vehicle and will make announcements about the fresh vegetables continuously. People have started buying from me,” he said.
“Till 9 pm I am on the streets. I also sell them for cheaper rates to get more customers. By 10 pm I am back home but not done for the day as I need to organise for the next day. Spoiled vegetables need to be disposed off. Good ones should be preserved. Trays should be cleaned. It will take midnight for me to complete my work,” he added.
Days are hectic but he runs his life and manages to feed his family indepen-dently.

The Greater Chennai corporation will test and quarantine everyone on a street that reports more than three Co-
vid-19 positive cases. The testing will be done at their houses and shops to curb spread of the infection. A nurse and a lab technician have been visiting such hotspots since a few days back in an autorickshaw with the equipment needed. And everyone on such streets has been asked to be in quarantine. They are collecting samples from every-
one including children. Two teams are deployed for every such street everyday.
In Ambattur since Saturday, 70 to 100 people around a home were a positive case, was detected and tested. “This is more like a combing operation to find every positive person as quickly as possible and to ensure the infection spread is curbed”, said an official.
Biometric ePOS for all PDS shopsThe state government had passed orders to
introduce biometric authentication for beneficia-ries in fair price shops across the state. According to the order, the existing ePOS machines in fair price shops will be upgraded and biometric fin-ger-print scanners will be added to the ePOS machines. For the purpose, state government had tied up with a private software company based in Chennai or upgradation of ePOS machines.
Of late, state government had been receiving various complaints of pilferage in PDS shops and to prevent them smart cards were introduced replacing the ration cards. Despite these efforts, state government could not stop the pilferages in ration shops and so the system of bio-metric verification had been added to ensure zero pilfer-age in PDS shops.

The Tamil Nadu Gov-ernment on Thursday an-nounced guidelines for online classes.
While classes at private institutions are being con-ducted for students online, the lessons to students of government schools will be taught through 'Kalvi TV' and 14 more TV channels are ready to telecast lessons from August 1.
Accordingly, the School
Education Department had announced a set of guidelines for schools that conduct online classes and also for Government schools.
� Lessons shall be con-ducted in any of the following three modes: completely online, par-tially online and offline mode. � There should be a 10 to 15-minute break be-
tween each class. � LKG, UKG class chil-dren should not be taught online. � Classes for 1-8 standard students should be held for 1.30 hours and Classes 9-12 students should be for 3 hours only. �Duration for each class should be only 30 to 45 minutes. � Each teacher should
take only a maximum of 6 classes. � Lessons will be broad-cast on private televi-sions from August 3.The Union Ministry of
Human Resource Develop-ment (HRD) had earlier recommended a cap on screen time for students. The online classes for pre-primary students should not be for more than 30 minutes.
