    Western Region Highlights

    Western Region have highest Installed Capacity compared to all region i.e ~ 99

    GW as on 31.03.2015. It is 36 % of all India Installed capacity of 272 GW.

    Total Renewable installed capacity was 12795 MW in WR as on 31.03.2015.

    RES energy capacity growth was 28.91% compared to 2013-14.

    Total capacity of 13056 MW added in WR Grid in this year. Capacity addition

    around 1.5 MW/hr.

    Transmission lines of 9536 ckt Km added in 2014-15 which was more than 1 ckt

    Km/hr. Western Region have highest nos (53 Nos) of 765 KV lines out of which

    22 Nos of 765 KV lines added in this year.

    System frequency was in IEGC band (49.9 50.05) for 52.78 % of time.

    Average frequency was 49.97 Hz.

    Maximum Demand of 45283 MW achieved on 26th March 2015 at 12:00 hrs.

    Compound Annual Growth Rate in Max Demand Met over a decade is 8.30 %

    WR recorded Maximum Energy Consumption of 1028 Mus on 29th Sept 2014.

    Average Energy consumption was increased by 10.5% compared to 2013-14.

    Total 3109 Nos of STOA transactions and 8812.51 Mus energy approved in this

    year.

    DSM charges collected and disbursed was Rs. 2207 Cr ( Doubled compared to

    2013-14 ( Rs.1109.3 Cr ) due to implementation of DSM regulation)

    CHAPTER 1

    1.1 MISSION:

    Ensure Integrated Operation of Regional and National Power Systems to facilitate transfer of electric power within and across the regions and trans-national exchange of power with Reliability, Security and Economy.

    1.2 Functions of RLDC

    (Section 28 of Electricity Act, 2003) (i) Be responsible for optimum scheduling and despatch of electricity within the region, in

    accordance with the contracts entered into with the licensees or the generating companies operating in the region;

    (ii) Monitor grid operations; (iii) Keep accounts of quantity of electricity transmitted through the regional grid; (iv) Exercise supervision and control over the inter-State transmission system; and (v) Be responsible for carrying out real time operations for grid control and despatch of

    electricity within the region through secure and economic operation of the regional grid in accordance with the Grid Standards and the Grid Code.

    (vi) To levy and collect such fees & charges from the generating companies or licensees engaged in inter-state transmission of electricity as may be specified by the Central Commission.

    1.3 Integrated Management System Policy of WRLDC

    WRLDC is committed to:

    1. Ensure reliable and integrated power system operation in an efficient and effective manner,

    with safety, security and optimal utilization of national resources, in conformity to legal and

    regulatory provisions deploying the latest technologies.

    2. Achieve this through continual improvement in effective monitoring of processes and the

    ISMS/QMS/ EMS/ OHSAS Systems.

    3. Facilitate & promote environment friendly technologies.

    4. Ensure safe, occupational hazard free and healthy work environment.

    5. Compliance of all applicable legal and regulatory requirements relating to all four Systems

    (ISMS/QMS/EMS/OHSAS)

    6. Continually improve our IMS to enhance the security of the information and services, quality

    of our services, and also continually reduce the Environmental impact of our activities and

    services, and control of pollution, and also continual improvement in our OH&S performance

    This policy would be reviewed annually and be made available to the public and all other stake holders, viz. Customers, Employees, Suppliers and the shareholders of POWER GRID CORPORATION OF INDIA LIMITED

    1.4 Western Regional Load Despatch Centre (WRLDC) & Salient features:

    Western Regional Load Despatch Centre is responsible for reliable operations of the Western regional electricity grid covering the states of Gujarat, Maharashtra, Madhya Pradesh, Chhattisgarh, Goa and the Union Territories of Daman & Diu, Dadra and Nagar Haveli and the Central Generating Companies such as NTPC Ltd., NPCIL and Joint Venture companies as well as several Independent Power Producers (IPPs) whose generating stations connected to the Western grid. The Western region electricity grid which is a part of the synchronous NEWS grid comprising area of 951.488 sq. kms and population of 289 Million covers nearly 30% of the countrys area and population. It has the highest installed capacity of 98822 MW which is 36% of total installed capacity of Indian Power system including central sector, sate sector , private sector and Independent power plants and shares as on 31.03.2015. Per capita consumption of Western Region is 1201kWh.

    Growth Of Installed capacity in Western Region(Past Decade)

    Most of the thermal power plants are located in the Eastern part of the region and load centres

    are in the Western part. The region is predominantly thermal with hydro-thermal mix being in

    the ratio of 7:78 and renewables of 13:78. Growth of Installed capacity is more prominent in

    last 5 years due to addition of many independent power plants.

    Capacity addition 2014-15:

    2.3.1 Demand Profile :

    The maximum demand met in the year 2014-15 was 45283 MW on 26th Mar, 2015 at 12:00 hrs.which

    is so far highest demand met in Western Region. Peak demand growth was 7.17% against last year

    whereas the unrestricted demand growth is 8.49%. The minimum demand of 25460 MW observed on

    2nd March 2015 at 04:00 Hrs.

    2.3.2 Load Pattern in Western Region :

    Load in the quarter April-June is mainly residential and commercial loads due to

    summer conditions. July-September is generally lean period due to rainy season but in the year

    2014-15 due to less monsoon the peak demand met did not decrease much except the August

    month. In August Demand met was in the range of 40000 MW and for rest of the quarter

    demand met varies in the range of 43000MW to 45000 MW. In september month high demand

    was observed due to starting of festival season.The quarter October-December is high demand

    period due to onset of Rabi season when agricultural demand is predominant with many pump

    sets operating. This quarter, being the festival season, commercial and residential demands

    are also on the higher trajectory.The quarter January-March is high demand period similar to

    that of previous quarter due to continuation of agricultural activities. The industrial demand is

    also at its peak as this is the last quarter of the financial year and target needs to be achieved

    before the budget. Regional peak demand met varied in the year from 40000 MW to 45000

    2.3.6 Energy Profile: In the year 2014-15, total energy availability of Western region was 333 billion units

    against the requirement of 334 billion units. Energy shortages varied from 0.25% to

    max.1.47%. The maximum energy consumption per day was 1028 Mus on 29.09.2014. Charts

    Compared to last year,wind generation in 2014-15 was increased by 18%. In Western Region wind

    generation was more during the period April to August whereas less in rest of the year as shown in the

    graph below. Maximum wind energy contribution of 7.69% out of total energy consumption of WR

    2.6 Voltage Profile:

    High voltage prevailed in the month of monsoon months of June, July, August and September

    during night hours. High Voltage areas were Khandwa, Damoh, Rajgarh, Dhule, Karad, Akola,

    Chandrapur and Bhusawal. About 15-20, 400KV lines kept open continuously to control high

    voltages. Lines kept out on high voltage were SSP-Rajgarh, SSP-Dhule, Kolhapur-Mapusa,

    Damoh-Birsinghpur, Damoh-Bhopal, Kolhapur-Solapur, Khandwa- Rajgarh, Nagda-Dehgam,

    765 KV Wardha Aurangabad and 765 KV Seoni-wardha. Flow on HVDC, Cpur-Padghe

    kept at minimum possible limit during night off-peak hours to nullify the effect of filter banks

    of HVDC.

    During the Rabi season, agricultural loads picked up and the voltage profile begins to

    deteriorate, Due to high reactive power requirement of agricultural loads specifically during

    morning time low voltage observed at places Indore, Gwalior, Jetpur and Bina. Month-wise

    2.7 Inter-regional Link: Western region is synchronously connected with ER through 765 kV Dharamjaygarh-Ranchi S/C, 765

    KV Dharamjaygarh-Jharsguda D/C, 400kV Raigarh-IBEUL S/C, 400 kV Raigarh-Jharsuguda S/C,

    Raigarh-Sterlite S/C, 400 KV Raigarh-Raurkella S/C, Ranchi-Sipat D/C and three 220 kV lines Korba-

    Budhipadar D/C & Raigarh-Budhipadar S/C. WR is connected asynchronously with NR through

    HVDC back to back at Vindhyachal with transfer capability of 2x250 MW and Mundra-Mohindergarh

    Bipolar HVDC with transfer capability 2x1500 MW in either direction and synchronously with NR

    with 765 kV Agra-Gwalior D/C , 400 kV Zerda-Kankroli, 400 kV Zerda-Bhinmal and 220 kV lines

    Kota-Badod, Modak-Badod, Auraiya-Mehgaon and Auraiya-Malanpur line. WR has asynchronous

    connection with Southern region at Bhadravati back to back having transfer capability of 2x500 MW

    2.10 Automatic Defence Mechanism :

    The approved AUFLS scheme in Western region and the recommended df/dt with changed scenario

    in NEWS grid is as follows. AUFLS is basically defense mechanism against disturbances and

    includes both discrete relays and trend relays. The feeders for discrete and trend automatic under

    frequency relays need to be widely dispersed as operation of these relays is sensitive to the location

    of the disturbance.
