Like many parts of Sydney and even Australia, the City of Rockdale is on the move and making waves as it goes. But building, improving and growing a City takes more than just a vision. When a City changes, certain needs are required to be met, certain actions need to be implemented. To do this, Council creates a Management Plan.

Produced annually, the Management Plan is the framework for a structured pathway to improving and growing the City, with all its needs and requirements listed and addressed. By creating a three-year Management Plan we are providing the layout for the City’s short-term and long-term future.

However, the Management Plan isn’t just about planning for the future; it’s also about letting the community know about where Council is heading and what we plan to do for our wonderful City. It’s about being transparent and accountable for our actions and involving the community in planning for the City of Rockdale. By sharing our ideas with the community, Council can also gauge an understanding about what the community’s needs are and how best to accommodate them.

With this in mind, I encourage our community members to voice their thoughts and opinions about this Management Plan. Council welcomes feedback, because with your voice and input we can, as a community, plan for the future of our City.

Mayor’s Message

It gives me great pleasure to introduce Council’s 2008 – 2011 Management Plan. This year the Management Plan has taken on a revised structure to further enhance our ability to outline our goals for the City and the actions we will take to achieve them.

This year, the Management Plan has been divided into six chapters. The first chapter is City Vision. This is our forward vision for our City.

Council is also continuing its pursuit of its Strategic Directions. This outlines the six key strategies Council has put in place to deliver the goals we have set.

Sustainable Performance covers a series of frameworks, standards and systems to ensure Council staff are doing the very best we can, to deliver Council’s services.

Corporate Strategies and Plans comprises a detailed analysis of Council’s finances, projects, capital works programs, and the budget. This chapter also covers a range of policies on charges, loans and rates, and outlines a comprehensive list of strategies for areas such as human resources, customer service and information management.

Environmental Management takes a detailed look at our City’s environment and covers the many actions and plans Council has in place to ensure the long-term sustainability of our natural environment.

The sixth chapter Operations outlines Council’s overall operations including a comprehensive overview of the departmental structure and a summary of each department’s responsibilities and strategies. This chapter also looks at a number of initiatives Council has in place to encourage Best Value Service and performance measuring.

What all this adds up to, is effective and accountable governance. By implementing these strategies we can strive for an improved City, a thriving community and Making Rockdale a Better City.

About the City of Rockdale

SnapshotThe City of Rockdale is located 12km south of the Sydney CBD, on the historic shores of Botany Bay.

Our suburbs include Arncliffe, Banksia, Bardwell Park, Bardwell Valley, Bexley, Bexley North, Brighton Le Sands, Carlton (part), Dolls Point, Kingsgrove (part), Kogarah (part), Kyeemagh, Monterey, Ramsgate (part), Ramsgate Beach, Rockdale, Sandringham, Sans Souci (part), Turrella and Wolli Creek.

Area square km: 30 approx.

Population: 92,122 (2006 Census of Population and Housing, ABS)

A multicultural area, around 41 per cent of our residents are overseas born and 36 per cent of our residents come from a non-English speaking background.

Languages spoken in our community include Arabic, Chinese, Greek, Italian, Macedonian and Spanish.

Over the years, the City of Rockdale has embraced new residents from the former Yugoslavia, the United Kingdom, Greece, Lebanon, Italy and, increasingly, Asian countries - in particular, China.

HistoryThe City’s position, on the shores of Botany Bay, place it right at the centre of the birth of modern Australia. But its history goes back further, to the original Aboriginal inhabitants of the Gameygal tribe who would have spoken the Darug language. To them Botany Bay would have been called Ka-May.

In 1770, Captain James Cook sailed the HMS Endeavour into the bay and discovered the mysterious continent of Terra Australis Incognitia.

It was 29 April 1770 – a Sunday – that witnessed the birth of modern Australia.

Two botanists who accompanied Captain Cook – Solander and Banks – lived in a whirl of excitement, for hitherto unknown plants and trees grew in profusion. In their honour, two streets in the City of Rockdale were named after them. Banksia was also named after the latter botanist.

Arncliffe and Bexley began as farming villages, while in the late 1800s larger homes began to be built by wealthy people close to the beach. In 1871 the Municipality of West Botany came into being which, in 1888, became the Municipality of Rockdale. Twelve years later and Bexley Municipality was incorporated and in 1948 merged with Rockdale as increasing numbers moved to the area, due to the implementation of the Illawarra railway.

The most significant growth occurred in the post war years and the City became a popular area for migrant families to settle.

In more recent years tourism around the beach areas and high density housing in previously industrial areas, such as Wolli Creek, have fuelled the expansion of the City – now the largest Council in the St George region.

Rockdale’s elevation to a City in 1995 cemented its position as a major hub in southern Sydney.

Present DayToday, the City of Rockdale offers something for everyone – from thriving Town Centres to the tranquillity of stunning beaches. All are ideally located, with highways and rail services passing through the City, Sydney Airport next door, and Sydney’s central business district only 12km away.

Retail and finance are the two biggest industries in the City, followed by education, health and community services, recreation, hospitality and manufacturing.

A very popular feature of the City is the spectacular Lady Robinsons Beach, a perfect spot to unwind. The beach, and Cook Park behind it, often plays host to major City events.

The Rockdale wetlands, which form a thin ribbon from the Cooks to Georges Rivers, provide important habitats for a variety of animal and plant species.

The City of Rockdale also has expanses of bushland including Bardwell Valley and Hawthorne Street Natural Area which house hundreds of different plants and animal species, including some that are endangered.

Beautiful Tempe House in Wolli Creek is a good place to glimpse into our past, as is Lydham Hall in Bexley. Built around the 1860s, Lydham Hall boasts one of Sydney’s finest collections of antique furniture and china.

Chris Watson | General ManagerChris has worked at Rockdale City Council since 1991. Previously Director of City Services, he was appointed General Manager in August 2003. Chris has over 30 years’ experience in Local Government, particularly in engineering. Chris was also the National President at the Australian Institute of Public Works Engineering for two years. Responsible for the overall operations of Council.

John Logue | Assistant General ManagerHas worked for Rockdale City Council for 13 years. Previously worked at Wollongong and Campbelltown City Council. Extensive experience in administration, corporate support, finance and Local Government law. Responsible for Mayor and Councillor support, legal advice, and the Sister City Program.

Fay Steward | Director - City StrategyAppointed in December 2006, Fay has extensive experience at senior levels of management in a number of Councils as well as Government agencies and the private sector. Fay came to Rockdale from Wollongong City Council where she led development of long-term economic and planning strategies to support the City’s growth for the next 40 years. Responsible for Strategic Infrastructure and Financial Planning, Economic Strategy and Property Services, Business Development and Marketing, Urban Strategy and Design, and Environmental Strategy.

John Lee | Director - Corporate SupportAppointed in September 2006, John has held senior Shared Services Management roles in both the government sector and with commercial organisations including Energex Ltd, City of Sydney and Transfield Pty Ltd. Responsible for Finance and Administration, Supply and Fleet Management, Information Management, Human Resources and Risk Management, and Media and Public Affairs.

Greg Smith | Director - City ServicesAppointed in September 2004, Greg was previously General Manager at Yass Valley Council, and also was a Director at Goulburn City Council. He has had over 20 years’ experience in Local Government and the electricity industry. Responsible for Development Assessment and Compliance, Community and Customer Services, Operational Services, Technical Services, and Environmental Business Services.

Council’s Structure and Roles

Decision-makingFifteen Councillors are elected every four years to make decisions on issues affecting the City. Every year the Councillors elect one of their own to be the Mayor. Council’s 345 employees, led by the General Manager, implement Council’s decisions and directly provide works and services.

Council MeetingsCouncil meets in the Council Chambers on the first and third Wednesday of each month, to consider reports requiring their decisions. Council Meetings are open to the public except on occasions when there is discussion of confidential items such as sensitive legal or commercial matters. Business papers are available on the Friday evening before each meeting on Council’s website at www .rockdale .nsw .gov .au

Public ForumA Public Forum is held at the beginning of each Council meeting. Residents and Community have an opportunity to address Council on any issue under discussion.

The OrganisationRockdale City Council controls an annual budget of approximately $60 million. The principal activities include the maintenance of roads, drainage, parks and other infrastructure assets, the facilitation of community health and welfare services, environmental management and the control and facilitation of planning and development.

Departments and Their Responsibilities

Rockdale City Council has four Departments, each of which is responsible for specific activities which Council undertakes to achieve the Strategic Directions. Each Department ensures that its objectives and actions included in their Business Plans are aligned to these directions. These Business Plans are monitored and reported to Council quarterly and more directly to the community in the Annual Report.

General Manager’s OfficeThe General Manager’s Office is focused on support for the Executive of Council and leads the progress and the delivery of Council’s strategic directions.

Assistant General Manager’s OfficeThe Assistant General Manager’s Office focuses on providing support to the office of the Mayor, operational support for Councillors and the performance of their Civic duties, Corporate Governance issues, and liaison with and advice to community organisations involved in Council’s Sister City Program.

City StrategyThe City Strategy Department focuses on City-wide planning and strategic outcomes. This department is responsible for formulating the City Strategy, developing the new City Local Environmental Plan, and formulating a financial strategy to ensure the delivery of the identified Key Initiatives. City ServicesThe City Services Department is responsible for planning, programming and delivery of Council’s services to our community. Corporate SupportThe Corporate Support Department leads and supports business processes throughout the organisation, providing services and advice to enable all departments to carry out their tasks. Council provides open and accountable government in the interest of our community. Our values are the underlying principles influencing decisions and actions of Councillors and Council staff. These values define Council’s relationship with our community, customers and suppliers.

Our intent of Making Rockdale a Better City is actively applied in all services provided to our community. Our six Strategic Directions have been adopted to make the delivery of our City Vision possible. The Priority Actions guide our work to ensure all actions are aligned towards achieving our intended outcomes.

Our sustainable performance is guided by the Australian Business Excellence Framework (ABEF), Quality Certification, and Team Based Appraisal system.

Accountable and Efffective Governance is the principle that guides all our governance activities. We ensure that we achieve our intended outcomes for the community and operate in an effective, efficient, economic and ethical manner.
