Why do we need TMSA

Quality/Risk Assessment Processes

The most common reason for rejecting vessels is perceived management and compliance weaknesses within a company, NOT vessel-specific equipment “deficiencies”.

Many shipowners have asked – what do the Charterers want?

The OCIMF Tanker Management and Self Assessment Programme (TMSA) was partly created to address this question and to lead to continued improvement in the tanker industry. TMSA 2 provides an update that builds on operators experience with TMSA and feedback from the industry

Why do Chevron support TMSA?

ISM may show that a management system is available, but there is no indication of the quality and content of the system and its effective application. ISO 9001 is similarly weak.

Inspections and other tools have served their purpose along the quality improvement path, but they aren’t enough, particularly when looking at perceived management and procedural weaknesses. The inspections indicate only the result of the management process.

The cult of “observation counting” without addressing the root cause of the observations needs to be done away with once and for all.

Not another Management System?

TMSA was designed to:

Complement the ISM system by encouraging self-regulation and continuous self-improvement

Enable ship operators to demonstrate their strong commitment to safety and environmental excellence

Many TMSA processes and Key Performance Indicators (KPIs) are already be in use by better Operators within their existing SMS

TMSA is a tool for improving an SMS, NOT a replacement for the SMS.

Benefits of using TMSA

Guidance on what Charterers are looking for in an Operator’s Safety Management System

Reference to OCIMF Best Practice recommendations

An easy means of showing continuous improvement

Better operators are able to demonstrate their superiority and benefit from higher quality perception, when TMSA ratings and SIRE report analysis are consistent with each other

Future system KPI changes will enable the continuous improvement process to develop in a uniform manner across the industry

TMSA 2, the second edition of the publication and programme

Updated building upon operators’ experience and feedback from industry

Expanded to encompass all tank vessel operators including those managing coastal vessels and barges

Increased scope of application, improved clarity, and better definition

Adjust KPI’s to follow logical progression

Ensure consistency with existing International Conventions and industry best practices
