ABOUT THE FUTURE OPTIONS
Over the summer of 2016/2017, we initiated a survey to gather the views of residents
and visitors on the current use of the waterfront area and aspirations for the future.
Over the past 6 months, a consultative process has been undertaken with the local
community and Te Tau Ihu iwi. The feedback received to date has helped to inform
the development of the Options for the Future document.
The Options for the Future document sets out the preferred options as well as
alternatives for each specific area, along with the implications and consequences. The
proposed options focus on the Mapua waterfront area, primarily concentrating on
Council owned land, including the remediated land.
Highly valued by our community, the Mapua waterfront is loved, and actively used and
enjoyed by thousands of locals and visitors year round. Pedestrian and cyclist numbers
in the Mapua waterfront precinct area have increased markedly over the past few
years, with counts of between 7,000 and 10,000 visitors per day over the summer of
2016/2017.
With the rise in visitor growth, there has been increased pressure on both recreational
spaces and public infrastructure such as car parking and lighting. Changes made to the
wharf area have restricted all vehicle access and parking during peak times, including
access to the Mapua boat ramp. In turn, the boat ramp closure has increased the
pressure at Grossi Point which has been used as an alternative launching and boat
trailer parking area. This has resulted in complexity and challenges in managing
conflicting uses including boating activity, swimming, cycling, and pedestrian / family
activities.
We have prepared a Future Options document for the Mapua Waterfront Area. Council’s proposed options, and alternatives are summarised in this booklet

FUTURE OPTIONS FOR MAPUA WATERFRONT AREA
The preferred/proposed options, as well as alternatives for the Mapua Waterfront Area are summarised below under each
of the key areas.
We encourage you to focus your comments on the options outlined, although you are welcome to comment on options or
issues you think are not addressed.
OPTIONS FOR THE WHARF PRECINCT OPTIONS IMPLICATIONS
Proposed Options
A new storage facility location for the Tamaha Sea Scouts at Grossi Point
Enables the Sea Scouts to expand their storage facilities and undertake their required educational activities
Funds would be required to purchase a new storage facility and seek the required resource consents for Grossi Point
Enhance the delineation and
design of the Shared Zone area Provides for clearly marked pedestrian zone and a connection
between the precinct and Waterfront Park
Cost to undertake streetscaping etc
Sale of Council’s commercial building interests
Would lower Council debt, although could result in rates increase to offset loss in lease returns
Council could no longer ensure public good/compatible activities in the area as it would be controlled by private sector
Alternative Options
A new walkway linking the Wharf and Waterfront Park
Provides a link from wharf area and Waterfront Park
Cost to consent and build walkway
Relocation of the Mapua Boat Club
Potentially to occur if Councils commercial buildings were sold
The Club would need to find another suitable location
OPTIONS FOR THE AREA BETWEEN GOLDEN BEAR BREWERY AND THE ESTUARY OPTIONS IMPLICATIONS
Proposed Option
Maintain the area as public open space / ‘park’ with minor improvements
The area would be retained for use by the community and recognised as a site of cultural significance
Funds will be required for landscaping and the provision of new facilities such as picnic tables and seating
Alternative Option
Sale of the land for commercial use
The area would be developed for commercial use, meaning loss of recreational space and restricted access to the beach.
Sale would provide short term income to Council
OPTIONS FOR WATERFRONT PARK OPTIONS IMPLICATIONS
Proposed Option
Maintain the status quo, with minor upgrades
Improvement of space with provision of picnic tables/bbqs, improved seating, shade sails etc.
Funds required to purchase improvements
Alternative Option
Further development of Waterfront Park
This involves significant landscaping upgrades to the area
Funds required for development including resource consents
Issues with capped area and contamination
OPTIONS FOR REMEDIATED LAND ALONG TAHI STREET OPTIONS IMPLICATIONS
Proposed Option
Sale of the commercial zoned land and partial sale of residential zoned land (shown in red area above)
Expected the identified sites will be developed for residential and commercial use
Landbanking of remaining sites will provide for overflow parking and maintains options for future potential use
Provides income to repay debt owing on remediated sites
Alternative Option
Land banking the entire remediated site
Keeps options open for potential use of entire site including ability to retain ownership and lease sites
Loss of accounted income from sale to repay debt
OPTIONS FOR GROSSI POINT RESERVE OPTIONS IMPLICATIONS
Proposed Options
Maintain the status quo and maintain as a reserve
Preserves the area as an important reserve for the community and as an area of cultural significance
Provide boat storage facilities
for the Tamaha Sea Scouts Allows Sea Scouts to store additional boats needed and to
undertake their educational activities
Funding implications for new storage facility and resource consents
Note: We intend to continue to landbank the commercially zoned land connected to Waterfront Park and may, if required,
be used for overflow parking.
Other Considerations: Parking, Lighting and Pedestrian safety were also raised through community consultation as areas
that require attention. These issues are discussed in more detail in the full Options for the Future document.
OPTIONS FOR BOAT RAMP FACILITIES OPTIONS IMPLICATIONS
Proposed Options
Undertake a feasibility study for a regional boat ramp
Recognises that an additional regional boat ramp is required.
Feasibility budget of up to $50,000 required
Alternative Options
Upgrade the Rough Island (Moturoa/Rabbit Island) boat ramp
Provides additional capacity for boat launching
Constraints to use due to opening hours of Moturoa/Rabbit Island as well as archaeological sites
Associated costs estimated to be $85 - $100k to upgrade
Upgrade the Grossi Point boat ramp
Will encourage even greater use of the area, which could result in escalating conflicts with other recreational users
Issues with provision of additional parking, and use of area
Potential adverse effects on culturally significant sites
Currently $80k in budget for upgrade of ramp
Develop a boat ramp in Waterfront Park
Indicative costings likely in order of $900k - $1.4m
Issues with potential contamination if cap on land is disturbed
Effects on gravity wastewater sewer along seawall
