Jeff Deer introduced our guest speaker, Circuit
Court Judge Patrick Border who shared his
observations and insights after his two visits to
North Korea, first in 2010, and most recently in
October of 2011. He spent two weeks on these
on visits in the Democratic People’s Republic of
Korea and is not yet finished with his exploration
of this rarely seen, and in his opinion, a
somewhat misunderstood country.
Pat’s first experience of living and working on
the Korean Peninsula goes back to 1975, when,
as a young judge advocate with the United States
Air Force, he was stationed for a year at Kunsan
Air Base in South Korea, 150 miles south of the
dividing line between the two Koreas. While
living there he found friendly people and a
beautiful land wherever he went. From that time
to the present day, Pat was struck by the paradox
of having an assignment that called for him to
defend Koreans against other Koreans. Over the
years, he developed an insatiable curiosity about
what could possibly be on the other side of the
dividing line that would be so ominous and evil.
Pat said it is simpler than one would imagine to
go on a tour of North Korea, you go to China and
sign up with a tour, that simple. Because the
British established diplomatic relations with
North Korea in 2000 and have an embassy, they
get preferred treatment and the tours are not very
expensive. He presented a slide show showing
highlights of his two trips to North Korea. The
locations he visited were controlled, but he could
speak to anyone. Most people he talked to were
young and conversant in English. He had a
translator and tour guide. Pat showed a picture
of a guard who talked openly off camera but
looked stern when the photo was taken. He said
it was rare to see soldiers with weapons.
Pat said that the
population of the
South Korea city
of Seoul is equal
to about half of
that of all of North
Korea. Some
housing areas he
consider beautiful
with trees lining
the streets. The
north-south roads
to the DMZ are
smooth, but those
going west were
very worn and not
well maintained.
The tour guides
showed them a
hospital that to the
trained eye had
outdated equipment. There is some nice architecture,
such as their Arch of Triumph and the Reunification
Monument in Pyeongyang. The monument, that is as
tall as the Empire State building depicts two women
representing North and South Korea holding up a
spire with the image of a unified Korea..
He showed photos of an extravaganza in a large
stadium with about 1000 people being entertained by
100,000 performers in multi colored costumes
dancing in strict choreographed formations on the
field, while performers in the stands made elaborate
scenes with flash cards.
He would like his next trip to include other lawyers
who are interested in setting up a legal exchange.
President Connie thanked Pat for his fascinating
presentation about
North Korea and
asked him to sign a
children’s book,
The Lion and the
Land of Narnia
Illustrated and
Compiled by
Robert Cording,
that will be
donated to Aiea
Elementary School
in his honor.
Bill Bow led us in the Four-Way-Test.
