• The Z Life Savers were developed because too many people are killed at New Zealand workplaces just like ours and we don’t want this to happen on our watch.

• Every person working for Z, or at a Z location deserves to go home safely at the end of their shift. If we behave in line with our Life Savers we can do just that – save lives

• The 12 Life Savers are “must dos” when working for Z or at a Z location and are grouped into three broad categories:

– Driving Life Savers - minimise the risk when you are behind the wheel

– Personal Safety Life Savers – minimise the risk to yourself

– Control of Work Life Savers – minimise the dangers during high risk activities

• A hazard is anything that may cause harm, such as chemicals, electricity, working from ladders, or an open drawer

• The risk is the chance that somebody could be harmed by hazards

• Risk broadly refers to any activity, event, issue, or threat that causes uncertainty or affects Z’s ability to meet our purpose or objectives.

• The HSWA 2015 places a duty on Z as a PCBU to ensure, so far as is reasonably practicable, that work is completed without risks to the health and safety of any person.

Depending on the work activity risk level, we will expect to see one or more of the following documents:

• Site Specific Safety Plan (SSSP) – A document that describes how safety & wellbeing will be managed on a job. It is developed by contractors (and with subcontractors) to make sure that all relevant hazards and site information is available and regularly updated, and that issues are consistently monitored.

• Job safety analysis (JSA’s) – A tool completed to identify hazards involved in any task and confirm how they are to be controlled.

• Safe Work Method Statements (SWMS) - A document completed for all 'high risk’ work, e.g. working at heights, working in confined or restricted spaces are considered high risk and a SWMS is always required to be prepared before any work of this type is carried out.

• Work permits and associated certificates – Along with SWMS, a work permit must be completed to “authorise” work to proceed under certain controls and conditions, e.g. Work at Height, Confined Space Entry, Excavations, Lifting, Electrical work, etc.

• Work Clearance Form (WCF) – A tool completed to determine whether work on site involves high, medium, or low risk tasks or activities, and identifies further risk management requirements, e.g. permits.

• Due to the nature of the products that we sell, all retail sites have hazardous zones as per the Classification of Hazardous areas AS/NZS 60079.10.1 2009

• Any hot works or electrical works carried out in these areas will require a Z permit to be in place which can only be approved by a Z Permit Issuer (PI)

• Each site will have a site specific hazardous zone plan and this should be referred to prior to work commencing on site.

• Any product transfer, pipeline modifications or repairs, or excavations could extend hazardous areas.

Our five-step approach to managing incidents:

1. Respond - make things as safe as possible – move people away from the affected area, attend to injured people, and secure the site as best you can.

2. Report - It is important to report an incident. This lets the right people know what’s happened and they can start to manage the situation. Incidents that occur on Z’s sites or work done for Z must be reported to Z.

3. Investigate - Incidents don’t fix themselves and without taking action to resolve an issue and looking into why it happened, there is a real risk the same thing could happen again.

4. Review - When an investigation is being conducted it is essential that it is carried out in a timely manner. This is important because not only could the incident re-occur if the root causes are not identified and rectified, but a delay in incident investigation leads to a perception that incidents are not being taken seriously.

5. Communicate learnings - a critical part of the process is to take the time to identify key learnings for the business and then communicate these learnings so they can be applied to other areas which may have similar risks.

• Communicate the work, risks, and controls between Z and Contractors (i.e. arrangements among PCBUs for the common purpose of protecting safety and wellbeing for all involved)

When the overall site or designated work area is under the control of a main contractor:

• WCFs are still required by all attending companies unless otherwise agreed with Z Project Representative.

• The Main Contractor's Site Manager may sign as Site Representative where the work is carried out by a sub or separate contractor.

• Where WCF are agreed not to be required by all companies, Site Manager is still responsible for identifying and co-ordinating key daily activities for risk and hazard management.

• When work has been done or paused, both the Contractor and Site Representative confirm the site is finished or left in a safe and satisfactory condition.

• Activities where a work permit is not required.

• Such work are generally considered low risk, are frequently carried out, and by competent persons.

• Where high-risk tasks are required, e.g. using a ladder for maintenance work, then the requirements for high-risk activities apply.

• Z’s Safe Work Practice: Working at height

• Fall protection is required for a potential fall distance

of 1.8 metres or more, inclusive of whether it is at or

below ground level or within 2.0 metres or less from

an unguarded edge.

• Scaffolds 4m and over must be erected by a

competent person.

• Fall restraint is to be worn at all times in a boom

lift/cherry picker. If a permanent anchor point is

installed in a scissor lift, fall restraint is also to be

worn (unless the risk assessment details why this is

not required).

• If wearing fall restraint/arrest means, an emergency

recovery plan must be established and equipment for

it available on site prior to the work starting

• Access to the retail shop canopy is to only be via an

elevating work platform or scaffold.

• When working within 2 metres of an unguarded edge,

fall protection must be established and maintained 2

metres either side of the workers work area at all times

• Weather conditions need to be taken into account when

working at height

• Ensure WorkSafe is advised if working 5m or more

IMMEDIATE ACTIONS TO BE UNDERTAKEN:

1 The use of stepladders and A-frame ladders on Z Sites to undertake work is suspended, effectively immediately, and until further notice.We have asked our staff on site to intervene if they have any concerns about the types of ladders used, please respect this if this does occur.Platform ladders may be used.

2 If you believe you cannot safely complete your work using a platform ladder then STOP WORK and contact your Manager or Supervisor.

3 Before undertaking any work, and post completing required permit to work requirements and the work clearance form, take the time to consider the work environment. If you need site staff to move equipment to allow better access, please talk to the site leader. If you cannot safely set up your work area, please do not commence work.

4 Please ensure that this safety alert is communicated to all workers who attend Z sites

• Refer PTWS requirements - No Permit is required for standard deliveries or movements of stock

or materials. This is considered to be a simple lift on or off truck direct to ground in one

movement eg. temporary toilet facilities. Site induction and risk assessment should be completed

via JSA, SWMS . WCF should be considered for large deliveries eg portacom.

• Access to lifting points must be planned in accordance with the Working at Heights Policy.

• Permits are required for delivery lifts changing direction eg., Prime Sign lifts, tank installations

All contractors must:

• Agree with Z representative the time and date of work

• Park in a suitable location (confirm this is acceptable with the site)

• Sign in and complete the Work Clearance Form (WCF) and sign out.

• Have their photo identification if required by contract

• Go through a site induction including discussing site hazards with the site representative (Z or Main Contractor)

• Ensure any equipment / machinery is fit for purpose (valid WOF etc., cords need to be tested and tagged)

• Ensure contractors working on site are suitably trained (Working at Height, doing hot work etc.)

• Ensure correct PPE is worn; high vis jacket, steel cap boots

• Ensure work area is suitably demarcated and signed to prevent customers and staff entering the area

• Have a fully stocked first aid kit to reflect hazards associated with works being undertaken

• Have adequate cones / barrier equipment

• Fire extinguishers

• Have MSDS on site for all chemicals brought onto site in course of work

In the event of an emergency, all workers must participate in the site evacuation requirements (including Retail site staff evacuations when the Z Retail site is operating).

When other contractors are on site, both parties to agree work boundaries (when work areas or responsibilities for workers and others on site overlap)
