CentralCoastMarineForestryActivity–DetailedPlanningAreas
TheMaPPinitiativeseekstocontractaconsultanttoworkwithMaPPpartnerstodevelopaninventoryofforestry-relatedLandActtenuresinthemarineenvironment,andassociatedcurrentandplannedfutureactivities,intwodistinctareasoftheCentralCoastMarinePlanarea.TheworkwillsupportimplementationofdetailedplanningworkbetweenMaPPpartnersintheseareas.
Overview
TheMarinePlanPartnershipfortheNorthPacificCoast(MaPP)isacollaborativeprocessforimplementingmarineplanscompletedin2015forthecoastalandmarineareasoffoursub-regionsofB.C.MaPPisapartnershipbetweentheProvinceofBritishColumbia,theCoastalFirstNations-GreatBearInitiative,theNorthCoast-SkeenaFirstNationsStewardshipSociety,CentralCoastIndigenousResourceAlliance,CouncilofHaidaNationandtheNanwakolasCouncil(theMaPPPartners).Thepartnershipincludes17memberFirstNations.
ThefourMaPPsub-regionalmarineplanswillbeimplementedatthesub-regionallevel,and,whereappropriatethroughregionalinitiativesasidentifiedinaRegionalActionFramework.
AMemorandumofUnderstanding(MOU)signedbetweentheMaPPpartnersinMarch2015outlinestheresponsibilitiesofaMarineWorkingGroup(MWG).ResponsibilitiesincludeprovidingstrategicdirectionandexecutiveoversighttoMaPPimplementationactivities,andapprovingaworkplanthatdetailsoutcomes,outputs,activitiesandcompletiondates.
TheMWGissupportedbytheMaPPImplementationTechnicalTeam(MITT)thatincludestechnicalstafffromeachpartnerorganizationandothersupportpersonnel.TheMITTistaskedwithcarryingouttheworkplanatthesub-regionalandregionallevelsandbytheSecretariattaskedwithprojectandfinancialmanagement.
TidesCanadaissupportingtheMaPPpartnersby,amongotheractivities,holdinganddisbursingfunds.TidesCanadahassetupaprojectcalledthe“MaPPImplementation”.

ContractSummaryScopeofWork
Background:IntheCentralCoastMarinePlan(Section5.8TenuredActivities),thereisanobjectivetoconductdetailedplanninginfiveareaswheregoverningpartnerswereunabletoreachagreementonspatialzoningduringtheplanningphase.Understandingthelocationanduseofexistingforestry-relatedLandActtenuresinthemarineenvironment,andthelocation,planneduse,andrationaleforpotentialfuturetenuresitesiscriticalinformationforcompletingthedetailedplanningwork.Forthepurposesofthiscontract,theinventoryofforestry-relatedLandActtenuresinthemarineenvironmentwillbefocusedon2ofthe5areasrequiringmoredetailedplanning:
• NorthernendofSouthBentinck(seeattached)• SouthernendofSouthBentinck(seeattached)
Aconsultantorconsultingteamisrequiredtoprepareadesktopassessment,foreachoftheseareas,lookingattwoaspectsofforestry-relatedLandActtenuresinthemarineenvironment:
1) Existingforestry-relatedLandActtenures:Conductareviewofforestryactivitybyinventoryingforestry-relatedLandActtenuresinthemarineenvironment.Provideasummarydescriptionofrelevantadjacentforestry-relatedtenuresonland.
2) Futureuse:Determinetenureholders’futureplansforexistingtenures(i.e.,willactivitylevelsincrease,decrease,remainstatic),andidentifymarinesitesoffutureinterestfortheforestsector.
SuggestedTasksandDeliverables:1. ProjectPlan:Developadetailedprojectplanoutliningyourproposedapproach,outputs,
scheduling,andsupportingdocumentationneeds.ReviewwithMaPPstaffbeforeproceeding.
2. ReviewofExistingforestry-relatedLandActtenures:Foreachofthe2focusareas,developaninventoryoftenures.Includeinformationsuchas:
i. Typeoftenure(e.g.,lease,licenseofoccupation,temporarylicense,notationofinterest).ii. Use(e.g.,Generalloghandlinguse(logstorage,booming,dumping,sorting,barging)or
Intensiveloghandlinguse(industrialuseofCrownlandsaswellasrelatedimprovementsdirectlyassociatedwithamillorotherwoodconversionfacility,orafacilitysuchasacentralizedlogsort,eitherdrylandoraquatic)).
iii. Tenureholderiv. Termv. Statusvi. Approximatefootprintvii. Intensityofuse(i.e.,isthesiteactivethroughouttheyear,oristhesiterarelyused?).If
possible,ascertaintheamountofvolumeoftimberthathasbeenprocessedthroughthetenure.

viii. Informationabouttheassociated/adjacentforestry-relatedtenuresonland(e.g.communityforestlicense,treefarmlicense,renewableforestlicense,licenseholder).HighlightwhereuplandareasarenolongeravailableforharvestundertheGreatBearRainforestAgreement.
Deliverable:ForthenorthernendofSouthBentinckandthesouthernendofSouthBentinck,aninventory(table-style)offorestry-relatedLandActtenuresinthemarineenvironment.Thetablewillincludeallpertinentinformationrelatedtothetenures,asdetailedabove.Includeamapforeachfocusareathatincludesexistingtenures(aquaticandrelatedupland)andnewplannedsites(asdetailedthroughinterviewsinstep3).
3. FutureUse–Tosupportdetailedplanninginthetwofocusareas,theCentralCoastMaPPpartners
needacomprehensiveinventoryofallsitesrequiredbyindustryoverthefullharvestrotation.TheContractorwillconductinterviewswithLandActtenureholdersandTenureAuthorizationsstafffromtheMinistryofForests,LandsandNaturalResourceOperations(FLNRO)toassesstenureholders’futureplansforexistingforestry-relatedLandActtenures,andtoidentifymarinesitesoffutureinterestfortheforestsector.ThecontractorwillmeetwithFLNROstaffpriortomeetingwithTenureholders.MeetingsandinterviewscanbeviaphoneorInternet.Thecontractorwillstructureinterviewswithtenureholderstoconfirmtheaccuracyoftheinventoryofexistingforestry-relatedLandActtenuresinthemarineenvironment,andgarnerinformationon:
i. Plansforexistingtenures(e.g.,anticipatedincreases/decreasesinactivitylevels,sitecleanup/restoration,tenurerenewal,tenureapplicationforachangeinfootprint).Determinerationaleforanychangesinstatusofexistingtenures(e.g.,GreatBearRainforestLandUseOrder,changestotimberharvestingrightsinadjacentforestlands,reductionsinharvestabletimber).
ii. Plansfornewtenuresinornearfocusareas.Determinerationalefornewsite,typeoftenurerequired,anticipatedfootprint,andexpectedtimeline.
iii. Actionsundertakenand/orplannedformanagingimpactstovalues,particularlyinareasclosetosensitivemarinehabitats,areaswithhighrecreationalorvisualsignificance,orareassignificantforFirstNationsfood,socialandceremonialuse.
Note:MaPPpartnerswillprovidetheconsultantwithanintroductionletter/emailtotenureholders.
Deliverable:Addnewinformationonfutureusetotheinventorytableofexistinguseandthemapsofeachfocusarea.IncludeadiscussionofhowrecentchangesresultingfromtheGreatBearRainforestAgreementshaveimpactedormayimpactforestry-relatedtenureactivityineachfocusarea.
