Marine Plan Partnership for the North Pacific Coast | E: [email protected] | W: mappocean.org Marine Plan Partnership (MaPP) Initiative Contract Announcement: Central Coast Marine Forestry Activity – Detailed Planning Areas The MaPP initiative seeks to contract a consultant to work with MaPP partners to develop an inventory of forestry-related Land Act tenures in the marine environment, and associated current and planned future activities, in two distinct areas of the Central Coast Marine Plan area. The work will support implementation of detailed planning work between MaPP partners in these areas. Overview The Marine Plan Partnership for the North Pacific Coast (MaPP) is a collaborative process for implementing marine plans completed in 2015 for the coastal and marine areas of four sub-regions of B.C. MaPP is a partnership between the Province of British Columbia, the Coastal First Nations-Great Bear Initiative, the North Coast-Skeena First Nations Stewardship Society, Central Coast Indigenous Resource Alliance, Council of Haida Nation and the Nanwakolas Council (the MaPP Partners). The partnership includes 17 member First Nations. The four MaPP sub-regional marine plans will be implemented at the sub-regional level, and, where appropriate through regional initiatives as identified in a Regional Action Framework. A Memorandum of Understanding (MOU) signed between the MaPP partners in March 2015 outlines the responsibilities of a Marine Working Group (MWG). Responsibilities include providing strategic direction and executive oversight to MaPP implementation activities, and approving a work plan that details outcomes, outputs, activities and completion dates. The MWG is supported by the MaPP Implementation Technical Team (MITT) that includes technical staff from each partner organization and other support personnel. The MITT is tasked with carrying out the work plan at the sub-regional and regional levels and by the Secretariat tasked with project and financial management. Tides Canada is supporting the MaPP partners by, among other activities, holding and disbursing funds. Tides Canada has set up a project called the “MaPP Implementation”.

Overview

Background:IntheCentralCoastMarinePlan(Section5.8TenuredActivities),thereisanobjectivetoconductdetailedplanninginfiveareaswheregoverningpartnerswereunabletoreachagreementonspatialzoningduringtheplanningphase.Understandingthelocationanduseofexistingforestry-relatedLandActtenuresinthemarineenvironment,andthelocation,planneduse,andrationaleforpotentialfuturetenuresitesiscriticalinformationforcompletingthedetailedplanningwork.Forthepurposesofthiscontract,theinventoryofforestry-relatedLandActtenuresinthemarineenvironmentwillbefocusedon2ofthe5areasrequiringmoredetailedplanning:

• NorthernendofSouthBentinck(seeattached)• SouthernendofSouthBentinck(seeattached)

Aconsultantorconsultingteamisrequiredtoprepareadesktopassessment,foreachoftheseareas,lookingattwoaspectsofforestry-relatedLandActtenuresinthemarineenvironment:

1) Existingforestry-relatedLandActtenures:Conductareviewofforestryactivitybyinventoryingforestry-relatedLandActtenuresinthemarineenvironment.Provideasummarydescriptionofrelevantadjacentforestry-relatedtenuresonland.

2) Futureuse:Determinetenureholders’futureplansforexistingtenures(i.e.,willactivitylevelsincrease,decrease,remainstatic),andidentifymarinesitesoffutureinterestfortheforestsector.

SuggestedTasksandDeliverables:1. ProjectPlan:Developadetailedprojectplanoutliningyourproposedapproach,outputs,

scheduling,andsupportingdocumentationneeds.ReviewwithMaPPstaffbeforeproceeding.

2. ReviewofExistingforestry-relatedLandActtenures:Foreachofthe2focusareas,developaninventoryoftenures.Includeinformationsuchas:

i. Typeoftenure(e.g.,lease,licenseofoccupation,temporarylicense,notationofinterest).ii. Use(e.g.,Generalloghandlinguse(logstorage,booming,dumping,sorting,barging)or

Intensiveloghandlinguse(industrialuseofCrownlandsaswellasrelatedimprovementsdirectlyassociatedwithamillorotherwoodconversionfacility,orafacilitysuchasacentralizedlogsort,eitherdrylandoraquatic)).

iii. Tenureholderiv. Termv. Statusvi. Approximatefootprintvii. Intensityofuse(i.e.,isthesiteactivethroughouttheyear,oristhesiterarelyused?).If

possible,ascertaintheamountofvolumeoftimberthathasbeenprocessedthroughthetenure.

viii. Informationabouttheassociated/adjacentforestry-relatedtenuresonland(e.g.communityforestlicense,treefarmlicense,renewableforestlicense,licenseholder).HighlightwhereuplandareasarenolongeravailableforharvestundertheGreatBearRainforestAgreement.

Deliverable:ForthenorthernendofSouthBentinckandthesouthernendofSouthBentinck,aninventory(table-style)offorestry-relatedLandActtenuresinthemarineenvironment.Thetablewillincludeallpertinentinformationrelatedtothetenures,asdetailedabove.Includeamapforeachfocusareathatincludesexistingtenures(aquaticandrelatedupland)andnewplannedsites(asdetailedthroughinterviewsinstep3).

3. FutureUse–Tosupportdetailedplanninginthetwofocusareas,theCentralCoastMaPPpartners

needacomprehensiveinventoryofallsitesrequiredbyindustryoverthefullharvestrotation.TheContractorwillconductinterviewswithLandActtenureholdersandTenureAuthorizationsstafffromtheMinistryofForests,LandsandNaturalResourceOperations(FLNRO)toassesstenureholders’futureplansforexistingforestry-relatedLandActtenures,andtoidentifymarinesitesoffutureinterestfortheforestsector.ThecontractorwillmeetwithFLNROstaffpriortomeetingwithTenureholders.MeetingsandinterviewscanbeviaphoneorInternet.Thecontractorwillstructureinterviewswithtenureholderstoconfirmtheaccuracyoftheinventoryofexistingforestry-relatedLandActtenuresinthemarineenvironment,andgarnerinformationon:

i. Plansforexistingtenures(e.g.,anticipatedincreases/decreasesinactivitylevels,sitecleanup/restoration,tenurerenewal,tenureapplicationforachangeinfootprint).Determinerationaleforanychangesinstatusofexistingtenures(e.g.,GreatBearRainforestLandUseOrder,changestotimberharvestingrightsinadjacentforestlands,reductionsinharvestabletimber).

ii. Plansfornewtenuresinornearfocusareas.Determinerationalefornewsite,typeoftenurerequired,anticipatedfootprint,andexpectedtimeline.

iii. Actionsundertakenand/orplannedformanagingimpactstovalues,particularlyinareasclosetosensitivemarinehabitats,areaswithhighrecreationalorvisualsignificance,orareassignificantforFirstNationsfood,socialandceremonialuse.

Note:MaPPpartnerswillprovidetheconsultantwithanintroductionletter/emailtotenureholders.

Deliverable:Addnewinformationonfutureusetotheinventorytableofexistinguseandthemapsofeachfocusarea.IncludeadiscussionofhowrecentchangesresultingfromtheGreatBearRainforestAgreementshaveimpactedormayimpactforestry-relatedtenureactivityineachfocusarea.
