The lack of an overarching "authorities and responsibilities framework" for a whole of government effort is an impediment for planning and execution. Customs and border regulation are integral to security and justice development. This project will catalog Best Practices in Border Security and Customs Enforcement, and produce a Task List and Terminal Learning objectives. End State: The Task List and Terminal Learning Objectives will be incorporated into TPS curriculum development, doctrinal updates and implementation strategies. Background: Criminal Justice major. Supervisor: Dr. John Deni, SSI Project: In the last year and a half, NATO appears to have implemented a revised defensive planning process, appearing far more robust than past iterations insofar as it has tried to more critically assess and then shape member state defense plans and capabilities. However, it seems the defense planning process still lacks the necessary 'teeth' to really compel or at least strongly incentivize necessary changes in member state defense plans. The intern will assist in sequentially: 1) identifying common practices in the NATO defense planning process prior to 2015, 2) analyzing shortcomings and impediments in the past, 3) outlining the ways in which the process has changed since 2015, 4) assessing whether and how the post-2015, revised process mitigates the shortcomings of the past, 5) evaluating residual or additional shortcomings of the post-2015 process, 6) assessing how the Army might offer incentives or disincentives to overcome the remaining shortcomings of the defense planning process. The findings will likely result in an SSI monograph. Supervisor: Dr. Richard Love, PKSOI Project: With the expansion of US military presence in the fight against ISIS including the deployment of ground forces complimented by air platforms, how is stability doctrine and concepts exercised by leaders and forces on the ground? The intern will research the state of the civilian population, infrastructure, security, economy and justice and reconciliation encountered in the wake of ISIS. The intern will focus the research on determining what stabilization and development activities are realistic given the size and capability of the force and the state encountered, as well as what is the current state on the ground in terms of armed factions, displaced civilians, humanitarian efforts and size of the disruption. Finally the intern will consider current objectives and policy will likely to be successful in this environment. Supervisor: CSL Project: As part of the WGITC program, the intern will plan, coordinate, and develop an Africa/ Nigeria Matrix Game by conducting extensive research into the diplomatic, informational, military, and economic factors that affect the African continent with a focus on the Nigeria mega-city of Lagos. 1. The intern will determine teams, map, rules, special rules, and team goals/objectives. 2.The intern will develop: a. A map that provides a strategic look at the area that the game focuses. b. A scenario that provides an overarching global/ local story based on diplomatic themes (strategic level) within Africa while also drilling down more into Nigeria and the city of Lagos. The scenario should build up from 2017 to 2022. The start time for the game will be July 2022. c. For each player team, develop specific goals, interest, and objectives. d. Map markers for actions that each team can use to show actions that have occurred over a period of time. 3. Supervisor: John Winegardner, PKSOI Project: Task: The Stability Operations Assessment Framework (SOAF) is an interactive product which can be queried by country to determine the level of stability in a country. The assessments are aligned with the five primary lines of effort in Stability: Security, Rule of Law, Governance, Provision of Essential Services and Economic development, and use the Guiding Principles framework for Stabilization and Reconstruction. The intern will research and build an assessment on the capacity, capabilities and challenges to Ethiopia’s Security Sector Reform Program, and whether it has fostered a sense of freedom of movement throughout the country, thus enhancing economic trade. End State: The data set will be used as a template and proof of concept for building the SOAT tool, highlighting Ethiopia’s level of stability in the Justice sector, as well as informing best practices in Justice Sector development initiatives for DoD’s Transitional Public Security program. Background: Middle East Studies Major and an Arabic Minor with a certificate in Security Studies. She studied arabic in Amann, Jordan. She plans to attend Law School, focusing on international and humanitarian law with the goal of being a Judge Advocate in the military. The intern will analyze previous port visits to determine if the state power weakened over time, allowing for an influx of insurgent elements, due to perceived lack of U.S. Naval Support. The analysis should include an examination of a weakened economic base caused by the lack of U.S. port calls. Background: Michael Foschi, junior at USNA class of 2019. I study History and Russian Languange. I plan on commissioning as a Marine Corps officer upon graduation.

Supervisor: Ryann McCannell, PKSOI Project: PKSOI is assisting in developing a curriculum for a course that could serve as an orientation or eventual certification for professionals working in senior roles in an interagency national security environment. The specific focus of this effort would be on situations where multiple agencies are working together on stabilization or supporting fragile states to prevent a crisis or recover from conflict. The intern will assist in

compiling the findings from a questionnaire on the degree of training senior leaders received on interagency operations or policy making prior to appointment to a national security environment with the intent of conducting interviews of the respondents to develop an monograph on the types of training senior leaders received prior to working in a multiagency stabilization environment. We define senior leaders as NSC directors, deputy assistant secretaries, executive secretaries, senior policy advisors, and senior level detailees in Washington; or interagency liaisons at combatant commands, key embassy posts or joint task forces abroad. The goal of the research will be to describe how the two communities have learned to collaborate more effectively and provide recommendations for further improvement. The resultant findings will be encapsulated in a monograph. Supervisor: Scott Braderman, PKSOI Project: Task: China’s development assistance to Africa in the form of infrastructure development and rehabilitation boasts a long history of economic collaboration. The Beijing Action Plan references cooperation in the construction and infrastructure. Chinese state-owned development organizations have invested extensively in infrastructure projects in resource endowed countries, specifically energy security and raw materials. Many of these development projects have displaced locals from their homes at a fraction of their land/business’ value. The intern will research the impact of China’s development programs in Africa, specifically focusing on the infringement of land rights for natural resource development, and the effect on the displaced population. By contrasting application of the Beijing Action Plan to China’s international engagement strategy, the intern will investigate China’s true intentions in Africa. End State: The research will be part of a monograph to assist US forces in developing their engagements plans to counter any negative effects of Chinese development in Africa. The assessment will also focus on the issue of potential mass atrocities against the Rohingya population. Background: A double-major in International History and Chinese with a track in Nuclear Engineering at the United States Military Academy at West Point, Ulysses hopes to join Army Military Intelligence following graduate school. Ulysses is an active member of his school’s Chinese Language Forum and is committed to the facilitation of dialogue and greater cooperation among Cadets and Chinese communities both domestically and internationally. He enjoys learning about languages, cultures, and history and enjoys discussing geopolitics.

Supervisor: Dr. Karen Finkenbinder, PKSOI Project: Task: Transitional Public Security, which includes Maintaining Public Order in a post conflict environment is quite challenging as the police and justice system are often perceived as corrupt by the local population. The military can play a role in maintaining order and building criminal justice organizations until the host nation can build or rebuild its criminal justice capacity (police, judiciary, detention). These students will develop a program of instruction for U.S. forces that will teach them to work with State and other JIIM actors to assess current systems; develop capacities to fill/support the gaps identified; and train, mentor and advise HN justice actors. Part of the POI will include case studies that provide some good practices for administering a transitional public security environment.

Supervisor: Dr. Paul Kan, DNSS Project: The intern will work on two projects, the first is a global overview of militias and paramilitaries taking a cross-cultural look at groups that are not insurgents or conventional forces, but fall somewhere between the two. The second project is an examination of Chinese Uighur jihad groups operating in Syria, as these groups are split between following ISIS and following Al Qaeda. Supervisor: Scott Braderman, PKSOI Project: Task: USIP and PKSOI created a survey for distribution to the responsible DoD, DoS, interagency partners, international peacekeeping centers and NGO community to determine the overarching community's most contemporary and latest PK/SO ideas, policy, and methodologies to develop a clear picture and "demand signal" for the provision/revision/development of an Interagency and Inter-Community publication set for use in improving the conduct of PK/SO activities. The survey will assess the utility of the Guiding Principles, MPICE and the Guide for Participants manuals to determine their utility in educational and practical employment scenarios, noting areas requiring revamping. The interns will collate the findings of the survey, and compile into a recommendations paper, while also vetting the availability of material to address the gaps in the manuals as annotated by the survey respondents. End State: The findings will be used to determine whether and which sections should be revamped/updated, and whether any of the manuals should be combined. The respondents will also become the new community of interest for reworking these manuals. Background: Bachelor of Arts in International Studies with a minor in Economic. The military can play a role in maintaining order and building criminal justice organizations until the host nation can build or rebuild its criminal justice capacity (police, judiciary, detention). These students will develop a program of instruction for U.S. forces that will teach them to work with State and other JIIM actors to assess current systems; develop capacities to fill/support the gaps identified; and train, mentor and advise HN justice actors. Part of the POI will include case studies that provide some good practices for administering a transitional public security environment. Background: Samir Streatfield is a Cadet in the Class of 2019 at the United States Military Academy. He is a double major in Military History and Physics at USMA, and is also a member of the West Point Judo Team, the Thayer Honors Program, the Excel Scholars Program, and the Department of Foreign Languages Piano Performance Club. After graduating, Samir plans to commission as an officer in the United States Army. At PKSOI, Samir is working on producing a threat assessment for continued atrocity crimes and genocide in South Sudan. The intern will examine the role the female population plays in recovering from a Refugee Crisis, while overcoming the challenges of organized crime and human trafficking, and develop a framework for engagement. Background: Major: International Studies with a focus on globalization and sustainability, and a minor in Music Performance. She studied abroad in Copenhagen, Denmark and Jaipur, India. Relevant Experience: Off-site Media intern at Roboterra Inc., where she updated social media for the client. She cooperated with the locals in Belize on sustainability and development program, while also volunteering at a women shelter in Sri Lanka.
