Milton secures 150-acre university campus site The Town has taken a major step in its effort to bring a university to Milton by converting hopes for a satellite campus into plans for the Milton Education Village neighbourhood.
At Monday evening’s meeting, Milton Council approved a series of staff recommendations that will initiate the planning process for the Milton Education Village neighbourhood. The site would consist of a 150-acre university campus that would become the heart of a larger neighbourhood, which could also include on-site student housing, a business/research park, supporting services and a comprehensively planned adjacent residential neighbourhood. The goal is to build an integrated community that will grow with the institution.
“Once again, Milton is proving to be an innovator in community planning,” said Town of Milton Mayor Gord Krantz. “We have a unique opportunity to realize a greater vision for Milton’s future that will build on the relationship between education and economy.”
“Higher education means more opportunities for local residents and contributes to a stronger, more vibrant community overall,“ said Halton Regional Chair Gary Carr. “Halton Region is pleased to support this initiative, and we look forward to working with the Town of Milton to help this vision become a reality.”
Data released from Statistics Canada’s 2006 Census Report shows that Milton is not only Canada’s fastest-growing community, but is also among the youngest and most highly educated communities in Ontario. “Through Destiny Milton II, the community told us that attracting post-secondary education to Milton is a priority,” said Mayor Krantz. “By securing this site, we are working to provide young Miltonians with an option for higher education close to home.”
A crucial stage in the planning process for the Milton Education Village neighbourhood will be to host a design charette, a workshop attended by experts in the fields of education, economy, environment, land development and others. The proposed location of the Milton Education Village neighbourhood is along Tremaine Road between Derry and Britannia Roads.

The Milton Education Village neighbourhood
Milton’s post-secondary initiative: A brief history Bringing post-secondary education to Milton was identified as a priority in the approved Destiny Milton Strategic Plan in 1994. In June 2000, the Milton Economic Development Advisory Committee of Council established the "Post Secondary Sub-Committee" as part of the Town’s efforts to achieve this goal. Since then, attempts to attract a post-secondary institution to Milton have been unsuccessful.
Throughout 2006, the Post Secondary Subcommittee monitored new locations for colleges and universities in Canada and continues to find that capital contributions from municipalities are a critical part of any success.
Marketing campaign 2007 On February 19, 2007, Council approved a staff recommendation to provide surplus land at 560-604 Main Street for the purpose of attracting a post-secondary institution to Milton. Since then, the Town has developed and completed a marketing campaign to generate interest in the project and find a committed partner.
As part of the campaign, the Town sent information packages to all colleges and universities in Canada. Two packages were sent: the first in April 2007 to make officials at colleges and universities aware of the opportunity to expand in Milton; and the second in November 2007 to thank those who had responded and to follow up with those who had failed to respond during the first round of communication.
The multi-phased initiative has been very successful with 40 responses received (a 60 per cent response rate). Of the responses received, 16 responded with various levels of interest, from requesting additional information to interest in a tour of Milton and further discussions.
The Milton Education Village neighbourhood concept The idea of the Education Village neighbourhood arose from feedback received in the first phase of the campaign. In meetings with interested parties and potential partners throughout 2007, it became clear that there was a greater opportunity for post-secondary education in Milton than was available in a five-acre site. The Town began to explore other options for available land that led to the pursuit of partnerships with the private sector.
As a result, the Town has entered into an agreement with Mattamy Homes Ltd. that gives the Town the right to acquire the 150-acre site, located on Tremaine Road between Derry and Britannia Roads, with the adjacent land owned by Mattamy, in exchange for the Main Street property.
The 150-acre site would become the heart of a larger neighbourhood that could accommodate on-site student housing, a business/research park, supporting services and a comprehensively planned adjacent residential neighbourhood. The ultimate result of this project would be a symbiotic relationship between the Education Village neighbourhood and the Town that would foster Milton’s knowledge economy.

Next steps The Town will undertake the following planning procedures in advance of development:
- An extensive planning process and design exercise to meet the planning and development requirements of the site;
- Work with adjacent landowners to undertake a neighbourhood plan as well as an urban design charette for the Education Village neighbourhood;
- A request to Halton Region that the proposed post-secondary site be identified as an area for urban expansion within the Sustainable Halton Planning Process;
- Adjusting the sub-watershed update study presently underway for Business Park II (BPII) and the Phase III Secondary Plan process to include the proposed post-secondary site as part of the study.
The Town will continue to work extensively with its partners in the private sector, education and other levels of government in the upcoming months to secure a partnering institution and take the necessary steps to begin development of the Milton Education Village neighbourhood.
