At the request of my advisers an expert committee of inquiry into the causes of nystagmus was set up by the Medical Research Council in 1920. The lirst report of the committee was published at, the beginning of this year and the committee is still at work. The Personnel of Medical Boards. Mr. SHORT asked the Minister of Pensions whether the medical boards were composed of permanent officers of the Ministry ; if so, the number of officers so employed and their salaries ; and, if the boards were composed of medical men drawn from panels of local practitioners, the fees paid for individual examination and the total cost for 1921 for such payments.-Major TBYON replied : The personnel of the medical boards of the Ministry is very largely drawn from local practitioners, who receive the following fees : chairman, ;!,J1 lls. Od. for a session of two and a half hours ; specialists, jE2 2s. ; ordinary members or assessors, ;!,J1 6s. 3d. Consider- able assistance is now given on this work by full-time medical officers of the Ministry, of whom some 200 are liable for this service as part of their duties. The average salaries of these officers is approximately £924 per annum. The total expenditure on payments to sessional members of the boards was, in 1921, ;!,J627.795. The corresponding figure for the current year will be more than one-third less, owing to a reduction of the sessional fees payable, and of the number of members of ordinary boards from three to two. ROYAL STATISTICAL SOCIETY.-AT a meeting heldon Dec. 19th 1fr. T. T. S. de Jastrzebski read a paper onChanges in the Birth-rate and in Legitimate Fertility inLondon Boroughs, 1911 and 1921. He said that a com-parison between the crude birth-rate in the AdministrativeCounty of London showed that in the nine months followingthe Census of 1921 there was a fall of 9-4 per cent. from thesame period of 1911, although the proportion of marriedwomen under 45 years of age in the populationshould have given an increase of 1-7 per cent. The declinein infant mortality, however, reduced the fall in the effectivebirth-rate-i.e., the rate obtained by deducting the deathsunder 1 year from the births-to 4-2 per cent. Legitimate’fertility showed a decline of 12-8 per cent., or when stand-ardised for variation in the ages of the married women under45, of 11-7 per cent. The gap between the boroughs withbetter economic conditions and those with a poorer popula-tion had diminished sensibly. Notwithstanding the fallin both the birth-rate and in legitimate fertility, the naturalincrease by’excess of births over deaths in 1921 was 390,335as against 354,328 in 1911, and this gain was at the firstperiod of life. There was no reason to consider an infantmortality of between 50 and 60 per 1000 births as beyond- the scope of our legitimate expectations. In the view ofthe speaker the reproductive forces at work in the nationare greater than the destructive, and the problem of the;immediate future is one of over, rather than of under-ipopulation.

SOCIÉTÉ INTERNATIONALE DE CHIRURGlE. - Thesixth triennial congress of this Society will be held in Londonfrom July 17th to July 20th, 1923, and a provisionalprogramme lias been issued. The congress is under thepatronage of His Majesty the King and the Presidency ofSir William Macewen. The meetings will be held at theRoyal Society of Medicine, and the subjects chosen fordiscussion are : (1) The Surgery of the Endocrine Glands.with the exception of the Thyroid ; (2) Arthroplasty :(3) The Late Results of Surgical Intervention in TraumaticLesions of the Peripheral Nerves ; (4) Sero- and Vaccino-therapy of Surgical Infections with the exception of Tetanus :(5) Operative Shock. The inaugural meeting will take placeon Tuesday, July 17th, at 11 o’clock, when H.R.H. the Princeof Wales will open the congress. Scientific sessions will beheld on Tuesday afternoon and the three following mornings.Operations and demonstrations will be arranged for at thevarious hospitals on the last three days of the congress. Acollection of pathological specimens illustrating diseases ofthe endocrine glands will be on view at the Royal Society ofMedicine. Hospitality will be extended to members of thecongress by His Majesty’s Government, the Lord Mayor ofLondon, the Royal College of Surgeons of England, theUniversity of London, and the Barbers’ Company.The organising secretaries are Sir D’Arcy Power, K.B.E.,

and Mr. J. E. H. Roberts, O.B.E. The British Secretariat isat 26, Harley-street, W. 1.TYPHUS FEVER IN NoRTH-WEST MAYO.—There has

recently been an outbreak of typhus fever in the Errisdistrict of West Mayo, in regard to which the Minister forLocal Government, Mr. Ernest Blythe, gave some particularsin Dail Earann last week. He said that the outbreak hadbegun in June last, and 20 cases had come under notice,including the sanitary sub-officer and a nursing sister, whohad contracted the fever in the discharge of their duties.The source of the infection appeared to have been a disusedcoastguard station, in which families crowded, desertingtheir homes. Belmullet had long been recognised as a dis-trict in which typhus fever might be said to be endemic.The population was very poor, living in small and congestedhomes, with primitive habits, and the practice of housinganimals in dwellings still persisted.

ASSOCIATION OF COUNTY MEDICAL OFFICERS OFHEALTH : ANNUAL DINNER.—This Association met on

Dec. 15th in Pagani’s Rooms, London, W., at their firstsocial function or dinner since the creation of the conferencein 1906, which preceded the formation of the Association in1914. Dr. G. Reid (Staffs) occupied the chair and the guestof the evening was Sir George Newman ; 32 members werepresent. The President, in proposing " The Guest," reviewedbriefly the evolution of the Association and its relation tolegislation, to the Government Public Health Department.s.to the British Medical Association, and the County Councils’Association. Dr. A. Bostock Hill, supporting the toast,eulogised the excellent work of Sir ’George Newman as a.

friend, adviser, and colleague. Sir George Newman repliedin a pithy speech, in which he reviewed his work and rela-tionship to the profession. He felt amply revarded by thefriendship returned by the county medical officers ofhealth. The health of the chairman, Dr. Reid, and thehon. secretary, Dr. J. R. Kaye, were duly proposed, and theproceedings created a unanimous demand for an annualrepetition of the dinner.

MEDICO-LEGAL SOCIETY ANNUAL DINNER.-Thisdinner was held on Dec. 15th at the Holborn Restaurant,London, Lord Justice Atkin presiding. Amongst the guestsinvited were Sir Chartres Biron, Sir Ernley Blackwell, SirAnthony Bowlby, Mr. Justice McCardie, Mr. Copson Peake,Sir Humphry Rolleston, Sir F. J. Willis, and the Master of theSociety of Apothecaries. Earl Russell, in proposing the toast of" Medicine and Law," mentioned a most important discussionwhich the Society had held during the present year-namely,that on Professional Secrecy, which had been opened byLord Dawson. That discussion had done a great deal inthat it had helped medical men to understand the legalstandpoint and had assisted lawyers to understand the medicalaspect, and he felt that the chief reason for the divergence ofopinion which did exist between the two professions wasthat the interests of the lawyer were centred in the communityas a whole, whilst the doctor had more especially the interestsof the individual patient at heart. Mr. Justice McCardie,in proposing the toast of the Medico-Legal Society, welcomedevery branch of science to aid the proper administrationof justice. With the advance of knowledge the law must notstand still, therefore the law of yesterday did not serve thepurpose of to-day. Medicine and law must progress togetherto fight disease and crime. The President, in reply, announcedthat the Society had just come of age, having been 21 yearsin existence. Never had it been in a more flourishing statethan at the present time, and its prosperity was assured bythe steady influx of new members.

OLD EPSOMIAN CLUB ANNUAL DINNER.—Thisdinner was held at the Tt’ocadero Restaurant, London, onDec. 14th. Dr. 1-f. F. Ealand, President, of the Club, presidedover a large gathering of members and guests. The club hadthe pleasure of welcoming for the first time the new head-master, Mr. Arnold Powell, who, in replying to the toast of theCollege, outlined the year’s doings at the school, its presentprosperity, and its hopes for the future. He had foundonly one disadvantage at Epsom, and that was the verylarge proportion of boys who were in one way or anotherassociated with the medical profession ; he was of opinionthat a serious attempt should be made to widen the sphereof influence of the school. Lord Dawson, who replied to thetoast of the visitors, applied the remarks made by Mr. Powellto the medical profession as a whole, remarking that it hadbeen far too isolated from the rest of the body politic. Hesaid that its influence was increasing, and many otherprofessions were coming into the closest contact with it.He concluded that much more remained to be done beforethe profession exercised that influence on the body politicdue to its numbers and its culture.

LONDON HOSPITAL MEDICAL COLLEGE : LIDDLETRIENNIAL PRIZE.-This prize for 1922-23 (value £120)will be awarded for an essay, to be handed in on June 30th,1923, on the subject of Rheumatic Fever, its Cause andPrevention. BETI-ILEM ROYAL HOSPITAL POST-GRADUATE COURSE.—A course of lectures and practical instructionfor the Diploma in Psychological Medicine granted byvarious universities will be given at Bethlem Royal Hospital,commencing on Jan. 15th, 1923. The lecturers on Neurologywill include Dr. S. A. Kinnier Wilson, Dr. C. Worster-Drought, Dr. F. C. E. Danvers-Atkinson, Dr. Clement Lovell,and Dr. James Collier. Dr. William Brown and Dr. J. A.Hadfield will lecture on Pyschology and Dr. A. F. Tredgoldon Mental Deficiency, while Psychological Medicine will bedealt with by Dr. E. D. Macnamara, Dr. W. H. B. Stoddart,Dr. J. G. Gordon Laboratories, Ltd., which, owing to difficulties con-nected with the war, had to be closed down in 1916, haverecently re-equipped their farm and reopened

business.These laboratories can undertake to supply milk modified toany percentage of fat, lactose, and protein content, on

physicians’ prescriptions, and also to supply unpreservedand unpasteurised cream of any percentage of butter fatdesired. The laboratory also prepares milk and cream forocean voyages, milk for shipment being packed in strongrefrigerator cases and consigned to the port of embarkationfor immediate delivery to the ship’s steward. At the labora-tory farm at Wembley every cow is inspected weekly by a iveterinary surgeon, and sick and ailing cattle are segregated. The employees are examined medically every fortnight andare not allowed to come to the laboratory or farm whenindisposed. TIlE LATE DR. H. LUCAS.-Dr. Herbert Lucas,who died at Huntingdon on Dec. 10th at the age of 80, wasborn at Hitchin and received his medical training at Guy’sHospital, London, where he took the M.R.C.S. and L.S.A.in 1865. lie went into partnership with Mr. Michael Fosterat Huntingdon in 1868, incidentally relieving the latter’sson, the late Sir Michael Foster, from general practice totake up research work. He continued to practise until1917 when failing health caused him to retire infavour of another old Guy’s man, Dr. C. E. Hicks,who had assisted him for 17 years. Herbert Lucas wasfor 40 years surgeon to the Hunts County Hospital andheld nearly all the local public medical appointments.In addition to his strenuous professional life he wasa keen cricketer and a well-known figure in the hunting
