500 Parliamentary Intelligence. HOUSE OF LORDS. MAY 1ST. The LORD CHANCELLOR moved the second reading of the Law of Capital Punishment Amendment Bill, which is based upon the report of a Royal commission. The noble and learned lord explained that the Bill retained the punishment of death for murder ; but placed the offence in two classes-namely, murder in the first degree, punishable with death, and murder in the second degree, which need not necessarily be so punished. The former included deliberate murder, in which there could be no doubt as to the intention ; the latter, murder committed -for facilitating escape from the consequences of other crimes .and upon officers of the peace in the execution of ’their duty. One provision in the Bill would give the judges power to record the judgment without pronouncing sentence ; and the recom- mendations of the Royal commissioners were also adopted with respect to infanticide and to public executions, the scenes .at which were so disgraceful that some attempt was absolutely necessary to put an end to them. The Bill, after some discus- sion, was read a second time. HOUSE OF COMMONS. APRIL 27TH. APRIL 30TH. Mr. VILLIERS, in answer to a question, said that a measure ior amending the administration of the Poor Law in the metro- polis would be laid in a short time on the table of the House, with a view of carrying into effect as far as possible the recom- mendations of the committee which sat upstairs. With respect to the conduct of the guardians of Clerkenwell he might state that a new board had been elected, and he hoped that more effectual measures would in future be taken for providing proper accommodation for the houseless poor. THE UNIVERSITY OF LONDON. In going into committee of supply, after a long discussion, in which several members joined, £20,000 was voted, without .a division, towards erecting a building for the purposes of this institution. The edifice is to be erected on the north side of the gardens attached to Burlington House, and will inter- fere with the arrangements which are about to be made for building for the Royal Academy. THE CATTLE PLAGUE. Mr. CHEETHAM asked the Secretary of State for the Home Department if the Government would suspend the operation of Part I. of the Cattle Diseases Prevention Act, relating to the slaughtering of animals and compensation for the same, after the 10th of May. Sir G. GREY said that originally it was intended that these clauses should only remain in force for a certain time, the order in council continuing their operation till May 12. The Privy Council had not considered the question of extending the time, but he thought that probably, owing to the great advan- tage that had been derived from observing these regulations, an order would be made for continuing them in force. CONTAGIOUS DISEASES BILL. The House having gone into committee on this Bill, Clauses 1 to 14 were agreed to. On Clause 15 Mr. AYRTON proposed an amendment. Mr. HENLEY asked why the Bill should not be extended to Westminster, where there were troops. Sir G. GREY said the Bill applied to places where either of the services constituted a considerable portion of the popu- lation. MAY 2ND. The Bill for legalizing marriage with a deceased wife’s sister was brought before the House by Mr. Chambers. After an animated discussion the Bill was lost by a majority of 19; the numbers being, for the second reading 155, against 174. The Contagious Diseases Bill was read a third time. Medical News. Mr. VILLIERS, in answer to a question, said that a measureior amending the administration of the Poor Law in the metro-polis would be laid in a short time on the table of the House,with a view of carrying into effect as far as possible the recom-mendations of the committee which sat upstairs. This latter has,ever, been considerably diminished by a process devised by theinventor-a process which, according to M. Perrin, leaves thefaintest possible odour. To prove this, M. Perrin removed thestopper from the bottle he held in his hand; and the stenchwas immediately so great that all the windows had to bethrown open, and every member of the Society resorted to hishandkerchief to keep off the noxious vapour. So much for thedeodorizing process.THE NAVAL MEDICAL SERVICE.-The navy is calling

out loudly for a fresh infusion of doctors, but the medicalschools are evidently turning a deaf ear to the appeal, if wemay judge from the fact that, notwithstanding the urgencyof the case, no more than three fresh entries have been madeduring the last quarter. On the 1st of April, 1865, we had286 surgeons and 290 assistant-surgeons fit for active service ;while on the lst inst., according to the Navy List, publishedby authority, we have only 281 surgeons and 270 assistant-surgeons.-Army and Navy Gazette, April 14.THE LATE SIR CHARLES BELL.-The remains of

this once celebrated surgeon repose in the churchyard ofHallow, a pretty village situate three miles north of Worcester.The church of the place having fallen into decay, the presentsite is to be abandoned for a more desirable one at the southentrance to the village, and a new church is to be immediatelyerected thereon. This circumstance will (if approved by them)afford an excellent opportunity of doing something in com-memoration of Sir Charles, by his relatives, friends, and latepupils. A clock for the spire would be both useful and attrac-tive, and as gas has already been brought within a shortdistance of the intended building, it can be availed of for

illuminating the face of the clock, upon which may be shownthe initials of the late Sir Charles.

VACCINATION FROM HEIFERS.-At Brussels there isan establishment, under the direction of M. Warlomont, wheremedical men can at any time obtain vaccine matter which isregularly propagated upon the animals. The modus faciendi.at Naples is this : Scrape the base of the vesicles, after havingremoved them with a knife, and introduce the thickenedlymph so obtained under the skin. M. Warlomont at firststrictly followed these directions, and vaccinated every Fridaya fresh animal with the vesicles left on the heifer operated- npon the week before, the vesicles being then eight days old.He used to pay no attention to the degree of development ofthese vesicles (which, on the continent, they persist in callingpustules), and now thinks they might have become too old.Hence imperfect results upon the heifers, and sometimes quitenegative with children. M. Warlomont operates at present assoon as the vesicles are ripe, this happening on the fifth orsixth day, when they, in fact, resemble the vesicles of man.He has also given up the Neapolitan way of removing the ’,vesicles and scraping their fundus ; nor does he introduce the I

lymph into incisions, but has reverted to the old mode of col--lecting the lymph and simply inserting it. The numerous failures observed at Rouen and other places are owing, accord-ing to M. Warlomont, to the above-mentioned faulty mannerof operating.
