I am Against the application:

Application to extend planning approval - lots 4869,5931, 9926 and 26934 Great Southern Highway, St Ronans.

I wish to comment on the above extension application and my disapproval of the application for the following reasons...

Firstly, the applicants in question were quite late with their extension application. This last minute lodging of the extension is of concern to me because I feel this suggests that they may conduct the business of the Alluwana landfill in a similar last-minute-manner. I feel that they may do the bare minimum of work at the last possible opportunity to pass minimum requirements. Also; the timing of this application, I am referring to lodging the application for an extension just prior to Christmas, this concerns me - I feel that almost no-one who receives this notice from the Shire of York will have time to read it or make a submission before Christmas and therefore possibly forget about it altogether over the holidays due to - school holidays, Christmas holidays, and other end-of-year and start-of-year preparations. I feel they may conduct business in a similar manner, so this does not fill me with confidence for them to professionally, efficiently and overall safely manage and operate a class ll landfill at Alluwana. Also,

Earthquake Risk The proposed tip location is in a HIGH RISK EARTHQUAKE ZONE. The South West Seismic Zone includes York. The Leachate pond safety could be seriously compromised by any seismic activity in the area. This could jeopardise the safety of the 13 Mile Brook and the Mundaring Water catchment ground water.

SEE section 1 below for a relevant article from news. com . au on this subject regarding the York earthquake zone. Water The proposed tip is very close to the '13 Mile Brook’ . This brook runs into the AVON CATCHMENT And then on to the SWAN RIVER There was even a sign near the property entrance and river stating this, the sign was recently stolen. SEE section 2 below for a photo of this sign. Any loose rubbish and pollution that may be accidentally spilled near the tip, and/or that have blown out of the tip, may be washed into the AVON CATCHMENT and down stream to the Swan River in Perth. It should also be noted that the proposed tip location shares a fence with the Mundaring Weir drinking water catchment. Mundaring Weir is the drinking water supply for the wheat-belt, the Goldfields and many eastern Perth suburbs. Further to this there is evidence of annual unpredictable flash flooding within the Shire of York and in particular on properties West of York. These flash floods will place an unacceptable environmental risk of overflowing of the Leachate ponds which may contaminate the 13 Mile Brook, the Avon River and then finally the Swan River. Air Emissions Landfill sites are generally associated with impacts on air quality that will adversely affect environmental values and the health, welfare of the people and nearby land uses. These impacts include dust, noise, odour and especially the danger of fire within the landfill. The odour and gases emitted by the landfill is of great concern, especially with winds often blowing in a west to east direction impacting on other farms and the town of York itself. Fire Landfills are highly flammable due to their contents, If a landfill fire starts they are difficult to extinguish. There is also the risk of poisonous smoke being released by burning plastics if a landfill fire were to start. Here is the information that I have collected for you to look at.

Source: Herald Sun MOE in Victoria, York and Kirwan in Western Australia and Tenant Creek in the Northern Territory are the regions in Australia with the highest potential for earthquakes, according to a new Earthquake Hazard Map of Australia launched today. Seismologists from Geoscience Australia developed the map by analysing the location of past earthquakes nationwide. Since 1950 Australia has experienced 168 earthquakes above magnitude 5.0 and last year alone, 82 earthquakes were recorded at a magnitude 3.0 or above. The Minister for Resources and Energy, Martin Ferguson, said the map estimates the likelihood of a particular area experiencing strong ground shaking from earthquakes and it is this, rather than the magnitude of an earthquake, that endangers people, buildings and infrastructure. The new risk map is expected to impact Australian building standards. ''Although these maps do not enable us to predict earthquakes, they will allow engineers and planners to design and locate buildings and infrastructure so as to better protect our communities,'' Minister Ferguson said in launching the map. He also expects the modelling and data, which have been made available to the public, will be used by emergency managers, researchers and the insurance industry. SECTION 2 Inside the circled area is the property entrance sign to the proposed landfill site.. It reads 'R & A CHESTER Allawuna’ . Note also the blue and brown sign on the left of the photo, it reads ’13 Mile Brook Swan-Avon catchment’ this sign was recently stolen. The 13 Mile Brook is part of the the Swan Avon Catchment, it passes through ‘Allawuna’ on its way to the Swan River.
