Saturday, July 20, was a day of celebration and exploration at Waterfront Park.
Citizens and City staff, enjoyed the dedication of the magnificent Flight of Life
great blue heron sculptures with the Gargiulo Art Foundation, the launch of nine
new QR Code stations with original videos
produced by the City, and the 4th
annual
bicycle “Tour de Palm Coast”. Visitors to
the park are now able to enhance their park
experience by watching videos accessible
through QR Codes posted on along the trails.
The short videos feature info presented by local officials on such topics as the
history of the Intracoastal Waterway, gopher tortoises, Florida native plants,
manatees and the new bronze sculptures.
International Distance Skateboard Association Site Visit
City staff participated in a site visit coordinated by the Palm
Coast & the Flagler Beaches Tourist Development Council for
the International Distance Skateboard Association (IDSA). The
group was very impressed by our community and coordination
among government partners. The IDSA has tentatively agreed
to host an event in our community in January 2014.
A Meeting and a Tour
Mayor Netts and I attended the Volusia TPO Subcommittee meeting this week, representing the City. The
subcommittee is working to change its name to better describe the region it serves. The proposed name change is
“River-To-Sea TPO”.
Council Members, City staff, and representatives from Flagler County, Bunnell, Flagler Beach, and Beverly
Beach, provided a tour to TPO members, their staff, and sub-committee members. The tour provided the TPO
with a sample of the City’s amenities, an overview of Palm Coast’s background/history and an overview of future
transportation projects of the City of Palm Coast.

City staff attended the Volusia Transportation Planning Organization (TPO) By-laws Subcommittee meeting. The
proposed changes have a direct impact on the City since they include changing the meeting day to the third
Wednesday of the month in order to accommodate all new and old members, as well as changing the name of the
TPO to be more descriptive of the region it serves. The proposed name is the River-To-Sea TPO.
City staff, in coordination with staff from Flagler County, Bunnell, Flagler Beach, and Beverly Beach provided a
tour for board members of the Volusia TPO, as well TPO staff and TPO sub-committee members. The Tour
provided an overview of background/history of Palm Coast, a sample of the available amenities in the City of
Palm Coast, as well as an overview of future transportation projects. The Tour is part of an on-going effort by the
City to orient Volusia TPO members and all their staff and sub-committee members on perception versus reality
regarding the City of Palm Coast.

Nine new Quick Response (QR) Code stations were unveiled at Waterfront Park, covering multiple topics
concerning wildlife, nature, history, environmental issues, and park sculpture. This effort broadens the experience of
visitors to the park, and provides a new way to learn about the environment and park surroundings. The Fourth
Annual Tour de Palm Coast was also held in conjunction with this event and attracted approximately two dozen
riders. The purpose of this tour is to familiarize residents and visitors with the City’s trail system, while at the same
time, stopping along the way to provide background information on the trail development plans, gateway signage
program, and the Art in Public Places program. All riders were furnished a City trails map upon completion of the
ride. The morning activities culminated with the unveiling of the ―Flight of Life‖ sculptures, donated to the City by
the Gargiulo Art Foundation. Please visit this park to experience the new QR codes and see these four magnificent
life-sized blue herons flying in formation along the coastline of the Intracoastal Waterway.

City staff offered Fun in the Sun Summer Campers an Eco-Station Rotation at as part of Treasure Hunters Week. The
4th through 8
th grade campers rotated through three Waterfront Park Eco-stations, where they learned about park
wildlife, and native and nonnative vegetation. Students were also given a sneak peek into a gopher tortoise burrow
to see other Florida creatures that inhabit the gopher’s home. While the older campers were learning about park
wildlife the K – 3rd
grade campers were learning about the life cycles of butterflies, insects, and amphibians. At the
end of the day, the young campers were all smiles during the native butterfly release.

Maddie was a sweet and friendly little 2-year old cat. She was adopted from the
Flagler Humane Society in November 2012 and had settled in happily with her new
family. But sadly, Maddie’s story ended last month when someone took advantage of
her trusting nature and shot her point blank in the head and left her to die. Since
Maddie lived in a gated neighborhood, it is pretty certain that her murderer was a
neighbor or a friend of a neighbor, someone who had access to the community and
the freedom to wander around with a gun without raising any suspicion.
It may have been a child who shot Maddie, which is bad enough. But, if the person
who killed Maddie is an adult, it is even more frightening. People--be they children,
adolescents, teens or adults—who abuse animals are very likely to go on to commit
violent acts against humans.
The FBI sees animal cruelty as a predictor of violence against people and considers
past animal abuse when profiling serial killers. Virtually every serial or mass
murderer that we know about was found to have had a history of animal cruelty.
Many studies have established that from 54 to 71 percent of women seeking shelter
from abuse reported that their partners had threatened, injured, or killed one or more
family pets. People who physically abuse children are very likely to have engaged in
injuring or killing a companion animal in the family.
Animal cruelty is a warning sign for at-risk youth. It is an indicator that children
pose a risk to themselves and to others. Children who engaged in animal abuse are
much more likely to grow up to think that physical violence against children and/or
spouse abuse is acceptable behavior.
Animal abuse cannot and should never be tolerated, even if a child is the perpetrator.
Often the kindest thing one can do if a child is suspected of animal abuse is to report
them so that they can get treatment they need to overcome these violent tendencies.
It’s time to stop ignoring the signs of animal abuse and animal cruelty. Maddie’s
case is more than the senseless death of an innocent cat. It is evidence that a
disturbed person lives in the community and anyone who has any information on her
sad death should immediately contact the Flagler Humane Society. Let’s be sure that
no other animal ever has to suffer like little Maddie.

vaccinations. He is good with other
cats. Monty originally came to the
Humane Society in May of 2012 when his owner couldn’t care for
him anymore. He was then adopted
in December of 2012 but returned
last month because the other cats in
the residence did not like him and
would not allow him to get
comfortable in the home. Monty
would love to make someone a
lovable companion. He is waiting
patiently at the Flagler Humane
Society.

In the past week, the department responded to 156 calls. There were 2 structure fires with minimal damages reported and 1 vehicle fire. A total of 106 EMS calls was logged and the balance was miscellaneous in nature. The drought index is at 139 out of a possible 800 and the fire danger is low.

Applications Division created new report for HR to allow for monthly audits against Blue Cross Blue Shield invoices for every type of coverage and plan type.

GIS Division made updates to the zoning map; two parcels were rezoned per Ordinance # 2013-05. Enterprise
Applications Division made changes to the Performance Measures application to make it easier for staff to track and monitor their goals.
Applications Division working with our vendor, Tyler Technologies, to enable the printing of Purchase Order forms through our new printers for both our current version of Munis and our new upgrade version 10.3.
GIS Division attended the Volusia GIS User Group meeting in Daytona this week. Topics included events at the Esri International User Conference earlier this month, a demonstration of Esri Maps for Office, and a visit to the Census Longitudinal Employer Household Dynamics Analysis Tool (LEHD).
Operations Division received 103 Track ITs this week. Operations Division upgraded Council Conference Room operating manuals. Operations Division repaired wireless network at Public Works buildings. Operations Division preparing for Track IT version 11. Operations Division analyzing a demo copy of new backup software. Final phase is the evaluation
stage, currently in process. Operations Division repaired more equipment that was affected by power surges in recent electrical
storms. (Fuel Depot and Indian Trails Sports Complex). Operations Division demo-ed video conferencing solution which will be offered to departments in the
coming weeks.

Street Light Inventory Review – Annually staff reviews and verifies the street light inventory for accuracy and actual verification of light location for quality control. The U, S, LL, Z, K, R, P & W sections are complete.
Stormwater Model and Master Plan (Council’s Top Priority Goal) (Project is 98% Complete) Sections 30 and 34: Consultant submitted the Final Report for City review this week.
Stormwater Model Improvements for Sections 35 and Section 37 (Survey & Design) – In-house design is continuing on Section 37 tributaries 1, 2 & 3. Section 37 Tribs. 1, 2 & 3 – soft

nation’s official Park and Recreation Month. In celebration of this month long recognition, the
City of Palm Coast and the Parks and Recreation Department will be hosting these events:
July 26 – Dive-In Movie at FZ Pool featuring “Finding Nemo”. Gates open at 7:45pm.
Refreshments available for purchase.
July 27 – Pack the Pool Day at FZ Pool. In celebration of Parks and Recreation Month
reduced admission of $1. Families will also enjoy an inflatable waterslide from
11am-3pm and refreshment will be available for purchase from 11am-3pm as
well.

One of seven Horseshoe Pitching tournaments being hosted by the Flagler County
Horseshoe Pitching Club throught 2015. All tournaments will be held at the horseshoe courts
at Old Dixie Park; a 20-acre county park located off South Dixie Highway.
Under the direction of Martone, the local Flagler County Horseshoe Pitching Club is
growing rapidly. At the moment, there are 108 members. Club play is Tuesday and Thursday
mornings from 9-11 a.m. at the horseshoe courts located at Old Dixie Park. A donation of $2
is suggested. On the first Saturday of each month at 10 a.m., there is an open club
tournament. On the first Tuesday of each month there is a pizza party for club members after
play.
The 18 covered horseshoe court facility with Kentucky Blue Clay pits was state sanctioned

mornings from 9-11 a.m. at the horseshoe courts located at Old Dixie Park. A donation of $2
is suggested. On the first Saturday of each month at 10 a.m., there is an open club
tournament. On the first Tuesday of each month there is a pizza party for club members after
play.
The 18 covered horseshoe court facility with Kentucky Blue Clay pits was state sanctioned

The average water demand for the week was 6.565 million gallons per day; average wastewater flow
was 6.677 million gallons per day.
Installed 4 new domestic meters, 3 new PEP tanks, 1 reuse meter and replaced 2 old PEP tanks.
This week 228 utility customers were shut off for non-payment.
Beachside Pump Station and Sewer Force Main - The block wall cells have been filled and contractor is
ready to place generator and install trusses for the pump station. The wall footer on the north side has
been formed and steel has been installed and is ready for concrete to be poured. The Contractor
finished installing the 4” PVC Force Main pipe along A1A to the Hidden Hammock.

Staff began mowing in the ”F”,”B”,”R”,”P”,”L”,”S” sections. Mowing Belle Terre Parkway, Old Kings
Road, Palm Harbor Parkway, Seminole Woods Boulevard, White View Parkway, Rymfire Drive and
Palm Coast Parkway.
Graded 5,034 feet of swales, repaired 1 outfall and replaced 1 pipe crossing.
Tony Capela, Street Superintendent and Denise Bevan, Environmental Planner, both Certified Gopher
Tortoise Agents, completed a Gopher Tortoise survey at Water Treatment Plant #2 to prepare the site for
construction of the ZLD. They will complete the permit application to relocate several tortoises before
construction can start. We estimate a 30 day delay in the project as a result.
Completed traffic signal LED replacements; 23 new LED’s were installed.
Removed 12 dead or damaged Oak and cedar trees at Waterfront Park.
The ditch crew sprayed 8 acres of ditch in the “R” and “U” sections.
Prisoners mowed and weeded 28,600 linear feet of ditch, “K”,”LL”& “Z” sections.

‘Innovation in Product and Service’ topic of Aug. 8 Palm Coast BAC Lunch n Learn
Palm Coast, Fla. – Florida Hospital Flagler administrators Dr. Miren Schinco, M.D., and Ellen “Ellie” Lenkevich will be the speakers at the next program of the Palm Coast Business Assistance Center’s “Fearless and Focused: Women in Business” Lunch n Learn series, set for 11:15 a.m. to 1 p.m. Thursday, Aug. 8.
Schinco, medical director and surgeon at the hospital, and Lenkevich, the chief nursing officer,
will talk about “Developing a Culture of Innovation in Product and Service.” Both women will
provide personal perspectives on the importance of continuous improvement to keep
businesses relevant and competitive.
The Lunch n Learn will be held at Grand Haven Golf Clubhouse, 500 Riverfront Drive, Palm Coast. To guarantee a spot, reservations should be made by Friday, Aug. 2, at www.palmcoastgov.com/BACTraining. The cost, which includes lunch, is $15.
This is the fourth of a five-part Lunch n Learn series offered by the BAC in partnership with the Flagler County Chamber of Commerce & Affiliates.
