Halloween Boo Bash
Presented in partnership with Wadsworth Elementary School, the event drew over 2,000 kids
and their families to Belle Terre Park for a family friendly Halloween experience. The
creativity of the costumes always amazes our Costume Contest judges and the Carved
Pumpkin contest included a pumpkin carved in honor of our military.
Sr. Games Archery, Ballroom & Horseshoe
Presented in partnership with the Ormond Beach Senior Games, the City of Palm Coast, for the first time ever
hosted Archery, Ballroom Dance and Horseshoes as part of the Sr. Games competitions.
Archery – competition was held under clear blue skies at Central
Park in Town Center and drew 32 participants from all over central
Florida and as far as away as Maryland.
Ballroom Dancing – 6 couples kicked-up their heels on the stage of the
Flagler Auditorium.
Horseshoes – 20 pitchers from our local area pitched in the Kentucky
Blue Clay of the Horseshoe Club facility at Old Dixie Community
Park.
Hall of Terror
The 12th
annual Hall of Terror Halloween event at Palm Coast Fire station 21 had another successful year with an
estimated 2,500 attendees.

Staff attended a Workshop for “Local Government Challenges in Dealing with Rising Seas” in Yulee, Florida. The
objectives of the workshop included, but not limited to the review of legal issues associated with adaptation options
for local government, sharing of planning resources to address sea level rise, and, and sharing the science of sea level
rise. Presenters included the Northeast Florida Regional Council, University of Georgia, Sea Grant Florida, St. Johns
County legal staff, local government officials, and Insurance Services Office, Inc. (ISO) representatives.

The Flagler Humane Society held the inaugural Run Fur Our Lives run/walk and
festival on October 26th
. We had a great turnout from the members of the community
and their adorable furry friends, with dozens of dogs walking with us at Princess
Place for the fundraising walk and staying all day for the festival. We had all sorts of
animal activities, like canine musical chairs, where the adorable Trixie took first
place as the most obedient sitter. The festival also included booths by pet-related
vendors, sponsors, food vendors, FHS outreach, and local animal rescues.
FHS was able to book a great band, “Greatest Moments in Time,” who performed all
day, and we had tons of entertaining demonstrations by Yvonne Presley and the
Animal Team Performers, Canine Behaviorist Karen Trainor, Animal Communicator
Eden Cross, Blessing of the Animals, Zumba Party by Studio ZFit, Magician Bruce
Bryant, and games with the MC, Megan.
Many of our activities had prizewinners, and thanks to Acme Trophy, we were able to
hand out awesome awards and medals throughout the day. Many of our local business
came together to make this event possible, and we would like to thank all the
sponsors, supporters, vendors, and participants that made Run Fur Our Lives such a
success.

Outreach Event Updates: FHS recently participated in the First Inaugural FHS
walk/run with Festival on October 26th
. Four cats/kittens found their forever homes
during the event. Donations were collected to help with food and medical bills for the
animals housed at the shelter.
Public Announcements: The Flagler Humane Society has a variety of subsidized
spay and neuter programs for members of the community that need to have their pets
sterilized. Please call FHS at 386-445-1814 or email [email protected]
for general questions, or email [email protected] for grant-specific
questions that we can be of assistance to you.
Animals for Adoption: FHS currently has an overabundance of cats available for
adoption, and we have a great need for people who are willing to welcome a furry
friend into their lives and homes. We have felines of all ages, sizes, and colors, and
we invite you to stop by and find your purrfect cat! Check our website,
www.flaglerhumanesociety.org, for upcoming Thanksgiving Adoption Specials.
Classroom Pocket Pet Program: Do you know of a teacher that would like to have
a classroom pet? FHS is now offering free adoptions of the pocket pets that are
surrendered for adoption. Please contact [email protected] or 386-
445-1814 ext. 501 for more information. This program is a beneficial way of placing
an animal in a forever home and teaching the students about responsibility and self-
confidence.

Operations Division prepped the connectivity for Charlotte County to run their remote backups at the Flagler County EOC (over FiberNET)
Operations Division continues to collaborate with GIS as we get closer to completing the fiber strand inventory, which will be tied into the FiberNET mapping interface, and can help us better plan, plot, allocate resources and troubleshoot issues in real time. It was tested last week when the underground fiber was cut by a construction crew on Old Kings Rd near SR. 100. We were able to quickly isolate the issue and limited the downtime to only a few hours.

Applications Division configured the new Project Dox environment to meet the new specs for the newest version of our Plans Review Software.
Applications Division has been working with Immix to incorporate mobile devices for our Kronos time clocks
Applications Division went live with the new audio/video streaming solution that will allow users across multiple devices and browsers to watch and hear our media.
Applications Division updated the TV199s VOD encoder to assist with some video interlacing issues we were encountering
Applications Division updated the City website with information about exhibitors for the Seafood Festival as well as results and pictures from the Senior Games
Applications Division created an admin where City staff can add information about changes to the trash pickup schedule during holidays. Before and during a holiday, information about any changes to the trash pickup schedule will be displayed on the Garbage Collection, Recycling and Trash Pick-up Schedule pages.
Operations Division received 119 Track ITs this past week
Operations Division rolled-out the new GIS server. This will power the city’s mapping system, including the graphical overlays and several databases of information.
Operations Division worked on several issues with Exchange, our email server. Email is part of the City’s lifeline, and issues were escalated and quickly resolved
Operations Division rolled out upgrades to Fire laptops.
Operations Division rolled out IPads for our Engineering Department.
COMMUNITY DEVELOPMENT
Applications Division created new merge document for the Neighborhood Meeting project being overseen by Planning
GIS Division staff provided Community Development with a revised Pedestrian Bicycle Master Plan map.
CODE ENFORCEMENT
Applications Division created five new code case levels for Animal Control to more accurately define and support their code cases.
Fire Department

In the past week, the department responded to 136 calls. There was 1 structure fire with minimal damages and two brush fires. A total of 98 EMS calls was logged and the balance was miscellaneous in nature. The drought index is at 258 out of a possible 800 and the fire danger is low. The annual Hall of Terror is another success story this year with an estimated 2,500 people through the doors. Congratulations to all of the staff on a job well done.

PAST WEEK HIGHLIGHTS:

2013 Senior Games – Presented in partnership with the Ormond Beach Senior Games, the
City of Palm Coast, for the first time ever hosted Archery, Ballroom Dance and Horseshoes as
part of the Sr. Games competitions.
Archery – Held on Oct. 26, 8 a.m., Central Park at
Town Center drew 32 participants. The clear blue
skies, crisp morning air and jovial spirits created an
atmosphere of friendship and great competition.
Participants came from all over Central Florida and
as far away as Maryland to participate.
Dance including the Cha Cha, Waltz, East Coast Swing,
Rumba was held on Oct. 30 at 6 p.m at the Flagler
Auditorium. 6 couples participated in at least one and most
in all of the individual dance rounds. Our participants were
thrilled with the venue and kicked-up their heels on the stage of the Flagler Auditorium.
Horseshoes held on Oct. 30 at 9 a.m at Old Dixie Community Park hosted 20 pitchers
from our local area. The morning was beautiful and our participants enjoyed pitching in
the Kentucky Blue clay of the Horseshoe Club facility.
UPCOMING EVENTS:
Veteran’s Day Lacrosse Tournament – Hosted by Team Florida Lacrosse and held at the
Indian Trails Sports Complex on Saturday & Sunday, November 9-10. Over 100 lacrosse teams
are expected to visit Palm Coast for one of the premier lacrosse events in Florida.

Little Chefs – Do you have a little “Guy Fieri” or “Rachel Ray” in your home? Bring your
“Little Chef” to the Palm Coast Community Center, 305 Palm Coast Parkway, NE on Tuesday,
November 12 from 10-11 am to learn how to make a healthy, tasty snack. For Chefs ages 2-5

you. Each month we will visit a new restaurant to enjoy a new cuisine or new location. Our
next meeting will be held on Thursday, November 8 at Highjackers in Flagler Beach at 5:30
pm. Pre-registration required.
Pin with Us (1st Thursday of the Month) Do you love Pinterest? So do we!!! Join the Palm Coast Parks and Recreation Department on
Thursday, November 7 from 6-8pm at the Palm Coast Community Center, as we lead “crafty”

registration and payment of $10 fee is required. Materials are included in the class fee.
Game Day Social This relaxed social atmosphere allows our participants to meet new friends while enjoying the
friendly competition of dominos, cards, or the game of their choice. Participants are
encouraged to bring their own games to share with others. Held every Thursday from 1-4pm at
the Palm Coast Community Center.

Re: Week in Review
Work began this week on the Palm Coast Parkway west median improvement project. The old Oaks
have been removed and crews began removing the old grass and root systems.
The average water demand for the week was 6.811 million gallons per day; average wastewater flow
was 5.796 million gallons per day
This week 178 utility customers were shut off for non-payment.
Installed 11 new domestic meters and 1 new PEP tank. Replaced 2 existing PEP tanks and set up
dewatering systems for 2 additional PEP tank replacements.
Zero Liquid Discharge Water Treatment Plant #2 – Excavation at the new retention pond continues, the
new 8” raw water bypass main is being installed and the installation of storm water collection system
has started. Also, the electrician has started installation of conduits in the chemical feed room.
Beachside Pump Station and Sewer Force Main – The manufacturer’s rep was on site to perform pump
start-up which was successfully completed this week. The wiring for the control and telemetry panel is
almost complete and the installation of the fence for the pump station site has started. The electric meter
has been installed at Island Estates for the flow meter.
Mowing in “LL”, ”L”, “B”, “R”, “P”, ”Z”, and “E” sections. Mowing Belle Terre Parkway, Pine Lakes
Parkway, Club House Drive, Palm Harbor Parkway and Palm Coast Parkway. Mowed City lots at Town
Center and Jarosz Ave.
Performed site distance trimming in the “W” and “P” sections.
Installed one pipe to replace valley gutter at Eastmoor Lane.
Graded 5,779 feet of swales, repaired 2 outfalls and cleaned 92 culvert pipes. Screened 2000 cubic
yards of swale material for recycling.
Ditch crew sprayed 8 acres of ditch in the “E” and “L” sections.
Over seeded the fields at Belle Terre Park, Ralph Carter Park, Holland Park and Indian Trails Sports
Complex with winter rye.
Staff provided equipment for 3 different Halloween functions on Thursday evening to include; Hall of
Terror, Parkview Baptist Church and United Methodist Church, along with senior games Archery event
at Town Center over the weekend.
Inmate labor crew mowed and weeded 47,627 linear feet of ditch in the “B” and “L” sections.

NEWS RELEASE Contact: Brian Matthews, Environmental Specialist City of Palm Coast 386-986-2353 Oct. 28, 2013 City of Palm Coast announces Eastern Standard Time watering restrictions Palm Coast, Fla. – The Palm Coast City Council has adopted a landscape irrigation policy for Eastern Standard Time, aligning with the restrictions issued by the St. Johns River Water Management District. From Sunday, Nov. 3, 2013, through March 9, 2014, residential and non-residential (business) consumers may water lawns and shrubs according to the following provisions:
1 – Irrigation is limited to one day per week
2 – Odd-numbered residential addresses irrigate on Saturday 3 – Even-numbered residential addresses irrigate on Sunday 4 – Non-residential (businesses) irrigate on Tuesday
5 – Users of private irrigation wells may irrigate at any time on their designated day except between the hours of 10 a.m. and 4 p.m. 6 – Users of the City’s water system for irrigation may water only between midnight and 10 a.m. on their designated day 7 - Irrigation is limited to ¾ inch of water per irrigation zone and to no more than one hour per irrigation zone 8 – Hand-held hoses equipped with automatic shut-off nozzles and drip systems/bubblers are allowed at any time 9 – The use of reclaimed water is allowed at any time, but when reclaimed water is available, the use of private irrigation wells is not authorized
These restrictions apply to water withdrawn from ground or surface water, from a public or private well or pump or from a public or private water utility. They do not apply to irrigation using reclaimed water or stormwater. Restrictions and exceptions can be found on the City of Palm Coast website at www.palmcoastgov.com. America’s Heroes to be honored at Palm Coast Veterans Day ceremony Palm Coast, Fla. – The City of Palm Coast will honor America’s Heroes on Veterans Day, Monday, Nov. 11, during a ceremony at 8:30 a.m. at Heroes Memorial Park, 2860 Palm Coast Pkwy. NW, Palm Coast (1/2 mile west of the Flagler County Library). The program will include the presentation of colors by the Palm Coast Fire Department and the Ancient City Pipes & Drums. Military service flags will be presented by the Matanzas High School Army JROTC, Flagler Palm Coast High School Air Force JROTC, and the U.S. Naval Sea Cadet Corps – Saint Augustine Battalion. The invocation will be offered by Lt. Col. Harry Gilman, U.S. Army Chaplain. Palm Coast Mayor Jon Netts will speak, as will Commander Ronald Stark of the Palm Coast Veterans of Foreign Wars Post 8696, Commander Barry Preston of American Legion Post 808 and Commandant Jack Marshall of the Marine Corps League Detachment 867. Tributes to members of the armed forces will include the playing of the armed service branches’ songs, presentation of wreaths by the local veteran organizations, and a performance of Amazing Grace by the Ancient City Pipes & Drums. City of Palm Coast wins national awards for ‘Community Awareness’ videos Palm Coast, Fla. – The City of Palm Coast’s TV199 video production team won a first-place award for its “Bringing It In-House” video and a second-place award for its “Trek It Out – The QR Code Project” video in the National Association of Telecommunication Officers and Advisors (NATOA) Annual Government Programming Awards. Palm Coast won the two top awards in the “Community Awareness” category of the competition. There were 17 entries in the category, from across the United States and Canada. Video Production Coordinator Thomas Hanson and Digital Communications Coordinator Jason Giraulo, who produced the videos, including scripting, storyboarding, filming and editing, accepted the awards at NATOA’s recent annual conference in Orlando. The videos were produced for use on Palm Coast’s municipal access television station TV199, the City’s YouTube channel, social media, and for presentations to the City Council, other community leaders, and civic organizations. “First of all, we couldn’t have accomplished this without the generous support and teamwork from city staff,” Hanson said. “Secondly, cities across the country with similarly sized communications operations compete against one another, and there is a vast amount of competition. Therefore, it’s a special honor to be recognized by NATOA for these videos.” NATOA’s Government Programming Awards honor excellence in broadcast, cable, multimedia and electronic programming produced by local government agencies across
the United States and Canada. Categories cover a variety of programming including community events, documentary, public affairs and public service, interview/talk show, performing arts, sports, election coverage and children’ s issues. Celebrating more than 25 years of programming excellence, the awards celebrate the achievements of government programmers across the nation.
Founded in 1980, NATOA is the premier local government professional association that provides support to its members on the many local, state, and federal communications laws, administrative rulings, judicial decisions, and technology issues impacting the interests of local governments.
Earlier this year, the City’s video team received three Communicator Awards for the “Bringing It In-House” and “Trek It Out” videos and for a third video, “Prosperity At Work: Sports.” The “Trek It Out” video also took top honors in the 2013 People’s Telly Awards in the Outdoor/Environmental category. A Palm Coast holiday tradition: Thanksgiving Feet to Feast 15K/5K on Nov. 28
Palm Coast, Fla. – Enjoy your Thanksgiving feast guilt-free! Join the City of Palm Coast’s
annual Thanksgiving Feet to Feast 15K/5K on Thanksgiving morning, Thursday, Nov. 28, and
Find Your Pace.
Open to both walkers and runners, the races will begin at 7:45 a.m. at Daytona State College’s Palm Coast campus, 3000 Palm Coast Parkway SE, and wind through magnificent scenery along Waterfront Park and Graham Swamp Trail. A Kid’s Fun Run (ages 6 and under are free) will start at 8:45 a.m. “The Thanksgiving Feet to Feast is a holiday tradition for many families in Palm Coast,” said Palm Coast Event Coordinator Casey Ryan. “It’s a great opportunity to get some exercise and enjoy the amazing beauty of our trails through Waterfront Park, Graham Swamp and the Daytona State campus.” Registration is now under way at www.palmcoastgov.com/FeetToFeast for the race and Kids Fun Run. The Run/Walk will begin at 7:45 a.m., and the Kids Fun Run will begin at 8:45 a.m. The Thanksgiving Feet to Feast is the second race in the 2013-14 Palm Coast Running Series, with the theme “Find Your Pace!” Overall first-place male and female winners, as well as first-, second- and third-place runners in
17 age groups, will be given awards immediately following the races, at the Daytona State
College Amphitheater. The race will be professionally timed and scored.
Participants may also pre-register in person during regular business hours, 8 a.m. to 5 p.m.

Deadline to pre-register online and in person is Sunday, Nov. 24; the Community Center will be

registration may be done on the day of the race, Nov. 28, at 6:30 a.m., at the Daytona State
College Amphitheater. Advance registration will be discounted as shown below.
