State level Honour for the Well Performing GPWSCs Punjab Chief Minister S. Parkash Singh Badal honoured 22 Gram Panchayat Water & Sanitation Committees (GPWSCs) at a State level award function held on 25.04.2013, at Kissan Bhawan, Chandigarh. Function was organized by State Programme Management Cell, Mohali in association with World Bank. S. Virsa Singh Valtoha, Chief Parliamentary Secretary attended the function as a special invitee. Awards were distributed to honour and motivate well performing GPWSCs which are not only operating & maintaining Water Supply Schemes on self sustainable basis but have also generated surplus revenue after meeting all the Operation & Maintenance costs by targeting more than 90% consumers. As per eligibility criteria only those villages in which more than 90% households have private water connections and are maintaining their respective water supply schemes on sustainable basis for more than an year, were considered for award. It gives me immense pleasure to present the current issue of Nirmal Jal; a window to the future plans, progress and strides made by the Department of Rural Water Supply and Sanitation, Punjab. I am extremely happy that this year State level awards have been given by Chief Minister, Punjab S. Parkash Singh Badal on 25.4.2013 to encourage and motivate the best performing Gram Panchayat Water and Sanitation Committees (GPWSCs). GPWSCs are being encouraged to adopt 24X7 continuous metered drinking water supply. Till date 22 villages have achieved 24X7 metered water supply. The percentage of self sustainable schemes is improving and to further improve their self sustainability, options with Public Private Partnership (PPP) are being explored. In addition to this, to ensure the sustainability of sources and in anticipation of the future requirements, options of shifting sources from ground water to surface water are being reviewed. During FY 13-14, the Department has fixed the target of covering 1539 habitation with drinking water supply with the financial outlay of Rs. 595 crore. Sewerage schemes in 41 villages are targeted to be commissioned upto March 2014, out of 98 villages proposed to be covered with solid free sewerage system. Substantial achievement has been made for the procurement of these schemes. Bidder's Conferences are being organized, so as to create awareness amongst the prospective bidders, increase the participation and to get the competitive rates Approval has been accorded by the State Water and Sanitation Mission (SWSM) to make the provision of providing metered water supply connection to each and every household in all the new water supply schemes. The Mission has also approved the waiver of existing Water Connection Fee of Rs. 500/- per household (Rs. 250/- for SC household) to ensure 100% connectivity to every household in the rural areas. A State of the Art Laboratory is being set-up at SAS Nagar, for the testing presence of Uranium and Other Heavy Metals with the technical guidance of Bhabha Atomic Research Centre, Mumbai. In addition Punjab Govt. has sent two projects on Liquid Waste Management to Ministry of Drinking Water and Sanitation Govt. office of India for Financial Assistance namely: 1. Assistance of Rs. 3012 crore for providing Small Bore/Solid Free Sewerage System in 556 villages of State where population is more than 3000 persons. 2. Assistance of Rs. 762 crore for Rejuvenation of 17255 village ponds in Rural Areas of Punjab covering area of 24406 acres. Punjab State Rural Water Supply and Sanitation Policy is being framed keeping in mind the need for institutional and investment reforms in the rural water supply and sanitation sector and with the aim for sustainable development and management of available water resources to meet current and future needs for domestic uses, sanitation and hygiene. The State Govt. has approved 30 Sub Division Engineers, 120 Junior Engineers and 30 Junior Draftsmen and recruitment process has also been started which will help in smooth implementation of the Rural Water Supply and Sanitation Programmes. Clearly a lot has been achieved but much more needs to be done, I hope that we must be able to accomplish all our targets in the coming months, serve proficiently ensuring the self sustainability of the assets created, keeping pace the latest technical innovations and giving due consideration to the social aspects. In our constant endeavor to provide potable water and better sanitation facilities to the rural populace of Punjab, the newsletter; Nirmal Jal is a significant step forward. It gives me immense pleasure to present the current issue of Nirmal Jal; a window to the future plans, progress and strides made by the Department of Rural Water Supply and Sanitation, Punjab.

I am extremely happy that this year State level awards have been given by Chief Minister, Punjab S. Parkash Singh Badal on 25.4.2013 to encourage and motivate the best performing Gram Panchayat Water and Sanitation Committees (GPWSCs).

In addition to the award winning GPWSCs, 80 other well performing GPWSCs from various districts of Punjab were also invited in the function. S. Parkash Singh Badal Chief Minister Punjab reiterated the Punjab Govt's commitment to provide safe drinking water to each and every house hold in Rural Areas of Punjab. Speaking on the occasion he informed that out of 15,170 villages and Dhanis, 14313 have been covered various drinking Water Supply Schemes and remaining would be covered this year. He urged the village committees to continue their efforts to provide potable water in Rural Areas in order to check water – borne diseases. Sh. Suresh Kumar Principal Secretary Water Supply & Sanitation, Punjab congratulated the award winning GPWSCs and motivated other GPWSCs to get inspiration from them. He assured GPWSCs that Department of Water Supply and Sanitation Punjab would continue to provide them all the necessary technical support.

Department of Water Supply and Sanitation under the technical guidance of BARC (Bhabha Atomic Research Centre), Mumbai, is setting up a Regional Advance Water Testing Laboratory at SAS Nagar for testing water samples taken from water supply schemes in Punjab. This laboratory will also cater to the water quality testing needs of neighboring states of Punjab. This will be a State of the Art Laboratory equipped with all the latest testing equipments capable of testing Uranium and Heavy Metals.. BARC, Mumbai has extended full technical support including details of necessary equipment and other infrastructure along with the details of required qualified staff to the Department for the laboratory.

Total cost of the Project is Rs. 432 lacs (Building part cost – Rs. 127 lac, Equipment part cost – Rs. 305 lac). Main Equipments to be installed in this laboratory are as under:

Department of Water Supply and Sanitation Punjab is implementing

World Bank Aided Punjab Rural Water Supply and Sanitation Project in demand

Sanitation Committees (GPWSCs) are constituted to implement and operate the

schemes. GPWSCs are guided to fix the tariff and collect bills from the

consumers to cover its cost of Operation and Maintenance. To ensure long term

sustainability GPWSC should be able to generate adequate revenue for

successful running and upkeep of water supply and sanitation schemes.
