EXPECTATIONS OF THE

METAL SECTOR

• Better Quality Assured in VET

• Insufficient skills, knowledge and competences of newly grads from VET schools and colleges

• Qualified and ready to work labor force

• Revision of curricula according to NOS

• Access to labor force according to needs

• Eliminate excessive in-house training

• Workers with awarded qualification certificates

• Prevent loss of investment in training

Three subsystems that are all under development

• The National Vocational Qualifications System (NVQS)quality-assured system of sectoral qualifications based on occupational standards regulated by Vocational Qualifications Authority

• The Ministry of National Education is planning to pilot national qualifications and where relevant linking them to national occupational standards. (Establishing Formal Education Qualification Frameworks)

• The Turkish HE QF aims to align with the Qualifications Framework of the European Higher Education Area. There is also a link with national occupational standards for VET colleges (MYO) qualifications.

NQS IN TURKISH METAL INDUSTRY

MESS authorized by the VQA to prepare national occupational standards and national qualifications in automotive and metal sectors.

Since the last quarter of 2008, MESS has drafted:

● 75 national occupational standards

● 46 national qualifications

USE OF NATIONAL QUALIFICATIONSThe national qualifications prepared by MESS are used by Testing and Certification Center Inc. (SIBEM) which :

– assists the formal and informal learning outcomes according to the requirements of the business world,

– supports lifelong learning,

– strengthens the relation between education and employment, and

– facilitates the adaptation of European Qualifications Framework

THE ROAD AHEAD: REFORMS

• Problem: Fragmentation of VET provision• Solution: Institutional consolidation• Strategy:

1. Bring together apprenticeship programs, secondary VET programs and Level 5 programsunder same institutions

2. Also ensure program complementarity amongVET and HE programs

3. Ensure reforms that will enable suchinstitutions to operate with a lump sum budgetcontribution from central government

THE ROAD AHEAD: REFORMS

• Problem: Limited vertical mobility and overlyrestrictive informal program provision

• Solution: Curricula Integration & Coordination & Continuity

• Strategy: 1. Install & ensure effective implementation of a

National Curricula Coordination function, preferably at VQA

2. Ensure program continuity and integrityamong apprenticeship, secondary VET and Level 5 programs and their HE counterparts

THE ROAD AHEAD: REFORMS

• Problem: Disconnect with labour market• Solution: Institutional consolidation/Separation from

university structure/reform of school governance• Strategy:

1. In connection with institutional consolidation, introduceframework legislation/rules to ensure Level 5 programmes have governance mechanismaccommodating industry throughout the life cycle of the program

2. Bring together apprenticeship programs, secondary VET programs and Level 5 programs under same institutions

3. Ensure reforms that will enable such institutions to operate autnomously with a lump sum budgetcontribution from central government

4. Increase weight of work based learning in Level 5, from«internship» towards «quasi» dual training
