First Day

Wednesday, December 14th 1938

Devo~ions : The thirty-fourth Session of the Hinghwa Annual Conference assembled in the Hinghwa City church, December 14th 1938 at 8: 30 a. m. After singing the hymn, "Lord when we bend before Thy throne," the Conference was led in prayer by Rev. Li Meong. Ding. The Scripture read was from Luke 22: 24 - 34. The choir sang the hymn, "Jesus spreads His banner o'er us." Bishop took his text from Luke 22 : 28 and spoke to the Conference concerning the fact of Jesus' presence with us in the trials of the past and would be in the future. Following the talk he administered the Communion assisted by several of the Elders.

Business Session: After five minutes recess the Con­ference reassembled and sang, " I need Thee every hour."

Roll Call: Bishop Gowdy asked Rev. Na Ga Sing the Chinese secretary of the last Session to call the roll. Statistician for 1938: On the motion of W. B. Cole the Conference elected C. E. Winter to fill the vacancy made by F. S. Carson's furlough.

The Bar of the Conference: On the motion of Deng Ging Sing the Bar of the Conference was fixed at the tenth seat from the front of the two right middle sections.

Privilege of the Floor: On the motion of Na Ming Gi, the ladies of the Woman's Foreign Missionary Society, Mrs. Brewster and Dr. Yang were asked to sit within the Bar of the Conference and be given the Privilege of the Floor.

Question Thirty-eight: The question was called and the name of Ua Gong lng given as having died during the year. The Bishop asked the Conference to stand while Rev. Na Mo Tai offered prayer for the fa.mily of the deceased.

Question Thirty-four: The Name of Rev. Li Meong Ding Superintendent of the Hinghwa City District was called

and his character passed. He gave his report which was re­ceived on the motion of C. E. Winter.

The names of the following Elders on his District were called, their character passed and their reports either given or read; Deng Hoi Deh, Na lu Seng, Deng Gi Hong, Ceng Deng Hui, Na Mo Tai, Na Ga Sing, Ua Ging Do, Deng Ngeng Heong. Question Thirty-four: The name of Rev. Na Ming Gi Superintendent of the Hankong District was called, his char­acter passed and he gave his report. The names of the fol­lowing Elders on his District were called, their character passed and they gave their reports; Na Meong Bing, Ku Ho Kiang, Da Siu Tiang, Ma Sui Do, Dng Co Hing, De Ting Deh, Deng Di Eng, Li Sing Bau, Deng Geh Ling, Go Dng Ching, Ceng Ciang Boi and Na Lang Hing.

The name of Rev. Deng Dau Luang Superintendent of the Heoh Bing District was called, his character passed and he read his report. The names of the following Elders on his District were called their character passed and they gave their reports; Lang Hong Siong, Dng Sing loh, Na Geh Sing, Na Bau Seng, Ng Meong Deh, Dng Ming Kiang, Au Cing Geh, Da Meong Dae and Ong Cong Gau.

Closing: After announcements the doxology was sung and Rev. Na Geh Ciong pronounced the benediction.

Second Day

Thursday, December 15th 1938

Devotions: The Conference assembled at 8:30 a.m. sing­ing Hymn 220. Rev. Dau Hoh Gi led in Prayer. The fifteenth Psalm was read after which the Girls' Choir sang a special selection. Bishop Gowdy then gave an exposition of the fif­teenth Psalm on the theme of the Upright Man.

Reading of the Minutes: The Minutes of the previous meeting were read in Chinese and after a few corrections in wording were adopted on the motion of Deng Hoi Deh. On the motion of Na Ming Gi it was voted that the Secretaries of the English Minutes should carefully compare them with the Chinese and they be adopted without reading.

Questions 20-23: These questions were called and in every case the answer given, None.

Question 25: The name of Dng Deh Hing was called and the Registrar reported that he had passed in all the stu dies of the First Year. His character was passed and he gave his report. On the recommendation of the Board of Exam­iners and the motion of Na Ming Gi he was placed in the stu­dies of the Second year and continued on trial.

The name of U Geh Sing was called and the Registrar re­ported that he had failed in three subjects. His character was passed and he gave his report. On the recommend9.tions of the Board of Examiners and the motion of Na Ming Gi it was voted to continue him on trial in the studies of the first year.

The name of Na Seng Su was called and the Registrar re­ported that he had failed in three subjects. His character was passed and he gave his report. On the recommendation of the Board of Examiners and the motion of Na Ming Gi he was continued on trial in the studies of the First Year.

Questions 26-27: The questions were called and the an­swer given in each case, None.

The name of Go Ging Hua was called. The Registrar re­ported that he had passed in all the subjects of the Third Year but one. On the recommendation of the Board of Examiners and the motion of Deng Ging Sing he was placed in the studies of the Fourth Year with one condition.

The name of Deng Boi Ceong was called and the Registrar .reported that on account of sickness he had not taken ex­aminations. On the motion of Na Ming Gi his character was passed and he was left in the studies of the Third Year.

Question 30: The pame of Na Bi Siong was called and the Registrar reported that he had passed in all his subjects of the Fourth Year. The Committee on Conference Relations recommended that he be ordained Elder. On the nlotion of Dang Ging Sing his character was passed, he was declared to have finished the Course of Study and elected to Elder's Or-ders. -. "',

The name of Chua Bo Eong was called and the Registrar reported that he had passed in all the subjects of the Fourth Year. On the motion of Deng Ging Sing his character was passed, he was declared to have finished the course of study but owing to the fact that he was ordained Dea.con only a year ago he was left without ordinations as Elder for the present.

The name of Na Geh Ing was called and his report given. The Registrar reported that he had failed in one subject of the Fourth Year. On the recommendation of the Board of Examiners and the motion of Deng Ging Sing his character was passed and he was left in the studies of the Fourth Year to complete one subject.

It was noted that Na Ciong had been left without ordina­tion as Elder owing to his lack of pastoral experience. His character was passed and on the motion of Li Meong Ding he was continued in the present relationship.

Under this question a motion was made by Deng Ngeng Heong that an institute be held for local preachers. The mo­tion carried. The four District, Superintendents together with Deng Ngeng Heong and the pators of the Hankong, Hinghwa City and Sienyu City churches were constituted a committee to make estimates for such a meeting.

Recess: After recess several songs were sung by the Hamilton Choir.

Dr. Yang: Dr. Yang, Principal of the Foochow Area The­ological School was presented and he made a statement of the new plans for the School. These plans were approved on the motion of Deng Eong.

Question 36: Bishop Gowdy asked that the Committees called for under (c) be appointed and do their work.

Friday December 16th 1938

Devotions. The Conference assembled at 8:30 and after song and prayer the Twenty-third Psalm was read for the Scripture Lesson. The Choir sang a special selection. Bishop Gowdy then addressed the Conference giving an exposition of the Psalm read emphasizing the presence and work of our Great Shepherd.

Recess: The Conference took a five minute recess.

Minutes: The Minutes of the previous session were read in Chinese and after one or two minor corrections were a­dopted on the motion of Ceng Teng Ging.

Pledge to Keep the Rules of the Conference: The section of the report of the Committee on the State of the Church requiring the preachers to sign a pledge before ap­pointment this year that they would keep the ru1es of the church was brought up and after much discussion was on the motion of Li Meong Ding sent back to the Committee for further action or revision.

Closing: After the usual announcements the Confer­ence stood and sang the Doxology. The benediction was pronounced by Rev. Da Teng Ga.

Fourth Day

Saturday, December 17th 1938

Devotions: The Conference assembled at 8:30 o'clock. The hymn, "In The Cross of Christ I Glory" was sung after which Rev. Ceng Teng Ging led in prayer. The Scripture Lesson was Phil. 3: 1-16. Bishop Gowdy addressed the con­ference using as his topic, John Wesley's Aldersgate Experi­ence. The Hamilton Girls' Choir sang, "Rejoice ye pure in heart."

Statistician's Report: The report was presented by Na Mo Tai. The totals were read and on the motion of Deng Ging Sing was adopted as presented.

Jesus the Teacher: Bishop Gowdy presented each preacher with a copy of Rev. Stowe's book on Jesus as Teacher. The Conference gave the Bishop a standing vote of thanks.

Recess. Mter a few min utes recess the Conference was treated to a selection rendered by the choir.

Conference Stewards. The report was presented by Rev. Deng Ngeng Heong. It was adopted as read. See Report of Stewards and Proposed Distribution for 1939.

SeU-Support: The report was presented by Au Cing Geh and on his motion was adopted as read. See Report.

State of the Church: The item referred back to the Committee at the previous Session was brought before the Conferen.ce again with an additional recommendation. On the motion of Au Cing Geh a count vote was taken. There were 43 ayes and 6 nayes. The report was declared adopted.

Religious Education: On the motion of Deng Ngeng Heong it was voted to receive the report without reading and print it in the Minutes.

Proposals from the Lay Conference: 1. We request the Bishop to urge the Board of Foreign Missions to send an­other missionary to our Conference. On the motion of Ng Ceong Ing it was so voted.

2. We request the Supervisor of our Orphanage School to admit as many children of the poor church members as possible. On the motion of Li Meong Ding it was adopted.

3. We recommend that the Orphanage Plantation at Dang Hau should be put under more efficient management and suggest that it be rented to the Guthrie High School.

The contract for the rental to the said High School should be made out by the Board of Managers of the two institutions and submitted to the General Finance Committee. On the motion of Deng Ging Sing it was adopted.

4. We request that when any real estate of the Confer­ence be offered for sale that it be off~red to the highest bid­der. This proposal was adopted by the Conference last year but has not been put into effect. On the motion of Na Meong Bing it was adopted.

5. We request that the Conference establish a Rural Work Experiment and Promotional Department in order to improve the living conditions of our membership. On the motion of Deng Hoi Deh it was adopted.

Nominating Committee: The Secretary presented nom­inations for the following Boards and Committees; State of the Church, Self-support, Conference Executive Committee, Conference Stewards, Board of Education, Conference Fi­nance Committee, Religious Education, Fukien Union Theo­logical School Board, Richmond Methodist Hospital, Hing­hwa Mission Press, Orphanage Board of Managers, Confer­ence Program Committee, Triers of Appeals. On the motion of Deng Hoi Deh they were adopted. See Boards and Com­mittees.

Question Twenty-four: The name of Ciong Ih Sing was called and his character passed. The Registrar reported that he had passed in all the subjects for Admission of Trial in the Conference. On the motion of Deng Dau Luang he was received on trial and placed in the studies of the First 'Year.

Resolutions: Rev. Li Meong Ding presented resolutions for Bishop Gowdy. They were adopted by a rising vote.

Letter from Yenping Conference: The Secretary read a letter of greeting from the Yenping Conference. On the motion of Na Meong Bing the Secretary was instructed to make suitable reply.

EVANGELISTIC REPORT

(A Summary of the Superintendents Reports)

The past year has been one of marked spiritual advance. Many of the Circuits have held revival meetings in which the District Superintendents and preachers from other cir­cuits have been the leaders. These have resulted in many turning to Christ and Giving up their idols and Gther marks of heathen superstition. In some cases entire families have been won. Family altars have been set up in many homes. There is an advance to be noted in the number of churches where daily meetings are being held for prayer and Bible study. In some cases such meetings having started with small numbers have resulted in a spiritual revival in the church. The Quarterly Conferences show the continuance of the Revival Movement. Often the church proves too small to accommodate the crowds. These meetings are marked by a spiritual tone, the desire to worship and to learn the things of God. In other places the ordinary congrega­tions have outgrown their places of worship and in some churches new seats have been added. Two Colporters are maintained in the Conference and there has been during the year a splendid sale of Bibles to our membership indicative of the increasing interest in God's Word.

Several of the Districts have maintained meetings for the preachers for fellowship, spiritual growth and inspiration. These meetings are proving of great benefit to the workers.

Mrs. Brewster has promoted the campaign of Stewardship with unflagging zeal. The number of earnest church mem­bers who have caught the vision of the stewardship of their money and time is on the increase. They are willing to give of their time for the promotion of the work of the church and they give liberally of their money for its support. Per­haps the Hankong District has made the greatest gains along these lines during the year. The impetus to voluntary ser-

vice given by the revival meetings under Dr. John Sung and others has made its mark on the church. We have earnest members now who give a part of their time to personal work. Personal work bands which go out Sunday afternoons are still being formed.

Although this section has not been invaded we are living under a new situation colored by the war. Binghai City has been fin~d on three times. When Amoy was occupied many refugees came into this section. The fisherman along our coast have met with much distress. Some boats returning with their catch of fish have been plundered and set on fire leaving the occupants to perish on the sea. Many of the young men have been taken in the draft and everywhere about us we see them drilling and getting ready either to fill the vacancies in the regular armies or to defend the country locally. The church youth have not been exempted in the draft. Stories have come back from the front telling of the comfort and strength that faith in God has given them. This entire section has responded in appeals for relief of the dis­tress in the devastated regions and our church has been in the forefront with their subscriptions of money and donations of clothing for those made destitute by the present warfare. The response has been generous notwithstanding the war prices prevailing on food and all supplies as well as the heavy burdens of taxation made necessary by the present struggle.

There has been a healthy growth in membership. Six hundred new members have been received and over eight hundred probationers. There were also over six hundred children baptized. The growth is a healthy one as the pre­sent drawing power of the church is spiritual.

STANDING COMMITTEES AND BOARDS

Committee on Self Support

1. The basic scale of salaries ought to be as follows:

Members on trial have the same salaries as Local preachers.

In the case of insufficient funds to pay salaries aU those receiving salaries under the jurisdi~tion of the Conference shall equally bear the reduction. This shall also be the case in the reduction of travel and moving expenses. Pastors at District center churches Hinghwa city, Hankong, Sienyu city, Kio Sauh to receive $4.00 per month over above scale.

2. Allowances for children shall cease when they are mar­ried or become self-supporting.

3. Elders may only draw allowances for six children. Others may only draw allowance for four.

4. A District Superintendent shall be allowed an increase of $4 a month over the above scale.

S. District Superintendents must report all miscellaneous accounts to the District Finance Committee.

6. The District Superintendent should hold four quar­terly meetings on each circuit per year and should spend at least three days helping where the meeting is held. The Dis­trict Superintendent should train the Class Leaders and Stew­ards on each circuit so that they may know the meaning of Self-Su pport.

7. The money which is given by the first two classes in self-support for Home Missions should be apportioned by the District Finance Committee to circuits not yet attaining to self-support. Self-supporting circuits must present their ac­counts to the District Finance Committee for auditing.

8. Graduates of both the Bible School and Guthrie High School may be allowed an addition of $2 a month.

Graduates of the regular Nanking Theological course may be allowed an additional $10 a month, but from 1930 grad­uates of Theological Schools will be paid according to their contracts.

9. After 10 years of service as Elder, an increase of $1 a month shall be allowed. For each additional 5 years service following the ten year period, there shall be an addition of $1 a month.

10. The subscriptions of n1issionaries and those under special appointment shall be collected on the circuit where they reside by the pastor in charge. But Home Mission funds and Sunday School collections shall be held for use on the fol­lowing year.

11. Home Mission collections and Sunday School collec­tions must, following the rules of the Home Missionary Socie­ty, be reserved for payment on the salaries of the following year. A treasurer should be appointed by the Conference Home Missionary Society to take charge of the funds.

12. If the preacher under regular appointment sends to school all of his children of seven years or over, he may re­ceive an extra allowance of $1.00 for each of them. If there is 110t a mission school he may send his children to a government or other school, the allowance being the salne. If the children are living in a boarding school and are selfsupporting, the al­lowance shall be $1. If they enter the government schools, there shall be no extra allowance. Children of preachers should subscribe wherever they attend school.

13. The Annual Conference permits its members whose wives have passed the age of thirty without children either male or female, to adopt children whose support may be claim­ed as for their own children.

14. All preachers under appointment of the Conference whether preachers or teachers must give a tenth of their in­come to the work of the church.

15. Subscriptions for the various classes of church benev­olences must be kept separate and distinct and should be so reported. No money subscribed for one purpose may be used for any other purpose. After the District Conference each pastor and junior preacher who works at a separate station shall prepare a list showing the sUbscriptions of his church members and post in a conspicuous place.

16. The three circuits of Bi-ciu, Nang-cjh, and Dua-dokau because of distance and inconvenience shall have an increase of 10% in salaries.

17. After the appointments are made the preachers must go to them without delay and live there. If they and their families do not live within the bounds of the circuit to which they are appointed they cannot claim salary. If a preacher goes but wife does not, then the salary must be reduced.

18. When a preacher appointed to work dies during that year his family shall receive salary for six months after which they shall be on the Preacher's Aid fund providing the preacher was a member of Conference.

Committee on the State of the Church

1. Preachers who desire to adopt either boys or girls must first bring the matter before the District Executive Board which shall in turn present it to the Conference Ex­ecutive Board. If without approaching the above boards anyone adopt a child he shall receive heavy punishment.

2. Those preachers who have already adopted children, must cloth, feed and treat said children the same as their own children. The adopted child upon reaching the age of seven must be sent to school and must not be treated oppressively. If adopted children are not treated according to the above reg­ulations it will be regarded that they are taken as slave girls and the preacher shall he deprived of his office in the church. The District Superintendent must see that this rule is enforced.

3. No preachers or Biblewomen may betroth their chil­dren to heathen. Those doing so should be deprived of their office in the church.

4. Preachers who have been "married in" mllst carry out their contracts. Should they break their contracts they should be deprived of their office as preachers. From now on any preacher wishing to " marry in" must first get the ap­proval of the Conference Executive Board.

5. Preachers engaging in business shall at first be ex­horted by the Sllperintendent or the Missionary. In case they refuse to heed they shall be reported to tbe Conference Executive Committee. If they still refuse to heed they should not be given appointments at the following Session of Confer­ence. Preachers under appointment must give diligent at­tention to their work and should not leave their circuits for private reasons without first reporting to the District Super­intendent. In no case shall they be absent more than one week. We recommend that at each Session of Conference every preacher shall sign an agreement to carry out this reg­ulation before the appointments are made.

6. Local Preachers and Exhorters may not take two years examinations at the same time. However those holding di­plomas from the Guthrie Memorial High School and from the Biblical School may be allowed to do so.

7. Rules which Church Members should observe: (1) They should not betroth their children to unbelievers. (2) Believers must not keep concubines. Persons havin

concubines may not be received into the church as members

Members of the church who insist on taking concubies must 'be expelled, (3) Members must not plant poppy or deal in opium. (4) Members must not deal in prohibited articles.

8. The Government at present is making strenuoUS ef­forts against the use of morphine and other poisonous drugs. Our church should join in the propaganda. We ask the Bishop to write to the International Opium Reform Bureau at Shanghai asking it to send us posters and other materials for our use in spreading the reform movement among the ,people.

9. At the present time the Government is promoting the New Life Movement. Stress is being placed upon health and sanitation. Our churches and parsonages must be kept clean and in repair. Chickens, ducks and other animals must be kept out of our buildings. Every preacher must give strict attention to this in order to be an example to the commu­nity in sanitation and to show that the church is fully in accord with the government.

10. We ask that the Conference Finance Committee car­ry out the regulations for caring for our church property. If property is occupied by anyone they must strictly recover it back in order to maintain their powers. If we have orchards and gardens for rent we should rent them to those within our church and not rent to outsiders. Property not in use should be auctioned off, the proceeds going as endowment to the cir­cuit on which the property is located.

11. At present the Conference does not maintain an inn for those who are upon the Retired Fund, neither does it possess any idle property. Therefore such persons should move back to their former homes and not move to the City, asking the Church to provide living quarters for them. Those already in the City and in church property or living in pro­perty loaned them temporarily must pay rent and upon no­tice vacate such property for such uses as the Church may desire to make of it.

12. Every circuit should hold an institute each year of not less than a week for the members. Every District should hold an institute each year of not less than ten days for Class Leaders. We ask that the Woman's Society cooperate so that both men and women may be benefitted by these institutes. We also ask that the District Superintendents together with the conference Secretary of Religious Education select suit­able literature for use in these Institutes.

13. The law of China recognizes the minister's office in performing marriage ceremonies. Nevertheless if there is any question about the propriety of the proposed union or any difficulty connected therewith he shall not consent to conduct the ceremonies.

14. Preachers who have not had experience in pastoral work but are in eductional work are not acceptable for admis­sion on trial nor should they be given Deacon's or Elders or­ders.

15. We ask that the Conference bring it to the attention of all preachers and teachers of our church both men and women that they should be faithful to our church and should not work for other movements in order to avoid causing the weaker members to have doubts. If preachers refuse to heed their offices should be taken away. In case their wives or chil­dren go into other churches their allowances should be taken from their salaries.

16. We recommend that the Conference Finance Com­mittee determine the amount of each preacher's salary ac­cording to the Conference schedules of salary and that they give it to the District Superintendents for their guidance in the payment of the same.

17. Those who have been helped by the church in getting their theological education must upon receiving appointment begin to pay back their loans. If they are appointed to a self­supporting circuit they must each year pay back the stipulated amounts. They should not be allowed to delay in this mat-

ter. If there are those who have formerly graduated and have gotten into this habit of delaying to pay back, measures must be taken to secure their carrying out this regulation.

18. Those in the employment of the Church and those on the Superannuate funds whether preachers or teachers should be faithful in giving a tenth to the work of the Church. The Conference Finance Committee should take measures to carry this out.

19. We ask that the Conference Finance Committee take an inventory of the furniture of the Biblical School and put it away.

20. We recommend that the Conference ask each Circuit to choose several church members to act with the pastor on a committee on subscriptions so that each Circuit may be helped to quickly reach the status of self-support.

21. The children received by the Orphanage must be en­tirely supported by the Orphanage or mu~t pay the full fees for support.

22. The Orphanage in the matter of receiving orphans must follow the rules of the Board of Managers. They must not recklessly take in applicants but must carefully investigate each case having no regard for personal considerations. Should they fail to do this the officers of the Orphanage shall be responsible for raising necessitated expenses.

23. The Hua Sih Boys' School is the heart of the edu­cational work on the Heohbing District. At present students are crowding in but alas funds for carrying on are very lim­ited. There is a great shortage both in buildings and equip­ment. We request the General Finance Committee to see to it that funds are allotted to this school in comparison with the amounts allotted to the Primary Schools of other districts.

24. Churches are places dedicated to worship. The Bish­op has asked the government to take steps to protect tbe churches for this purpose. Preachers must refuse the use of their churches for secular purposes.

25. Bible School graduates who wish to enter Confer­ence on trial must have the following qualifications:

(a) Must have been appointed as a preacher for two years.

(b) Must be not over 35 year of age. (c) Must have a medical certificate of health. 26. The Conference Secretary is instructed to write the

Bible House in Shanghai reporting sales of Bibles, expressing thanks and asking for a continuance of the present arrange­ments of hiring colporteurs.

27. Second edition of the Family Record poster should be printed.

28. Students going to Bible School must be passed by the Conference Executive Committee.

29. Mrs. Brewster should be appointed Superintendent of Tithing Campaign.

30. In order to reach self support the Church should fol­low God's laws in regard to giving to the support of the Church:

(1) The things of God belong to God. (2) Both men and women should make offerings. (3) Offerings should be made weekly.

Stewards' Report

1. Retired preachers must make a faithful report of their work and of the circumstances of their families to the Quar­terly Meeting of the Circuit in which they reside before they can draw their allowances.

2. Widows or children of deceased Conference Members before receiving their First Quarter's allowances must furnish the Treasurer with a list of the names of all the children, stat­ing whether in school or not, respective ages, whether inde-

pendent or dependent and the said list to have the signature of the pastor where they reside or of their District Superin­tendent.

3. A burial allowance of $40 may by granted towards the burial expenses of a Conference Member or of the widow of a Conference Member. This does not apply to the decease of the wife of a living Conference Member.

4. Whoever borrows from the Preachers Aid Fund may not borrow more than a total of $300 upon which the interest must be promptly paid each year and the principal be return­ed within five years. He must furnish an Elder who will take responsibility in guaranteeing the repayment of the loan. An Elder may not go security for more than one person.

5. In computing the annuity distribution for retired members count shall be made from the year they entered on Probation to the year they were granted the Retired relation­ship with the rate fixed at $3.50 per service year. These limi­tations must in no case be exceeded lest we endanger the cap­ital funds of the Society.

6. Loans which do not exceed the five year limit shall follow the rate of interest stipulated in the contract fnr the same. Loans made with the beginning of the year 1933 on­wards shall be with the rate of 10% per annum. All loans made previous to 1933 must without fail be returned, princi­pal and interest included.

7. Those asking for their allowances to be paid in ad­vance of the regular time for payment shall have interest ded ucted from the same.

8. Beginning with the year 1935 the limit of age for either boys or lrirls receiving help from the Fund shall be 20 years of age. If they are in school graduation from Senior High School shall be the limit set.

9. The families of deceased preachers shall receive help from the Preachers' Aid Funds only as they report conditions in accordance with the rules.

10. Families of deceased preachers and retired preachers must provide their own houses in which to live. If they have borrowed houses from the church they must pay rent on the same. If for any reason they must use church property they must pay rent. The amount of the rent shall be fixed by the Conference Finance Committee. The rent determined upon shall be deducted from the allowance at the time of their pay­ment.

11. We ask the Treasurer to write to those who have bor­rowed funds and have not paid the interest upon the same ask­ing them to pay. If they do not respond then he must call upon the Guarantor to pay the same.

12. Those who previous to the year 1935 who have bor­rowed sums of $500 or over should from the beginning of 1936 return the same in yearly payments of $200. Those who borrowed under $500 should return the sanle in yearly pay­ments of $100.

13. Sang Deh Sing has asked that he be allowed to use his yearly allowance in repaying the principal of the loan of one thousand dollars made to his son Sang Boi Dng until it is fully repaid. We agree that we cannot grant this request but that we may use his yearly grant towards the repayment of interest on the said loan of the Preacher's Aid Society to Sang Bui Ung.

14. When a member of Conference dies during the year his salary shall be continued six months from the date of his death. After that the Stewards shall pay his family an allow­ance from the funds according to our regulations governing the same.

15. Because of the present condition of our funds begin­ning with the year 1936 we can pay only sixty percent of the usual allowance. In case of a death we should pay the full allowance for funeral expenses as an expression of love.

16. The Stewards shall establish an executive committee for the management and control of all questions of finance

It shall be composed of seven members chosen from their number. Its powers shall be to collect loans and interest and to manage the making of future loans.

17. Those making loans in the future beside furnishing guarantors must also furnish property securities.

18. Widows and orphans who leave our church to attend the services of other churches or who refuse to subscribe to the work of our minister or who obstruct the work of our Church shall have their allowance suspended.

19. Members who owe money to the Conference are not elegible for membership on Board of Stewards. They must pay back their money according to agreed time.

There are 28 students this fall. Of the 28 five are from the Church of Christ in China, five from Yenping Confer­ence, four from Hinghwa Conference and fourteen from Foochow Conference.

As regards the teachers, Mr. Liao has gone to Drew for further study and Dr. Worley has come back. Besides, the Church of Christ in China has allowed Rev. A. O. Rinden of Chang-Io to give two days a week to the school, teaching Re­ligious Education and the Sociological Study of the Bible. Dr. Ruby Hsioh has given about an afternoon a week to teach the boys instrumental music. Mr. A. W. Billing is teaching the senior class Flower Gardening, which will give the boys a chance to learn how to beautify their church yards and lawns when they have graduated. As soon as the Seminary can secure a piece of land for growing vegetables, a teacher at Union High has promised to come to teach vegetable garden­ing.

In addition to the financial strait, the Seminary at present is confronting the following difficulties;

First, because our students lack a general senior high school education, they are not admitted as candidates for the degree of Bachelor of Theology in Nanking Theological Sem­inary, in case they should wish to go there after they have been successful in pastoral work. This takes away from our graduates the hope of advanced study.

Secondly, Educational work in China is progressing very rapidly. People of intelligence are increasing in number, in all communities by leaps and bounds. Yet the education for the ministry is still about the same as for the last thirty years,

Consequently our graduates find themselves unable to meet the needs of the intellectuals of their parishes.

Thirdly, more than four fifths of the Chinese people live on farms. The same ratio holds in our church population. Hence, most of our churches are rural churches and almost all of our graduates become rural pastors. As the seminary students do not have any rural or agricultural education, they are not capable of serving their people efficiently.

In the face of the above mentioned difficulties, the faculty of the Seminary has been considering the following plans;

The Seminary will continue to receive junior high grad­uates but the period of training will be lengthened from four years to five. Thus for the first year a student will study in the Seminary many of the courses in general subjects; for the second and third years they will study in Union High School, natural and applied science, such as Biology, Chemistry or Physics and Agriculture; and for the fourth and fifth years they come back to the Seminary, studying the courses which will largely be the same as the courses of the first two years of the Nanking Theological Seminary. When they have grad­uated and made a success of their parishes, they will be al­lowed to enter the third year of the Nanking Seminary and receive the Degree of Bachelor of Theology in two years, in case they can afford to go.

A student having gone through this educational process will have the hope of educational advancement: Secondly they will have an education equivalent to that of a Junior col­lege, hence will be able to better meet the problems of the in­tellectual people in their communities; thirdly, their study­ing in the. Union High will enable them to work better with their farming people: fourthly, the Seminary may occasion­ally also receive senior high school graduates to study with the fourth year students. and fifthly, by correlating with the Nanking Seminary, our ministerial viewpoint will be broad­ened so that they will be more ready to participate in any Christian work which is apt to come.

The faculty of the Seminary has been making approaches to the Nanking Seminary and favorable answers have been received. The Yenping Conference has passed on this new plan, the Church of Christ has agreed to the same. We hope the Foochow Conference will give this new plan sym­pathetic support and then eventually that the Hinghwa Con­ference will favor it. Having got the support of all these participating bodies, the faculty of the Seminary will make approaches to the Union High School and try to negotiate further with the Nanking Seminary that the correlation with both of these institutions will be formally and actually re­alized.
