A RESOLUTION AUTHORIZING THE MAYOR, OR HIS DESIGNEE, TO ISSUE TASK ORDER NUMBER 10 WITH PB-BENCHMARK JV, A JOINT VENTURE OF PARSONS BRINCKERHOFF, INC. AND BENCHMARK MANAGEMENT, LLC., FOR FC-7383F, CYCLE ATLANTA QUICK IMPLEMENTATION OF FIVE (5) BICYCLE PROJECTS, ON BEHALF OF THE DEPARTMENT OF PUBLIC WORKS, IN AN AMOUNT NOT TO EXCEED ONE HUNDRED THIRTY NINE THOUSAND NINE HUNDRED NINETY-SIX DOLLARS AND NO CENTS ($139,996.00); ALL CONTRACTED WORK TO BE CHARGED TO AND PAID FROM THE FUND, DEPARTMENT, ORGANIZATION AND ACCOUNT NUMBERS LISTED HEREIN; AND FOR OTHER PURPOSES.
WHEREAS, the City of Atlanta ("City") entered into FC-7383F, Architectural, Engineering and Design Services ("Agreement") with PB-Benchmark, JV a joint venture of Parsons Brinckerhoff, Inc. and Benchmark Management, LLC ("PB-Benchmark, JV") pursuant to Resolution 15-R-4037, adopted by the Atlanta City Council on September 8, 2015 and approved as per City Charter Section 2-403 on September 17, 2015; and
WHEREAS, the term of the Agreement is for a period of three (3) years with two (2) one (1) year renewal options to be exercised at the City's sole discretion; and
WHEREAS, the Department of Public Works ("DPW") would like to expand the city's bicycle network which will add an additional 2.64 miles to the existing bicycle system to fulfill the City of Atlanta and Mayor's commitment to installing 120 miles of on-street bike infrastructure to increase the safety for people traveling by bike; and
WHEREAS, DPW would like to add quick implementation of bicycle facilities for five (5) street segments; Jesse Hill Jr Drive from MLK to Armstrong, Whitehall Street and Murphy Avenue from Ralph David Abernathy to Memorial Drive/Peachtree Street, Milton Avenue from Lakewood to McDonough Boulevard, Central Park Place from North Avenue to Highland Avenue and Peachtree Street from Ralph McGill to Pine Street; and
WHEREAS, these projects were adopted by Council on September 21, 2015 in Ordinance 15-0-1341 in the Cycle Atlanta: Phase 1.0 Study, but are not included in any existing capital improvement project scope, but have been identified as having an abbreviated project schedule and simplified scope to support quick project completion; and
WHEREAS, the Commissioner of the Department of Public Works recommends the issuance of a Task Order for FC-7383F, Architectural, Engineering and Design Services with PB-Benchmark TV, in an amount not to exceed One Hundred Thirty-Nine Thousand Nine Hundred Ninety-Six Dollars and No Cents ($139,996.00).

BE IT FINALLY RESOLVED, that the Task Order will not become binding upon the City, and the City shall incur no obligation or liability under it until the Agreement has been approved by the City Attorney as to form, executed by the Mayor, attested to by the municipal clerk, and delivered to PB-Benchmark JV, A Joint Venture of Parsons Brinckerhoff, Inc. and Benchmark Management, LLC.
