How do I get a Certi�cate of Compliance?To obtain your Certi�cate of Compliance, you must:

• become a member of the PC bank and take a loan for the service/s which can be accessed either of two ways:-

(a) Express Service or (b) Normal Service - 6 months

• be in possession of land for at least seven years or when added to that of your predecessor in title, this must be a minimum of seven years.

• present documents in support of ownership such as a purchase receipt, deed of gift, sale agreement, probated will, or Common Law Title, declaration or a�davit and any other document. These documents should be signed by a Justice of the Peace, Attorney-at-law, Principal, a Parish Councillor or Collector of Taxes etc.

• show evidence of payment of property taxes

Where are the LAND Parishes? LAND will be operating in the following �ve parishes in a pilot, but over time there will be a gradual rollout island-wide:

1. Clarendon 2. Manchester 3. St. Elizabeth 4. St. Catherine 5. St. Mary

The ultimate goal of LAND is to empower those who have land with little or no documentary proof to “step up to yuh title.”

National Development

BackgroundHistorically, land ownership has and continues to be a major challenge, as many Jamaicans either own or occupy unregistered land, with little or no proof of ownership. One of the solutions being implemented is Project LAND, designed to unlock the economic and social potential of unregistered lands, so that the average Jamaican can realise the true bene�t of his/her own piece of the ‘rock’.

What is Project LAND?Land Access for National Development – LAND, is a joint programme between the Government of Jamaica and Non-Governmental Organisations, to provide landowners who have no documentation of ownership, access to a “Certi�cate of Compliance.” The Certi�cate which is issued by the National People’s Co-operative Bank of Jamaica (popularly known as the PC Bank), will allow property transactions to be processed until a Registered Titleis obtained.

What is a Certi�cate of Compliance?A Certi�cate of Compliance is a document con�rming that a loan has been issued to the mortgagor/s and it describes the property according to the survey diagram presented. It is issued under the Facilities for Titles Act (FTA) legislation and will help you to: • access loans through the PC bank up to $500,000 • have your land updated on the tax roll as the Certi�cate holder • apply for your Registered Title
