2. Metering Code: Legalize the collection of metering data

remotely

1. Grid Code & System Operation: Supplemented technical

requirements for RE and the establishment of Operation control

center (OCC); Remotely switching.

3. Development plan of SCADA system; OCC for National

Power Transmission Corp. and Power Corporations; Electronic

meters and remote data collection systems.

3. National DSM/DR program: Decision No. 279/QD-TTg

dated 08 March 2018 of Prime Minister on approval of National

Demand Side Management program in the period 2018 – 2020,

vision to 2030.

Results in the period 2012 – 2018Enhancement of efficiency of power system operation

SCADA system:

Completed the new SCADA/EMS system for National Load

Dispatch Center.

Developed & upgraded SCADA/DMS systems at Power

Corporations (at distribution network level).

OCC: Developing Tele-control centers and unmanned substations

(220/110kV).

Metering: Completed automatic reading system of electronic

meter at power plants, substations of 500/220/110kV; The number

of electronic meters is about 41% of the total customers meters

(end of 2018).

Other Smart Grid solutions:

Wide-area monitoring system (WAMS); Flexible AC Transmission

System (FACTS)

Fault Locator System (FLS)/Fault Location, Isolation and Service

Restoration (FLISR)…

Plan for 2nd Phase (2017 – 2022)Enhancement of efficiency of power system operation

OCC and un-manned substations: By the end of

2020, 60% of the 220 kV and 100% of the 110 kV

substations (under management of NPT, PCs) will be

operated in accordance with the un-manned substation

criteria.

Metering: By the end of 2020, installing electronic

meters for about 50% of customers.

Studying and implementing Smart Grid applications:

BESS, Virtual Power Plants, integrating embedded

generations…

Striving to 2020, SAIDI will be reduced to

400 minutes; SAIFI will be reduced to 10.17

times per year.

Striving to 2020, power losses will be

reduced to below 6.5%.
