Minutes of 12th Governing Body Meeting of GSWMA held on the Wednesday, 18th December, 2013 at
15.00 hrs. at New Conference Hall of BISAG, Gandhinagar under the Chairmanship of
Dr. V. Thiruppugazh, Hon. Secretary, Rural Development Department, Government of Gujarat.
The list of members present is given as an annexure-I.
Member Secretary welcomed all the present members and after formal introduction deliberations of the
meetings started with the permission of Chairman
12/1: Granting of leave of absence
Leave of absence was granted to the members and their representatives were authorized to
attend the meeting by the Chairman.
12/2 : To confirm the minutes and approve the action taken on the decisions taken in the Governing
Body Meeting held on Wednesday, 22nd May, 2013.
Minutes of the 11th Governing Body Meeting held on 22.05.2013 were noted. Members were
requested to confirm the minutes (Annexure-12/2/A).
Members were also requested to take note of the action taken on the decisions taken at the last
Governing Body Meeting as follows:
1. Preliminary Projects Reports proposed by GSWMA covering an area of 3.17 Lakh Ha. were
approved on 23rd October, 2013 in the steering Committee of Department of Land
Resources, Government of India.
2. The decision regarding the establishment of a Demonstration centre at project level under
Capacity Building/IEC has been communicated to all the DWDUs and they have been
instructed to set up and submit the specifications of the approved centre.
3. Modifications in Operational Guidelines regarding the incorporation of additional norms for
construction, repair and renovation works under IWMP has been conveyed to all DWDUs and
now the approved norms are being followed.
4. Necessary modifications in Para no. 3.37 regarding employees transfer authorities and 4.5.4
regarding the performance appraisal have been done in the Human Resource manual and
have been operationalized.
5. Deviations in Detailed Project Reports (DPRs) of Batch – I projects in Porbandar, Banaskantha
and Valsad districts have been conveyed to respective districts and accordingly, projectes are
being implemented.
"Resolved that minutes of last Governing Body meeting are confirmed and actions taken
thereon are hereby approved".
12/3. Status of IWMP works; 2009-10, 2010-11, 2011-12 & 2012-13 and Pre-IWMP schemes i.e.
Desert Development Programme (DDP), Drought Prone Area Programme (DPAP) & Integrated
Wasteland Development Programme (IWDP)
Hard copy of the work status of the projects under IWMP 2009-10, 2010-11, 2011-12 & 2012-13
and Pre-IWMP projects was circulated to the members and a presentation (Annexure-12/3/A) of
the same was also made to the members.
“Members took note of the status of works for the year 2009-10, 2010-11, 2011-12, & 2012-13
and Pre-IWMP schemes and expressed satisfaction.”
12/4. To take note of the Preliminary Project Reports (PPRs) for year 2013-14.
Hard copy of the summary of Preliminary Project Reports (PPR) for the year 2013-14 (Annexure-
11/4/A) was circulated to the members and a presentation of the same was made to the
members. CEO, GSWMA informed the members that Preliminary Projects Reports proposed by
GSWMA covering an area of 3.17 Lakh Ha. were approved on 23rd October, 2013 in the steering
Committee of Department of Land Resources, Government of India.

12/5 To take note of the Detailed Project Reports (DPRs) 2011-12 approved by Technical Committee
and Detailed Project Reports (DPRs) 2012-13 verified by Sub-committee for DPR approval.
Members were intimated about the provision of Technical committee to approve Detailed
Project Reports was formed in 7th Governing body meeting and further modified during 8th
Governing Body Meeting with the inclusion of one more member. The committee is chaired by Dr
C. N. Pandey PCCF (Wildlife) with following members:

Members considered the agenda and passed the following agenda:
"Resolved that the Detailed Project Report for the year 2011-12 of Batch – III project as per
Annexure 12/5/A is hereby approved and also approved that the above mentioned Technical
Committee will continue for approval of Detailed Project Reports. ”
12/6. To take a note regarding hydrological equipments procured from ICRISAT, Hyderabad and
installation in four districts in Gujarat in Watershed Programme.
Members were informed about the communication of Department of Land Resources,
Government of India vide letter no. K- 11011/7/2009/IWMP(IS) dated 19th September, 2009
which indicates a list of scientific equipments to be procured by each state for better
implementation of the IWMP programme as hydrological equipments are necessary for
quantification of catchment/watershed physical characteristics and catchment variables.
Accordingly, an order of four sets of instruments has been placed for Amreli, Kutch, Sabarkantha
and Valsad districts from ICRISAT, Hyderabad. The four sets of hydrological equipments have
been received at Sabarkantha, Amreli, Valsad & Kutch district. Installation of instruments is
completed in Kutch district and is in progress in the rest three locations.
Members deliberated on the issue and passed the following resolution.
"Resolved that the procurement of the hydrological equipments from ICRISAT, Hyderabad and
installation in four districts in Gujarat in Watershed Programme is hereby approved with the
details as follows:

12/7. To approve the establishment of a Capacity Building Cell (CB Cell) in the state at GSWMA and in
the district at DWDU level under Capacity Building/IEC head.
The agenda was dropped as per the suggestion of the Chairman, GSWMA and members concurred the same.
12/8. To approve the modification regarding the rates of training cost of CB programmes being
conducted by CB Institutions.
Members were intimated about the reasons for revising the existing training cost mentioned in
Capacity Building Manual. The Chairman, GSWMA suggested to explore government facilities to
the extent possible for conducting internal workshops/seminars/training programmes. Members
deliberated on the issue and passed the following resolution.
"Resolved that the revised training cost at GSWMA, DWDU and PIA level for various
stakeholders subject to utilizing government training facilities to the extent possible is hereby
approved as follows:
Cost norms for Training Programmes, Seminars and Workshops conducted by GSWMA for Class-I
officers & Grade-A Employees are as per the table given below:

12/9. To approve the changes in Human Resource Manual.
12/9/(I) Modification-I: regarding inclusion of Diploma Agriculture as a qualification of MDT &
WDT-Agriculture
Members were requested that the qualification of “Diploma in Agriculture” for the post of
MDT/WDT Agriculture may be considered as minimum qualification for hiring because the course
is well versed with relevant agricultural aspects specifically subject includes Animal Science, Farm
Implements & Mechanical Instruments, Soil Science, Crop Productions, Horticulture, Farm
Management, Agri Extentions & co-operations and Field trips.
Members considered the agenda and passed the following resolution.
"Resolved that the the qualification of “Diploma in Agriculture” for the post of MDT/WDT
Agriculture as minimum qualification is hereby approved”
12/9/(II) Modification-II: Para no. 4.5.5 regarding the annual increment of the contractual
employees of GSWMA:
Members were intimated that as per Human Resource Manual (para no 4.5.5), the contractual
employees of GSWMA can draw salary rise up to 25 % but it is difficult to maintain the same level
of increments at the district and state level administration after 3 or 4 years and, hence, salary
structure in GSWMA may be rationalized. Members deliberated on the issue and passed the
following resolution.
"Resolved that the Chairman, GSWMA is hereby authorized for the modification in upper salary
limits and the provision of annual increment of GSWMA contractual employees.”
12/9/III: Modification-III: Regarding the creation of the post of Deputy CEO, at SLNA
Members were informed that there is need of one post of Deputy CEO at GSWMA to assist CEO to streamline and coordinate the administrative and financial work of the projects as the quantum of work has been increasing day by day due to increasing number of projects per year.

12/10. To approve the provision of withdrawing fund from poor-performing projects in IWMP
Members were informed that there were some poor – performing projects under IWMP which
were hampering the overall financial progress of GSWMA and creating shortage of funds for
performing projects and hence fund of such projects may be withdrawn. GM, NABABRD
suggested that concerned banks may be consulted while deciding the modalities of the
withdrawal of fund. The Chairman, GSWMA authorised CEO, GSWMA to decide the modalities of
the withdrawal of fund.
Members deliberated on the issue and passed the following resolution:
"Resolved that the provision of withdrawing fund from poor-performing projects in IWMP is
hereby approved”
12/11. To approve the establishment of additional 7 DWDUs in the seven newly created districts to
implement IWMP programme in the State.
Members were informed that 7 DWDUs might have to be established to implement IWMP in
seven newly created districts in Gujarat viz. Aravalli, Botad, Chhota Udaipur, Devbhoomi Dwarka
Mahisagar, Morbi and Gir Somnath provided they fulfil the criteria laid out in Common
Guidelines and accordingly, to administer these new DWDUs, the post of Project Directors may
be increased from 26 to 33.
Members considered the agenda and passed the following resolution:
"Resolved that the establishment of DWDUs in seven newly created districts in Gujarat viz.
Aravalli, Botad, Chhota Udaipur, Devbhoomi Dwarka Mahisagar, Morbi and Gir Somnath and

12/12. To approve the model for establishing the Demonstration centre at Project Level under

Members were informed that the establishment of a Demonstration centre at project level under
Capacity Building/IEC was approved in the 11th Governing Body meeting and to facilitate DWDUs,
a model of the centre may be provided.
Members deliberated on the issue and passed the following resolution:
"Resolved that the model of a Demonstration centre at project level under Capacity
Building/IEC is hereby approved with the details as follows:
The Demonstration centre has to be established with a maximum budgetary allocation of Rs. 15

12/13. To take note of the deviation in activities of Detailed Project Reports (DPRs) 2009-10 approved
by Technical Committee.
Members were apprised of the deviations in Detailed Project Reports (DPRs) of Batch – I and
Batch – II projects. Summary of the deviation in DPRs are placed for the reference (Annexure
12/13/A).
“Members took a note and approved the proposed deviations in DPRs for the year 2009-10 of
Batch – I and Batch II for the year 2010-11 projects as per Annexure 12/13/A.”
12/14. To take note of and approve the agencies selected and rates sanctioned for third party
evaluation for Batch-II and Batch-III of IWMP.
Members were notified about the third party agencies to monitor & evaluate IWMP
projects and the negotiated remuneration of Rs. 39,000 (Thirty nine thousand) per
Project for Preliminary Evaluation. Members deliberated on the issue and passed the
following resolution.
“Resolved that the following agencies with the remuneration of Rs. 39,000 (Thirty nine
thousand) per Project for preliminary evaluation of Batch-II and Batch-III is hereby

12/15. To take note of and approve Statutory Audit Report of FY 2012-13
Hard copy of Statutory Audit Report of FY 2011-12 was circulated to the Members. They were
informed that observations of Auditors in Notes on Account are being complied. They were
informed that Auditor of DWDU, Kheda had raised some audit issues. The Chairman, GSWMA
suggested to seek the explanation and compliance from DWDU, Kheda regarding the issues.
Members considered agenda item and passed the following resolution:
"Resolved that the Annual Audit Report as per Annexure 12/15/A for the financial year 2011-12
is hereby approved".
12/16. To approve the extension of the ToR of panel of auditors for three years with a hike of
annually 5 %.
Members were informed about the following statutory auditor panel for District watershed
development unit (DWDU) and State Level Nodal Agency (SLNA) approved for three years
beginning from financial year 2010-11 with an annual increment in fees of 5 % and the same was
required to extend for next three years. After deliberation, it was decided that the Panel of
Auditors may be extended for one year more. Members considered the agenda and passed the
following resolution:
“Resolved that the extension of the ToR of panel of auditors for one year with a hike of 5 % and
further renewal will be on the basis of the performance of the Panel of Auditors is hereby
approved.”
12/17: Any issue on with the permission of Hon. Chairman.
No issue was raised on behalf of Hon. Chairman. The meeting ended with vote of thanks to the
Chair and the participants.
