Minutes of the 18th meeting of the Project Approval Board held on 28.10.2011
to consider the AWP&B 2011-12 for RMSA for the State of Uttar Pradesh and
Himachal Pradesh
The 18th meeting of the Project Approval Board for considering the Annual
Work Plan and Budget (AWP&B) 2011-12 for RMSA for the State of Uttar Pradesh
and Himachal Pradesh was held on 28.10.2011 under the Chairpersonship of Smt.
Anshu Vaish, Secretary (SE&L). List of participants is at Annexure-I.
2. After welcome by JS (SE), the Annual Plan proposals were considered.
3. Himachal Pradesh
3.1 PAB had permitted the State of Himachal Pradesh to submit supplementary
proposal (relating to quality interventions) in its meeting held on 25th May, 2011 (para
3.9 of PAB Minutes dated 27th July, 2011). State Project Director, RMSA, Himachal
Pradesh made a presentation on the supplementary proposal (Annexure-II).
3.2 The PAB was informed that components like school annual grant, minor repair
grant, in-service training of teachers, local excursion trip for students and science
exhibition at district level were approved in the 9th meeting of the PAB held on 25th
May, 2011. The present proposal includes other quality interventions such as special
(remedial) teaching for academically weak students, learning resource centre, Yoga
motivation and stress management for teachers, setting up of language lab,
exposure visit for teachers and community members and aptitude test for class X
students.
3.3 It was informed by TSG that, as for other States, a maximum of 20% of class
IX students has been fixed as the upper limit for the intervention of special teaching
(remedial) for academically weak students. The PAB approved 17035 students of
class IX @ Rs 500/- per student (20% of class IX). The State Government was also
informed that NCERT is piloting a project on learning achievement survey and it may
be approached to assist the State Government to identify weaker students.
3.4 As proposed by State Government, exposure visits for 283 teachers (inter-
state) and 14047 teachers (within State) were approved. However, it was suggested
that proposal needs to be detailed further to ensure that these visits are to
institutions that are immediately relevant and also those that have devised and
implemented replicable innovative practices.
3.5 With regard to the proposal for establishment of language lab, it was
deliberated in detail and PAB noted that only soft components (excluding
infrastructure) could be supported and hence these were approved. Proposals

relating to setting up of learning resource centre, yoga, motivation and stress
management for teachers were not approved as it was felt that these could be part of
the general training component , as also exposure visit for community members and
aptitude test for class X students were not agreed to by PAB.
3.6 The State Government informed the PAB that out of 45 new secondary
schools sanctioned during 2010-11, (44 one-section schools and 1 two-section
school), 31 schools have been notified. However, 29 of the 31 schools are other than
the ones approved by the PAB previously and hence revised list needs to be
approved by the PAB. The appraisal team informed that these 29 schools were part
of schools listed, based on school mapping exercise undertaken by the State
Government. These schools are proposed at a distance of 3.5 k.m. to 8.5 k.m. from
the nearest Government school. Keeping in view the potential enrolment in such
schools, the revised list of 29 schools proposed was approved by the PAB.

4. Uttar Pradesh
4.1 Mr. Jitendra Kumar, Secretary, Education, Government of Uttar Pradesh
made a presentation (Annexure -IV) highlighting the following:
(i) 254 schools were sanctioned in the year 2009-10 are functional and
318 schools approved for up-gradation in the year 2010-11, are under
construction.
(ii) The School Management and Development Committee (SMDCs) have
been formed in all the govt. secondary schools.

(iii) Construction of additional class rooms, libraries, laboratories,
Art/Craft/Culture Rooms, toilets etc. is being under taken through
SMDCs.
(iv) In-Service Teacher’s Training is being organized through SCERT.
Focus of training is Science.
(v) Orientation of District Planning Teams have been carried out through
SIEMAT
(vi) Data Collection has been done through SEMIS format.
(vii) 388 new schools are being proposed in special focus districts (SC,
Naxalite & Minority concentrated districts) out of the total number of
761 proposed schools.
4.2 The following key issues were discussed while deliberating on the
Annual Plan proposal:
(i) Significant inconsistencies in the SEMIS data and its impact on (lack
of) a coherent appraisal of the proposal of the State were pointed out.
The State was requested to ensure that the SEMIS data collection and
collation is effectively guided and monitored at every level so that
empirical data on critical indicators are factual and updated.
(ii) The actual number of un-served habitations is not yet identified as the
distance matrix mapping is due in the districts for secondary schools.
PAB stressed on the need to complete the same so as to arrive at the
actual number of new schools and schools for up-gradation.
(iii) On the issue of appointment of teachers where out of 12,896
sanctioned numbers of secondary teachers, 7143 are reported vacant,
the State Govt. also indicated its concern and informed that efforts are
on to fill the remaining vacancies.
(iv) The issue of SMCs (as mandated under RTE Act), performing the role
of SMDCs under RMSA in upgraded composite schools (instead of
another distinct body being created) was discussed and it was
suggested by the Secretary, that the necessary amendments to the
RMSA guidelines be made to ensure that SMCs are enabled perform
the role of SMDCs in composite schools.

Literacy rates of males in Himachal Pradesh remained highest as
compared to total literacy rates and female literacy rates since 1971 to
the present Census year of 2011. While literacy rates of females
remained lower to both male and total literacy rates during this period.
Matter of a little satisfaction is this that the male-female gap in literacyrates is decreasing 1981 onwards, though it increased during 1971-1981.

• The literacy rate for Himachal Pradesh as per Census 2011 is 80.77
(Male-88.37 & Female- 71.34), which is 5.57 percent more than the
literacy rate as per census 2001 (75.20%).
• The significant increase in literacy of females 6.94 % against 4.07 %
increase in literacy of male.
•In all the districts of H.P. the increase in female literacy rate is more
than the male literacy rate.
•The most striking feature of the Census 2011 in respect to H.P. is that
the districts having lowest literacy rate as per Census 2001 i.e.
Chamba (62.91) and Sirmaur (70.39) have attained maximum increase
in the literacy rate as per Census 2011, i. e. for Chamba it is 10.28 %
and for Sirmaur 9.59 %. More over there is very much significant &
maximum increase in literacy rate of females in both the districts i.e.
for Chamba it is 13.29 and for Sirmaur it is 12.18 against the 9.18% for the State as a whole.•The Hamirpur district has highest literacy rate (89.01 %) andlowest in Chamba district (73.19).

Quality Initiatives
Teachers Trainings
• Teacher training modules of Science, Maths and
English have been developed.
• Master trainers in the subject of mathematics and
science have been trained in collaboration with
NIT Hamirpur.
• Minimum level competencies for Math, Science
and English for secondary classes have been
identified with the help of school teachers and
experts and now the achievement level of
students is being proposed to be measured based
on these competencies.
• The SPO is also involving SCERT and SIEMAT for
providing support in relation to RMSA trainings.
Recently the SCERT has been assigned the task of
preparing the plan for ensuring employability and
Development of Guide Book on career guidance &
Counseling for secondary school students.

Quality efforts- contd• In all the trainings special focus is to train teachers in computer
/IT education and CAL and recently the State Government has
taken a decision that those teaching even the general subjects
should be having some qualification related to computers so
that they use the same while teaching.
• The process of teaching and learning through Active learning
Methodology (ALM ) is being proposed to be pilot tested in 50
schools of the state during the year 2011-12.
• The CCE is being proposed to be implemented in 50 pilot
schools
• With the help of ANNADA foundation, the State has
undertaken special programme for teachers and students on
skill and personality development
Quality Initiatives….
• Vocational courses will be introduced in 63 Governmentsenior secondary schools in 2011-12 with a view toimproving the employability of students after they pass outfrom the schools.
• Setting up of Career Counseling cum guidance cell in thestate is under process.
• The pattern of Examination has been reformulated forsecondary & Higher secondary classes by abolishing boardexam for 11th class and starting CCE on pilot basis in 9th and10th .
• The vacation schedule of the school has been revised first bymaking it uniform for the state and secondly by rationalisingthe vacations in view of local festive and agricultural season,while maintaining the earlier level of academic days.
• Monitoring & Evaluation of performance of previous years.

Curriculum development and Examination reform
• The quality reform in education system are being worked out in
consultation with the institutions like the SCERT, National
Institute of Technology, HP University, NCERT and curriculum is
reviewed according to the NCF 2005
SMC
• The SMC is monitoring the progress of implementation of all the
components of the scheme under RMSA at school level
• SMC’s Members have been authorised to supervise the school at
regular intervals and school official are being accountable to the
community. They are being trained for this job.
• Also partnered with Annada foundation for special programme for
teachers and students on skill and personality development.
• The state has also entered into arrangement with Regional
Institute of English to improve Communication Skills of students.
Other Quality Initiatives
• Rationalizations of teachers has been completed and teacher
vacancies have either been filled up or they will be filled-up
though new recruitment/ promotions in near future.
• The NCERT/SCERT/DIET/SEIMAT/NUEPA are providing in service
and pre-service courses to educators, administrators of state
and district levels.
• The Computer education /Computer Aided Learning is also
being made an instrument for improvement in the classroom
processes, convergence will be ensured with ICT project.
• Monitoring & Evaluation of performance of previous years. The
State has under taken COHORT Analysis from the year 2003
onwards covering all classes from 1st to 10th. The results should
be available by December. This along with achievement test
being conducted through SCERT will help in focused planning.

Appraisal report HP (Contd…..)
1. Special remedial teaching to students whose learning levelis below average.
2. The appraisal team has recommended this intervention for20% of enrolment of class 9th which is all right with us inview of small time left.
3. Presently the state is carrying out the study related toachievement levels of students enrolled in 9th class throughSCERT.
4. Focus will be on those students whose achievement level isbelow 50%(i.e. Grade D & E in 8th Class.
5. It will be done through existing teachers normally. But incase the teachers are not available in the required numberin any schools, this will be done through the teacherespecially engaged by SMC for this purpose.
6. Some amount out of this component will be used for TLM,stationery items as may be required.

Language Lab
• The state has proposed for setting up of four language labs i.e. at SCERT in Solan, SIEMAT at Shimla, DIET Mandi and DIET Kangra at Dharamshala on pilot basis.
• Ultimate idea is to set up language lab in each school having ICTfacility. The intervention will help to improve communicationskills, vocabulary and other aspects of language, multimedialanguage laboratories would replace the existing blackboardteaching tool in government schools.
• Computerized language labs for English with moderntechnologies form the tools on learning programme.
• Teachers will be trained on usage of English labs with the help ofRegional Institute of English(RIE), Chandigarh. The trainings willtake place in the month of December and January focus will be ondevelopment of soft skills.
• For hardware component SPO will make convergence with otherprogrammes like ICT, CAL etc.
Exposure Visit of teachers
• To keep our teachers update about the changes occurring in the nationalas well as global perspectives and to enhance their learning, it is veryessential to plan for their exposure visit in the state which will be usefulfor their teaching profession from the point of view of their students.Planned to visit. The State Coordinators will tie-up with concernedInstitute in advance so as to organise discussions, skill updation session inthese institutes. The idea is to provide wider avenues in terms of careerplanning, to develop managerial skills and sensitivity for ground levelrealities.

• It is being decided to have Aptitude test for class 10thfrom the
current session on the basis as conducted by CBSE. Proposed
amount @ Rs. 150 per student is Rs. 143.78 lakh.

The appraisal team suggested that this component be
financed from MMER. However, as the plan size of the Stateof HP is small and the releases have been even smaller, theState is finding it difficult even to meet the salary requirement.
Hence it is requested, to consider the proposal of the State asa separate component.
Civil Works
• The State has not been issued any funds under civil workscomponent during the financial year 2010-11 and 2011-12.when the matter was raised it was conveyed that since theUtilization Certificate of previous release had not beensubmitted, hence new sanctions can not be accorded.
• It is submitted that most of the RMSA works are being executedthrough technical agencies like HPPWD, HIMUDA and BSNL.Who demands 100% amount as an advance. Most of the worksare nearing completion and the Utilization Certificate regardingthe complete school building will be submitted by December.
• It is also submitted that as we received the PAB approval(revised) of Rs. 123.90 crore for the year 2010-11. Accordinglyin anticipation of receipt of all the funds as per sanctions, thecomponent like school grant, teacher grant etc. weresanctioned for whole of the state, leading to a higher utilizationof funds under these heads.

Major Repairs proposal :
• During the PAB of AWP&B 2011-12 on dated 25th May, 2011, it was submitted that the State’s proposal for major repairs was not sanctioned during 2010-11 because of non-submission of estimates and that the same be considered during 2011-12. In this regard it was decided that the same will be considered in the supplementary PAB meeting along with detailed estimates.
• The State has prepared the estimates for 408 secondary schools in various districts. The total proposed amount is 7.67 crore. All these schools have been existing for the last more than 10 years. The proposal was submitted to GOI vide letter No. EDN-H(6)5/2010(RMSA)-Plan2011-12-366 dated 9th Sept., 2011.
• It is requested to sanction the proposal keeping in view the urgent need for repairs.

• The sanctioned amount of Rs. 123.90 crore alsoincluded in it the component related tostrengthening of 351 existing schools. However, noteven a single school be covered because of notreceipt of funds. Till now out of approved amount wehave received only recurring components of Rs.17.94 crore (GOI 13.46 + State 4.48).
• 29 new schools opened by the state during 2010-11as per the norms approved for the state have beenrecommended by the appraisal team. We request forearly release of funds in relation to these along withsalary component from 1st April, 2011.
