SEAC Meeting Date 14/03/2016
The 263rd meeting of SEAC was held in Directorate of Environment,
U.P. on 14/03/2016. Following members were present in the meeting along
with Secretary, SEAC:

The Chairman welcomed the members to the 263rd
SEAC meeting.
The Members of SEAC unanimously taken following decisions on the
agenda points discussed:
1. “Delhi-Saharanpur Marg Yojna”, Ghaziabad, U.P., being Developed by M/s
U.P.Awas Evam Vikas Parishad.File N0.-1474/AD-Sub.
The committee noted that the matter was earlier discussed in SEAC meting dated 20-06-
2014 wherein the project proponent was directed to present the matter in the next meeting of
SEAC along with detailed compliance report of the TOR issued. Further the secretary SEAC is
advised to put up the case with detailed project report, proceedings/ correspondence made so far
and legal provisions of the notification 2006 in the next meeting for further appraisal of the case.
The SEAC noted that after nearly 1.5 years the project proponent has submitted the reply
thorugh letter dated 12-12-2015. A presentation was made byrepresentative of the project
proponent Shri Naveen Kumar Jain, office of Executive Engineer, UP Avas Vikas Parishad,
Gaziabad alongwith their consultant M/s Sawen Consultancy Services Pvt. Ltd. The committee
discussed the matter and directed the proponent to submit following information:
1. An affidavit regarding no construction work has taken place is to be submitted along with the NEWS photographs.
2. The proposal is only for land development so that any other activity/development as proposed under various land use category shall seek a separate clearance as required under EIA Notification, 2006 as applicable. However, Project proponent shall ensure establishment of complete infrastructure for all facilities proposed in the project as per law.
3. Plan for Development of 21% of Green belt area as Committed during presentation. 4. NOC from Competent Authority for passing of HT line.
5. 6.95 ha water bodies is proposed in the project so that an affidavit regarding not encroaching of any water bodies lying inside the proposed project to be submitted.
6. Details of land development along with all services to be proposed inside the proposed project to be submitted.
7. Phasing of development to be submitted.

8. Zonal level facilities in view of calculated population to be submitted. 9. Phase wise details of water distribution. For any extraction of ground water, prior
permission from CGWB shall be taken. 10. All proposals for maximum use of recycled water,elevation sections/all service
plan/landscape plan/ /drainage/sewerage plan in to jawali scheme are to be submitted.No fresh water is to be used for horticulter,flushing ,DG sets cooling and road washing.
11. Plan for holding tanks for emergency period in case of failure of STP. 12. Final scheme of discharge of waste water to be submitted.
13. Agreement regarding Plan for development of separate land fill site with the share of Loni municipal Board at the outer skirt of the site to be submitted.
14. Plan for 10% of total power requirement shall be made by solar lighting provision to be submitted.
15. Phase wise location of electric substation to be marked in the layout plan. 16. Calculation regarding e-waste and hazardous waste to be submitted.
17. Proper budgeting provision for 1.35 lacks tree plantations to be submitted. 18. EIA report for one month has to be submitted with prior information of monitring.
19. The high tension line as passin through the scheme area will be left open as per by laws and rules and will have to obtained NOC from respective Department.
20. Any Group Housing proposed will have to obtain EC separately as per guide lines. 21. DPR regarding details of development cost is to be submitted including all services is
to be submitted. 22. The phase wise proposal of STP with costing and technology is to be submitted. 23. Total Cost of the project is Rs.732.93 crores.CSR cost is Rs.15.0 Crore .Detsils of CSR
with need based in phase wise mannerwith list of beneficiaries and addresses to be submitted.
24. E-waste and Hazaduos waste quantity to be submitted. 25. Appropriate provision for religious buildings,banquet hallsetc should also be proposed.
The matter shall be discussed after submission of information as above.
2. Group Housing Project “Kailash Enclave" at Sector-18, Vrindavan Yojna-04,

The committee noted that the matter was earlier discussed in SEAC meting dated 10-10-
2015 wherein a presentation was made by the representative of the project proponent alongwith
their consultant M/s Sawen Consultancy Services Pvt. Ltd. The proponent, through the
documents submitted and the presentation made, informed the committee that:-
1. The Environmental Clearance is sought for Group Housing Project “Kailash Enclave"
at Sector-18, Vrindavan Yojna-04, Lucknow.

The committee discussed the matter and directed the project proponent to submit following information:

1. Internal road width is given as 06 m. Explain how the services would be included in this given road width.
2. Section of all internal roads should be provided. Right of way and carriage way width should be clearly marked on the map.
3. Plan for 03 m peripheral green shall be provided around the project inside the project boundary.
4. Area statement with tower wise and floor wise details alongwith no. of units.
5. Details of all block with dimensions set back and area chart details are to be submitted. 6. Details of commercial area and club area should be separately provided. Revised area
statement showing all features should be submitted. 7. Parking provisions as per bye-laws should be submitted.
8. Plan for municipal solid waste management plan. 9. Application submitted for Fire NOC.
10. 100% solar energy is to be provided on all roads and common places like stair cases. An underground Pucca tank for collection/reuse of rain water may be constructed. Plan
should be submitted. 11. Corporate Social Responsibility (CSR) plan along with budgetary provision amounting to
2% of project cost shall be prepared and approved by Board of Directors of the company.
A copy of resolution as above shall be submitted to the authority alongwith list of
beneficiaries with their mobile nos./address.
12. Structural design certificate signed by architect and vetting authority should be submitted.
All structural design drawings should be signed by architect and counter signed by
vetting authority.
Regarding the quries of SEAC meeting dated 10-10-2015 the project proponent has
submitted the reply thorugh letter dated 11-12-2015. In this regard a presentation was made by
the representative of the project proponent Shri K.P. Tripathi, Executive Engineer, UP Avas
Vikas Parishad, Lucknow alongwith their consultant M/s Sawen Consultancy Services Pvt. Ltd.
in the SEAC meeting dated 14-03-2016. The proponent, through the documents submitted and
the presentation made, informed the committee that:-
1. The internal 6.0 m wide roads are having 5.70 m wide carriageway and balance area
provisioned for service.

8. During the presentation the project Proponent through letter dated 14-03-2016 informed
that MSW generated from proposed project will be disposed of through Lucknow nagar
nigam and also informed that the CSR is not applicable to the UPHDB. This is affordable
housing project. Whoever UPHDB has been already developing villages by providing
civic amenities i.e. road, sewerage and water supply etc.
9. The project proposals are covered under category 8"a" of EIA Notification, 2006.
The committee discussed the matter and further deliberated that environmental
clearance in the matter may be granted along with general conditions as earlier prescribed
by authority for construction project with following specific conditions: 1. 03 m peripheral green shall be provided around the project inside the project boundary.
2. Parking provisions as per Development Authority bye-laws should be made and only
required parking provision is allowed. Parking for disabled persons should be explored. 3. Construction material should be recycled/utilized for internal roads.
4. 15% area of the total plot area shall be compulsorily made available for the green tree plantation including the peripheral green belt.
5. Project falling with in 10 Km. area of Wild Life Sanctuary is to obtain a clearance from National Board Wild Life (NBWL) even if the eco- sensitive zone is not earmarked.
6. Criteria/ norms provided by competent Authority regarding the seismic zone be followed for construction work. Provision of alarm system, to timely notify the
residents, in case of occurrence of earthquake/other natural disasters/fire should be provided. A well defined evacuation plan should also be prepared and regular mock drills should be arranged for the residents. Rise of stairs should be constructed in a way, so that it should provide smooth movement.
7. For the treatment for total sewage, a full-fledged STP is to be provided with 20% more capacity than waste water generated during operation phase.100% waste water is to be treated in captive STP conforming to prescribed standards of receiving body for designated use. Monitoring of STP to be done daily till its stabilization.
8. Dual plumbing should be adopted. Recycling of water as proposed shall be undertaken with regular testing and monitoring of treated water.
9. Dedicated power supply for STPs is to be ensured during operation. Sludge of STP is to be used in-house as manure and surplus manure should be managed by giving it to end
users. STP shall be suitably located nearest to back side boundary with shortest out let. Operation and the maintenance cost of the STP shall also be informed along with the
compliance of the E-waste and municipal solid waste disposal. 10. Online monitoring on discharge point shall be undertaken.
11. Total Project Cost is Rs. 286.14 Crore, 2% cost amounting to ECR is Rs. 572.28 Lakhs, Proposed ECR Budget is Rs. 650 Lakhs (6.5 Crore). Details of CSR cost is to be
submitted with need based project phase wise costing and list of beneficiaries and their addresses to be submitted.
12. LEDs should be used in all common areas and corridors. 100% solar lighting is to be provided in the open areas/ stairs cases.
13. 10% of total power requirement shall be met with solar lighting provision. 14. All entry/exit point should be bell mouth shaped. 15. To discharge excess treated waste water into public drainage system, permission from
the competent authority to be taken prior to any discharge. 16. 100 % provision of Rain Water Harvesting is to be made. RWH shall be initially done
only from the roof top. RWH from green and other open areas shall be done only after permission from CGWB.
17. An underground Pucca tank for collection/reuse of rain water may be constructed. 18. Height of the stack should be provided based on combined DG sets capacity and be 6mt
higher than the tallest building.

19. Post project monitoring for air, water (surface + ground), Stack noise of D.G. sets, STP to be carried out as CPCB Guidelines.
20. Crèche to be provided during the construction/operation phase. 21. Provision of separate room for senior citizen with proper amenities shall be made. 22. Protection shall be provided on the windows of the high rise flats for security of
residents. 23. Unless and until all the environmental issues are sorted out the occupancy will be
restricted and would be only allowed after achieving the Permission from the competent authority.
24. The project proponent shall ensure that the project site does not attract/infringe any buffer zone of no activity identified/declared under law.
25. For any extraction of ground water, prior permission from CGWB shall be taken.Only two numbers of bore well including one standby are allowed.
26. Sprinkler to be used for curing and quenching and ready mix concrete may be used for construction.
27. Possibilities of use of treated waste water for irrigation purposes should be explored. Drip irrigation should be tried upto extent possible. No fresh water will be used for
irrigation purpose , horticulter, floor washing,automobile cleaning, DG sets cooling and road washing.
28. Mobile toilets, safe drinking water facility, sanitation facility and eco friendly fuels etc. Shall be made available to the temporary residents/workers at the project site including the proper treatment and the disposal of the wastes.
29. Provision for a first-aid dispensary with a doctor should be made within the project premises for emergency situation.
30. Agreement between project proponent and monitoring agency for Environment management plan to be submitted.
31. Delonex Razia (Gulmohar) should also be planted.
32. Give an affdevit that Solid Waste disposal will be carried out by Nagar Nigam till our disposal site not developed.
3. Group Housing “Gangotri Enclave” at Plot No-8/GH-4, Sector-8, Avadh Vihar

The committee noted that the matter was earlier discussed in SEAC meting dated
10-07-2015 wherein a presentation was made by the representative of the project
proponent alongwith their consultant M/s E.C. Engineers, Jaipur. The proponent, through
the documents submitted and the presentation made, informed the committee that:-
1. The Environmental Clearance is sought for Group Housing “Gangotri Enclave” at Plot
No-8/GH-4, Sector-8, Avadh Vihar Yojna, Sultanpur Road, Lucknow.
2. Salient features details of the project:

4. For power back up, DG sets will be installed with the 2 D.G. Set of Commutative
capacity 1000 KW.
5. Total 185 trees will be planted. Total landscaping area is 3712.70 Sq. m.
6. Only 50 KLD water will be required during construction phase. Ready-mix concrete
will be used, hence, the impact on water environment will be insignificant.
7. 570 KLD per day of water will be used, which will be met from Municipal water.
8. Source of waste water generated will be from domestic activities.
9. The waste water generated at time of 439 KLD and shall be treated in Combined STP.
10. A combined STP of 60 MLD capacity is proposed for the whole residential township of
Avadh Vihar Yojna, Lucknow for an area of 1065 acres spreading over.
11. During the construction phase, domestic effluent generated will be discharged through
the septic tank followed by soak pits.
12. Only 50 KLD water will be required during construction phase. Ready-mix concrete
will be used, hence, the impact on water environment will be insignificant.
13. All mud & drift deposited on the roads from the construction activities will be cleaned
14. Due care will be taken not to mix mortar in location that will drain into storm water
system.
15. 3 No of Harvesting pit is required.

17. Estimated Electricity Power requirement for the project is 5000 KW. Power Supply will
be met from UPPCL.

The committee discussed the matter and directed the proponent to submit following
information:
1. Area details showing proposed uses as residential, commercial, parks, parking, roads,
other services, facilities of the project also in percentage.
2. Maps/plans/services plans approved by Competent Authority.
3. Land allotment letter.
4. The structure design certificate by qualified structure engineer should be submitted. The
structural design certificate should preferably be vetted by IITs/CBRI. Provision of alarm
system, to timely notify the employees/residents, in case of occurrence of
earthquake/other natural disasters/fire should be provided.

5. All internal roads should be 09 m wide. Plan for right of way and carriage way and
section of road should be submitted.
6. Break-up of open area and landscape plan should be submitted.
7. Solid waste management and disposal plan with identification of authorized agency. .
8. Plan for 03 m peripheral green shall be provided along the boundary of the project.
9. Plan for Rain water harvesting.
10. Plan for plantation of minimum 300 trees should be submitted.
11. Provision of 100% solar lighting along the road site, stair cases, common places.
12. NOC from Fire Department and Airport Authority of India.
Regarding the queries of SEAC meeting dated 10-07-2015 the project proponent has
submitted the reply thorugh letter dated 18-12-2015. In this regard a presentation was made by
the representative of the project proponent Shri K.R. Lohumi, Executive Engineer, UP Avas
Vikas Parishad, Lucknow alongwith their consultant M/s E.C. Engineers, Jaipur in the SEAC
meeting dated 14-03-2016. The proponent, through the documents submitted and the
presentation made, informed the committee that:-

SHIVRE Plant (where UP Govt. establish solid waste plant for Lucknow City) for Final

clearance in the matter may be granted along with general conditions as earlier prescribed

clearance in the matter may be granted along with general conditions as earlier prescribed
by authority for construction project and following specific conditions:
1. 03 m peripheral green shall be provided around the project inside the project boundary. 2. Parking provisions as per Development Authority bye-laws should be made and only
required parking provision is allowed. Parking for disabled persons should be explored. 3. Construction material should be recycled/utilized for internal roads.
4. 15% area of the total plot area shall be compulsorily made available for the green belt development including the peripheral green belt.
5. Project falling with in 10 Km. area of Wild Life Sanctuary is to obtain a clearance from National Board Wild Life (NBWL) even if the eco- sensitive zone is not earmarked.
6. Criteria/ norms provided by competent Authority regarding the seismic zone be followed for construction work. Provision of alarm system, to timely notify the
residents, in case of occurrence of earthquake/other natural disasters/fire should be provided. A well defined evacuation plan should also be prepared and regular mock
drills should be arranged for the residents. Rise of stairs should be constructed in a way, so that it should provide smooth movement.
7. For the treatment for total sewage, a full-fledged STP is to be provided with 20% more capacity than waste water generated during operation phase.100% waste water is to be treated in captive STP conforming to prescribed standards of receiving body for designated use. Monitoring of STP to be done daily till its stabilization.
8. Dual plumbing should be adopted. Recycling of water as proposed shall be undertaken with regular testing and monitoring of treated water.
9. Dedicated power supply for STPs is to be ensured during operation. Sludge of STP is to be used in-house as manure and surplus manure should be managed by giving it to end

The committee discussed the matter and further deliberated that environmental
clearance in the matter may be granted along with general conditions as earlier prescribed
by authority for construction project and following specific conditions: 1. 03 m peripheral green shall be provided around the project inside the project boundary.
2. Parking provisions as per Development Authority bye-laws should be made and only required parking provision is allowed. Parking for disabled persons should be explored.
3. Construction material should be recycled/utilized for internal roads. 4. 15% area of the total plot area shall be compulsorily made available for the green belt
development including the peripheral green belt. 5. Project falling with in 10 Km. area of Wild Life Sanctuary is to obtain a clearance from
National Board Wild Life (NBWL) even if the eco- sensitive zone is not earmarked. 6. Criteria/ norms provided by competent Authority regarding the seismic zone be
followed for construction work. Provision of alarm system, to timely notify the residents, in case of occurrence of earthquake/other natural disasters/fire should be provided. A well defined evacuation plan should also be prepared and regular mock drills should be arranged for the residents. Rise of stairs should be constructed in a way,
so that it should provide smooth movement. 7. For the treatment for total sewage, a full-fledged STP is to be provided with 20% more
capacity than waste water generated during operation phase.100% waste water is to be treated in captive STP conforming to prescribed standards of receiving body for
designated use. Monitoring of STP to be done daily till its stabilization. 8. Dual plumbing should be adopted. Recycling of water as proposed shall be undertaken
with regular testing and monitoring of treated water. 9. Dedicated power supply for STPs is to be ensured during operation. Sludge of STP is to
be used in-house as manure and surplus manure should be managed by giving it to end users. STP shall be suitably located nearest to back side boundary with shortest out let. Operation and the maintenance cost of the STP shall also be informed along with the compliance of the E-waste and municipal solid waste disposal.
10. Online monitoring on discharge point shall be undertaken. 11. Details of CSR cost is to be submitted with list of beneficiaries and need based project
phase wise costing and addresses to be submitted. 12. LEDs should be used in all common areas and corridors. 100% solar lighting is to be
provided in the open areas/ stairs cases. 13. 10% of total power requirement shall be made for solar lighting provision. 14. All entry/exit point should be bell mouth shaped. 15. To discharge excess treated waste water into public drainage system, permission from
the competent authority to be taken prior to any discharge. 16. 100 % provision of Rain Water Harvesting is to be made. RWH shall be initially done
only from the roof top. RWH from green and other open areas shall be done only after permission from CGWB.
17. An underground Pucca tank for collection/reuse of rain water may be constructed. 18. Height of the stack should be provided based on combined DG sets capacity and be 6mt
higher than the tallest building. 19. Post project monitoring for air, water (surface + ground), Stack noise of D.G. sets, STP
to be carried out as CPCB Guidelines. 20. Crèche to be provided during the construction/operation phase. 21. Provision of separate room for senior citizen with proper amenities shall be made.

22. Protection shall be provided on the windows of the high rise flats for security of residents.
23. Unless and until all the environmental issues are sorted out the occupancy will be restricted and would be only allowed after achieving the Permission from the competent authority.
24. The project proponent shall ensure that the project site does not attract/infringe any buffer zone of no activity identified/declared under law.
25. For any extraction of ground water, prior permission from CGWB shall be taken. 26. Sprinkler to be used for curing and quenching and ready mix concrete may be used for
construction. 27. Possibilities of use of treated waste water for irrigation purposes should be explored.
Drip irrigation should be tried upto extent possible. No fresh water will be used for irrigation purpose , horticulter, floor washing,automobile cleaning, DG sets cooling and
road washing. 28. Mobile toilets, safe drinking water facility, sanitation facility and eco friendly fuels etc.
Shall be made available to the temporary residents/workers at the project site including the proper treatment and the disposal of the wastes.

8. Plan for 03 m peripheral green shall be provided around the project inside the
project boundary.
9. Landscape plan with park furniture should be submitted. Soft green in landscape
should be specifically mentioned. Required no of trees should be proposed @ 01
tree/80 sqm.
10. Details of parking plan should be submitted. No road side parking outside the
premises shall be permitted.
11. Location of fire hydrants should be shown on site plan.
12. Section of all internal roads should be provided. Right of way and carriage way
width should be clearly marked on the map.
13. Municipal solid waste management plan with identified vendors should be
submitted.
14. Use of reflecting paints on rooftops and side walls of the buildings should be
considered.
15. An underground Pucca tank for collection/reuse of rain water may be constructed. Regarding the quries of SEAC meeting dated 08-11-2015 the project proponent has
submitted the reply thorugh letter dated 19-01-2016 . In this regard a presentation was made by
the representative of the project proponent Shri Jai Prakash, UP Police, Lucknow alongwith their
consultant M/s Sawen Consultancy Services Pvt. Ltd. in the SEAC meeting dated 14-03-2016.
The proponent, through the documents submitted and the presentation made, informed the
committee that:-

2. Parking provisions as per Development Authority bye-laws should be made and only required parking provision is allowed. Parking for disabled persons should be explored.
3. Construction material should be recycled/utilized for internal roads. 4. 15% area of the total plot area shall be compulsorily made available for the green belt
development including the peripheral green belt. 5. Project falling with in 10 Km. area of Wild Life Sanctuary is to obtain a clearance from
National Board Wild Life (NBWL) even if the eco- sensitive zone is not earmarked.
6. Criteria/ norms provided by competent Authority regarding the seismic zone be followed for construction work. Provision of alarm system, to timely notify the
residents, in case of occurrence of earthquake/other natural disasters/fire should be provided. A well defined evacuation plan should also be prepared and regular mock
drills should be arranged for the residents. Rise of stairs should be constructed in a way, so that it should provide smooth movement.
7. For the treatment for total sewage, a full-fledged STP is to be provided with 20% more capacity than waste water generated during operation phase.100% waste water is to be
treated in captive STP conforming to prescribed standards of receiving body for designated use. Monitoring of STP to be done daily till its stabilization.
8. Dual plumbing should be adopted. Recycling of water as proposed shall be undertaken with regular testing and monitoring of treated water.
9. Dedicated power supply for STPs is to be ensured during operation. Sludge of STP is to be used in-house as manure and surplus manure should be managed by giving it to end users. STP shall be suitably located nearest to back side boundary with shortest out let. Operation and the maintenance cost of the STP shall also be informed along with the compliance of the E-waste and municipal solid waste disposal.
10. Online monitoring on discharge point shall be undertaken. 11. Details of CSR cost is to be submitted with list of beneficiaries and need based project
phase wise costing and addresses to be submitted.
12. LEDs should be used in all common areas and corridors. 100% solar lighting is to be provided in the open areas/ stairs cases.
13. 10% of total power requirement shall be made for solar lighting provision. 14. All entry/exit point should be bell mouth shaped.
15. To discharge excess treated waste water into public drainage system, permission from the competent authority to be taken prior to any discharge.
16. 100 % provision of Rain Water Harvesting is to be made. RWH shall be initially done only from the roof top. RWH from green and other open areas shall be done only after
permission from CGWB. 17. An underground Pucca tank with kacha base for collection/reuse of rain water may be
constructed. 18. Height of the stack should be provided based on combined DG sets capacity and be 6mt
higher than the tallest building. 19. Post project monitoring for air, water (surface + ground), Stack noise of D.G. sets, STP
to be carried out as CPCB Guidelines. 20. Crèche to be provided during the construction/operation phase. 21. Provision of separate room for senior citizen with proper amenities shall be made. 22. Protection shall be provided on the windows of the high rise flats for security of
residents. 23. Unless and until all the environmental issues are sorted out the occupancy will be
restricted and would be only allowed after achieving the Permission from the competent authority.
24. The project proponent shall ensure that the project site does not attract/infringe any buffer zone of no activity identified/declared under law.
25. For any extraction of ground water, prior permission from CGWB shall be taken.

26. Sprinkler to be used for curing and quenching and ready mix concrete may be used for construction.
27. Possibilities of use of treated waste water for irrigation purposes should be explored. Drip irrigation should be tried upto extent possible. No fresh water will be used for irrigation purpose , horticulter, floor washing,automobile cleaning, DG sets cooling and road washing.
28. Mobile toilets, safe drinking water facility, sanitation facility and eco friendly fuels etc.
Shall be made available to the temporary residents/workers at the project site including the proper treatment and the disposal of the wastes.
29. Provision for a first-aid dispensary with a doctor should be made within the project premises for emergency situation.
30. Agreement between project proponent and monitoring agency for Environment management plan to be submitted.
31. Delonex Razia (Gulmohar) should also be planted. 32. Agreement between project proponent and Authorised vendor for management of soild
waste disposal to be submitted. 33. Copy of approved lay out plan/ building plans are to be submitted within 15 days from
the competent Authority .The EC is being recommended conditionally and EC will be valid only after submission of approved building plans.
34. Permission of tube well yo be obtained from state ana Centre Ground Water Board and copy of letter applied for permission is to be submitted.
35. Copy of parking standard as per provisions in Lucknow Development Authority is to be submitted.
36. Details of disposal of Solid Waste are to be submitted within 15 days. 37. Total Cost of the project is Rs. 648.45 crores. 38. CSR cost is 2% of the project. The proponent said it is a Govt Organisation and lot of
Services are bring already provided.The details of services are being rendered by the
proponent is to be listed and submitted.

The committee noted that-
(A). An application dated 01/07/2015 was made by the project proponent for
environmental clearance for inclusion of Municipal Solid Waste of Noida in Municipal Solid
Waste Processing & Disposal Facility at Astauli, Greater Noida, Disst- Gautam Buddha Nagar
M/s Greater Noida Industrial Development Authority for treatment.
(B). The environmental clearance for Municipal Solid Waste Processing and disposal
facility, Astauli, District-Gautam Budh Nagar was accorded through SEIAA letter dated
20/09/2013.
(C). CEO, GNIDA through his letter dated 01/07/2015 has submitted that a meeting was
held on 24/12/2014 at Noida Office in presence of Noida and GNIDA Officers on the site options for proposed MSW treatment and disposal facility for Noida waste. Noida has expressed
interest to manage and treat their segregated waste at Astauli, Greater Noida. Astauli Municipal Solid Waste processing and disposal facility site has been approved by both the authorities after
mutual understanding on future development of a common MSW facility. In this regard, a MOU has been signed between GNIDA and Noida to treat Municipal Solid Waste of Noida at Astauli

site. Both Noida and GNIDA shall jointly maintain 576.16 TPD MSW threshold limit with approved treatment technologies and other EC conditions to treat their MSW. (D). The committee in its earliar meetingdiscussed the matter and deliberated that a complete plan should be submitted with details of Municipal Solid Waste facility to be used as per above proposed arrangement by both Noida and GNIDA for further discussion on the matter and the copies of the project report should be communicated to all committee Members before meeting for their appraisal.
(E). The project proponent submitted their plan through letter dated 20/08/2015. The matter was discussed in SEAC meting dated 10-10-2015. A presentation was made by Shri
Samakant and Shri Gaurav Bansal, GNIDA Authority alongwith their consultant M/s IRG Systems South Asia Pvt. Ltd. The proponent, through the documents submitted and the
presentation made, informed the committee that:- 1. The Environmental Clearance is sought for Municipal Solid Waste of Noida in
Municipal Solid Waste Processing & Disposal Facility at Astauli, Greater Noida, Disst-
Gautam Buddha Nagar, M/s Greater Noida Industrial Development Authority.
2. Greater Noida Industrial Development Authority (GNIDA) has obtained Environmental
Clearance from SEIAA, UP vide Ref. No. 1368/Prava/SEAC/ 559/ 2012 /AD(H) Dated
20th September, 2013 for setting up Municipal Solid Waste Processing and Disposal
Facility at Astauli, Greater Noida. Now, the applicant is seeking consent to inclusion of
Segregated Municipal Solid Waste of NOIDA at Municipal Solid Waste Processing &
Disposal Facility, Astauli, District Gautam Buddha Nagar, Uttar Pradesh for Treatment.
3. In this regard, a meeting was held under the Chairmanship of Chief Executive Officer,
NOIDA and GNIDA on 24th December, 2014 at NOIDA office. The following
decision were taken:-
• NOIDA expressed interest to manage and treat their segregated waste at Astauli,
Greater Noida.
• GNIDA agreed to treat NOIDA waste at Astauli.
• NOIDA shall send segregated waste from Sector-151 A to Astauli for Treatment
• A Memorandum of Understanding has been signed between GNIDA and NOIDA for
treatment of NOIDA waste.
• Both GNIDA and NOIDA shall jointly maintain all EC conditions to treat their MSW.
• GNIDA will inform SEIAA/SEAC, UP about inclusion of NOIDA waste

12. Transportation details:
• Segregation of waste shall be at Sector-151A, NOIDA.
• NOIDA’s segregated waste shall be sent via Greater Noida- Kasana-Surajpur Road.
• Distance of SLF Astauli from Sector-151A is 26 Km which may be covered in 40 minutes by
covered trucks.
• Approximately 15-20 covered vehicles will transport NOIDA’s segregated waste to the SLF,
Astauli.
13. The project proposals are covered under category 7 "i" of EIA Notification, 2006.
The committee discussed the matter and deliberated that Environmental Clearance for
proposal of inclusion of Segregated Municipal Solid Waste of NOIDA at Municipal Solid Waste
Processing & Disposal Facility, Astauli, District Gautam Buddha Nagar, Uttar Pradesh for
Treatment may be recommended with condition that all conditions as stipulated in SEIAA letter
no. 1368/Prava/SEAC/ 559/ 2012 /AD(H) Dated 20th September, 2013, through which
Environmental Clearance was granted to Municipal Solid Waste Processing & Disposal Facility,
Astauli, District Gautam Buddha Nagar, Uttar Pradesh shall be duly complied. Additionally,
project proponent shall ensure to comply with following also:
1. DPR regarding transportation of solid waste at s distance of 26 KM from Noida shall
be prepared and copy submitted.
2. All measures to be adopted in transporting the solid waste from Noida to Greater
Noida site as per provision in the MSW rules and undertaking is to be given in this
regard.
3. Undertaking regarding work done so far on the site with present status at Astauli site.
4. The project proponent informed that this plan is for 03 years (phase-1 2015-2018)
during which NOIDA shall send segregated waste (excluding non-biodegradable)
from Sector-151A to SLF, Astauli for Treatment. Segregation and transportation plan
of Noida Municipal Solid Waste to proposed facility for proposed period should be
environmentally sound.
5. Necessary arrangement/planning should be started in advance for management of
Noida Waste for phase-2 i.e. after 2018.
(F) The recommendation of the SEAC meeting dated 10/10/2015 was put up in the SEIAA meeting dated 26/11/2015 and the SEIAA noted that in reference to the
above stipulated conditions a compliance report has been submitted by the project proponent through letter no-Noida/CEO/CME/566/15, dated 06/11/2015. The
SEIAA directed that the compliance report submitted by the project proponent through letter no-Noida/CEO/CME/566/15, dated 06/11/2015 should be put up
before the SEAC for consideration. The SEAC recommendation regarding the same shall be considered by the SEIAA.
(G) Regarding the quries of SEIAA meeting dated 10/10/2015 the project proponent has
submitted the reply thorugh letter dated 10/03/2016. A presentation was made by

Shri Gaurav Bansal, GNIDA Authority alongwith their consultant M/s IRG Systems South Asia Pvt. Ltd. The proponent, through the documents submitted and the presentation made, informed the committee that:-
i. The proponent submitted the DPR report of transportation of solid waste at distance 26
Km from NOIDA to Greater Noida.Undertaking of measures to be adopted in transporting of MSW as per provision of MSW Rules. 2000 and the Undertaking
regarding work done so far with present status at Astauli site.
ii. With reference to additional condition number 4 since GNIDA did not start constructor work of treatment facility after getting earlier EC till date and GNIDA is now going to
establish approved treatment facility with NOIDA which will take minimum 01 year for establishment. In this regard 03 years shall be considered only after commissioning of
treatment plants as per earlier EC instead of mentioned Phase-1 period of 2015-2018. During me jmm NOIDA will send segregated waste (excluding non-biodegradable) from
Sector- 151A to Astauli for Treatment
iii. In Phase-2 (2019-2040) NOIDA will setup own MSW treatment plants to treat their MSW. A detailed description had been given in proposal for Phase-2 Waste for land filing(section 3.2) submitted dated 20.03.2015.
iv. As per the to point no 11 of SEAC meeting minutes in phase-2 where only 10% of the rejects from Compost, RDF and C & D plant of GNIDA and 10% of Noida facility will be sent for land filling in disposal facility (landfill cells; 4 nos.) at Astauli, Greater Noida where is available to take both GNIDA and NOiDA treatment facilities rejects till 2040.
v. In reference to additional condition number 5. necessary arrangement/planning would be started in advance for management of Noida Waste for phase-2 i.e. after 2019.
vi. In this regard the project proponent requested to consider the following points in revised
environment clearance- a) Period of 03 Years for NOIDA MSW shall be considered after commissioning of
to eaomm plant at Astauli as per earlier EC b) 10% of rejects from Compost, RDF and C & D piant of GNIDA and 10% rejects
of NOIDA facility will be sent for Land filling in disposal facility (landfill cells, 4 nos.) till 2040 at Greater Noida.
c) All earlier EC conditions will be followed without any change. d) The validity of EC will be only for three years.

discussed the matter and recommended following ToRs for conducting EIA:
1. Executive summary of the project.
2. Project Description and Project Benefits. 3. Land use details of the site based on satellite imagery. 4. Dismantling schedule. 5. Distance from highway/nearest habitation. 6. Process details and design details of all the tanks with animated model. 7. Proposal for safety buffer zone (250 m) around the proposed site with map. 8. A list of industries within 10 km radius of the project. 9. List of villages and population within 5 Km. 10. Location of national parks and wildlife sanctuary/reserve forests within 10 km radius. 11. Permission from National Wildlife Board regarding wildlife sanctuary located within 10 km.
Permission and recommendation from the State Forest Department regarding the impact of the proposed plant on the surrounding Reserve forests, if any.
12. A copy of ‘Environment Clearance’/‘Consent to Operate’ accorded by the Ministry/ State Board for the existing plant alongwith point-wise compliance report.
13. Animated Computer Model for prospective years regarding truck movement from safety and risk point of view. Details of lorry design pressure.
14. Layout plan with provision of trucks parking area. Earmarking of area for parking of Lorries at a remote location to avoid congestion.

• The letter/application for EC should quote the MOEF file No. and also attach a copy of the letter.
• The copy of the letter received from the Ministry should be also attached as an annexure to the final EIA-EMP Report.
• The final EIA-EMP report submitted to the Ministry must incorporate the issues in this letter.
The index of the final EIA-EMP report must indicate the specific chapter and page no. of the EIA-EMP Report.
• While preparing the EIA report, the instructions for the proponents and instructions for the consultants issued by MoEF vide O.M. No. J-11013/41/2006-IA.II (I) dated 4th August, 2009, which are available on the website of this Ministry should also be followed.
• The consultants involved in the preparation of EIA/EMP report after accreditation with Quality Council of India (QCl)/National Accreditation Board of Education and Training

consultants issued by MoEF vide O.M. No. J-11013/41/2006-IA.II (I) dated 4th August, 2009, which are available on the website of this Ministry should also be followed.
• The consultants involved in the preparation of EIA/EMP report after accreditation with Quality Council of India (QCl)/National Accreditation Board of Education and Training (NABET) would need to include a certificate in this regard in the EIA/EMP reports prepared by them and data provided by other organization/Laboratories including their status of approvals etc. In this regard circular, no. 11. PROPOSED POLLUTION CONTROL MEASURES
� Domestic sewage will be disposed off into soak pit/septic tank.

12. The project proposals are covered under category 6"b" of EIA Notification, 2006, as
amended.
The committee noted that proposals mentioned in revised form-1 submitted vide letter
dated: 26/11/2015 for operating the plant in double shift from the day one and making the change
in plant capacity to 120 TMPTA, to meet this bottling capacity, bulk storage capacity also
needed to be increased from earlier proposal of 1800 MT to 3600 MT.The committee directed to
submit following information/documents for consideration of matter of scoping:
1. Calculation Sheet for storage.
2. Parking facilities according to the norm.
3. Submit the distances of bottling unit to approach road and that to of to highway,
mention any building structure along with it’s height within the periphery of 100
mts. and if not take the benchmark of 500 mts. and exhibit both of it’s distances
on Google map.
4. Present status of green belt and proposed Green belt plan which should not be less
than 33% of the total plot area.
5. Mention types and names of industries in vicinity and the product manufactured.
6. Provide the land use certificate. Whether notified?
7. Total cost of the project and CSR plan, executable work at phase wise prepared
and detail of works to be executed along with the resolution of board of directors
or the concerned with an affidavit is to be submitted along with the name and
address of beneficiaries.

9. List of villages and population within 5 Km. 10. Location of national parks and wildlife sanctuary/reserve forests within 10 km radius. 11. Permission from National Wildlife Board regarding wildlife sanctuary located within 10 km.
Permission and recommendation from the State Forest Department regarding the impact of the proposed plant on the surrounding Reserve forests, if any.
12. A copy of ‘Environment Clearance’/‘Consent to Operate’ accorded by the Ministry/ State Board for the existing plant alongwith point-wise compliance report.

12. The project proposals are covered under category 8"b" of EIA Notification, 2006.
The committee discussed the matter and observed that proposals as submitted by project
proponent are not supported by any Master Plan or land use notifications for various proposed
uses. The project proposal is not admissible in its present form as it does not provide the basis of
the built up areas, besides the project proposal appears to be categorized under the plotted and
infrastructural development only, therefore DPR should be submitted. The terms of reference can
only be finalized after various land uses/activities are substantiated by Master Plan/land use
notifications for the area issued by competent authority. The project proponent should be
directed to submit approved Master Plan/land use notifications on the basis of which, the
proposals of various uses have been proposed.
The project proponent and their consultant informed that they have started collecting base
line data for summer season which should be noted for further consideration. The committee
discussed and deliberated that schedule of data collection and communication made with District
Administration/RO, UPPCB for the same should also be provided alongwith data for its
verification.
Regarding the quries of SEAC meeting dated 27-06-2015 the project proponent has
submitted the reply thorugh letter dated 11-02-2016. In this regard a presentation was made by
the representative of the project proponent Shri C.K. Maruya alongwith their consultant M/s

through the documents submitted and the presentation made, informed the committee that:-
1- Through letter no- 663 dated 11-02-2016 the project proponent informed that name of the
project has been revised and now the name of the proposed project will be “Saraswati Hi-
tech City”.now the environmental clearance is sought for “Saraswati Hi-Tech City” at
Naini, Allahabad, M/s U.P. State Industrial Development Corporation Ltd.
2- The project will be developed by U.P. State Industrial Development Corporation Ltd
(Upsidc).
3- The project “Saraswati Hi-tech City” is proposed to be developed at a net plot area of
4616205 sq m i.e. 461.62 hectares which is less than 500 hectares and includes industries
which does not belong to category A & B, hence, the project falls under category 8 (b)
(Township & Area Development Projects) as per the EIA notification, 2006 amendment
dated 01-12-2009 [S.O. 3067 (E)].
4- Total Built up area of the project will be 6833817.65 sq m.
5- The project will comprise of various activities i.e. Industrial, Residential, Institutional,
Amenities & Mix Use areas altogether.
6- The land has been allotted By U.P. Government to UPSIDC.
7- Earlier the application for grant of ToR for the proposed project “Integrated Industrial
Township” was submitted to SEIAA, UP on 5-01-2015 and was appraised on 27.6.2015.
The committee sought approved Master Plan and Land-use Notification. The reply of
same was submitted to SEAC.
8- Baseline data has alredy been collected for the summer season 2015 . However data has
been revalidated for the month March / April 2016.

The committee discussed the matter and recommended following TORs and general
guidelines for conducting EIA studies regarding the proposals:
Additional TORs :
1. Master plan of the area showing proposed project. Permissible uses of the proposed site
as per zoning regulation.
2. Allotment letter from concerned development authority.
3. All approved drawings/maps alongwith all approved services plans.
4. Revised form-1, 1A and conceptual plan with corrected data as discussed in committee.
5. Structural design certificate signed by architect and vetting authority should be submitted.
All structural design drawings should be signed by architect and counter signed by
vetting authority.
6. Area details showing proposed uses as residential, commercial, parks, parking, roads,
other services, facilities of the project also in percentage.This ToRs does not cover the
proposed FAR and /or any builtup area exept the services and infrastructure facilities.
7. Physical features within 30 m of the project sites with their ownership.
8. Complete Details of facilities to be developed by the project proponent i.e. for which
environment clearance is sought.
9. Green/Tree Plantation area should be increased minimum up to 21% of the plot area, and
accordingly revised lay out plan should be submitted. Internal road should be minimum
9.0 m.
10. Provision of a water body and water supply from the housing board instead of the tube
wells should be made.
11. Details of rain water harvesting including the surface run-off are to be given.
12. Provision of 100% solar lighting along the road site, stair cases, common places and
water heating.
13. Plan for EWS / LIG housing provision as per Development Authority bye-laws.
14. Examine in detail the proposed site with reference to impact on infrastructure covering
water supply, storm water drainage, sewerage, power, etc., and the disposal of treated/raw
wastes from the complex on land/water body and into sewerage system. Consider soil
characteristics and permeability for rainwater harvesting proposals, should be made to
prevent ground water contamination. Maximize use of treated water by recycling and
utilization of rainwater.

15. Water requirement and water management plan along with necessary permissions for
discharge.
16. Hydro-geological investigations be carried out and obtain permission from Central
Ground Water Authority for withdrawal of ground water.
17. Make provision for safety against failure in the operation of wastewater treatment
facilities. Identify acceptable outfall for treated effluent.
18. Details of green belt as a measure for mitigation of dust and noise and buffer between
habitation and proposed project.
19. Landscape plan, green belts and open spaces may be described separately.
20. Study the existing flora and fauna of the area and the impact of the project on them.
There should be no basement below 15 m setback. Accordingly Plan should be revised
and submitted.
21. Section of all internal roads should be provided. Right of way and carriage way width
should be clearly marked on the map. Avoid entry/exit at point of junction of roads.
Traffic movement plan in and out should be shown.
22. Examine existing crèche, education, health facilities, police, post Office, Banks and other
services and make adequate provisions in the proposal.
23. Assess soil erosion in view of the soil characteristics, topography and rainfall pattern.
24. Application of renewable energy/alternate energy, such as solar and wind energy may be
described including solar water heating in the guidelines for entrepreneurs.
25. Consider solid wastes, including e-waste in addition to other solid wastes and their
disposal.
26. Identification of recyclable wastes and waste utilization arrangements may be made.
27. Explore possibility of generating biogas from biodegradable wastes.
28. Arrangements for hazardous waste management may be described as also the common
facilities for waste collection, treatment, recycling and disposal of all effluent, emission
and refuse including MSW, biomedical and hazardous wastes. Special attention should be
made with respect to bird menace.
29. Provisions made for safety in storage of materials, products and wastes may be described.
30. Disaster management plan should be prepared.
31. Traffic management plan including parking and loading/unloading areas may be
described. Traffic survey should be carried out both on weekdays and weekend.
32. Parking provision is to be made for higher ECS worked out either as per state bye-laws or
construction manual of the MoEF. Additional parking more than required nos. as per
norms will not be permitted.
33. Exclusive Parking area in the basement (excluding other facilities) and surface is to be
clearly mentioned.
34. Provide service road for entry and exit to project site.
35. Use of local building materials should be described.
36. Consider provision of DG Flue Gas emissions to be treated in a scrubber. Stack details
with provisos of sampling port for monitoring be described. Power backup should be
restricted to 50-60 % of power requirement. Plan should be revised and submitted.
37. Work out MGLC for the combined capacity of DG sets.
38. Provide for conservation of resources, energy efficiency and use of renewable sources of
energy in the light of ECBC code.
39. Application of resettlement and rehabilitation policy may be described. Project affected

persons should be identified and rehabilitation and resettlement plan should be prepared.
40. Examine separately the details for construction and operation phases both for
Environmental Management Plan and Environmental Monitoring Plan.
41. Corporate Social Responsibility (CSR) plan along with budgetary provision amounting to
2% of project cost shall be prepared and approved by Board of Directors of the company.
A copy of resolution as above shall be submitted to the authority along with list of
beneficiaries with their mobile nos./address.
42. Required no of trees should be proposed @ 01 tree/80 sqm, submit plan.
43. Project falling with in 10 Km. area of Wild Life Sanctuary is to obtain a clearance from
National Board Wild Life (NBWL) even if the eco- sensitive zone is not earmarked.
44. Declare/submit the running cost of STP and other environmental management services
(e.g., Municipal Solid Waste Disposal, Green belt Maintenance, Water Management etc.)
in the proposals which are to be including in the allotment letters. Vendors should be
identified for Municipal Solid Waste Management and submitted.
45. The proponent will submit the schedule of monitoring/data collection programme to the
Office of Directorate, Member Secretary, UP Pollution Control Board and District
Magistrate of related District.
46. It is to be submitted that 10% for LIG and 10% for EWS is to be provided or not.The
documents in the support to be submitted.
47. Copy of land documents by Industries Depth. UPSIDC is to be submitted in support of
facts for Development of Integrated Industrial township.
48. Revalidate the data of March, April 2016 and report is to be submitted.
49. EC will be only considered for Development of land as Area Development and all maps
and lay out to be duly approved by competent Authority .The DPR is to be submitted
with all infra structure facilities including road, peripheral green, sewer,
drainage.electrificstion, STP, E.wate., water supply, RWH, Tree plantation, Land Scale
plan etc along with section of all roads showing details of all services.
General Guidelines:
a. A legal affidavit by the Project proponent on Rs. 100/- non-judicial Stamp Paper, duly
attested by Public Notary, stating that:
I. “There is no litigation pending against the project and/or land in which the project is
proposed to be set up (please give name & ownership etc. of the project) and that for
any such litigation what so ever, the sole responsibility will be borne by the Project
proponent.”
II. “No activity relating to this project (i.e. name of the project) including civil
construction has been undertaken at site except fencing of the site to protect it from
getting encroached and construction of temporary shed(s) for the guard(s). (if fencing
has not been done, then the same may be deleted).
III. “I/We hereby give undertaking that the data and information given in the application,
enclosures and other documents are true to the best of my knowledge and belief and
I/We am/are aware that if any part of the data and information submitted is found to
be false or misleading at any stage, the project will be rejected and clearance given, if
any to the Project will be revoked at our risk and cost.”
IV. Project does not fall under any buffer zone of no-development as declared /identified
under any law.

b. Another legal affidavit by the consultant stating “(a) that the prescribed TORs have been
complied with (to be deleted if not applicable) & (b) that details and the data presented
are factually correct”, as per MoEF circular dated 04.08.2009 is also to be submitted
along with EIA.
c. Current, site photographs viewing towards the project area from four directions indicating
date of photograph taken, direction from which taken, name of the project, and signature
of Project proponent along with consultant with seal should be submitted, so as to ensure
that no construction has been started before the grant of EC.
d. EIA should strictly follow the guidelines prescribed in annexure-III to the EIA
notification of 2006 and the Methods of Monitoring and analysis (Annexure-IV):
Guidance for assessment of representativeness and reliability of baseline environmental
attributes detailed under EIA manual January, 2001 and other guidelines in the matter.
e. The status of accreditation of the EIA consultant with NABET/QCI shall be specifically
mentioned. The consultant shall certify that his accreditation is for the sector for which
this EIA is prepared.
f. On the front page of EIA/EMP reports, the name of the consultant/consultancy firm along
with their complete details including their accreditation, if any shall be indicated.
g. While submitting the EIA/EMP reports, the name of the experts associated with/involved
in the preparation of these reports and the Name of laboratory through which the samples
have been got analysed should be stated in the report. It shall clearly be indicated whether
said laboratory is accredited by NABL or approved under the Environment (Protection)
Act, 1986 (Please refer MoEF office memorandum dated 4th August, 2009). The name
project leader of the EIA study shall also be mentioned.
h. The EIA document shall be printed on both sides, as for as possible.
The Information’s no (a I , II, III & c) asked under the general guidelines is to be
submitted within 15 days from the date of receipt of the letter and remaining of the
information’s is to be submitted along with the EIA.
